Georgia's recount is being questioned due to the use of allegedly flawed auditing software. The program requires county elections directors to input their information into the secretary of state's system, allowing the state to dictate the results instead of the counties reporting to the state. Election monitor Garland Favorito expressed concern over this compromised audit process. He observed a significant increase in Joe Biden's vote count while Donald Trump's count appeared to decrease. Favorito found this discrepancy to be unrealistic and fundamentally flawed. The secretary of state's office has not yet responded to these concerns.
Speaker 0: Really trust Georgia's recount mainly because the state used RLOE in auditing software that he alleges as fatally flawed.
Speaker 1: That program forces the, county elections directors to put their information into the secretary of state system rather than their own system. So what that means is that the Secretary of state is gonna tell the county what their results are instead of the county telling the secretary of state what what their results are.
Speaker 0: Favorito has been using election integrity work for almost 2 decades. He's also an election monitor for the hand recount. He said usually an audit is a bottom up process. The counties hand count the ballots and then report their totals to the state.
Speaker 1: This one is gonna go from the state to the county. They will tell the, counties what their Audit results are, and that's that's a a totally compromised, way to conduct any kind of audit.
Speaker 0: Georgia secretary of state Brad Raffensperger's office didn't immediately respond to a request for comment. He ordered the hand recount amidst allegations of voter fraud and mismanagement and has refused calls for him to step down. Garland Favorito said what he saw on November 5th adds to is distrust of the state's vote tally.
Speaker 1: When I was reviewing the interim results in Fulton County, I noticed that, Joe Biden's numbers went up 20,000 votes, but, Donald Trump's numbers appear to have decreased a1000, and that's just not, realistic. There's something, that Seems to be fundamentally wrong there.
Speaker 0: He explains poll workers upload vote counts into the system every few hours and real time updates are available on the secretary of state's website. He said he was alarmed by a disparity in numbers.
Speaker 1: It's not unusual for any candidate's vote to go up 20,000. What's unusual is if the opponent's vote at the same time don't go up at all Or in this case, it appeared to even have gone down. That's what's unusual.

Several counties expressed concerns about certifying election results but were told by the Secretary of State to do so. Out of the eight counties I personally spoke to, six said they were forced to certify. One county was only 106 votes off, but the Secretary of State's office insisted on certification. Another small county was 2.3% off and was told to recertify. When the Secretary of State visited Coffee County, they brought three people with guns, badges, and handcuffs, along with two Dominion Tech representatives, creating an intimidating atmosphere. During the recount, there were no Democrats or Republicans present, and the Dominion techs struggled to get the machines to work. The Secretary of State was unresponsive and unhelpful throughout the process.
Speaker 0: Any other counties that that this happened in where they were concerned about certifying but felt compelled or forced to?
Speaker 1: Yes. I was told by many counties that they called question the secretary of state and they were told to certify.
Speaker 0: Can you tell this committee how many counties that might be?
Speaker 1: I talked personally 8 counties and out of that six said they were forced to certify.
Speaker 0: Can you explain what you mean by forced to certify?
Speaker 1: 1 county was a 106 votes off and the count and the secretary of state's office told them they must certified that number. Another county, which was a small county, was 2.3% off. They were told they had to recertify. Another county was off. They questioned it.
The secretary of state said, upload your stuff. Let us look at it. They called him back and said, oh, we found a missing batch. And then the They magically matched. That's what I was told.
I have, copies of the emails later on, whatever you need. And those people who are willing to do an affidavit.
Speaker 0: Can you tell us what steps the secretary of state took when they came down to Coffee County?
Speaker 1: When they came to Coffee County. They came down on a Friday. They told them that that Thursday, I believe it may have been late Wednesday that they were coming. 3 people from the Secretary of State showed up with guns and badges and handcuffs and 2 Dominion Tech reps. They came with the intent of an of intimidation.
The luckily, the county attorney stayed with the supervisor so that she wasn't by herself. And, basically, He said, you wanna recount, we'll do a recount. There were no Democrats, no Republicans there to watch this recount. And he this the attorney, called to an area private school, got a group of sophomores. They sat there and divided the bat the ballots into 100 count batches and they proceeded to scan them and they wouldn't scan.
The Dominion tech ran into the problems that copy county ran into. The Dominion techs, sat on the floor for 2 hours with a manual trying to figure out why they couldn't get the machines to do what they needed to do.
Speaker 0: Kathy, was the Secretary of State responsive or helpful during this process?
Speaker 1: No, sir. In fact, I even
