I'm frustrated with this administration's handling of our southern border. To the millions of illegal aliens released in violation of federal law, it's time to start packing. The reason we have 50,000 people in detention is due to the failure to secure the border. The federal government has let down the American people by not closing loopholes. Last year, there were 137,000 criminals, including 2,000 murders and 12,000 sex offenses. We need to increase the number of agents in New York City to address this issue. My goal throughout my service has been to save lives, and there are ways to carry out deportations without separating families. Families can be deported together.

Under my leadership, the US had the most secure border in history. We replaced catch and release with detain and deport, and implemented title 42 to instantly expel illegal aliens. However, when Joe Biden took office, he terminated successful border policies, opened the borders, and allowed millions of illegal aliens into the US. Now, Biden plans to remove the remaining parts of title 42, leading to mayhem and lawlessness as fraudulent asylum seekers flood in unchecked. Tens of thousands of illegal aliens are already massed on the Mexican side of the border, ready to storm in. This mass resettlement of millions will be aided by the Biden administration. Congress should cut funding for catch and release and prevent taxpayer dollars from being used to release illegal aliens. We must fight to save our country from this invasion.

No great nation can be in a position where they can't control their borders. It matters how you control your borders. Not just for immigration, but it matters for drugs, terror, a whole range of other things. When I took office, I committed to fixing this broken immigration system and securing our borders. Undocumented workers who broke our immigration laws must be held accountable, especially those who may be dangerous. We need to hold employers responsible for hiring Americans first. We should prioritize jobs for Americans before considering bringing in extra workers. Illegal immigration is wrong and we need to stop future flows of illegal immigration. We must secure our borders and create a rational system of legal immigration.

On my first day back in the White House, I will end all of Biden's open border policies and put a stop to the influx of people entering our country illegally. We recently experienced the highest number of illegal border crossings ever recorded in a single day, with 12,000 individuals, including those released from prisons and mental institutions worldwide. In Staten Island, two elderly World War 2 heroes and a Korean war veteran were forced to leave their nursing home to accommodate these undocumented migrants. This is why, upon my inauguration, we will initiate the largest deportation operation in American history.

I signed two executive orders to save lives, jobs, and money. These orders are part of our immigration reform plan. We will work with Mexico to improve safety and economic opportunities on both sides of the border. The construction of a border wall will deter illegal immigration and disrupt violent cartel activities. We will remove criminals, drug dealers, gangs, and cartel leaders from our country. The media has ignored the stories of Americans and lawful residents affected by open borders. We hear you, see you, and will never ignore you.

We witnessed the unprecedented use of military transport jets to deport migrants from the US to Ecuador and Guatemala. A single C-17 flight costs over $28,000 per hour, far exceeding the cost of commercial charter flights. Flights to Guatemala cost nearly $300,000 each, with at least 15 flights already completed. Military planes are also transporting migrants to Guantanamo Bay, at a cost of over $20,000 per person on early flights with low occupancy. While the administration justifies the expense, the use of charter flights would be significantly cheaper. Daily flights to Guantanamo are planned. Current ICE arrests average 500 per day, compared to 300 under the Biden administration. The military’s involvement sends a strong deterrent message.

I'm shutting down the migrant facility at the Roosevelt Hotel in Manhattan. Since 2023, this hotel has been the arrival center for migrants seeking asylum. When the hotel opened to migrants in 2023, we were receiving up to 4,000 migrants a week. In total, about 232,000 migrants have sought shelter in the city, with the Roosevelt Hotel serving as the front door for about 75% of them. Thanks to our policies, new arrivals are down to an average of about 350 each week. While we're not done caring for those already here, this marks progress in turning the corner on this unprecedented international humanitarian effort. These activities will continue in New York City, just not at this location. We'll be spreading these efforts to other facilities around the city.

He says many countries opened up their prisons and dumped them into the United States, and those are the people the United States is getting out. He emphasizes that “we have a lot of heart,” and they are focusing on criminals rather than all illegal entrants, noting that some illegal entrants are good people who are now working on farms, in luncheonettes, hotels, and other jobs. The priority, he says, is to get the criminals out right now—the murderers, the drug dealers, and the mentally insane. He notes that there are a lot of mentally insane killers, “you can’t even talk to them,” and that they are seriously ill people. He asserts that a couple of countries loaded up their mental institutions and insane asylums; those facilities were emptied, but now they’re filling up again because “we’re bringing them all back.” He claims that they know where these people came from and that every country accepts them. He contrasts this with Biden, saying that under Biden they wouldn’t admit they had brought them there and wouldn’t take them; they would “get the hell out of here.” He adds that they would be bringing a plane in to land in a country.

The speaker states that dangerous criminals and terrorists will be reported through title eight, and TDAs and MS 13 members will continue to be arrested and detained until removal. The speaker expresses shock at activist judges, one of whom compared the operation to Nazis and the Holocaust. They claim that President Trump is acting within his authority via the Alien Enemies Act and executive action, using existing laws to secure the border and remove public safety threats, unlike the Biden administration. The speaker says that captured terrorists will be detained, not released. If removal via the Alien Enemies Act fails, they will be removed via title eight or sent to Gitmo. Efforts to find and remove illegal alien public safety and national security threats, especially terrorists and MS 13 members, will continue. The speaker says that Secretary Noem is investigating those responsible for tipping off illegal immigrants about pending raids, with polygraphs administered and individuals turned over to the DOJ. Leaking information will result in job loss and imprisonment.

I am signing an executive order to prepare a 30,000-person migrant facility at Guantanamo Bay. This facility will help detain serious criminal illegal aliens who pose a threat to the American people. Some of these individuals are too dangerous to be held in their home countries. This action will immediately double our capacity for detention. Today's signings move us closer to eliminating migrant crime in our communities. It is unfortunate that we have to take these measures. We now need Congress to provide full funding for restoring our borders and to support the removal of record numbers of illegal aliens.

All Americans, not only in the states most heavily affected, but in every place in this country are rightly disturbed by the large numbers of illegal aliens entering our country. That's why our administration has moved aggressively to secure our borders more by hiring a record number of new border guards, by deporting twice as many criminal aliens as ever before, by cracking down on illegal hiring, by borrowing welfare benefits to illegal aliens. In the budget I will present to you, we will try to do more to speed the deportation of illegal aliens who are arrested for crimes, to better identify illegal aliens in the workplace as recommended by the commission headed by former congresswoman Barbara Jordan. We are a nation of immigrants, but we are also a nation of laws.

The goal is to remove criminals, murderers, rapists, dangerous gang members, and terrorist organizations from the country. The partnership with President Kelly is appreciated, providing a place to send the worst of the worst. This partnership sends a powerful message of consequences for breaking laws, harming people, and endangering families, demonstrating there is somewhere to put the worst offenders.

To liberate 350,000,000 people, you have to imprison some. You cannot just free the criminals and think crime's gonna go down magically. You have to imprison them so you can liberate 350,000,000 Americans that are asking for the end of crime and the end of terrorism. It's clear that with the numbers at the border, even in Democrat run cities, they get help from the work you're doing. I'm really happy to be here, honored, and eager to help.

Secretary: Today, we are announcing that we have stopped all grant funding that's being abused by NGOs to facilitate illegal immigration into this country. It's amazing to me the hundreds of millions of dollars that have been spent by the federal government that has been sent to NGOs to facilitate this invasion of our country. I have taken action to stop that funding, to reevaluate it, and to make sure that we're actually using taxpayer dollars in a way that strengthens this country and keeps us safe. People are curious how grants given out by federal agencies are utilized, and that evaluation needs to be done. We're not spending another dime to help the destruction of this country. We're going to follow through on what president Trump promised, to secure our border, depart those who are here illegally and committing criminal actions, and ensure taxpayer dollars aren't spent to assist it. Speaker: And, Madam Secretary, I don't think people fully understand the role that NGOs play in facilitating illegal immigration. I want to share these numbers up on the screen: we spend over $380,000,000 in 2024 for sheltering and service programs for illegal immigrants. But the vast network of NGOs that help facilitate it through Panama, through Mexico, and make it a landing spot here in the United States is a massive contributor to illegal immigration. So what you're telling us today is that now stops? At least the federal funding of that stops? Secretary: Yes. The Department of Homeland Security has stopped spending those dollars to fund those NGOs. What’s been revealing is that many of these NGOs actually have infrastructure and operations set up in Mexico on that side of the border, telling illegal immigrants to come to them, and they will get them across the border. So they're not just operating in the United States. They're operating outside of the United States to help make it easier for those who want to break our laws. And while I was one of those Americans years ago when somebody said NGO to me, I thought, oh, that's amazing—a nonprofit telling somebody about Jesus or spreading faith and charitable work, helping people less fortunate. Then I realized over the years it's been perverted into this shadow government. An NGO is sometimes an operation that does things the government cannot do, can't legally do, so they create an entity to use government dollars, taxpayer dollars, to do something that the federal government isn't allowed to do—to perform a shadow government operation that has recently been used to undermine our country's national security.

Several planes have transported the "worst of the worst" criminals to Guantanamo Bay. These individuals, including murderers, rapists, and child traffickers, were removed from US streets. They're being held in facilities previously used for terrorist suspects, and will remain there until arrangements are made to return them to their home countries for further consequences. Due process is being followed for each individual. While tents with a 30,000-person capacity are being constructed, they aren't fully operational yet. Detention standards will remain consistent with other US facilities. We encourage those illegally in the country to return home voluntarily to avoid apprehension. Negotiations with other countries for repatriation are underway.
