It's an honor to have President Zelenskyy of Ukraine here. We've been working closely together, and we've reached a very fair deal involving rare earth minerals that will benefit both our countries and the world. We've also had good discussions with Russia, and I spoke with President Putin. We're working to bring the war to a close, focusing on reducing casualties and rebuilding Ukraine. The previous administration didn't engage with Russia, but if I were president, this war would have never happened. Your soldiers have been brave, and we've provided equipment. We want to stop the shooting and finalize a deal, which I believe is close. (Speaker 1): I hope this agreement is the first step toward real security guarantees for Ukraine. We count on America's continued support, including infrastructure and security guarantees, and assistance to help bring our children home.

Good afternoon. I ask you to convene here today to inform you about how the negotiations are going on on the Ukrainian crisis and how the negotiations are developing in the bilateral format with the Ukrainian delegation in one way or another. And two, I'd like to inform you about at what stage we are currently with the American administration. We know that they are taking quite vigorous and sincere efforts to put an end to the hostilities, to put an end to this crisis, and to reach an agreement that would be of interest for all the parties involved in this conflict to ensure durable conditions for peace between our countries and in Europe in general and globally as well. If the next stage would be agreement about strategic offensive weapons, that's what I wanted to say in the beginning.

What does your colleague from the US think about our status? It's challenging not to pursue NATO membership. We’re saddened by the situation, and Britain has always supported your NATO aspirations. However, with 30 nations in NATO, gaining unanimous agreement is difficult. We've been committed to helping you prepare for NATO membership over the past five years, and we regret the current circumstances. We want to ensure you are not pressured into recognizing Crimea as part of Russia. It’s important that you remain free from Russian influence and aggression.

I believe Ukraine needs support in the form of weapons and fighter pilots to win the war. We should provide F-16s and training for pilots. I want Ukraine to join NATO by 2024. We should issue an invitation and provide more weapons in December to help them fight in 2025. American-made weapons are being used effectively by the Ukrainians, benefiting both countries.

We need to continue joint training and exercises under EU and NATO flags in Ukraine. The ultimate security guarantee would be Ukraine joining NATO. Softening support for Ukraine globally is concerning, so we must end the conflict quickly by providing necessary weapons. The Kyiv Security Pact is modeled after the US-Israel security arrangement. NATO should outline a roadmap for Ukrainian membership and provide security guarantees until then. A strong Ukraine is crucial for European stability and addressing global challenges like China.

How can the UK further support us during this challenging time? I’ve been assessing our anti-air capabilities to ensure we can expedite their delivery to you. We're exploring a defensive alliance with a nuclear power, and it would be beneficial if the UK could be that partner. We’re eager to assist in negotiations. President Zelensky is interested in having the UK involved, especially given the lessons learned from the Minsk agreement, which lacked UK and US participation. There’s a strong desire to discuss a security alliance and other related topics in these negotiations.

When it comes to supporting Ukraine, we need to provide them with the weapons and training they need to win. Retired F-16 pilots are welcome to join the fight. I want Ukraine to be invited to join NATO in 2024. American weapons are being used effectively, and we hope to provide more support in the future.

I am ready to leave my post as president if it means peace for Ukraine. If it is absolutely necessary for me to leave for peace to occur, then I am willing to do so. I am also ready to exchange my position for NATO membership immediately, if those are the conditions required. I won't belabor the point any further.

We are actively discussing how to support Ukraine, having recently engaged with Ukrainian leadership, including President Zelensky. We have provided over $10 billion in aid, including military equipment like drones, armored vehicles, guns, and ammunition. We will continue to support Ukraine by purchasing necessary equipment on the international market. Our commitment to Ukraine is unwavering as we stand by our allies in the face of Russian aggression.

We are strengthening our political relationship with the NATO Ukraine Council, working together to make decisions. Ukraine will become a member of NATO, it's just a matter of time. NATO will support Ukraine for security reasons as we prepare for that day.

President Zelensky, Canada stands by you. We have provided $9 billion in military, financial, and humanitarian aid since Putin's aggression began. Our commitment continues with a $650 million multiyear plan. This includes 50 armored vehicles, medical evacuation vehicles built in Ontario, and F-16 trainers for pilots and maintenance. We will work with NATO and provide economic support to keep Ukraine strong and prosperous. Our hope is for peace to return soon, so military and financial aid won't be necessary.

How can the UK further support us during this challenging time? We are focused on enhancing our anti-air capabilities and ensuring they arrive swiftly. We are exploring a defensive alliance with a nuclear power, and it would be beneficial if the UK could be that partner. The establishment of official British training centers in our country would be a great step forward. We are eager to support your negotiations, especially since President Zelensky values the UK's involvement, given past experiences like the Minsk agreement, which lacked UK and US participation. A security alliance is definitely a topic worth discussing in these negotiations.

We are preparing for a counter offensive with Ukraine that we have been planning for 4 or 5 months. At the same time, we are starting talks with the Ukrainian government and officials in Kyiv about the country's future.

We are the largest donor of military equipment to Ukraine and have promised to match or exceed the amount provided by another country. This has been a productive conversation, focusing on the ongoing battle and the need for support.

I spoke with President Macron, coordinating our actions, and with Belgium's Prime Minister regarding aid to Ukraine, the use of frozen Russian assets, and EU collaboration. Our team is acting on the promises made at yesterday's Kyiv support summit, which had over 40 participants. I thank everyone who was principled on this third anniversary of the full-scale invasion's start. Partners are ready to increase their support to achieve an honest peace that prevents future aggression. The UK will provide over $55 billion in military aid this year, and Norway confirms $35 billion in assistance. We also have support in energy security and humanitarian aid, with Spain providing €1 billion this year. Sweden is preparing to transfer air defense systems, and Denmark will provide an additional $285 million for weapons. We're working to increase our F16 fleet and aim to meet all planned targets this year.

The Alaska summit reinforced my belief that “president Putin agreed that Russia would accept security guarantees for Ukraine,” a key point to consider. “I'm optimistic that, collectively, we can reach an agreement that would deter any future aggression against Ukraine,” though I also note, “I actually think there won't be. I think that's even over overrated, largely overrated.” European nations are gonna take a lot of the burden; “we're gonna help them, and we're gonna make it very secure.” We also need to discuss “the possible exchanges of territory taken into consideration the current line of contact.” That means “the war zone, the war lines that are pretty obvious, very sad, actually, to look at them.” The next step: “a trilateral meeting, and that will be worked out.” “I have a feeling you and president Putin are gonna work something out.” Ultimately, Zelensky and the Ukrainian people, with Putin, must decide. “I'll set up a meeting with President Putin.” “All of us would obviously prefer an immediate ceasefire … maybe something like that could happen.” “As of this moment, it's not happening.” “I believe a peace agreement … is very attainable,” and “The next step would be for a trilateral meeting, and that will be worked out.”

So we spent a lot of time talking about NATO. First, I do wanna remind people that Ukraine and the NATO alliance have built a strong partnership. Ukraine is the only non NATO nation supporting every NATO mission. In Afghanistan and Iraq, Ukrainian troops are helping to support young democracies. In Kosovo, Ukrainians are help keep the peace. Ukraine now seeks to deepen its cooperation with the NATO alliance through a membership action plan. Your nation has made a bold decision, and The United States strongly supports your request. In Bucharest this week, I will continue to make America's position clear. We support MAP for Ukraine and Georgia. Helping Ukraine move toward NATO membership is in the interest of every member in the alliance and will help advance security and freedom in this region and around the world.

We aim to continue our nuclear program for protection against Russia and would appreciate any assistance in this area. I need to discuss broader issues with my prime minister, but we will support Ukraine in your decisions regarding NATO and weaponry. We can also explore security guarantees together. Our goal is to provide intelligence on Russian intentions and collaborate on feasible options. Regarding the peace treaty, Russia's proposal includes reducing our military and weapons. Can we expect secret supplies of weapons, perhaps stored in Poland? I understand your request.

Patriot missiles and batteries are being planned for Ukraine. A full complement with the batteries will be provided. Some are expected to arrive very soon, within days. Countries that have Patriots will swap over and be replaced with the ones they have. Matt will coordinate with NATO.

I believe we should support Ukraine by providing weapons and training for their pilots. We need to issue an invitation for Ukraine to join NATO in 2024. A military-centric supplemental in December will provide more American-made weapons to aid Ukraine in their fight for freedom. This support will help Ukraine in 2025.
