It's not as juicy as we would think or maybe it is 🤷♂️... but honestly, you'll be glad I didn't listen, it was an incredibly stupid idea, and yes illegal. Here, I'll explain. At that time, there was a lot of confusion, and every leader was trying to appease their higher leaders. Not many of them slowed down to think, they just wanted to act. This specific example totes that line, and Perkins, with House kept trying to please their commanders with this mentality. They used me for the COVID Clinic, the tent city one, I created that system for them, then they sent it out to all the clinics. They liked this effort, so they allowed me to brainstorm and make the drive-thru swabbing idea, you see that design also. Why is this important?... because it led to the 3rd assignment. After they saw how me and my team could create systems, they asked us to command the COVID Vaccination Clinic (yes, the bad one). Perkins was unhappy with their performance and felt they should've been vaccinating more people. She wanted the COVID Vaccination Clinic to have the same efficiency as the COVID Virus and Drive-Thru Testing Clinics. I controlled 2 of the 3, and she wanted us to make #3 better. I told her that in order for me to work that well, I needed my same team (we were unstoppable with missions), she agreed. So, our leadership team of 5 engulfed the last clinic. They didn't go about it the right way and were mildly rude to the previous Officer in Charge. Stating incompetence, when in reality he was a hero... truly. She ordered the entire staff to now receive final orders from my team and gave us these instructions: Do whatever you need to do to make this better, do your thing and make it more efficient. Tell what you need, and you'll have it. We need to get more vaccinated and quickly. Knowing nothing about the dangers of the COVID vaccine, other than "when the government rushes to aid something, it's never as it seems", I was hesitant and voiced for waivers and pushed them a lot (a deeper discussion on this topic another time). So, we went in and preformed process improvement steps to see how we could make it more efficient. The problems was... there was nothing to do. The previous Officer-in-Charge already had the most efficient system anyone could imagine. I worked really hard to find a way to better this system but couldn't see any areas to improve. In fact, all we did was place green arrows on the floor to provide clarity of patient flow; and set up a waiver process within the intro area (the previous Officer's idea). So, in a way, we only acted against vaccination and encouraged waivers. Now here's the lies and illegal stuff Perkins and House had this burning urge to vaccinate EVERYONE. They began to pressure sick patients in their hospital beds, children's clinics, family clinics, and even sending people out to the surrounding on-base housing to knock on doors and ask them... repeatedly. She did this because of a situation she created. It gets worse. When you draw-up the COVID Vaccine, it needs to be reconstituted from dry powder. The reconstitution process, at times, allowed enough fluid to potentially have an extra dose. I forget the exact number, but it was as such: If you are supposed to have 6 doses from a vial, you could have an unaccounted 7th dose. This sounds great, but it a terrible idea for vaccination, because that means each dose is now diluted from its standard effective amount, leaving each dose potentially ineffective. This is bad for general vaccine approaches, but good for trying not to let people get fully vaccinated with COVID... so it's a bad/good/bad. Also, once it was reconstituted, it was only viable for a certain amount of time, so you had to administer all those dosages within that time frame. Around this time, CVS had gotten into trouble for trashing the unused dosages and faced disciplinary actions. Therefore, we were ordered to not waste a single dose, which became an issue at clinic-closing time when only 1 person would arrive, and no fresh vials were drawn up, causing us to make a fresh batch, leaving 6 unused doses. Because we had 6 unused doses, this is what caused them to run around like crazy people, trying to administer these remaining dosages to anyone in sight. There were lots of cohesion and pressure. This created a huge moral and logistical issue. So, we decided to tell her, "Why don't you just state 'Last Call' times... like in a bar? Just post that after 5PM, you must come with 6 other friends, this way we won't waste dosages, removing the need to open a fresh vial for 1 person, and eliminating the need to try to force vaccinate people at the end of the day?" They disagreed and said, "We need to vaccinate everyone, and so, if even one person comes up, then we need to vaccinate them, regardless of logistics". I then said, "But we are causing a much bigger problem by doing that, we could just say, 'Hey, there isn't 7 in total, so we can't give you the vaccine, come back tomorrow morning, we'll put you on the list' that would remove the issue". It was at this moment Capt Perkins asked me to follow her to a corner in the chow hall, I asked her where we were going and she said, "Over here by the CO Suggestion Box, it's more private over here". I remember exactly where we were standing. She looked around and then said, "Ok... I see what you're saying, but I want to keep the clinic open for even 1 person, but the vials won't allow that to happen". I said, "Yes, that's correct". She then said, "But you also said, that we get an extra dose from time to time". I said, "...yes, that's correct too". Then she said, "So, what if we save all those extra dosages through the day, then at the end of the day, we'd have a net positive amount of dosages on the numbers, and then can open up fresh vials without worry of reporting a waste, or save those dosages to not open vials to waste and use the extra ones instead?". I then said, "Let me see if I understand. You want me to add numbers on the books, by using extra dose throughout the end of the day, then not reporting wasting if we have to open one; OR you want me to hang on to extra dosages after they've been reconstituted and use them for the stragglers. Is that right?" And I'll never forget the look on her face... it was plain as day, looking at me like I was dumb, and she said, "Yeah, exactly". I then said, "But that's illegal, one is waste and the other is misuse". Perkins then said, "I understand, and I want you to do that". I will confess, I did tell her something to the effect of, "You're the boss, I'll do what I can". Here's some comfort.... I did not do a single thing she said. In fact, we began the 'Last Call' procedure without telling her, did not keep any last dosages, but used them as the directions said, emphasized the waiver process even greater and turned people away and redirected them to return in the morning. After about a month of this, we told her that our team was needed in the other 2 clinics and there was no need for us to be in the Vaccination Clinic. We felt as if we had improved all we could, supported the previous leader, and placed stronger waiver steps. So, we encouraged her to place back in charge her former team, she did, and we went back to our other areas. That vaccination clinic continued to operate under her direction, and I don't know if they put to action her orders or not, but I can say that my team directly went against what she said and never implemented it. Both were so consumed with vaccinating everyone, that they placed blinders on, blocking their view or morals, ethics and the law. Their actions created systems that harmed people, on both sides of the COVID perspective. Capt House and Capt Perkins have no right to lecture anyone on trust worthiness, morals, ethics or legalities, as they've shown to cherry pick the ones they favor.

Capt Sharon House was your CO?!? She was my XO to Capt Shelly Perkins as the CO for Naval Hospital Camp Pendleton, during COVID. I was on of their lead COVID Officer… I have diiiiirt on her and was their right hand man for some things. (I ran the clinic that saw people and the drive thru tent, not the vaccine area). They ordered me to break federal laws, I told them what they asked was illegal, and if they knew that, they said yea. So I told them, “Ok”, and never did it. Perkins even moved me to an area without cameras, so the conversation wouldn’t be seen. Perkins and House are not trustworthy people. You stood up against evil brother, and you did well, just know that.
