It cites a December 5, 2016 briefing to the House Intelligence Committee that, it says, did not mention Putin aspiring to elect Trump, and a presidential daily brief drafted on December 8 that stated no Russian or criminal actors impacted vote counts. It says the December 8 brief was pulled hours before publication due to new guidance. The report describes a December 9, 2016 National Security Council meeting involving President Obama’s senior national security officials, then says DNI James Clapper’s assistant emailed intelligence community leadership with subject “POTUS tasking on Russia election meddling,” tasking ODNI to create a new assessment. It says the oversight report shows the assessment was a high-profile presidential product limited to five analysts using one principal drafter, created under unusual presidential directives, especially involving John Brennan. It further says Brennan ordered the publication that day of “substandard reporting” previously withheld for not meeting longstanding publication standards. The report says CIA Director Brennan overruled senior CIA officers and stated, “We don’t have direct information that Putin wanted to get Trump elected,” while the January 6, 2017 assessment stated the assessment judged Putin and the Russian government aspired to help President-elect Trump’s election chances when possible by discrediting Secretary Clinton and publicly contrasting her unfavorably to him. It says the CIA and FBI expressed high confidence and NSA moderate confidence, but that the ICA cited no report where Putin indicated helping Trump win was an objective. Regarding the Steele dossier, the report says a source used in the January 2017 assessment was the discredited, unverified Steele dossier, and that it was referenced in the main body and in a two-page annex. It says the report’s findings contradict claims by Brennan that the dossier was not incorporated, and it includes an account that Brennan refused to remove it when challenged. It also says later criticism of the FBI’s handling of the dossier noted its unverified nature and sidestepping of intelligence community procedures. The report concludes by asserting that Brennan, Clapper, Comey, and others knowingly repeated the assessment’s contrived narrative as fact, and it cites Brennan’s December 2016 internal memo expressing “strong consensus” on Russian interference, Clapper’s later statements describing influence on the outcome, and the report’s view that the implications involve undermining democratic integrity.

Some say this is a witch hunt, but they've caught a few witches. There have been a few indictments. One lawyer called the investigation absurd. But is it? We broke the story about the existence of the dossier and that President Trump had been briefed, but we didn't mention its contents. The FBI director was talking about prostitutes. Almost exactly two years ago, we reported that President Trump had been briefed on the intelligence community's assessment of Russian interference in the 2016 election, including the existence of the dossier. Despite the president's denial, the special counsel's team has already proven some of the claims in that dossier are true. Have Democrats found any evidence of collusion? Yes, we have.
