The Department of Health and Human Services terminated a contract paying Endeavors $18 million a month to operate an empty migrant family housing facility in Pecos, Texas. After I tagged the US attorney Ed Martin in a post asking him to investigate, he responded saying that he was on it. Endeavors responded to my request for comment by email, stating that they were responsible for maintaining operational readiness at the Pecos Shelter, and ensuring the ability to scale to full use of 3,000 beds as needed. They also stated that decisions regarding facility use and migrant sheltering locations were made by the federal government, not Endeavors, and that any claims of corruption or mismanagement are baseless. I also claim that Endeavors received its HHS contract in 2021 after a former ICE employee and Biden transition team member joined the nonprofit. Endeavors' revenues shot up in 2021.

Elon Musk invited a group to observe his weekly Doge meeting, where they discussed efforts to combat government waste and fraud. They found instances of misuse of funds, such as the Department of Education's $4 billion COVID fund being used for parties at Caesar's Palace and stadium rentals. Requiring receipts halted these withdrawals. The Small Business Administration gave loans to dead people and even unborn children. The Inter American Foundation (IAF) spends only 58% of its funds on grantees, like alpaca farmers in Peru, with much of the money remaining in DC. Only 10-15 cents of each dollar reaches the intended recipient due to layers of stealing. The United States Institute of Peace was found to have loaded guns in its headquarters and a $130,000 contract with a former member of the Taliban for unclear services. The chief accountant deleted over a terabyte of records, later recovered. Unspent funds were swept into a private bank account. The team referred the evidence to the FBI and DOJ. A generous government resignation program was initially met with suspicion, but is now gaining acceptance. The effort to combat waste and fraud is a long-term enterprise.

Endeavors spent $500,000 on music, pet, and plant therapy for kids. Another nonprofit, Southwest Key Programs, led by Dr. Anselmo Villareal, received over a million. Despite issues like sexual abuse charges and fund misuse investigations, they still received $800 million in contracts from the Biden administration.

The speaker cites two examples: "Senator Sheldon White house is under the hot seat right now because he backed the legislation that approved $14,200,000 to go to ocean conservatory." A second case concerns "Family Endeavors" in Pecos, Texas, meant for overflow of immigrant children; it has been empty since 02/2021, while "we have been paying 18,000,000 million dollars a month" to keep it open. A board member was "one of Biden's transition team members." The presenter then says, "This is my opinion only. From this point on, everything I've told you so far is facts. He claims Compass Connections' director of operations, Sonya Thompson, is connected to First Day Foundation. Arce was allegedly assaulted by a former DPS officer, Andrew Carter, at Compass Connections' headquarters while seeking answers about the money and children's whereabouts. Arce states First Day Foundation spent $250 million on a camp in Torino, Texas, which closed due to abuse accusations, then opened a facility in Carrizo Springs holding 3,000 children. He questions the $8.8 billion in public funding the organization received, according to their IRS forms. Arce highlights a vacant camp run by Endeavors family, another NGO, costing $220 million per year. Arce reports First Day Foundation owns its headquarters and recently purchased a $5 million office building. He notes CEO Kevin Denon earns $1.2 million annually, while other executives earn close to half a million. Missus Scott started working as the director of operations for Be More Empowered in September 2021. She started dating the mayor in 2022. Her employer began to receive money through the Baltimore City government in 2023, totaling 34,950 taxpayer dollars by 2024. The Downtown Partnership of Baltimore awarded Be More Empowered $80,000 through a taxpayer funded program in July 2023, a day before the Scotts went public with their relationship through a pregnancy announcement. The taxpayer backed Baltimore Children and Youth Fund sent Be More Empowered $62,500 from July 2023 to June 2024. Meanwhile, Be Empowered has not filed a tax form since 2023, meaning it's almost a year behind its required filings with the IRS. None of its previous tax forms mentioned Missus Scott's position or salary. Be More Empowered is listed on the Maryland government's charity database as delinquent. Linda Parsons, a professor at the University of Alabama specializing in nonprofit accounting, said Be More Empowered needs to explain how it's managing taxpayer money. Missus Scott lists on her LinkedIn that she stopped working at Be More Empowered in September, which was the same month the nonprofit announced an organizational pause and was sued for not paying rent. Attempts to reach Missus Scott for comment were unsuccessful. Be More Empowered received $25,000 from the Baltimore City government in 2023 stemming from the Federal American Rescue Plan Act. In 2024, Be More Empowered received $9,950 listed for the Youth Works program, which runs under the mayor's office of employment development. The $80,000 Be More Empowered received from the Downtown Partnership came through the Boost program, which is funded through a combination of private and public money. Mayor Scott sent $1,600,000 in ARPA money to downtown partnerships in 2022 to help back the Boost program Be More Empowered benefited from one year later. A spokesman for downtown partnership told Spotlight on Maryland that Be More Empowered spent the $80,000 in accordance with its contract, which he said he could not provide. A point that Parsons questioned. When you have government funds, the contract is not available is not an option. Once you agree to take government funds, whether from your city or state or or federal government, it's your obligation to be transparent as possible. The boost grant to Be More Empowered was intended for the organization to spend on a new office space downtown on North Howard Street. However, a previous Spotlight on Maryland investigation found they never moved into that location, instead opening an office on North Charles Street where they were sued in September for not paying rent and since moved out. Downtown Partnership's president, Shalonda Stokes, has a salary of $317,000. Stokes' Instagram shows several photos and videos of her with Missus Scott, including attending a Beyonce concert together summer in a group that also included the wife of Maryland governor Wes Moore. A spokesman for BCYF emphasized that one of its grantees chose Be More Empowered as its fiscal sponsor. The spokesman did not respond to questions about how that money was spent and whether they'll get it back.

Secretary: Today, we are announcing that we have stopped all grant funding that's being abused by NGOs to facilitate illegal immigration into this country. It's amazing to me the hundreds of millions of dollars that have been spent by the federal government that has been sent to NGOs to facilitate this invasion of our country. I have taken action to stop that funding, to reevaluate it, and to make sure that we're actually using taxpayer dollars in a way that strengthens this country and keeps us safe. People are curious how grants given out by federal agencies are utilized, and that evaluation needs to be done. We're not spending another dime to help the destruction of this country. We're going to follow through on what president Trump promised, to secure our border, depart those who are here illegally and committing criminal actions, and ensure taxpayer dollars aren't spent to assist it. Speaker: And, Madam Secretary, I don't think people fully understand the role that NGOs play in facilitating illegal immigration. I want to share these numbers up on the screen: we spend over $380,000,000 in 2024 for sheltering and service programs for illegal immigrants. But the vast network of NGOs that help facilitate it through Panama, through Mexico, and make it a landing spot here in the United States is a massive contributor to illegal immigration. So what you're telling us today is that now stops? At least the federal funding of that stops? Secretary: Yes. The Department of Homeland Security has stopped spending those dollars to fund those NGOs. What’s been revealing is that many of these NGOs actually have infrastructure and operations set up in Mexico on that side of the border, telling illegal immigrants to come to them, and they will get them across the border. So they're not just operating in the United States. They're operating outside of the United States to help make it easier for those who want to break our laws. And while I was one of those Americans years ago when somebody said NGO to me, I thought, oh, that's amazing—a nonprofit telling somebody about Jesus or spreading faith and charitable work, helping people less fortunate. Then I realized over the years it's been perverted into this shadow government. An NGO is sometimes an operation that does things the government cannot do, can't legally do, so they create an entity to use government dollars, taxpayer dollars, to do something that the federal government isn't allowed to do—to perform a shadow government operation that has recently been used to undermine our country's national security.

We are announcing the cessation of federal grant funding to NGOs that facilitate illegal immigration. Hundreds of millions of taxpayer dollars have been misused to support this issue, and we are committed to reevaluating these funds to ensure they strengthen our country and enhance safety. Many NGOs operate in Mexico, encouraging illegal immigrants to cross the border. Initially, NGOs were seen as charitable organizations, but they have evolved into entities that sometimes undermine national security by performing actions the government cannot legally undertake. While some NGOs do valuable work, their role in facilitating illegal immigration is concerning.
