Effectively designating all of them as having "time served" status. Compare their prison stays to any other criminal tresspass, or even first-time assault charge in DC.

When he shot her the hallway and stairwell behind her were filled with police in riot gear who had just been talking with her in the hallway moments before she was shot. She was unarmed.

He was sentenced and sent to prison just for being there.

Many of them were arrested and awaited trial in jail cells for months or even over a year - over a year in jail without a conviction.
