I was asked this week if I see Ukraine as an equal member in the peace process, and I didn't say "yes." However, Ukraine will have a seat at the table. I will never accept any decisions between the United States and Russia about Ukraine without Ukraine present. This is our war, and these are our human losses. We are thankful for all the support and unity from the USA, including bipartisan support. However, no leader in the world can make a deal with Putin about Ukraine without Ukraine being involved.

However, with 30 nations in NATO, gaining unanimous agreement is difficult. We've been committed to helping you prepare for NATO membership over the past five years, and we regret the current circumstances. We want to ensure you are not pressured into recognizing Crimea as part of Russia. It’s important that you remain free from Russian influence and aggression.

I want to say that you are the ally I've been hoping for my entire life. Not one American has died defending Ukraine. You've taken our weapons and you've been very effective, and I'm grateful to have you as our ally. However, I don't know if we can ever do business with Zelensky again. The way he handled the meeting and confronted the president was over the top. The relationship between Ukraine and America is vitally important, but I'm uncertain if Zelensky can make a deal with the United States after his recent behavior.

We admire your fight for your homeland and promise to support you. In 2017, we will push against Russian aggression and make sure they pay a heavier price. Our fight is not with the Russian people, but with Putin. We will take your calls to Washington, inform the American people of your bravery, and make the case against Putin to the world. We believe you will win and will provide whatever you need to succeed. The world is watching because we cannot allow Vladimir Putin to succeed here.

America's strength lies in diplomacy, which we are pursuing with the current president. Russia occupied parts of Ukraine back in 2014, and despite numerous conversations and ceasefire agreements, they continued attacks. My administration is trying to prevent the destruction of your country. Everyone faces challenges during war, but you need to appreciate the support you're receiving. We've provided substantial financial and military aid. If you had to fight this war on your own, it would have been over in two weeks. Be thankful. It's important for the American people to see what's happening. Without our support, you don't have a chance. We gave you javelins, not just sheets. I have empowered you, but without us, you're vulnerable. Make a deal, or we're out. You're not acting thankful at all.

Russia will remain a dangerous opponent for a long time, and we must include Ukraine in NATO. The only way to have trusting relations with Moscow is through a decisive defeat and a reset in Russia, where the Russian population and politics abandon their deeply rooted imperial, aggressive, and colonial ideas.

We must not abandon Ukraine or allow NATO to weaken. It goes against our national interests and the promises we've made. We need Congress to pass funding for NATO as soon as possible.

The Alaska Summit reinforced my belief that while difficult pieces within reach, I believe that in a very significant step, President Putin agreed that Russia would accept security guarantees for Ukraine, and this is one of the key points that we need to consider. We're going to be considering that at the table, also, like who will do what, essentially. I'm optimistic that collectively we can reach an agreement.

Speaker 1: We have not gone to war with Russia. Russia is isolated, more than five years ago, a regional power threatening neighbors, not out of strength but out of weakness. Ukraine had influence for decades since the Soviet breakup. We have considerable influence on our neighbors and generally don't need to invade to have cooperation. We plan to make 2017 a year of offense against Putin, who we believe hacked our elections and is undermining democracy worldwide. We advocate for new sanctions targeting Putin personally, his energy and banking sectors. We just visited Ukraine, where we witnessed the impact of Russian interference. We will push for tougher sanctions on Russia for attacking the US through hacking, treating it as an act of war. We urge stronger sanctions on Russia for their attack on the US.

I know that you bring people there on a propaganda tour, Mr. President. Do you disagree that you've had problems?

Don't ask about ceasefires, ask about our people.

Speaker 1 brings up that Secretary of State Baker primed Gorbachev in the early nineties not to expand NATO. Speaker 0 responds that times change and the United States must be flexible and adjust to the times, which is why there is strong support for Speaker 1's country now. Speaker 1 says it doesn't matter what Baker primed Gorbachev with in the past, and that we have to see what is going on now.

He urges welcoming Zelensky to the Oval Office and, "pick up the phone, and ask, majority leader, John Thune to to immediately pass, the secondary sanctions bill that is supported by virtually everyone in the United States Senate." He calls for "the combination of engagement, but also making it clear to Putin that we are prepared to take actions, that would literally break his economy" while redoubling our commitment to Ukraine and European allies. He notes Putin's history: "Putin has made it clear that he wants to reassert the old Soviet sphere of influence, what we used to call the evil empire Mhmm. In Eastern Europe." He concludes: "Putin's not going to stop until he stopped, until he understands that there's gonna be enormous cost to Russia, and there's an unflagging commitment to defending Ukraine's sovereignty by The United States and our allies."

We advocate for new sanctions targeting Putin personally, as well as his energy and banking sectors. We must resist Putin's influence while supporting our allies. Our recent visit to Ukraine highlighted the consequences of Russian interference, which we also experienced in our own election. We will push for stronger sanctions against Russia, treating their hacking as an attack. We urge our colleagues to address their financial institutions and other aspects of their economy.
