These gaping wounds are costing our country countless jobs and 1,000,000,000,000 and 1,000,000,000 of dollars in wealth. One of my top economic priorities will be to stem this bleeding and put American workers on a level playing field. It's about time. And I must say, I did it 3 years ago and they were doing great, but that's been blown out the window by the Biden administration.
But to that end, I will pass landmark legislation that will be known as the Trump Reciprocal Trade Act. If India, China, or any other country hits us with a 100 or 200% tariff on American made goods, we will hit them with the same exact tariff. In other words, 100% is 100%. If they charge us, we charge them. An eye for an eye, a tariff for a tariff, same exact amount.
One thing is going to happen, Probably, they drop the tariff, but if they don't, that's okay. We'll take in plenty of money. Under the Trump Reciprocal Trade Act, other countries will have 2 choices. They will get rid of their tariffs on us, or they will pay us 100 of 1,000,000,000 of dollars, and the United States will make an absolute fortune. There will be no more unilateral economic surrender like we've done for many many decades.
This will especially help our great farmers in Iowa and other agricultural states, and it'll help our manufacturers all across the nation. We will be knocking down barriers to American farm products, American dairy products, steel, just about everything you could think of. From all around the world, they take advantage of us, but no more. We must have fairness and reciprocity. That's the word, reciprocity.
They do it to us. We do it to them. This will be a key part of our strategy to return jobs and wealth to the United States and launch an economic boom that will lift up our middle class and eliminate our dependence on China and other countries, and it's something that has been waiting to happen for a long time. We have been the whipping post for everyone else. We have been A country that was disrespected on trade and, frankly, disrespected on just about everything.

You and all of those watching are the heart and soul of this incredible movement and the greatest country in the history of the world. It's very simple.
There has never been anything like it, this great movement of ours, never been anything like it and perhaps there will never be anything Ladies and gentlemen, distinguished guests and my fellow citizens, America's comeback starts 2 years ago, when I left office, the United States stood ready for its golden age. Our nation was at the pinnacle of power, prosperity and prestige, towering above all rivals, vanquishing all enemies, and striding into the future, confident and so strong. In 4 short years, everybody was doing great, men, women, African Americans, Asian Americans, Hispanic Americans, everybody was thriving like never before. There was never a time like this. We turn the page on decades of globalist sellouts and one-sided trade deals, lifted millions out of poverty, and together, we built the greatest economy In the history of the world, when the virus hit our shores, I took decisive action and saved lives and the US economy.
And by October of the same year, America was roaring back with the number 1 fastest economic recovery ever recorded. How about that? All of the incoming administration and all they had to do was just sit back and watch. Inflation was nonexistent. Our southern border was by far the strongest ever.
And because the border was so tight, drugs were coming into our country at the lowest level in many, many years. American energy independence which soon would have turned into energy dominance. For the first time in memory, China was reeling in back on its heels. You've never seen that before Because the United States was outdoing them on every single front and China was paying 1,000,000,000 and 1,000,000,000 of dollars in taxes and tariffs. The farmers know that because they got 28,000,000,000 of it.
No president had ever sought or received $1 for our country from China until I came along and we were getting 100 of 1,000,000,000 of dollars. Many people think that because of this, China played a very active role in the 2020 election, just saying, just saying. Sure that didn't happen. Instead of jobs and factories leaving America for China, They were, for the first time ever, leaving China for America. Businesses were pouring back because of our historic tax and regulation cuts, The biggest in both categories in history, bigger even than what Ronald Reagan was able to produce and he produced a lot.
China, Russia, Iran, and North Korea were in check and respected. They respected the United States and quite honestly, they respected me. I knew them well. The vicious ISIS caliphate, which no president was able to conquer was decimated by me and our great warriors in less than 3 weeks And al Baghdadi, its founder, was hunted down and killed. North Korea had not launched North Korea had not launched a single long range missile since my summit with chairman Kim Jong Un, nearly 3 years before we developed a relationship and that's a good thing, not a bad thing.

And you know what that reason is. We will be paying a big price for this invasion into our country for years to come. Hundreds of thousands of pounds of deadly drugs including very lethal Fentanyl are flooding across the now open and totally porous southern border. The blood soaked streets of our once great cities are cesspools of violent crimes, which are being watched all over the world as leadership of other countries explained that this is what America and democracy is really all about how sad the United States has been embarrassed, humiliated, and weakened for all to see. The disasters in Afghanistan, perhaps the most embarrassing moment in the history of our country where we lost lives, left Americans behind and surrendered $85,000,000,000 worth of the finest military equipment anywhere in the world and Ukraine, which would have never happened if I were your president, are something And even the Democrats admit that.
And that's something I've seen them admit over and over again. But our enemies are speaking of us with scorn and laughter and derision because of those 2 events. But there are many more. Even just today, a missile was sent in probably by Russia to Poland, 50 miles into Poland and people are going absolutely wild and crazy and they're not happy. They are very, very angry.
Now we have a president who falls asleep at Global Conferences was held in contempt by the British Parliament over Afghanistan. Thanks to the words of wisdom, he said Thank you to the wrong country for inviting him to a major summit on the environment of all things. They fly for days to get there and then He calls the country a name that was actually a country on another continent And he's leading us to the brink of nuclear war, a concept unimaginable just 2 short years ago. You cannot mention the nuclear war. It's too devastating.
The Green New Deal and the environment which they say may affect us in 300 years is all That is talked about and yet nuclear weapons which would destroy the world immediately are never even discussed as a major threat. Can you imagine? They say the ocean will rise 1 eighth of an inch over the next 200 to 300 years, But don't worry about nuclear weapons that can take out entire countries with 1 shot. Something is wrong with their thinking. Under Biden and the Radical Democrats, America has been mocked, derided and brought to its knees, perhaps like never before.
But we are here tonight to declare that it does not have to be this way. It does not have to be this way. And soon we will be a great nation again. The decline of America is being forced upon us by Biden and the radical left lunatics running our government right into the ground. This decline is not a fate we must accept.
When given the choice boldly, clearly and directly, I believe the American people will overwhelmingly reject the left's platform of national ruin and they will embrace our platform of national greatness And glory to America. Glory. Exactly 1 week ago, our citizens voted in the important midterm elections. And despite a Ridiculously long and unnecessary period of waiting, far longer, in fact, than any third world country. Just a short time ago, the Republicans won back control of the House of Representatives.
And it was with a great Trump endorsed candidate, And I'm very happy it was his vote that did it, but we so we now won back. This happened just An hour ago, much criticism is being placed on the fact that the Republican Party should have done better and frankly, much of this blame is correct. But the citizens of our country have not yet realized the full extent and gravity of the pain our nation is going through and the total effect of the suffering is just starting to take hold. They don't quite feel it yet, but they will very soon. I have no doubt that by 2024, it will sadly be much worse and they will see much more clearly what happened and what is happening to our country and the voting will be much different.
2024 Are you getting ready? And I am too I am too. I do wanna point out that in the midterms, my endorsement success rate was 232 wins and only 22 losses. You don't hear that from the media. And this is an elegant night and an elegant press place and I'm not going to use the term fake news media, So we're going to keep it very elegant.
But you don't hear that from the media, But I think you will because people are starting to see what happened. That's some score and in the primaries was 98.6%, But they were still trying to blame me. Anytime in the history of the world, there's never been an economy like we had just 2 years ago. Despite the outcome in the senate, We cannot lose hope and we must all work very hard for a gentleman and a great person named Herschel Walker, A fabulous human being who loves our country and will be a great United States senator. Herschel Walker, get out And vote for Herschel, and he deserves it. He was an incredible athlete.

We elected a group of incredibly talented America First leaders who will be stars of our party for many years In the popular vote, another thing that's not discussed for the House, we must remember that Republicans won Breaking the radical democrat's grip on congress was crucial. So in other words, because of our great Congressman and all of our great congressmen and congresswomen, we have taken over. Congress, Nancy Pelosi has been fired. Is I told them.
I said, if you just keep a little bit lower standard, you're gonna have a big victory. They said, let's win by 40 seats. Let's win by 50. I said, if you win by 2 seats, be happy. But she's on her way to another country right now.

Our country is in a horrible state. We're in grave trouble. This is not a task for a politician or a conventional candidate. This is a task for a great movement that embodies the courage, confidence, and the spirit of the American people. This is a movement.
This is not for any 1 individual. This is a job For tens of millions of proud people working together from all across the land and from all walks of life, young and old, black and white, Hispanic with African American with Asian and just look at what's happening. This is a Party that has become much bigger, much stronger, much more powerful can do much more good for our country. This is a job for grandmothers and construction workers, firefighters, builders, teachers, doctors and farmers who cannot Stay quiet any longer. You can't stay quiet any longer.
You're angry about what's happening to our country. Our country is being destroyed before your very eyes. It's a job for every aspiring young person and every hardworking parent, for every entrepreneur and underappreciated police officer who is ready to shout for safety in America. They're the ones that know how to do it. We have to give them back their respect and their dignity. This will not be my campaign. This will be our campaign all together. Because the only force strong enough to defeat the massive corruption we are up against is you, the American people.

But when people say Republicans or Democrats or Liberals or Conservatives, I say we could all get together and we were doing that. That was happening just prior because the success was greater than this country has ever had. We were leapfrogging China and leapfrogging everybody else and everybody wanted a piece of it. But just as I promised in 2016, I am your voice.
I am your voice. The Washington establishment wants to silence us, but we will not let them do that. What we have built together over the past 6 years is the greatest movement in history because it is not about politics. It's about our love for this great country, America, and we're not going to let it fail. I am running because I believe the world has not yet seen the true glory of what this nation can be.
We have not reached that pinnacle, believe it or not. In fact, we can go very far. We're going to have to go far. 1st, we have to get out of this ditch And once we're out, you'll see things that nobody imagined for any country. It's called the United States of America and it's an incredible place.
We are Americans and we do not have to endure what has taken place in Washington DC. This is our country, our government and the Carters of Power or our they're our Carters. They're not their Carters. These are our Carters and we are coming to take those Carters back. So from now until election day in 2024, which will come very quickly.
We will go, look at how time flies. Look how fast it's all going. I will fight like no one has ever fought before. We will defeat the radical left Democrats that are trying to destroy our country from within And likewise protect us all. We want to protect us.
We have to be protected from all of those nations out there that are looking to destroy us From beyond air shores, there are lots of nations that hate us gravely and that's the problem when they look at us in disarray like we are right now, when we go to them begging for oil and we have more liquid gold under our feet than they have or any other nation has And we don't use it because we're going to them. It's crazy what's happening. We can't let it continue. Joe Biden is the face of left wing failure and Washington corruption. He had a big G20 dinner tonight.
Everybody flew over to wherever they flew over. And guess what? He never showed up. They're still looking for him. What's going on?
G20, I used to love that, the leaders. They used to make deals for our country like you wouldn't believe. It was 1, give me the next one, give me the next one. And we got him to stop taking advantage of our country, that every nation took advantage of our country. We renegotiated deals with Mexico And Canada, USMCA, we got rid of the worst trade deal ever made, ever made NAFTA, the worst trade deal ever made, that's why the farmers loved Trump because we did a great job but manufacturers also.
And we did a deal. We restructured we restructured our terrible deal with Terrible deal with Japan and I did it with prime minister Abe, a great man who unfortunately is so sad. He was a great friend of mine, but a great man loved this country so much but we restructured it, made it a really terrific deal and with South Korea and so many other countries and the best of all was what we did to China. We made an incredible deal, but after COVID, I don't even bother talking about it because the devastation that that caused for the entire world was too much to bear. I will ensure that Joe Biden does not receive 4 more years in 2020.

You look at What we've done in Florida, what everybody's doing now in Florida and Texas, along the border in Texas, won every single community. I won every single community.
The governor of Texas called, great gentleman just got reelected and, he said to me, I'd like to talk for a second, why? He said you've done something that nobody else has done. You've won every single area along the border, it's the longest Since Reconstruction, I said Reconstruction, I guess you call that the Civil War, that's what I call it. That's what I call it. Governor Abbott, a very good man and he's working hard, but it's horrible because what's happening is they're just sending hundreds of thousands of people right through his state, right through Arizona, right through all of the states.
What's happening is they're coming up, all of the states. And we can't have it anymore. This campaign will be about issues, vision, and success and we will not stop. We will not quit until we've achieved the highest goals and made our country greater than it has ever been before. We can do that.
We can do it. Our victory will be built upon big ideas, bold ambitions, and daring dreams for America's future. We need daring dreams. It is not enough merely to complain or oppose. We don't want to be critics.
We don't want to be complainers. I never wanted to be a critic. I never respected critics. They tell people what's wrong, but they can't do it themselves. We will win because we will fight With every measure of our strength and with every ounce of our energy to lift up the working men and working women of America and to restore the fabric of this nation.
The radical left Democrats have embraced an extreme ideology of government domination and control. Our approach is the opposite, one based on freedom, values, individual responsibility and just plain common sense. It's common sense. In 2 years, the Biden administration has destroyed the US economy just destroyed it. With victory, we will again build the greatest economy ever.
It will take place quickly. We will build the greatest economy ever. And if you remember, I did it twice. I did it before COVID and then handed off something where the stock market was higher than just prior to COVID coming in, And we did it twice and we will do it again but this time we'll do it bigger, stronger, better than anybody can even imagine. And one of the beautiful things of the pause, if there is such a thing is a beautiful thing, but one of The important factors of the pause is that we see how bad they've done.
So we will be able to do it properly And it will be much easier, everybody will agree with us because everybody sees what a bad job has been done during this 2 year period and it will be a 4 year period. Everybody sees that it will be much easier for us to do what has to be done. We will immediately tackle inflation and bring down to A level that it was, you know, we were at 0, but actually the best number is 1%. Do you know that? You don't want it really 0, But we've we were at 0.
We actually got it to exactly 1%, the perfect number. One thing every account number agrees Don't have it here, have it like at 1%. They even say 1% to 2%, but I said, let's do 1%. And we had it at 1% and we had it there for a long period of time and we had the value of the dollar. We had it so that this country could make a lot of money and I fought other countries where they devalued their dollar, devalued their currency, whether it was the pound or whether it was the yuan or the yen.
And I used to fight like cats and dogs with the leaders of other countries because they were stealing from us. When they did that, they had artificial Devaluations of their currency, it's a very important thing. I haven't even heard it mentioned in 2 years. That's a very important thing. It's very hard for us to compete when they do that artificially and they had to pay a big price when they did it and they never really did it for very long, I we're not going to do business with you anymore as a country, and they believed me and they let it go back up.
Instead of putting America last, as the Biden administration has done very, We will again put America first. Thank you very much. We do love our country, isn't it? That's why we're here. I didn't need this.
I had a very nice, easy life. It's, this is something I didn't need and a lot of you people Don't need either, but we love our country. We have to take care of our country. We have to save our country. Every policy must be geared toward that which supports the American worker, the American family and businesses both large and small and allows our country to compete with other nations on a very level playing field, which we never had until I came along and the Trump administration came along and now we're losing it.
They're moving back into China. They're moving back into these other countries. It's horrible. That means low taxes, low regulations and fair trade, much of which I've already completed But now, we'll even greatly enhance. Other countries should pay for the privilege of coming into the American marketplace.
They have to pay to come into our country and make all of that money, take it away from us. And thanks to the Trump administration, still the best and the biggest Country in the world is what we have. We have the best and the biggest. If you remember for many years, you can look in your projection books, China was going to take over from us as the largest economy in the world in 2018 or 2019. I said, I don't like that timing.
And I was with President Xi, who's now President for Life. I call him King. He said, no, no, I'm not the King. I said, Yes, you are the king. You're president for life.
It's the same thing. But I said, President, President, you can't do these things. You can't remember they had China 25. That means China was going to take over virtually the whole world economy by 25. I said, that's not a nice I don't want that sign.
They took it down. They took down the whole slogan, probably will be coming back at some point in the near future, But I found it very insulting. I said I find that very insulting. On day 1, we will end Joe Biden's war on American energy. And you will see when that happens, You will see energy costs come down.
And because energy is so big and so important, you will see inflation dropping, dropping, dropping, dropping. You will see it come down. It's a of beauty and you wouldn't think it's that complicated. Now what has been complicated a little bit is what's happened into so many other things. I believe originally started by this energy disaster, we were a $1.87 a gallon for gasoline and now it's hitting 5, 6, 7 and even $8 and it's gonna go really bad.
The socialist disaster known as the Green New Deal, which is destroying our country and the many crippling regulations that it has spawned will be immediately terminated so that our country can Again, breathe and grow and thrive like it should. Very, very much hurting our country. Germany tried it. Germany tried it. They were up for about a year.
Remember, I sent to Angela remember Angela? Do you remember Angela? Nobody's remembering her now. Angela Merkel, I sent her a white flag of surrender. She said, but why but why do you send this to me, Donald?
I said, Angela, I sent it to you because this is a flag of surrender. You are getting 78% of your energy from Russia. And when that happens, history has proven that it's not good for Germany. Just take a look over the last 150 years, it hasn't been good. What I didn't know would take place so fast and Germany closed, as you know, all of its coal powered plants and its nuclear plants.
They closed everything and now they're building coal plants and they're building them fast. And China's building a coal plant every week. Every week, they open up another and then they talk about all of the things that they do environmentally. They're watching us Die with a green new deal with our windmills and with our solar that doesn't have the power to fire up our great factories and our great plants. They are watching us die and they're laughing as it happens.
Remember, economic security is national Security. And that's what it is. We need economic security. That is why we will launch an all out campaign paying to eliminate America's dependence on China. We will bring our supply chains, which are a disaster right now.
You can't get anything, and good luck getting a turkey for Thanksgiving, number 1, you won't get it and if you do, you're going to pay 3 to 4 times more than you paid last year. But we will bring our supply chains and Manufacturing base back home as we were strongly doing during the Trump administration, and we will systematically bring back wealth, health, and success to the American middle class and to America itself. Please. Please sit down. I feel so guilty having you stand.

And we sent in the National Guard in Minneapolis and in other places, in Seattle, we went and we were, we were getting ready to go and they took over part of the city. And the governors, The democrats don't wanna ever ask to do anything because they don't wanna shake things up. In the meantime, the cities are rotting And they they are indeed cesspools of blood. So we're gonna go and help them even if they don't want the help.
We will Give our police back their authority, resources, power, legal protection, and we will give them back their respect. They're great people. And I will immediately launch a no holds barred national campaign to dismantle the gangs and clean out the nests of organized street crime. You know, the worst The worst criminals, the worst gangs are MS 13. And under the Barack Hussein Obama administration, They were unable to take them out because their countries where they came from wouldn't take them.

He said, quick trial. What is a quick trial? Quick I sort of knew. What is a quick trial? That's where if you get caught dealing drugs, you have an immediate and quick trial And by the end of the day, you're executed.
That's a terrible thing. But they have no drug problem. That was way down that number but they send it in.
But they don't have a drug problem. Other countries like Singapore has no drug problem, no drug US then. They don't even know what you're talking about when they say drug problem. Now why should they sell there and risk their lives every time they sell when they can come to the United States And nobody even cares.
They can do whatever they want to do and become rich. It's a disgrace. So if you want to get rid of that and also bring down your level of crime probably 75 or 80%. That's the only answer. No more blue ribbon.

In other words, deprive them of their vote.
And once you lose those elections and once you lose your borders like we have, You no longer have a country. Furthermore, to confront the problems of major platforms being infiltrated By legions of former deep staters and intelligence officials, there should be a 7 year calling off period before any employee of the FBI, CIA, NSA, DNI, DHS or DOD is allowed to take a job at a company Possessing vast quantities of US user data. 5th, the time has finally come for congress to pass a digital bill of rights. This should include a right to digital due process. Speaker 0: Fentanyl, heroin, meth, and other lethal drugs are pouring across our wide open border, stealing hundreds of thousands of beautiful American lives, and it's happening like never before in our history. Children are being left without parents. Families are being ripped apart. Communities are being decimated. Our neighbors and fellow citizens are having their entire worlds destroyed, destroyed like nobody thought possible.
Our country is being poisoned from within by the drugs and by all of the other crime that's taking place. The drug cartels are waging war in America, and it's now time for America to wage war on the cartels. In this war, Joe Biden has sided against the United States and with the cartels. They are making more money than they've ever made before times 10. There's never been anything like it.
They're major, major companies. They're bigger than even some of our biggest companies. Biden's open border policies are a deadly betrayal of our nation. When I am president, it will be the policy of the United States to take down the cartels just as we took down ISIS and the ISIS caliphate And just as unlike the situation we're in today, we had a very, very strong border, the strongest border, in fact, in the history of our country. And drugs were at a low of 45 years.
There's been nothing like what we did just 2 years ago. We will show no mercy on the cartels. Every day, drug traffickers are using the waters of our region to ship their lethal poisons to America, killing so many of our people and ruining families. In addition to restoring strong border security, I will deploy all necessary military assets including the US Navy to impose the full naval embargo in the cartels. I did that before and it worked.
What we did was incredible. We will guarantee that the waters of the Western Hemisphere are not used to traffic illicit drugs to our country. Furthermore, I will order the Department of Defense to make appropriate use of special forces, cyber warfare, and other overt and covert actions to inflict maximum damage on cartel leadership, infrastructure, and operations. I will designate the major cartels as foreign terrorist organizations. We will sever their access to global financial systems.
I will also work to forge an unprecedented partnership ship with neighboring governments in our region just like I did in Mexico. And remember, in Mexico alone, an estimated 100 100,000 civilians have been tragically murdered or gone missing at the hands of these cartels. The Mexican government run by a very fine man, the president is really working hard, but it's not working out. These cartels are vicious and they are violent, and they have Mexico for now stymied. Well, we have to help Mexico and we have to stymie the cartels, either we will get the full cooperation of other governments to stop this menace or we will expose every bribe, every kickback, every payoff, and every bit of corruption that is allowing the cartels to preserve their brutal reign, and it is indeed brutal.
Finally, as I have said before, I will ask congress to pass legislation ensuring that drug smugglers and human traffickers receive the death penalty. The drug cartels and their allies in the Biden situation have the blood of countless millions on their hands. Millions and millions of families and people are being destroyed. When I'm back in the White House, the drug kingpins and vicious traffickers will never sleep soundly again. We did it once and we did it better than anybody else.

If any principal is not getting the job done, the parents should be able to vote to fire them and select someone who will.

And at the end of the day, if we have pink haired communist teaching our kids, we have a major problem. When I'm president, we will put parents back in charge and give them the final say.

Furthermore, I will support the creation of a private right of action for victims to sue doctors who have Unforgivably perform these procedures on minor children. As president, I established a special initiative at the Department of Justice tasked with the sole mission of targeting Chinese espionage in the United States. Joe Biden terminated that program right away, suggesting that it was somehow racist. According to published reports, this came shortly after 160 faculty members of the University of Pennsylvania, where I went to school, the Wharton School of Finance, home of the now infamous Biden Center, wrote to Merrick Garland and demanded that the Chinese espionage initiative be shut down immediately. Congress needs to dig deep into the financial operations of the University of Pennsylvania, its Chinese donors, the Biden Center, and the Biden family, and figure out what the hell is going on.
As president, I took the most dramatic action of any administration to curtail China's ability to conduct espionage in the United States. And when I'm back in the White House, those efforts will be expanded in a very, very big way. Here's my plan to restore law and order in our cities and throughout our country, frankly. 1st, because police forces have been gutted by Democrats' war on police. Strictly enforcing existing gun laws against convicted felons, cracking down on the open use of illegal drugs, and cooperating with ICE to get criminal aliens off our streets and get them out of our country. 3rd, we will go after the radical Marxist prosecutors who are abolishing cash bail, refusing to charge crimes, and surrendering our cities to violent criminals. They have surrendered like never before. I will direct the DOJ to open civil rights investigations into radical left prosecutors' offices such as those in Chicago, LA, and San Francisco to determine whether they have illegally engaged in race based enforcement of the law. I will also work with congress to give the victims of their Marxist policies, the right to sue local officials for harm and suffering, and it has been great that they have caused.
If your small business is pillaged because shoplifting goes unpunished, if you're brutally attacked by a violent felon released without bail or bond, then you will be entitled to massive damages. 4th, I will order the Department of Justice or some people call it the Department of Injustice right now, and Homeland Security dismantle every gang, street crew, and drug network in America. Every single one of them will be dismantled. We already know where these turf wars and drug dens are. We know who the people are.
And we're gonna charge them and charge the culprits with every crime that we can find. We're going to be fair, but we're going to be tough. We also need the death penalty for drug dealers, so important. And I'd add to that human traffickers, drug dealers and human traffickers. They get the death penalty.
Watch it stop and stop quickly. 5th in cities where there has been a complete breakdown of law and order, where the fundamental right of our citizens are being intolerably violated. I will not hesitate to send in federal assets, including the National Guard, until safety is restored. If Nancy Pelosi would have accepted our national guard or our soldiers, you wouldn't have had January 6th, but she and the mayor of DC didn't do that. 6th, we will end the leftist takeover of school discipline and juvenile justice.
Many of these carjackers and criminals are 13, 14, and 15 years old, I will order the education and justice departments to overhaul federal standards on disciplining minors, so when troubled youth are out in control, they're out on the streets and they're going wild, we will stop it. The consequences are swift, certain, and strong, and they will know that. 7th, I will protect the right of self defense everywhere it is under siege, and I will sign concealed carry reciprocity. Your second amendment does not end at the state line. In addition, I will, of course, fully secure the border, dramatically increase interior enforcement, and wage war on the cartels.
We have never had a border so secure as it was just 2 years ago, and now our border is the worst anywhere in the world and possibly of all time. There's never been a country that allowed to happen what's happening in the United States right now where millions of people are pouring across our borders. They come from mental institutions. My agenda will tax China to build up America. The heart of my vision is a sweeping pro American overhaul of our tax and trade policy to move from the Biden system that punishes domestic producers and rewards outsourcers to a system that rewards domestic production and taxes foreign companies and those who export American jobs. They will be rewarded and rewarded greatly, and our country will benefit. To achieve this goal, we will phase in a system of universal baseline tariffs on most foreign products. On top of this, higher tariffs will increase incrementally depending on how much individual foreign countries devalue their currency.
They devalue their currency to take advantage of the United States, and they subsidize their industries or otherwise engage in trade cheating and abuse. And they do it now like never before, and we had it largely stopped. And it was going to be stopped completely within less than a year. As tariffs on foreign producers go up, Taxes on American producers will go down and go down very substantially, and that means a lot of jobs coming in. Not only will the system end our Gaping trade deficits, and they are massive right now, and bring back millions of American jobs.
It will also bring 1,000,000,000,000 and 1,000,000,000,000 of dollars pouring into the United States treasury from foreign countries that allow us to invest that money in American workers, American families, and American communities. This plan will be the linchpin of a new strategic national manufacturing initiative that builds on my historic success in ending NAFTA, which was a tremendous thing, a tremendous achievement. Nobody thought it could be done. And we did USMCA, US, Mexico, Canada, and it was an incredible thing. But we're also going to end other unfair trade deals that will end them quickly.
In addition, as a matter of both economic and national security, I will implement a bold series of reforms to completely eliminate dependence on China in all critical areas. We will revoke China's most favored nation trade status and adopt a 4 year plan to phase out all Chinese imports of essential goods, Everything from electronics to steel to pharmaceuticals. This will include strong protections to ensure China cannot circumvent restrictions by passing goods through conduit countries, countries that don't make a product, but all of a sudden they're selling a lot of product. It comes right through China, right out of China, and right into our country. We will also adopt new rules to stop US companies from pouring investments into China and to stop China from buying up America, allowing all of those investments that clearly serve American interests.
We're not going to allow bad things to happen to our country anymore, and we will eliminate federal contracts for any company that outsources to China. Biden will never get the job done. He is weak on China because the corrupt Biden family has received 1,000,000 and 1,000,000 of dollars from entities tied to the Chinese Communist Party. Everybody knows that. Almost 1 third of the land mass of the United States is owned by the Federal Government with just a very, very small portion of that land, just a fraction, 1 half of 1%.
Would you believe that? We should hold a contest to charter up to 10 new cities and award them to the best proposals for development. In other words, we'll actually build new cities in our country again. These freedom cities will reopen the frontier, reignite American imagination, and give hundreds of thousands of young people and other people, All hardworking families, a new shot at home ownership and in fact, the American dream. Another big opportunity is in transportation.
Dozens of major companies in the United States and China are racing to develop vertical takeoff and landing vehicles for families and individuals. Just as the United States led the automotive revolution in the last century. I want to ensure that America, not China, leads this revolution in air mobility. These breakthroughs can transform commerce, bring a giant infusion of wealth into to rural America and connect families in our country in new ways. Likewise, through our strategic national manufacturing during initiative which is going to be very big and very very successful.
We will turn forgotten communities into hives of industry producing the goods we will no longer import from China. We will also have a major initiative on lowering the cost of living with a special focus on lowering the cost of a new car and lowering the cost to build a single family home. And they will be beautiful homes. And I will ask congress to support baby bonuses for young parents to help launch a new baby boom. Finally, I'll challenge the governors of all 50 states to join me in a great modernization and beautification campaign, getting rid of ugly buildings, refurbishing our parks and our public spaces, making cities and towns more livable, ensuring a pristine environment and building towering monuments to our true American heroes.
Very importantly, I will also make sure all of these new places are safe. We love and cherish our police. They will do the job the way they have to. It is time to start talking about greatness for our country again. I also proudly signed the SUPPORT Act, the largest investment ever in combating the opioid epidemic. Sadly, under Joe Biden, our hard won progress has been surrendered along with the surrender of our southern border. It's such a shame.
Now, Fentanyl and other ultra deadly poisons are pouring into our country unchecked, stealing more than 100,000 American lives every single year and many people think that real number is 3 to 400000. Joe Biden's record is one of death, destruction, and misery in communities all across our nation. When I'm back in the White House, I will take action on day 1 to end this horrific plague and save American lives. Joe Biden will never solve the drug overdose crisis because he is actively destroying our border. What he has done to our border, we had the safest border in the history of our country, and now we have the worst border probably anywhere in the world including third world countries.
That's why I have previously announced I will impose a full naval embargo on the drug cartels and deploy military assets to inflict maximum damage on cartel operations. I will insist on the full cooperation of neighboring governments to dismantle the trafficking and smuggling networks in our region, and I will ask congress to ensure that drug dealers, kingpins, and human traffickers receive the death penalty. At the same time, I will direct federal law enforcement here in the United States to take down the gangs and organized street crime that distribute these deadly narcotics on a local level. I will permanently designate Fentanyl as a federally controlled substance. And I will tell China that if they do not Clamped down on the export of Fentanyl's chemical precursors. But with a rigged election, that ended. Attacking the supply of these deadly drugs will be just the beginning. We must also do more to end the scourge of addiction here at home. My administration will support measures to make it easier for those suffering from addiction to seek treatment without losing their jobs. We will forge new public private partnerships for companies willing to provide job opportunities and skills training for former addicts. We will expand federal support for faith based counseling, treatment, and recovery programs recognizing that we are Going to need God's help to steer our country out of this crisis. Finally, we will ensure that if a parent, child, Spouse or other relative needs to take time to care for a loved one fighting to overcome addiction. They are more easily able to take advantage of the family leave program, so important.

Thomas Jefferson famously used this power as did many other presidents until it was wrongfully curtailed by the Impoundment Control Act of 1974.
Not a very good act. This disaster of a law is clearly unconstitutional, a blatant violation of the separation of powers. When I return to the White House, I will do everything I can to challenge the Impoundment Control Act in court and, if necessary, get Congress to overturn it. We will overturn it. I will then use the president's long recognized impoundment power to squeeze the bloated federal bureaucracy for massive savings.
This will be in the form of tax reductions for you. This will help quickly to stop inflation and slash the deficit. To prepare for this eventuality, On day 1, I will order every federal agency to begin identifying large chunks of their budgets that can be saved through efficiencies and waste reduction using impoundment. Of course, this will not include national defense. And unlike Ron DeSantis, who doesn't really know what's happening, I will not lay a finger on Medicare or Social Security.
He wants to destroy Social Security, and basically obliterate Medicare. These are benefits for our seniors. We are not going to touch it. There are many other things we can do. We're not gonna let Ron DeSantis do anything to hurt Medicare or Social Security.
On the contrary, some of the funds we save through impoundment from other parts of the government can be used to strengthen Medicare and Social Security for years to come. Reasserting the president's historic impoundment authority We'll also restore critical negotiating leverage with congress to keep spending under control. Very simple. We're to keep spending under control. We had it done, and then COVID came in.
And we had to do some things to help save our country. We did a great job, but we were starting to make lots of money. We're energy independent. We're going to be energy dominant. We were gonna be taking in massive amounts of money from on liquid gold that we have under our feet more than any other nation, and we're gonna reduce taxes and pay off debt.
This is the only way we will ever return a balanced budget impoundment. Just as importantly, bringing back impoundment will give us a crucial tool with which to obliterate the deep state, drain the swamp, and starve the warmongers, these people that want wars all over the place, killing, killing, killing. They love killing. And the globalists out of our government, we're gonna get the warmongers and the globalists out of our government. With impoundment, we can simply choke off the money.

These gaping wounds are costing our country countless jobs and trillions and trillions of dollars in wealth. One of my top economic priorities will be to stem this bleeding and put American workers on a level playing field. It's about time. And I must say, I did it 3 years ago and they were doing great, but that's been blown out the window by the Biden administration.
But to that end, I will pass landmark legislation that will be known as the Trump Reciprocal Trade Act. If India, China, or any other country hits us with a 100 or 200% tariff on American made goods, we will hit them with the same exact tariff. In other words, 100% is 100%. If they charge us, we charge them. An eye for an eye, a tariff for a tariff, same exact amount.
One thing is going to happen. Probably, they dropped the tariff, but if they don't, that's okay. We'll take in plenty of money. Under the Trump Reciprocal Trade Act, other countries will have 2 choices. They will get rid of their tariffs on us or they will pay us 100 of 1,000,000,000 of dollars and the United States will make an absolute fortune.
There will be no more unilateral economic surrender like we've done for many many decades. This will especially help our great farmers in Iowa and other agricultural states, and it'll help our manufacturers all across the nation. We will be knocking down barriers to American farm products, American dairy products, steel, Just about everything you could think of from all around the world, they take advantage of us, but no more. We must have fairness and reciprocity. That's the word, reciprocity.
They do it to us. We do it to them. This will be a key part of our strategy to return jobs send wealth to the United States, and launch an economic boom that will lift up our middle class and eliminate our Dependence on China and other countries and is something that has been waiting to happen for a long time. Biden canceled my toughened pharma policies he's the moment he had a chance. Speaker 0: In a period of less than 1 week, Joe Biden accidentally admitted that we're sending cluster bombs to Ukraine because the United States is running out of ammunition. I don't know how that works, but that's what he said. Then he called up reserve forces to ship them to Europe proving that we are running out of troops, and that's also a fact. We have very few people signing up to join our military. These actions reveal just what an insanely dangerous situation Biden and the demented warmongers have led us into.
Less than 3 years ago, I'd fully rebuilt the United States military and steered America into such a strong global position that peace was breaking out all over the world. We had peace through strength. 29 months later, the arsenals are empty, the stockpiles are bare, the treasury is drained, the ranks are being hallowed out, our country has been totally humiliated, and we have a corrupt, compromised president, crooked Joe Biden, who is dragging us into World War 3. And that's what's happening on behalf of a nation that paid his family 1,000,000 and 1,000,000 of dollars in obvious bribes. All you have to do is take a look at how much China, how much Ukraine have paid the Biden family.

America's chief interest in Eastern Europe is peace and stability. We want people to stop dying. This war should never have happened, but it is long past time to end the senseless death and destruction. The numbers are much worse than you're reading about or hearing about or then they're telling you, many more people are dying than you have any idea, and certainly many more than they're willing to say. Then as I worked to again rebuild America's military strength and deterrence that Joe Biden so foolishly squandered, we need to take a long hard look at defense procurement and our defense industrial base because it's been withered down to nothing.
Given all the money we spend on the Pentagon, it's unacceptable that we would ever run out of ammunition or be unable to quickly produce the weapons needed. I will provide record funding for our military just as I did 4 great years. If you think about what we were able to do, four great years of rebuilding our military, and we rebuilt it bigger and better and stronger than ever before. And now look at what's happened, and we have no ammunition as told stupidly by our president to the world so that everybody could know it. But I will also insist that we get more for every dollar spent because we're spending too much money foolishly and our prices are too high.
In addition, I will ask Europe to reimburse us for the cost of rebuilding the stockpiles sent to Ukraine, which they should be doing now, but Joe Biden is too weak and too disrespected to even ask. The fact is that we've spent almost $200,000,000,000 in helping Ukraine, and Europe has spent just a tiny fraction of that amount. As Biden's call up of reserve troops show, we also clearly need to address the embarrassing recruitment situation in the USA. Joe Biden's woke policies and political purges have repulsed many great patriots from serving. They don't wanna serve in our military.

Even as thousands of electric that cars are piling up on car lots all unsold. This ridiculous Green New Deal crusade is causing car prices to skyrocket while setting the stage for the destruction of American auto production. These extreme left wing policies are a disaster for families and consumers and are one of the main reasons the average cost of a new car is now over $50,000.
Absolutely outrageous and there's never been such a price before. These exorbitant prices are despite the fact that Biden is spending 1,000,000,000 and 1,000,000,000 of taxpayer dollars subsidizing electric cars for rich people while normal Americans can't afford to use 1 nor do they even want to. Biden is killing American consumers and he's also killing US manufacturing. In an all out attack on American made pickup trucks, SUVs, and other automobiles, Biden doubled CAFE standards, a move that is projected to cost automakers $200,000,000,000. By one estimate, Biden's electric vehicle mandate will slaughter 117,000 US auto manufacturing jobs with workers in Michigan, Indiana, and Ohio among the hardest hit.
And I hope United Auto Workers is listening to this because I think you better endorse Trump because I'm gonna grow your business and they are destroying your business. They are absolutely destroying your business. How people can vote for you just because it's an automatic Democrat vote. Look how they've decimated the car industry over the years. Mexico has 32% of the business that we used to have.
It's ridiculous, but they didn't do it while I was president. I can tell you that. If Biden's assault does not stop, American auto production and will be totally dead. Speaker 0: I was thrilled to host a screening at Bedminster of the important new film, Sound of Freedom, about the power of faith in overcoming evil and, in particular, the evil of child trafficking. Big problem. We had it down to the lowest number in many years, just 4 years ago, and now it's gone through the roof. Even though the fake news media has tried to ignore it, Sound to Freedom has been a national sensation and a colossal success at the box office. Really big numbers.
Everyone should see it. This is a very important film and very important movie, and it's a very important documentary all wrapped up in one. It's Really About an Issue That Has TO BE Discussed. Under my leadership, we did more than any administration in history to combat Human Trafficking and to End Modern Day Slavery. In one of my first acts in office, I signed an executive order targeting transnational criminal organizations that traffic and exploit innocent people.
I signed the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization authorization act authorizing $430,000,000 to fight sex and labor trafficking. I signed legislation to crackdown on foreign countries who are not meeting standards for eliminating trafficking, of which there are many. I also signed into law the Abolish Human Trafficking Act, which strengthened programs supporting survivors and provided more resources is for ending modern slavery. We do have modern slavery if you can believe it. Additionally, I created the 1st ever White House position focused solely On Combating Human Trafficking.
And perhaps most importantly, we created the most secure border in US history by far, dealing a major blow to the cartels and traffickers. We built hundreds of miles of wall. We renovated hundreds of miles of wall. We never had anything like it. And then I got Mexico, free of charge, to give us 28,000 soldiers to protect us from people coming into our country illegally.
When I am back in the White House, I will immediately end the Biden border nightmare that traffickers are using to exploit vulnerable women and children. We will fully secure the border. I will wage war on the cartels just as I destroyed the ISIS caliphate, 100% gone, one droid the ISIS caliphate 100% gone, 100% destroyed. They'll come back now because we have a weak administration. I will use title 42 to end the child trafficking crisis by returning all trafficked children to their families in their home countries and without delay.
And I will urge congress to ensure that anyone caught trafficking children across our border receives the death penalty immediately. And that includes also for women because women, as you know, are number 1 in trafficking. Children are actually number 2.
