In 2015, a meeting in London identified the Wuhan lab as most likely to have problems with this research. Anthony Fauci was allegedly a major supporter of gain of function research for 30 years. Gain of function research involves making viruses more pathogenic and deadly, purportedly to develop vaccines, but it could also be for bioweapons and defenses. Fauci allegedly received a raise for new military responsibilities related to this. In 2014, deadly bugs escaped from multiple US labs, prompting 300 scientists to petition President Obama to halt Fauci's research, warning it could cause a pandemic. Obama issued a moratorium, shutting down some projects, but allegedly moved the research offshore to avoid oversight, including to labs in Ukraine, Georgia, and the Wuhan Institute of Virology, run by the Chinese military.
