@laralogan The answer to the question is codified. 8 USC §1324 makes it a felony for "any person" to bring in and harbor illegal aliens. Even encouraging or inducing illegal entry is a crime. "Any person" would naturally include the president, bureaucrats, NGO operatives, etc.
