On 05/19/2025, Regeneron Pharmaceuticals, a biotechnology company based in York, announced that it entered into an asset purchase agreement to acquire 23andMe. On 06/04/2025, the court decided to reopen the auction for 23andMe to allow for final bids from Regeneron, TTAM Research. And let me note that for saliva sample to uncover their ancestry, family traits and potential health risks. Given these serious risks, I look forward to hearing from the co founder, former CEO and current board member of 23andMe who is bidding in the bankruptcy cell, Ms. Ann Wojciechie and interim CEO, Mr. Joseph Selzavage. As previously discussed with the witnesses, the committee is aware of some court mandated restrictions on public disclosure of specific aspects of the ongoing bankruptcy proceedings. It's our understanding that these restrictions are limited and not applicable to all aspects of the pending bankruptcy. Speaker 0: Good morning and welcome to another Doge Subcommittee hearing where we will highlight more abuses of your tax dollars. The left has funneled hundreds of billions of federal tax dollars through non governmental organizations, NGOs, to push destructive policies and line the pockets of their friends and allies. This NGO scheme demonstrates massive waste and abuse of federal resources. Today's hearing will bring transparency to for the American people. We will expose the corrupt ties that bind left wing NGOs, democrat elected officials, democrat political appointees, and the deep state bureaucrats who write grants and contracts. Corrupt backdoor deal making has exploited the taxpayer purse to achieve policy ends opposed by the very Americans forced to fund them. Whether by pushing green energy scams or facilitating resettlement of millions of illegal aliens into American towns and cities, the alliance between big government and allied NGOs has been highly effective and has been flying under the public's radar for far too long. But today, we are going to draw back the curtain. The scheme works in a cycle, as shown here. Democrat administration officials work with leftist NGOs to implement programs in a manner that ensures those NGOs receive massive grants and contracts. The leaders of those recipient groups then turn around and donate to democrat political campaigns. This intricate web of connections is how elected and appointed Democrat officials and allied NGOs work together. Federal agencies fund the NGOs and the NGOs shape the agency's behavior. It can be hard to tell where the government ends and the NGO begins. The non profits essentially serve as an arm of the government. To put it another way, if the permanent bureaucracy is the de facto fourth branch of the government, then these leftist NGOs are the fifth. Our witnesses today will describe how the leftist funneled hundreds of billions of US tax dollars through NGOs, discussed the destructive policies this has enabled, and detailed the damage done to our country. So called green energy NGOs are among the worst offenders. They have used federal dollars to destabilize US power grid and energy dominance while raising energy cost on Americans. The Biden EPA steered billions in US tax dollars to leftist climate NGOs via a $20,000,000,000 slush fund known as the Greenhouse Gas Reduction Fund, GGRF. Like minded non profits were enlisted to implement President Biden's Green New Deal scam. While we are grateful to the Trump administration and EPA Administrator Lee Zeldin for shutting it down and quickly terminating these grants, further accountability is necessary. The full committee on oversight and government reform is investigating Biden's GGRF. We know that all the awardees are connected to both the Biden administration and democratic donors. And that they sit on each other's boards in an incestuous circle. Today, we will shine light on this dynamic. Take for example who the Democrats choose to bring in as their witnesses. Someone so entrenched into the system that she was a director of the US Department of Housing and Urban Development. A leader of a housing organization that lobbied for more federal spending, and now a nationally renowned non profit leader who donates to Democrat campaigns. Other examples include many green NGOs that employ former Biden administration officials. These people wrote the rules for this climate grift in which they now partake. As government officials, they were paid by tax payers to conduct the grift. Now taxpayers are funding the grant awards that pay their salaries. This cash grab was so large that some nonprofits were birthed solely to get in on the game. One newly created non profit, Power Forward, received an astonishing 2,000,000,000 from Biden's EPA despite having just been formed. Power Forward is now part of a network tied to rewiring America, which employs Stacey Abrams, the twice failed Democrat candidate for governor in Georgia, and voting rights activist. After all, however, she would have been a good hire given her history of running her own non profit, which spent 3,200,000.0 on campaign resources instructing voters to support her campaign. All of which are prohibited actions for non profits. Consequently, her nonprofit was levied the largest penalty ever imposed in Georgia's history for violating state campaign finance laws. This is the circle of life. Climate and energy is just one area where the entrenched bureaucrats and political appointees have partnered with NGOs to do the left's bidding. Illegal immigration is another. Federally funded NGOs have egregiously abused tax dollars to fund the invasion at our southern border. By providing housing, transportation, legal services, and more to shepherd illegal aliens across our border and settle them in our country. These NGOs support the cartels in their mission to invade our country. Under the guise of assisting migrants, these groups have placed criminal networks, dangerous gangs, and human traffickers into American towns and cities. Think about this. The American people's hard earned taxpayer dollars have been used to literally import rapists, murderers, and terrorists from around the world straight into our communities. Where were these NGOs when '22 year old Laken Riley was violently murdered by an illegal? Where were these NGOs when 12 year old Jocelyn Nungare was brutally raped and murdered by one of these illegals? And where were these NGOs when 20 year old Kayla Hamilton was raped and strangled to death by an illegal? Where were these NGOs over the weekend when the illegal alien launched Molotov cocktails into a crowd in Boulder, Colorado, intentionally injuring a dozen Americans in an anti Semitic attack. I'll tell you, they were continuing to receive taxpayer dollars to import more of these illegal alien monsters to commit more heinous crimes against our people. Many Americans are familiar with the more egregious offenders. These include Catholic charities, which raked in over 2,000,000,000 during Biden's four years, and the Lutheran Immigration and Refugee Service, which received over $221,000,000 in government grants in fiscal year 2023 alone. But many American taxpayers are still unwittingly funding this sort of illegal activity through the United Nations, which is the conduit for much of the funding NGOs use to resettle in our country. Americans are likely unaware that their tax dollars are funding UN efforts such as the cash and voucher program involving 624,000 illegal aliens crossing the border just last year. This $372,000,000 program provides prepaid debit cards and cash in envelopes to illegal aliens to facilitate their movement to and through The US border. The American taxpayer is funding groups that start the migration. The groups that show people how to cross the border by evading US immigration laws. These groups that have been bused and flown illegal aliens, many of them dangerous, into America. Whether exploiting taxpayers to push illegal immigration or fake environmental justice, the left's NGO scheme seeks to destroy our country and fundamentally alter the American way of life. This ongoing waste and abuse of taxpayer resources must end. The Trump administration is turning the tide and today's hearing is intended to expedite the effort to drain these slush funds dry. If we don't Democrats can't wait to return to power and continue funding their NGO friends through slush funds and stop deportations. Keep these illegal alien criminals in our country and of course fund the Green New Deal scam again.

Speaker 0: It's a pleasure to be here. You know, I was here, thirty three years ago. I was sat in one of these rooms in Washington, and I told the congressmen and women about this movie I just made, JFK. And half of them were wondering what all the fuss was about. It was just a movie. And the other half were passionate in responding to the cries of their constituents that demanded no more national security reasons preventing this from getting to clarity on our president's assassination. The Warren Commission of 1964, as it turned out, got us to second base with a lot of unknowns. And what was that? Obfuscations. And it all got crazier and crazier, sides taken on this and on that. And what happened that awful day? It wasn't clear as to who the heck did this. Killed the president in a high noon in Dealey Plaza in Dallas in November 22. And then year by grudging year, we learned in increments a little, but not much more, often one step forward and two steps back. And now it's 2025, '50 '8 years since Jack Kennedy was killed in '63. Repeat, almost sixty years. That's about two generations. Let's say from 1900 to 1960. As a result of the 1992 hearings that resulted from my film in which I participated, Congress passed the JFK Records Act, which firmly said which firmly said all the records out unless you have a strong reason to protest our national security. Reasons, all the all the records out, which is exactly what this case was, a national security matter. Our president was killed. What is more important than that? Well, the assassination records review board really tried for about for a few years till 1998 to get those records out, But they didn't get any cooperation, although mandated by law, from the Central Intelligence Agency, which operated and still operates as a taxpayer funded intelligence agency that arrogantly considers itself outside our laws. Let us reinvestigate the fingerprints of intelligence all over Lee Harvey Oswald from 1959 to 1960 his violent death in 1963. And most importantly, this CIA whose muddy footprints are all over this case, a true interrogation. James Angleton, before he he died, who was one of the original members of the CIA, was talking about Dulles and Helms and the others, what he called the grand masters. And he's a Catholic. Speaker 0: Thank you, mister chairman. Good morning. I'm glad this committee's first hearing is dealing with the federal workforce. Government accountability needs to start with federal employees, and if you ask any American they'll tell you straight to your face they are not happy with the federal workforce. This congress, I will be chairing the subcommittee on delivering on government efficiency. We will be working closely with the Trump administration and its DOGE effort to make our government more efficient, more cost effective, and more accountable. During president Trump's first term, federal employees tried to undermine the America First agenda at every turn. The swamp was hard at work, not for the American people, but indeed to subvert their will. Make no mistake, they will attempt to do the same this term. A new poll that nearly half of all federal employees plan to resist Trump, it shows this includes 73% of Democrat federal employees. This is totally unacceptable. Unelected bureaucrats do not have a mandate from the American voters, president Trump does. And president Trump is the incoming president starting on Monday. This means that the unelected bureaucrats that work for the federal government will come into place, and they will come to heal to the American people that have delivered the mandate. Again, president Trump was elected to put the federal bureaucracy in its place, and that includes back in the office. However, mister O'Malley signed a contract on his way out the door of the Social Security Administration to stifle president Trump's authority over the federal workforce. This is lock this locks in telework policies from the Biden era. Mister O'Malley left his job as head of the Social Security Administration in late November to run to be chairman of the DNC. But right before he did, he gave a parting gift to his friends, his buddies, who run the largest federal employee union. He signed a contract with the American Federation of Government Employees that ensures Biden era telework levels for tens of thousands of Social Security employees until 2029. Keep in mind, this was the union he was supposed to be negotiating against, not for. As commissioner of the Social Security Administration, mister O'Malley was supposed supposed to be serving the American taxpayers who paid his salary. Instead, he worked for the union that endorsed him for his job. And while mister O'Malley was signing off on this contract to allow public servants to continue to work from home, the union he negotiated the deal for was starting to send their own employees back to their own offices in Washington. Unfortunately, this hypocrisy is nothing new from the Democrats and their special interest, and it is certainly something my subcommittee will work with president Trump to crack down on. I'm thankful to chairman Comer that we are starting this work today. It is also absurd that taxpayers are literally paying federal employees to do business for their own unions. In other words, when unelected bureaucrats are supposed to be working for the American people, they are instead doing work for their unions. The Biden administration has refused to publish totals for the use and cost of official time, which prior administrations released every year. However, based on available data, we can assume 2 or $300,000,000 are being spent annually on official time. That's 2 or $3,000,000,000 over a decade that Americans are paying for unelected bureaucrats to not do their job. Speaker 0: Yes, I just saw it in your website. It was on 102 and 22. So the strategic petroleum reserve, we were talking about that before, founded, I believe, in 1975. And do you know at the height, and I think one of my colleagues just asked you, at the height of the prior administration what the number was? The Speaker 1: It was well, I can tell you that the maximum is about 720. Speaker 0: Right. And under the Trump administration, at one point, it was at 695,000,000 barrels. When you all took office, do you have any idea where it was at? Speaker 1: What was it at? Speaker 0: I believe it was 638. And today, it's at you just said 365, I think? Speaker 1: It's 65. Speaker 0: Okay. So it's a 42% reduction. And you testified before I came into the committee that it was, the Ukrainian war had something to do with the sale. Speaker 0: The hearing of the Committee on Oversight and Accountability will come to order. I wanna welcome everyone here today. Without objection, the chair may declare a recess at any time. I now recognize myself for the purpose of making an opening statement. Inspector general Tammy Hull, for being here as well. It has been three and a half years since postmaster general DeJoy issued the delivering America plan. And two and a half years since the Postal Service Reform Act was signed into law. This law may have eased the way for the Postal Service to reform its business model, but it left the details to mister DeJoy. Mister DeJoy has withstood terrible character attacks by Democrats to include demanding he be tried for treason. I give mister DeJoy credit for delivering a pan to fix the postal service. Time and space have been provided for him to carry out this work. The difficulty of this task has never been underestimated as it involves completely transforming the US Postal Service into a modern enterprise. This transformation requires competing with some of the most innovative companies on the planet while fulfilling the universal service obligation to deliver the mail, which is a financial challenge. And mister DeJoy started with an organization that had been allowed to follow the disrepair. And I don't think I need to remind anyone in the committee about the disrepair the postal service was in prior to mister Joy's appointment as postmaster general because this committee has legislation over the postal service. And we had many hearings where, former chairman Elijah Cummings and then, subcommittee ranking member Mark Meadows joined together in publicly criticizing mister DeJoy's predecessor for never even coming up with a plan to reform the post office. However, the postal service's financial solvency today continues to be a major concern. The postal service is hemorrhaging red ink. This year's loss was almost $10,000,000,000 Next year's loss is projected to be 6 and a half $1,000,000,000 And with each loss comes an explanation of how much it was, how much of it was out of your control. Inflation caused by president Biden's out of control government spending is one factor, but it's not the only factor. When you predicted the postal service could break even, did you not foresee some of these other issues? This includes the civil service retirement obligations, which may be as much as $14,000,000,000. In mister DeJoy's testimony, you stated, sir, how you often have been burdened with excessive oversight to include letters from congress. Believe me, nobody is more aware than I am of the concerns and frustration about the postal service from members of congress than than me. I can't walk down the hall without one of the 434 colleagues of mine, giving me a postal service horror story. But it comes with the territory. And while this committee is charged with oversight of the postal service at an operational level, we'll we are all members representing our constituents. And the people of Western Kentucky have not been immune to problems that seem to stem from efforts to change postal operation. For example, in Crittenden County, Kentucky, the postal service was delivering bills after they were due. And after being told the county of Crittenden was the problem, it turned out the problem lay with the postal service. And as the postal network changes, large amounts of mail from Western Kentucky sat in Louisville before finally being sent to Nashville to be sorted. When problems like this occur, members are going to continue to reach out to the postal service just as I did. There are positive signs such as increased revenue and reduced work hours, but we're eager to we're eager to hear where all this is going. And there are things that mister Joy is trying to do in house that would be better left to the private sector. The postal services the postal services added over a 100,000 career employees, but personnel cost and retirement expenses are huge liabilities. This isn't going to work unless we look for ways to do more with fewer people. That's what the theme of this last election and I think the theme of this new administration is gonna be. How to make government more efficient. We must also address election mail and ballot delivery. We appreciate the effort, mister joy DeJoy and and, your employees in delivering election mail and ballots during this year's election cycle as you have done in every cycle since you've been postmaster general. But the job to get mail and packages from point a to point b, and it's not to serve as de facto election authority. And while the postal service gains revenue delivering election mail, it also creates an immense burden, not just in terms of resources, but also reputational risk. This committee and in the house recently passed legislation requiring barcoding on ballots that was sponsored by miss Porter from California, our Democrat colleague. This bill will add much needed but not complete transparency to the ballots as they travel through a portion of the postal network. But when extraordinary, measures kick in, there's a gaping hole as ballots are no longer scanned regardless of whether they have a barcode. And in California, for example, ballots can be accepted long past election day as long as they're postmarked. It leaves postal employees in the position of applying this postmark. To me, there's too much room for bad behavior in that scenario or the accusation of bad behavior. This issue must be closely examined moving forward, particularly in considering the patchwork quilt of election laws across the thousands of election authorities. Some of these election laws impose absurd expectations on the postal service. For example, allowing voters to request a ballot that comes from a printer across the country the day before the election. That's just not feasible. In closing, we know the postal service has a job to do, but so do we in congress. We need you, mister DeJoy, to answer our questions and give us reason to believe things will turn around at the postal service, which is something that I think this committee hopes for in a bipartisan manner. Speaker 0: Thank you, mister chairman. And I wanna thank both of our witnesses for being here. I think my colleagues on both sides have done a good job of expressing our concerns about the status of reforms and performance of the post office. Mister DeJoy, as you know, my district in many areas across the southeastern United States were hit hard by hurricane Helene at the end of September. The storm brought catastrophic flooding and widespread damage that did not spare postal facilities in its path. Can you tell me how many post offices in North Carolina remain closed and how many have been reopened? And if you don't have the answer readily, it's okay if you give it to me later. And how long do you expect the closed post offices to remain closed? Speaker 1: Thank you, Congresswoman Fox. I believe we have about 10 post offices now that still are without service. We have mobile units that we have put in place. I will tell you that when the hurricane hit, we lost about 30 post offices, and we're down about not able to get to about 3,000,000 delivery points and subsequently progressed down to about 20,000 right now that are closed. Speaker 0: You put on your mic. Speaker 2: We've got a couple of people, myself included, having a little trouble hearing you all. If you could pull the, mics closer and and speak into the microphone, that would that would help. Thank you. And I'm sorry to interrupt you, doctor Fox. Speaker 0: That's okay. I want to go on to another local issue. The Fleetwood, North Carolina post office, very small facility and fast growing community, is too small for the mail volume it receives. And we understand many of the Fleetwood routes are run out of the boom post office nearly 18 miles away, which is delaying the delivery of mail and cost mail carriers time and the UPS money. My staff was told the fleet with post office could not be moved to a larger facility, although one is available unless a disaster struck the post office. Well, it was destroyed by flooding. Can we now expect the Fleetwood post office to be moved or rebuilt as a larger facility so that the long and wasteful transfer of mail to and from the Boone post Office can be eliminated. It's been a constant source of frustration for many of my constituents and I'm going to follow-up on this Mr. DeJoy because I have other questions to ask you. You stated a few years ago your goal was for the postal service to break even by 2023. However, as we've heard today, the USPS continues to lose money each year and is on track to close this year with a $9,500,000,000 loss. Is the delivering for America plan still up to the task of helping the postal service finally breakeven? Speaker 1: The, Look, we just issued Delivery for America 2.0, which is just reinforcement of the initiatives that we have to improve operational performance, recognize the diminishing mail volumes that we are handling in the marketplace and reclaiming our position in the package business. So I'll drive to reduce cost, grow revenue, so we can put more product into our carriers' bags, which have to go to 161,000,000 addresses 6 days a week, which by law, okay, which is over half our cost, which is a pretty fixed environment. So we are pursuing these initiatives. We have introduced new products that have grown package revenue significantly and have other products coming down the line once we get the network in order and the changes in the service standards that we need. So absent other extraordinary issues that face us, this is the best plan that I've seen around town in a long time. We're planning we will get $5,000,000,000 out of additional cost and we will grow our revenue by additional $3,000,000,000 And if the OIG wants to put a forecast in as to when we will break even, she has those numbers, she can do it. Speaker 0: Thank you, mister DeJoy. I use the post office a lot. I send out a lot of mail every week from my office from me personally, so I'm very acutely aware of the service, the time and the cost. At what point do increases in postage rates start destroying demand and decrease the volume of mail to economically unsustainable levels? And you've said you're going to raise postage rates to the extent possible. How do you determine what constitutes, quote, the extent possible? Speaker 1: So we have operated under a defective to the tune of $50,000,000,000 that the organization was not able to raise their prices. When I got here, we finally got the approval to raise prices and we had 20% inflation, of which I get to charge prices after we incur the inflation. I'm always in arrears. 80%, 75% of the price increases that we charge were due to inflation and were not at the inflation rate. An organization like ours, which has labor and physical distribution assets, that would be negligent not to do any price increases, especially after 50 years. We are trying to reduce our costs significantly, okay, and grow our revenue to create an integrated mail and package network that winds up funding the delivery of mail into rural communities like yours. Could you give us a little story as to where the first class stamp is today in, say, Canada or Mexico or the UK? Speaker 1: UK is about $2.2 for a stamp. Paris, Europe's Europe's in the $2 range, $1.50. I'm sorry. Speaker 0: What's Canada and Mexico? Speaker 1: I don't know. I have a I can get you a chart, but we're at the we're down with, Ecuador and countries like that. Most of the most of the industrial world is in a dollar 50 dollars plus range. Speaker 0: Okay. Overall, next question, are there any requirements with regard to electric vehicles for the post office? Speaker 1: No, we have a plan to deploy electric vehicles. We have a commitment to buy we have a plan to buy 106,000 vehicles over the next 5 years, of which 66,000 will following year on the acquisitions we have will be Speaker 0: Do you have any statistics as far as the cost of gas versus electric? Speaker 1: Well, you know, Congressman, I was in the crossfire of a whole bunch of issues and did not agree to put electric vehicles into our fleet until we had the appropriate cost benefits to The IRA program, which was approved by this Congress, gave us $1,900,000,000 for infrastructure costs and gave us $1,200,000,000 for new vehicle costs, of which we have put together a plan that does in fact work for the Postal Service with that particular, with those particular cost structures. We have, we are buying special purpose long term vehicles that'll last us 20, 25 years at a relatively good cost with the with the Aira offset. And all my infrastructure will be paid for this set of vehicles coming out. We, we're studying the charges now as it moves forward. We have our routes set up for this type of service. Some of these vehicles we don't have to charge for 3 days. And the cost, I believe, when I look back at the cost improvements that we get, it's only when we get out to the cost of all the 10, let's say a battery lasts 10 years. There is cost benefit to us on maintenance and fuel and so forth for the 10 years. It's when you go to buy that new battery using today's battery cost that it puts us over to could put us over to return. Speaker 0: Given your druthers, would you rather have gasoline powered vehicles if your sole goal was to save money? Speaker 1: So my need was to have vehicles now, like 5 years ago. Speaker 0: Yes, just straight up and down. If we wanted to save money in the next 10 years, would you feel better if we said it would be all good? Speaker 1: I feel good where we are. I mean, we Speaker 0: Well, it can't be right. It's half of each, which is less expensive. They can't be identical. Maybe they are identical. I don't know. Speaker 1: Once look, this is a time constraint. Once installed, the places that were installing, we couldn't put electric vehicles everywhere and we couldn't put electric vehicles in overnight, okay? But once installed, and if you don't have you offset the capital costs, which we have, it's a it's a pretty decent thing. It's a nice vehicle. We have better monitoring on it and it's lower in maintenance. Speaker 0: I'll give you another question because I'm almost running out. We were talking this morning. Do you have any people in the post office which you'd refer to as DEI professionals, people who are focused on that sort of thing, either with regard to people you hire or with regard to government contracting? Speaker 1: Congressman, this is a hardworking focused boots on the ground organization. We have our normal in terms of a plan, we have our diversity goals, but that is just handled by our basic HR department. And we are a diverse group of diverse organizations, mostly focused on delivering mail and tax. Speaker 0: Does that affect who you hire or who you promote? Speaker 1: I mean, we pay it. You can look at my organization and look at and see what the make your own judgment on it. But I have I hire and relocate people based on intensive evaluation of their performance, and I believe most of the organization, you know, does that. Speaker 0: Thank you.

Speaker 0: Postmaster DeJoy, we hear everybody has ideas on how to make the Postal Service better. My concern, as you know, is the hemorrhaging of cash. As I said in my opening statement, I appreciate the fact that you were willing to take this job on. I appreciate the fact that you have a plan and you're trying to implement that plan. That's what we want. That's what we want with Doge. That's what the American people want. They want people trying to make government more efficient. I think you're trying to do that. When we talk about efficiency, especially members on this side of the aisle, we think of privatization. And you'll have people say, Oh, we should privatize the post office. The problem with that is nobody wants the to deliver the mail to every house in America 6 days a week and and operate all those retail postal facilities. There's no private company in the world that wants it. So a lot of of my friends on in my party need to realize that there's no private company that wants to do that. But there are private companies that are interested in in mail sorting. There are private companies that are interested, which is where I think a lot of the problems are from people on both sides of the aisle. You know, there there's issues with mail getting lost and sorting the mail. Are you open to any type of privatization, any type of pilot projects or anything like that with different facets of the Postal Service? I know you we privatize the logistics of the mail, but are there other areas of Speaker 1: privatization that you would be open to, partnerships and Speaker 0: things like that? That that you would be open to, partnerships and things like that? Speaker 2: So we we we cut we cut first first of all, with with congress and administration asked me to have a discussion about initiatives, I as as I did in the first administration when I came in, and the next administration that came in, and this administration, and all the congresses, I will work with you to understand, what it is that you want us to consider, and I will work very hard to to either, identify that we could could do it or to to say that it's just not gonna work for us. Let let me say when I came in, we had 500 different places with contractors, our people, and so forth doing random things. Okay? In in terms of how to process that. I have to get that down to 225 fully functional operations with with high precision. I think I can do that. Okay? But we have a lot of rules and a lot of a lot of, you know, critique and resistance. I just want to move 5% of of the of the local canceled mail 5% of the mail from, from, 60 locations into, into a major sorting centers sorting centers close by so we can so we can handle that. I had I had, like, 20 senators stop me. Speaker 0: Right. I understand. Speaker 2: I had Oh, Speaker 0: I know they all called me. They all called me. Speaker 2: Calling me about what mail machine I was moving out of a plant. Speaker 0: Right. And I and I know that. Believe me. I know that. I can't go to the bathroom without a senator representative stopping me and, giving me a a postal horror story. But it but at the end of the where we are now, do you do you think your reorganization plans work? And do you think that we're going to, improve performance and cut our losses? I mean, the the goal of the postal service is to is to break even, and and we're not doing that. Speaker 2: We no longer have a monopoly. We have an obligation. We have 39,000,000,000 Speaker 1: dollars I I moved I know as much about it. Speaker 2: Process $75,000,000,000 to deliver it. I have to reduce the 75,000,000,000 to 70 or or something. I have to grow our package business. I gotta move everything together. That is the that that is the deal. I think that we can be vibrant. We can serve the American people. We can cover a lot of our cost. Okay? And then we could look at things in the Congress that I have, $10,000,000,000 of unfunded mandates, things that you require us to do that cost us money. Speaker 0: Well, in our postal reform bill that we passed in a bipartisan manner out of this committee, which became law, we provided funding, and we changed a lot of the liability obligations that you had. And we've tried to help the Postal Service. You know, it's been disappointing, Speaker 1: the law says Speaker 2: It's so mandated that we deliver to 167 and 66 days a week. Do you know what kind of cost that is, mandating? Speaker 0: I do. I do. But again, the post if there's a way that we can make this thing break even, if there's something legislatively that we can do, I'm more than willing to to try to to help with that. But, you know, the days of of bailouts and and handouts are over. I mean, the American people spoke loud and clear. And as I said, I jumped in on Mr. Palmer's questions, I worry about that EV money sitting around, that it may be clawed back. I think there are lots of areas where there's going to be significant reform over the next 4 years. And there are I'm just I'm on your side. I'm the advocate. My grandmother spent her career as a mail carrier in Ribble in Phoenix, Tennessee. I am on the side of the post office. But I'm telling you, there are lots of ideas that I don't know whether they'd be advantageous or not to the postal service, but there are a lot of ideas out there about significant changes. And I I just I hope that you're given an opportunity to implement these these reforms. The problem is with the losses and and I'm over I gave Mr. Raskin 2.5 minutes extra, and I'm going to ask one more question to the Inspector General. So in light of the losses this year and projected losses next year, does the Office of Inspector General have any ideas or solutions as to how we can limit the losses or even get to the objective of trying to breakeven? Speaker 3: We've done some work in particularly in our research area where we've identified, some where some of the costly obligations that I spoke of earlier, relate to the postal service, particularly around the, retirement funds in in that area. We're also doing some research work that should come out, I think, in the spring or early summer on, other posts around the world. This this the problems the post service has experienced are not specific to the United States. Post around the world have have struggled Are Speaker 0: are postal rates too cheap? Is that anything that you thought about? I mean, is it is it, are they too expensive? And that's limiting the the bit I mean, these are questions you all need to look into if you have it. Yeah. We did. And and if if an obligation for retirement, obviously, that's a huge expense, a huge liability. Should we be hiring more people at the Postal Service? I mean, I I and and is there are there private sector solutions? These are things the IG's office needs to look at. And and and again, I'll say this, this committee has jurisdiction over over the inspector general. I have found there are good inspector generals, there are average IGs, and there are poor IGs. And and we're trying to work with the new administration on identifying which is which. And and, you know, so we need the IGs to work with us because finally, this town is fixing to get serious about being more efficient. So we'll be in communication with that. My time's expired

Before that, I served as the agency's general counsel after first joining the FCC as a staffer back in 2012. My primary focus has been ensuring that every American has a fair shot at next generation connectivity. In my view, there's no better way to do a job in Washington than to get outside the beltway and see firsthand the challenges ahead. That's why I spent time in nearly every state over the past few years meeting with broadband builders, local leaders, and community members alike. Along the way, I've stood on top of 2,000 foot broadcast tower with tower crews. I've been a mile below ground to see a fiber build connecting an underground research lab. I've visited with crews stringing fiber along the Arctic Ocean in Utqiagvik, Alaska, America's northernmost point. And I've been on the Gulf Coast with teams as they restored service after hurricanes in Florida. In every community, I've heard about the opportunity that comes with a high speed connection. And that's why I was pleased when a bipartisan consensus emerged to provide the support necessary to end the digital divide. The most significant of those efforts is a $42,000,000,000 initiative known as BEED. But, unfortunately, initiative known as BEED. But unfortunately, BEED is a program that has gone off the rails. Here's how. In 2021, vice since that program was enacted. After all of that time, not one person has been connected to the Internet. Not one home, not one business, not even one shovel worth of dirt has been turned. And it gets worse. No infrastructure builds will even start until sometime next year at the earliest, and in many cases, not until 20 26. This makes Vice President Harris's $42,000,000,000 initiative the slowest moving Federal broadband deployment program in recent history. With Vice President Harris at the helm, Politico recently reported on the, quote, frustration in finger pointing that defined the program's, quote, messy, delayed rollout. One state broadband official described, quote, a chaotic implementation environment, dysfunction, delays. She added that the administration, administration states down. So what has the administration been doing over the last 1,039 days instead of connecting Americans? It's been advancing a wish list of progressive policy goals. The of progressive policy goals. The $42,000,000,000 program led by Vice President Harris is being used to push a climate change agenda, DEI requirements, price controls, preferences for government run networks and rules that will lead to wasteful overbuilding. All of this will leave rural communities behind. Frankly, it would not be the only time the Biden Harris administration has left rural America behind. In 2020, the FCC secured a commitment from Starlink to provide Internet to 640,000 homes and businesses for about $1300 per location in federal support. But government revoked that award last year after president Biden gave agencies the green light to go after Musk. The administration is now spending dollars on the to connect locations through its own initiatives. Senator Cruz released a report identifying entire projects where the administration is now spending over 100,000 dollars per location for Internet. So here's the bottom line. Absent major reforms, Vice President Harris's 42,000,000,000 dollars program is wired to fail. It's time to correct course. Get rid of all the extraneous political goals and focus on quickly connecting Americans. In closing, I wanna thank you again for the opportunity to testify. I look forward to your questions.

Speaker 0: Thank you, mister chair. The CCP is clearly not our friend. Let me repeat, the Chinese Communist Party is not our friend. It is well known that if you are a Chinese company, you must turn over all of your requested information to the CCP. Lawmakers from my state of Michigan have approved nearly 800,000,000 in taxpayer dollars to incentivize the construction of the Goshen plant. Goshen Inc is a subsidiary company of Goshen High-tech, which is a state owned company of the Chinese Communist Party. State lawmakers are using taxpayer dollars to pay the CCP to implant 1,000 of Chinese workers and 1,000,000,000 worth of Chinese technology strategically close to an intelligence program and a military facility. Coincidence? I think not. In the past several years, the US has found Chinese technology to be CCP tool used to spy on Americans, undermine our interest, and steal proprietary information from our intellectual leaders. Anyone who's looking can see that this is a very troubling, pattern. So ambassador, Stella, f FBI director Chris Wray has warned that colleges and universities are prone to political warfare from China and targeted for intellectual property theft. Now Ferris State University is just a few miles from the proposed Goshen site. Again, coincidence, not much. Have you heard of any collaboration between Ferris State and the Goshen plant? Speaker 1: I have, Congresswoman MacLean. Thank you for the question. So the previous president of Ferris State began sort of intertwining with Gaussian leaders and executives as they set the stage to make their way into Michigan. And apparently, there was a soft agreement where they would house workers, PRC Nationals, unvetted, and his regime changed, it came to a new one. So there was talk of that. And there was also conversations that are known that Goshen had concept conversations with the university to support various elements of building. I don't know if it ever came to pass. But again, I think that would just highlight another element of what has all the textbook markings of a influence operation. Speaker 0: I would agree. And I just want to make sure you said unvetted? Speaker 1: Yeah. So I would just say that, the if you look at the backdrop of the, 2018, 2019, national intelligence law of China, the 2015 National Security Law, the law requires PRC Nationals. This is just the law that they have to follow, whether they're in China or around the world to surveil, collect, and report. So I just think that as it now stands, our apparatus, our our our preparedness is not commensurate with that threat. That's why I shared with some of your other colleagues, perhaps a a a more footed, more nimble approach would begin with passing a more modern version of the National Security Act of 1947 that engages the China threat. Speaker 0: Thank you. It's widely known that stakeholders and other supporters of the deal, so to speak, with the Goshen signed a nondisclosure. So signed nondisclosure agreements. This, in my opinion, is a huge red flag for our national security and intelligence agencies when it comes to dealing with the company, with deep ties to the CCP. Why would an would elected and appointed officials sign a 5 to 10 year NDA regarding Goshen? Is that not a red flag? Seems a little weird to me. Speaker 1: It's a it's a big red flag. And, in February of 'twenty 2, I'd mentioned to some of your other colleagues, National Security Intelligence Agencies convened, state and local elected officials on a bipartisan basis, some business leaders to say, look, China's on the hunt. You better have your dukes up. Do not be duped by seemingly benign business deals, because if you if you do not follow directives of strict scrutiny, transparency, which NDAs are not, our national security is jeopardized. Speaker 0: What's the issue with being transparent? Speaker 1: Well, I think that by being transparent, much of has gone on that's now in the court filings that we mentioned with Goshen would be known, in terms of elite capture, influence operations, what appears to be corruption and enrichment. Books have never been opened over the course of this deal. They ought to be, and they're really, I think, emanating from a retrenching of National Security Act of 1947 in modern sense would get us there. Speaker 0: Thank you. I'm just going to remind everyone again, this is going on under our noses within our state. And, I'm gravely concerned it's next to a military facility, and it's right next to Ferris State with NDAs, and everything is under the cloak of darkness. Speaker 0: My testimony today based on my experience in this cold war with the CCP as a US diplomat, a concerned American, and a resident of Michigan focuses on failures of the federal government to both understand the depth and breadth of this threat and to effectively counter it. I witnessed the firsthand, firsthand the CCP's impactful use of political and economic warfare across the Indo Pacific. Through this, China has effectively bypassed our historic defensive barrier barriers in, the Pacific called the first and second island chains, endangering Hawaii, Guam, US territories, and our friends and allies there. Despite ample warning by Pacific island leaders, the federal government did little over the years to little to impact, to stop China's ominous advance. During my accreditation trip to Kiribati, I visited the Friendship Bridge, connected North and South Tarawa. Paid for by the DoD funding and dedicated by my, in 2010 by my former late predecessor, Ambassador Steve McGahn, it was built using World War II era Bailey Bridge construction design, certainly far deficient for the punishing weather at the equator. The bridge was well past this temporary design purpose patched in diamond plate sheeting scattered on it, rusting apart and unsafe. I worked aggressively with Indo Paycom to secure the funding to replace the bridge. It was ultimately approved, however, got snagged between the Pentagon and the State Department bureaucracies. In my understanding, it remains snagged. The CCP owned China Railway Group swooped in and built an auxiliary cement bridge. Though underwater during high tide, our friendship bridge is in tatters, and it is now, in my understanding, now impassable. I have also witnessed malign influence through a subnational incursion and influence operation by a PRC based and CCP tied lithium ion battery manufacturer, Goshen, in Green Charter Township, Michigan. And that's just one of many examples across the United States that threatens our national security and sovereignty. Roughly 70 miles from Goshen's proposed facility is a secure US military installation known as Camp Grayling. It's the hub of the National All Domain Warfighting Center, which trains our troops and those of our allies, including Taiwan, in strategic and tactical, battle operations. Goshen submitted a voluntary declaration to the Committee on Foreign Investment in the United States in the spring of 23, quite surprisingly declared it a quote, uncovered real estate transaction. In recent weeks, the Biden administration proposed a rule that added over 50 US military bases, including Camp Grayling, for required reviews by CFIUS when a deal involving a foreign company such as Goshen falls within a 100 mile radius of a military facility. Perplexing perplexingly, while our defense officials likely instituted this rule on a kind of mission critical assets at Camp Grayling there, it is not retroactive, and it does not apply to Goshen. Through my volunteer work for the MCSRG, in recent days, I was alarmed to discover federal officials either ignored or overlooked the February 2020 US Treasury, Department CFIUS rule regarding joint US military facilities that covers the Goshen transaction, given the army airfield at Camp Grayling. I wrote to mister Paul Rosen, the assistant secretary of state of the treasury for investment security, requesting he reexamine Goshen's declarations, under that regulation and scrutinize the project accordingly. Court filings this past Friday revealed offers by Goshen, to now recall trustees that seem to involve elite capture, corruption, influence peddling, and and enrichment. These offers include all expense paid trips to China, a sweetheart real estate purchase that would have netted a recalled trustee $2,000,000 and employment in the event that they were recalled. Text messages between a Goshen official and a recalled trustee read, we got each other's backs, and you have buyback now. Now it's my turn to help as well. You have been a great partner in becoming an even better friend. I will help however I can. Those were never disclosed and below the radar of the federal government. This is precisely where our national security intelligence agencies in, 2022 convened and warned a bipartisan group of, state elected and, local leaders and business officials, to be very careful and wary about the grave risks about engaging in these seemingly benign business deals with companies based in the PRC. And instead of following the directives to conduct them transparently, do due diligence, perform strict scrutiny, ensure transparency, integrity and accountability, the government and business elites with this project did exactly the opposite. They moved fast and in secret, binding them and shrouding them in 5 10 year, nondisclosure agreements using secret code names. So this rupture ruptures the consent of the governed and certainly jeopardizes our national security. These events offer their cautionary tale on the importance of intergovernmental agency process that first acknowledges the serious threat, political and economic warfare being waged by the CCP. 2nd, that is nimble spotting these threats. And 3rd, can defend, if not prevent them with our, within our sovereign nation. Thank you for your time and attention, and I look forward to answering your questions.

A document that we're releasing today raises new questions about how president Biden personally benefited from his family's shady influence peddling of his last name and their access to him. Bank records obtained by the House Committee on Oversight have revealed a $200,000 direct payment from James and Sarah Biden to Joe Biden in the form of a personal check. Here's some important context about this check we've obtained in our investigation. In 2018, James Biden received $600,000 in loans from AmeriCorps, a financially distressed and failing rural hospital operator. According to bankruptcy court documents, James Biden received these loans, quote, based upon representations that his last name, Biden, could open doors and that he could obtain a large investment from the Middle East based on his political connections, end quote. On March 1st 2018, AmeriCorps wired a $200,000 loan into James and Sarah Biden's personal bank account, not their business bank account. And then on the very same day, James Biden wrote a $200,000 check from this same personal bank account to Joe Biden. James Biden wrote this check to Joe Biden as a, quote, loan repayment. Americor, a distressed company, loaned money to James Biden who then sent it to Joe Biden. Even if this was a personal loan repayment, it's still troubling that Joe Biden's ability to be paid back by his brother depended on the success of his family's shady financial dealings. Some immediate questions president Biden must answer for the American people. Does he have documents proving he lent such a large sum of money to his brother? And what were the terms of such financial agreement? Did he have similar financial agreements with other family members that led them to make similar large payments to him? Well, not only did he lie about his son, Hunter, making money in China, but it also turns out that $40,000 in laundered China money landed in Joe Biden's bank account in the form of a personal check, and the oversight committee has it. Here's how Joe Biden benefited from his family's shady deal with CEFC, a Chinese Communist Party linked company. It all began with a shakedown in the summer of 2017 when Hunter Biden sent a message to his CEFC associate demanding a $10,000,000 capital payment. As Hunter Biden extorted this associate, Hunter claimed he was sitting with his father and that the Biden network would turn on his associate if he didn't pony up the money. The extortion scheme worked. Days later, $5,000,000 flowed in from a Chinese affiliate of CEFC. Over the following 3 weeks, Biden family members made a series of complicated financial transactions to hide the source of the China money. Here's how that happened. First, Northern International Capital, a Chinese company associated with CEFC, wired $5,000,000 to Hudson West 3, a joint venture established by Hunter Biden and a CEFC associate. It's also worth remembering that Biden family efforts to secure millions from this Chinese company began when Joe Biden was still vice president. In taking funds sourced to a CCP linked company that wanted to advance China's interest, Joe Biden exposed himself to future blackmail and put America's interest behind his own desire for money. The House Oversight Committee will continue to follow the money and hold president Biden accountable for his corruption.

Speaker 0: My name is Matt Lohmeier, and I'm an Air Force Academy graduate, a former F 15 c fighter pilot, and was a lieutenant colonel and commander in the Space Force. In 2021, I was fired from my command for writing a book trying to reverse the trend of the overt politicization of the uniformed services. Specifically, I criticized the military's diversity, equity, and inclusion trainings, which at my own base, were illegally occurring despite an executive order from the commander in chief. The diversity, equity, and inclusion industry is steeped in critical race theory and is rooted in anti American Marxist ideology. I watched DEI trainings divide our troops ideologically and, in some cases, sow the seeds of animosity toward the very country they had sworn an oath to defend. Before writing that book, I submitted a formal written complaint to the Space Force inspector general's office detailing that such violations were occurring, including illegal race based discrimination. But my complaint was never investigated and was later dismissed by then lieutenant general Stephen Whiting whom the senate just confirmed for his 4th star. After 2 months, I received a written dismissal of my complaint from general Whiting. Personally, I have always advocated for a nonpolitical military work environment. Today, I'm here to testify about the ongoing Marxist inspired efforts to subvert and weaken our military and broader American society. We often refer to these efforts as wokism, but it is also a culture war. Yet even in this committee, there are differing views about whether there is such a Thing is a culture war underway. Some members of this committee have been outspoken critics of DEI initiatives to include CRT, drag shows on military bases, trans activism, LGBTQ pride celebrations and woke military recruiting videos, all things that are visible components of an ongoing culture war. Ranking member Garcia, as he just mentioned, on the other hand and asserted as recently as 2 weeks ago, says that the culture wars are, quote, unquote, phony and are merely a political talking point of Republicans. It's nothing, if not incredible, for a member of this subcommittee To assert that culture wars are phony, while another member who's not present at the moment of this committee as a member of the so called progressive squad was herself a Black Lives Matter organizer and activist, an organization whose publicly avowed ideology is Marxism and whose activist ambition is social and cultural revolution. Service members who wear the uniform of their country do not want to see these things in the military workplace. They don't wanna see them at their bases. In most cases, this is true regardless of their race or their political world view. Despite that reality, Pentagon officials requested $140,000,000 to expand woke diversity initiatives in fiscal year 2024, double what it's been the previous 2 years. There are few things taxpayers such as myself feel less essential to the mission of the United States military then expanding diversity mandates and indoctrination. And now an important point, such aggressively opposed Ideological world views competing for institutionalization through policy epitomizes and formalizes what is properly termed a culture war. The fact that these debates now infect the US military workplace is an offense to people like me who loved their country and all people regardless of their race, gender, sexual preference, or background. I'd like to briefly draw attention to 2 of a handful of exhibits I have submitted for the committee's review and for entry into the official record of today's hearing. The first is a 100 page document which includes real world unsolicited feedback from military service members. I submit it for the record because to spend even a few minutes with the document It's to get a sense for how DEI trainings are hurting morale, dividing and distracting troops, disincentivizing Americans from service and thereby destroying our recruiting and retention efforts. The second is a letter signed by a 185 retired general and flag officers previously sent to leaders in the house which they did in fact receive. Despite their warning about DEI's divisive impacts in the military workplace and their request for congress to end funding for all such initiatives, The congress ultimately did not use its power to put an end to DEI funding in the recently approved NDAA. Thank you to those of you, by the way, who tried to introduce useful legislation. The men and women who sent that letter raised the warning voice and tried their best to respectfully influence our nation's lawmakers. I said in my book back in 2021 that if we did not abandon the diversity and inclusion trainings, then we would see an unprecedented recruitment then we would see unprecedented recruitment and retention woes. That has been true, and we have seen as a nation that it is not getting any better, hence the need for a hearing like this. I also said that unless we abandon our present hate filled and divisive path and repent as a nation, we will destroy ourselves. And I reaffirm that view here today, and I'm grateful to answer any questions that this subcommittee may have for me. Thank you.

A document that we're releasing today raises new questions about how president Biden personally benefited from his family's shady influence peddling of his last name and their access to him. Bank records obtained by the House Committee on Oversight have revealed a $200,000 direct payment from James and Sarah Biden to Joe Biden in the form of a personal check. Here's some important context about this check we've obtained in our investigation. In 2018, James Biden received $600,000 in loans from AmeriCorps, a financially distressed and failing rural hospital operator. According to bankruptcy court documents, James Biden received these loans, quote, based upon representations that his last name, Biden, could open doors and that he could obtain a large investment from the Middle East based on his political connections, end quote. On March 1 2018, AmeriCorps wired a $200,000 loan into James and Sarah Biden's personal bank account, not their business bank account. And then on the very same day, James Biden wrote a $200,000 check from this same personal bank account to Joe Biden. James Biden wrote this check to Joe Biden as a, quote, loan repayment. AmeriCorps, a distressed company, loaned money to James Biden who then sent it to Joe Biden. Even if this was a personal loan repayment, It's still troubling that Joe Biden's ability to be paid back by his brother depended on the success of his family's shady financial dealings. Some immediate questions president Biden must answer for the American people. Does he have documents proving he lent such a large sum of money to his brother? And what were the terms of such financial agreement. Did he have similar financial agreements with other family members that led them to make similar large payments to him. And did he know that the same day James Biden wrote him a check for $200,000, James Biden had just received a loan for the exact same amount from business dealings with a company that was in financial distress and failing. Well, not only did he lie about his son, Hunter, making money in China, but it also turns out that $40,000 in laundered China money landed in Joe Biden's bank account in the form of a personal check, and the Oversight Committee has it. Here's how Joe Biden benefited from his family's shady deal with CEFC, a Chinese Communist Party linked company. It all began with a shakedown in the summer of 2017 when Hunter Biden sent a message to his As Hunter Biden extorted this associate, Hunter claimed he was sitting with his father and that the Biden network would Turn on his associate if he didn't pony up the money. Without his family peddling his name and his son threatening a CEFC associate with consequences that he said Joe Biden knew about, James wouldn't have had the money to write the $40,000 check To his brother, Joe. It's also worth remembering that Biden family efforts to secure 1,000,000 from this Chinese company began when Joe Biden was still Vice president. In taking funds sourced to a CCP linked company that wanted to advance China's interests, Joe Biden exposed himself to future blackmail and put America's interests behind his own desire for money.
