Good afternoon. It’s an honor to welcome you back to the State Department. American engagement and leadership are essential for advancing our interests. We’ve worked tirelessly to rebuild our alliances and partnerships, which are now stronger than ever. In the past four years, we've faced challenges but emerged stronger. Our economy is booming, and we've made historic investments in infrastructure and clean energy. Our alliances, particularly NATO, are more robust, and we’ve successfully countered adversaries like Russia and Iran. We’ve also prioritized diplomacy, bringing home Americans wrongfully detained abroad. As we look to the future, we must continue leading in artificial intelligence and clean energy. America is built on the idea of equality and progress, and together, we can achieve great things. Thank you for your dedication, and may God bless you all.

The administration is revoking visas and green card processes for individuals who lied on their visa applications. If someone applying for a visa stated they would participate in pro-Hamas events, the visa would have been denied because it runs counter to US foreign policy interests. The Columbia student in question was allegedly a negotiator and spokesperson for a movement that vandalized buildings and disrupted campus activities. The speaker stated that they never would have allowed him into the country if they had known his intentions. The speaker stated that the administration wants to remove individuals who promote Hamas, terrorist organizations, vandalism, acts of rebellion, and riots on campus. They also want to get rid of Tren de Aragua gang members, who they consider terrorists. The speaker clarified that a visa is not a birthright, but permission to visit the country, and violating the terms of visitation will result in deportation.

The State Department is dismantling a censorship bureaucracy that began addressing online radicalization by groups like Al Qaeda and ISIS. This entity, formerly known as the Global Engagement Center, expanded its scope to include foreign interference in elections and eventually targeted American political voices, labeling them as disinformation. According to the speaker, the center's director equated Trump's speech to that of foreign terrorists. The center allegedly funneled State Department funds to third-party groups that targeted individuals and organizations, which led to deplatforming and reduced visibility on social media. The speaker claims that this amounted to a government-run entity silencing political speech in America. Despite being renamed and moved, the State Department is now dismantling the center, redirecting $50 million to promote free speech. They plan an accountability project to document instances where the center was used against American political voices to prevent future misuse.

The President's plan for Gaza involves removing people for reconstruction, but regional partners need to propose better solutions. My first 30 days as Secretary of State have reinforced that the State Department needs realignment with national interests. An "America First" approach means defining those interests and aligning our actions accordingly. We're restructuring bureaus to address issues like migration and human trafficking effectively. We've paused foreign aid to review its alignment with national interests, issuing waivers for critical programs like fentanyl interdiction training in Guatemala. The goal is to ensure every program strengthens America.

Bipartisan border policy has devolved into allowing 20 million people to illegally enter the country, causing crime and straining the welfare system. According to the speaker, in the first hundred days of the current administration, these negative trends have begun to reverse. The speaker believes that previous presidents have been "placeholders" who allowed their staff to sign executive orders, while the current president is solving problems and fulfilling promises. Secretary: Today, we are announcing that we have stopped all grant funding that's being abused by NGOs to facilitate illegal immigration into this country. It's amazing to me the hundreds of millions of dollars that have been spent by the federal government that has been sent to NGOs to facilitate this invasion of our country. I have taken action to stop that funding, to reevaluate it, and to make sure that we're actually using taxpayer dollars in a way that strengthens this country and keeps us safe. People are curious how grants given out by federal agencies are utilized, and that evaluation needs to be done. We're not spending another dime to help the destruction of this country. We're going to follow through on what president Trump promised, to secure our border, depart those who are here illegally and committing criminal actions, and ensure taxpayer dollars aren't spent to assist it. Speaker: And, Madam Secretary, I don't think people fully understand the role that NGOs play in facilitating illegal immigration. I want to share these numbers up on the screen: we spend over $380,000,000 in 2024 for sheltering and service programs for illegal immigrants. But the vast network of NGOs that help facilitate it through Panama, through Mexico, and make it a landing spot here in the United States is a massive contributor to illegal immigration. So what you're telling us today is that now stops? At least the federal funding of that stops? Secretary: Yes. The Department of Homeland Security has stopped spending those dollars to fund those NGOs. What’s been revealing is that many of these NGOs actually have infrastructure and operations set up in Mexico on that side of the border, telling illegal immigrants to come to them, and they will get them across the border. So they're not just operating in the United States. They're operating outside of the United States to help make it easier for those who want to break our laws. And while I was one of those Americans years ago when somebody said NGO to me, I thought, oh, that's amazing—a nonprofit telling somebody about Jesus or spreading faith and charitable work, helping people less fortunate. Then I realized over the years it's been perverted into this shadow government. An NGO is sometimes an operation that does things the government cannot do, can't legally do, so they create an entity to use government dollars, taxpayer dollars, to do something that the federal government isn't allowed to do—to perform a shadow government operation that has recently been used to undermine our country's national security.
