The US government was experimenting with a new breed of high altitude electronic technology that was significantly altering the Alaskan airspace. The experiments continue to this day, and critics are warning that this project could have global effects that will destroy our planet. In Alaska, the rugged pristine wilderness is timeless, most of it remaining just as it has for thousands of years. In the midst of all this natural beauty, just outside the small town of Gakuna stands an enormous and seemingly harmless antenna farm. It is a $100,000,000 air force project known as HARP, and critics of the soon to be completed facility charge it just may turn out to be the ultimate doomsday machine. Speaker 1: It's got all the marks of doctor Strangelove on it. Speaker 0: HARP is an acronym for high frequency active auroral research program. According to program manager John Hescher, HARP is a research facility designed to study the ionosphere. Speaker 2: All the military have communications, surveillance, navigation systems whose paths either traverse the ionosphere or reflect from it. And so we need to be very careful about what we know about it and how we study it. What we're interested in is is what is the effect of a large input of energy on the ionosphere. Speaker 0: The ionosphere is the outermost layer of the Earth's atmosphere. It is part of an electromagnetic field that keeps out harmful solar and cosmic radiation. One visible effect of the sun's rays hitting the ionosphere is the aurora borealis, known as the northern lights. The ionosphere also plays a vital role in worldwide radio communication. Speaker 3: The first transmission of radio waves across the ocean were quite a surprise when it was first done. People thought there'd be no chance to transmit the signals across the ocean by wireless. And in fact, what the ionosphere does is act like a mirror, and so you transmit a signal and it bounces off the ionosphere, then it bounces off the earth. Speaker 0: When HARF is fully operational, it will transmit extremely powerful blasts of high frequency radio waves directly up into the atmosphere, superheating the electrons that make up the ionosphere. This will cause them to disperse, effectively punching a hole in the ionosphere. Speaker 2: But after you turn the instrument off, this thing kinda moves around, and it gets replenished. And within a few minutes, it's back to where you can't even detect that there's a hole anymore. Speaker 0: The air force says that manipulating the ionosphere and studying the effect will allow them to improve the efficiency of communications, navigation, and surveillance systems. But researchers outside the military see HARP as a high-tech weapon with global implications. Speaker 1: The way I see HARP as it is right now, it is a premier, I mean, top notch high energy radio physics experiment and has definite military applications. Speaker 0: Journalist Mark Farmer lives in Alaska and has written about the potential impact of HARP for both Jane's Defense Weekly and Popular Science Magazine. He believes that HARP will be used to take giant X rays of Earth. Speaker 1: Earth penetrating tomography is a technique using extremely low frequency radio waves. Today, in geophysical probing, scientists will use explosives or a machine that thumps the ground to produce these waves, but HARP will stimulate the auroral electrojet to make an antenna thousands of miles long that will emit these ELF waves. Speaker 0: Farmers' research indicates that the extremely low frequency waves would be capable of penetrating several kilometers into the earth, ferreting out nuclear storage facilities and other underground military installations. Speaker 1: This is producing surveillance systems able to detect stealthy cruise missiles and aircraft. These are systems that will enable us to communicate at higher data rates and at greater distances with our ballistic missile submarines. Speaker 0: While the air force insists HARP is not an offensive weapon and is necessary for continuing national security, Alaskan native Nick Begich proposes a different scenario in this new book. Speaker 4: The things that we found in other air force documents, one in particular was a document put together in '82. The document was called Low Intensity Conflict in Modern Technology with a forward by no one none other than Noon Gingrich. One section spoke about using radio frequency radiation transmitters for disrupting human thinking, for basically debilitating troops invisibly by being able to bombard them with radio frequency that was tuned to just the right frequency and just the right waveform so as to totally disrupt their mental process and basically debilitate those troops. Speaker 0: Because of HARP's potential to disrupt the Earth's magnetic field, many observers are concerned that it will damage the biomagnetic sensors that migratory animals like salmon and birds depend upon. Speaker 2: Anything that HARP can do to the magnetic field is orders of magnitude smaller than the natural variations of the Earth's field. So I would have to say, no. There's nothing nothing we can do to affect this animal. Speaker 0: But what generates the most concern by far is HARP's ability to tamper with and punch holes in the ionosphere. The thing that one of the Speaker 4: air force documents points out is that they want to use this heater to create enough energy in the ionosphere to get a runaway effect up to the next stabilizing level, whatever that might be. Speaker 0: It's precisely whatever that might be that worries doctor Patrick Flanagan, a physicist who believes the ionosphere is extremely fragile. Speaker 5: The ionosphere is a chaotic system that is on the edge of instability. So the trigger point for HAARP would be that energy and that frequency which throws the ionosphere into chaos. In other words, it would be that point which throws it over the edge. Speaker 0: For example, it is believed that a hole in the Earth's ozone layer has caused an increase in infrared radiation, contributing to the melting of the polar ice caps and forcing New Zealand children to wear protective clothing to school. Flanagan and others believe the potential danger from a hole in the ionosphere is much greater. Speaker 5: It could create a change in the ionospheric shield that protects us from cosmic radiation. We're worried about the ozone layer. The ozone layer is nothing compared to what HARP could do. You know, we're worried about ultraviolet light. That's just very harmless ray compared to some of those energy streams or particles that are coming from outer space that are being deflected by this natural shield around the earth, and this is what HARP wants to play with. Speaker 0: Critics worry that HARP has been placed in the hands of too few and that international debate is necessary to fully explore all the potential dangers that this project may soon unleash, a proposal in which the air force has shown little interest to date. Speaker 1: Once we open this box, and it is a veritable Pandora's box, we're not gonna be able to close it. And, of course, once you acquire a technology, you want bigger and better aspects of it. And then we come into the questions of whether or not if we go big, if we go better, if we're gonna cause damage to our planet. Number 2, psychological, that's the fear and terrorism piece of telling people they need to be afraid all the time and they need to listen to the government. And then the third piece is the chemical, biological, radiological, and nuclear weapons, which are called in their campaign pharmaceuticals vaccines, but are actually toxins and pathogens. So I started after I heard that interview, I had already been wondering what was going on. But I started trying to track down some of the things Todd calendar talked about in his interview, and figure out what the legal frameworks were and how they were set up and what the financial coercion mechanisms were. My finding, which many other people have found in various from various other angles, was that this project has been going on for centuries. It's basically globalist central bankers and lots of related organizations trying to get complete control of human beings through banking programs and through military programs. And they kicked it into higher gear in 1913 with the Federal Reserve Act, And then they kicked the public health aspect of it into higher gear starting in the 19 thirties and forties. Before the, 19 sixties, they mostly did it through orchestrated armed conflicts and financial depressions and wars, which are very loud and messy and destructive to infrastructure. And it makes it difficult for them to have plausible deniability and legal impunity for what they're doing. So in the mid sixties, they got much better at inducing suicide and homicide by fraudulently labeling poisons as medicines or as vaccines or as prophylactics and telling people that submitting to that poisoning process was their civic duty. That's we saw that in COVID with the the shorthand for do this or you're gonna kill your grandma. And the way that the pharmaceutical method is primarily useful to them is that plausible deniability is much easier and legal impunity is a lot easier. They can achieve the same goal of killing lots of people without their fingerprints being all over it. I looked into the coercion cascades, mostly financial. Not gonna go into a lot of detail with that, but it starts at the top with the bank for international settlements and they can use their control of other federal south central banks access to financial systems, and then all the way down through state governments, national governments, local municipal school districts, hospitals, everything. If you comply with what they're telling you to do as far as masking and testing, isolating yourself, taking injections, then you will get the financial access that you need to run your business or to have a job. And if you don't comply, they can cut you off from those services. And so that is one of the main mechanisms through which the whole thing was carried out. And then on the legal side, at my website, I do trace it back farther, but I'm gonna start at 1969, just for the sake of starting somewhere. The US Congress passed the law to set up the chemical and biological warfare program. And in that law, which is 50 USC chapter 32, there are very important key terms, including protective, prophylactic, and defensive, which is how they justified doing it. They they were using those words because the international community of ordinary non insane people, were concerned about biological and chemical weapons, and they were working on international treaties to prohibit them. And so they needed to build in loopholes and the loopholes they built in were were not going to do biological and chemical research and weapons development, except for protective or prophylactic or defensive purposes. And that's a false characterization because all biologically active products are intrinsically aggressive and toxic and lethal and that's where we get disciplines or that's the thing that disciplines like toxicology, pharmacokinetics, genotoxicity, drug drug interactions are all related to that fact that everything that goes into the human body or any living body has some effects which can be toxic. So that was the way they tried to get around that. And then the foundational public health emergencies platform, came out in 1983 when Congress passed the Public Health Service Act amendment and that set up the public health emergencies program under the 1944 law that had originally set up the public health service, which is a branch of the military. And it also in 1983 Congress and Reagan set up a $30,000,000 flush fund and that has continued. It's got a different name now than it did then, but it's still being funded as recently as the NDAA and the Consolidated Appropriations Act in December 2022. The other thing they did in the 80s was set up the 1986 national vaccine program and national childhood vaccine injury act. And that's the one that set up the liability exemption for manufacturers and funneled anyone who was injured by a vaccine into this different compensation program. And that's been used as a model since the COVID started for the countermeasures injury compensation program. So the international piece, the cornerstone is the World Health Organization which is not a health organization it's a military organization because of this merger that I'm talking about. It's sort of the military arm of the the one world government that they're trying to set up. And they did a set of amendments to the international health regulations in 2005 that entered into force in June 2007. But basically, the IHR, which are currently going through another round of amendments to make them worse, called on national governments to strengthen their own domestic international outbreaks of communicable diseases. And the international outbreaks of communicable diseases. And the pretext that they used, because it was bankers who were doing this, was that they needed to protect international trade from disruptions caused by disease outbreaks. But the real intent was to set up these legal systems that transfer sovereign government from the nation state to the World Health Organization and the BIS automatically when a public health emergency of international concern has been declared. And Congress and US presidents and the cabinet complied with that demand from the World Health Organization. So 2 of the key years were 1997 and 98. That was when the beginnings of the emergency use authorization program was set up and when they transferred the CBRN weapons stockpile from DOD classification, I guess, to HHS or CDC classification and control. It was the same products. As far as I can tell. It was just a relabeling and a re homing of them. And the Yeah, the e way that was kind of a 2 step thing. At the time, the public was really upset about the use of unapproved vaccines for anthrax on military troops and the horrible adverse effects they were having. So congress passed a law in November to kind of revoke authorization for testing or using unapproved products on military troops, but 3 days later in a different law made it so that the same programs could be done but the target population would be expanded from just military troops to the entire American population. Then around 2000 to 2,002 using the momentum from 9:11 and the anthrax attacks on Congress, they set up through the statutes again, program management sort of structures. They did that through the 2,000 Public Health Threats and Emergencies Act through the 2,001 authorization for use of military force. And people talked about this at the time, it was construed as putting the country into a permanent state of war, the global war on terror with every other country in the world. So there was no geographic limitation. There was no time limitation. There was no identified enemy other than terror. And through that, I think other people figured this out at the time and then it sort of got suppressed but, it made everyone in the world into a presumptive combatant or enemy target. So it was essentially a de facto covert global martial law act by the US government. And then in those early 2000s we also got the Patriot Act, the Public Health Security and Bioterrorism Preparedness and Response Act, and the Homeland Security Act. And those were just more of the merging of the DHS, the DOJ, the HHS, the Department of Defense, all of the cabinet agencies. So since then, 2003 to 2009, there have been lots and lots of executive orders on these things, lots more statutes and appropriations, lots of agency regulations, guidance reports that were circulated to state, local, and tribal authorities and law enforcement so that they would know that under a public health emergency, they are subordinated to the federal military. FDA issued a lot of guidance for industry documents and sent those out to the pharmaceuticals and to the academic organizations and NGOs to let them know about how FDA was going to handle experimental products like vaccines, gene therapies, biologics, and they did more test runs like 2,003 SARS, 2,006 MERS, and 2,009 H1N 1. That brings us up to the other transactions authority, and this was revealed through Pfizer's, April 2022 motion to dismiss, whistleblower Brooke Jackson's False Claims Act case. They said this was not a vaccine, it was a DOD prototype and we were never obligated to do valid clinical trials, we were never obligated to prove safety or efficacy to anyone, we never had to get FDA authorization through any of the normal guidance for industry channels because it was a prototype. On October 4, 2022 the US government endorsed that view and filed a statement of interest and support for the motion to dismiss, basically saying that clinical trials were never material or necessary for DOD to pay the contractors for producing and distributing the bio weapons known as COVID 19 vaccines. So all of this became visible from 2020 to the present when the World Health General issued the public health emergency of international concern at the end of January 2020, and the HHS secretary immediately triggered the domestic frameworks through the determination that a public health emergency exists, followed by prep act declarations for medical countermeasures, which are the weapons. It's sort of the military arm of the the one world government that they're trying to set up, And they did a set of amendments to the international health regulations in 2005 that entered into force in June 2007. But basically the IHR, which are currently going through another round of amendments to make them worse, called on national governments to strengthen their own domestic laws and fund more programs for surveillance, testing, detention and quarantine, physical control, and forced treatment during international outbreaks of communicable diseases. And the pretext that they used, because it was bankers who were doing this, was that they needed to protect international trade from disruptions caused by disease outbreaks. But the real intent was to set up these legal systems that transfer sovereign government from the nation state to the World Health Organization and the BIS automatically when a public health emergency of international concern has been declared. And congress and US presidents and the cabinet complied with that demand from the World Health Organization. So 2 of the key years were 1997 and 98. That was when the beginnings of the emergency use authorization program was set up and when they transferred the CBRN weapons stockpile from DOD classification, I guess, to HHS or CDC classification and control. It was the same products. As far as I can tell, it was just a relabeling and a re homing of them. And the yeah, the e way that was kind of a 2 step thing. At the time, the public was really upset about the use of unapproved vaccines for anthrax on military troops and the horrible adverse effects they were having. So Congress passed a law in November to kind of revoke authorization for testing or using unapproved products on military troops, but 3 days later in a different law made it so that the same programs could be done but the target population would be expanded from just military troops to the entire American population. Then around 2000 to 2,002 using the momentum from 911 and the anthrax attacks on Congress, they set up through the statutes again, program management sort of structures. They did that through the 2,000 Public Health Threats and Emergencies Act through the 2,001 authorization for use of military force. And people talked about this at the time. It was construed as putting the country into a permanent state of war, the global war on terror with every other country in the world. So there was no geographic limitation. There was no time limitation. There was no identified enemy other than terror. And through that, I think other people figured this out at the time and then it sort of got suppressed but, it made everyone in the world into a presumptive combatant or enemy target. So it was essentially a de facto covert global martial law act by the US government. And then in those early 2000s we also got the Patriot Act, the Public Health Security and Bioterrorism Preparedness and Response Act, and the Homeland Security Act. And those were just more of the merging of the DHS, the DOJ, the HHS, the Department of Defense, all of the cabinet agencies. So since then, 2003 to 2009, there have been lots and lots of executive orders on these things, lots more statutes and appropriations, lots of agency regulations, guidance reports that were circulated to state, local, and tribal authorities and law enforcement so that they would know that under a public health emergency, they are subordinated to the federal military. FDA issued a lot of guidance for industry documents and sent those out to the pharmaceuticals and to the academic organizations and NGOs to let them know about how FDA was going to handle experimental products like vaccines, gene therapies, biologics. And they did more test runs like 2,003 SARS, 2,006 MERS, and 2,009 H1N1. That brings us up to the other transactions authority, and this was revealed through Pfizer's April 2022 motion to dismiss, whistleblower book book Jackson's false claims act case. They said this was not a vaccine. It was a DOD prototype and we were never obligated to do valid clinical trials. We were never obligated to prove safety or efficacy to anyone, we never had to get FDA authorization through any of the normal guidance for industry channels because it was a prototype. On October 4, 2022, the US government endorsed that view and filed a statement of interest and support for the motion to dismiss, basically saying that clinical trials were never material or necessary for DOD to pay the contractors for producing and distributing the bio weapons known as COVID-nineteen vaccines. And so all of this became visible from 2020 to the present when the World Health Organization Secretary General issued the public health emergency of international concern at the end of January 2020, and the HHS secretary immediately triggered the domestic frameworks through the determination that a public health emergency exists, followed by Prep Act declarations for medical countermeasures, which are the weapons. And then Congress and the presidents, Trump and Biden, passed several additional congressional acts, funding and reinforcing the structure of the kill box and issued more executive orders under the Defense Production Act, under the Stafford Act, under the National Emergencies Act to sort of build out the program. Basically what it built is a huge public and private funding stream for military led, bio weapons research and use, eliminated a form consent by reclassifying people who could potentially be carrying a disease as presumptive national security threats, so that you can do anything you want to them because you're on a war footing. And to shield the products and weapons from product liability, to shield all the people involved from criminal liability and civil liability, and to shield the government funders, developers, and regulators from criminal prosecution under the other laws, which are in place but are sort of superseded by this this framework for use of bio weapons, use of chemical weapons, terrorism, things like that. So doing more of those things, more bringing control back to the state, more using article 10 of the constitution to reclaim state authority, those are all extremely useful. And I do think it's gonna break. I think there's gonna be a tipping point and the the criminal prosecutions are gonna start. And we have all the evidence, and every time they try to answer what we're talking about by saying national security, they reinforce that this is the right way to go. This is what they're doing. That was the year the US government told us all that swine flu could turn out to be a killer that could Spread across the nation. And Washington decided that every man, woman, and child in the nation should get a shot to prevent a nationwide outbreak, a pandemic. Well, 46,000,000 of us obediently took the shot. And now 4000 Americans are claiming damages from uncle Sam amounting to 3 and a half $1,000,000,000 Because of what happened when they took that shot. By far, the greatest number of the claims, 2 thirds of them, are for neurological damage or even death allegedly triggered by the flu shot? We picked up the story back in 1976 when the threat posed by the swine flu virus seemed very real indeed. Speaker 1: This virus was the cause of a pandemic in 1918 and 1919 that resulted in over Half a 1000000 deaths in the United States as well as 20,000,000 deaths around the world. In other GBS victims, the crippling effects diminish and all but disappear. But for Judy Roberts, progress back to good health has been painful and partial. It began right here at Fort Dix in New Jersey in January of that when a number of recruits began to complain of respiratory ailments, something like the common cold. An army doctor here sent Samples of their throat cultures to the New Jersey public health lab to find out just what kind of bug was going around here. One of those samples was from a private David Lewis who had left Sick bed to go on a forced march. Private Lewis had collapsed on that march, and the sergeant had revived him by mouth to mouth resuscitation. But the sergeant showed no signs of illness. A few days later, private Lewis died. Speaker 3: If this disease It's so potentially fatal that it's going to kill a young healthy man. Middle aged school teacher doesn't have prayer. Speaker 0: The New Jersey lab identified most of those soldiers' throat cultures As the normal kind of flu virus going around that year, but they could not make out what kind of virus was in the culture from the dead soldier and from 4 others who were sick. So they sent those cultures to the Federal Center For Disease Control in Atlanta, Georgia for further study. A few days later, they got the verdict, swine flu. But that much publicized outbreak of swine flu at Fort Dix involved only private Lewis who died and those 4 other soldiers who recovered completely Without the swine flu shot. Speaker 3: If I had known at that time that the boy had been in a sick bed, got up, went out on a forced march, And then collapsed and died. I would never have taken a shot. Speaker 4: The rationale for our recommendation was not on the basis of the death of, a single individual, But it was on the basis that when we do see a change in the characteristics of the influenza virus, it is a massive, public health problem in this country. Speaker 0: Doctor David Sensor, then head of the CDC, the Center For Disease Control in Atlanta, is now in private industry. He devised the swine flu program, and he pushed it. You began to give flu shots to the American people in October of 70 October 1st. By that time, how many cases of swine flu around the world had been reported? Speaker 4: There had been Several reported, but none confirmed. There had been cases in Australia that were reported by the press, by the news media, there were cases in None confirmed. Speaker 0: Did you ever uncover any other outbreaks of swine flu Anywhere in the world? No. Now nearly everyone was to receive the shot in a public health facility where a doctor might not be present. Therefore, it was up to the CDC to come up with some kind of official consent form giving the public all the information it needed about the swine flu shot. This form stated that the swine flu vaccine had been tested. What it didn't say was that after those tests were completed, the scientists developed another vaccine. And that was the one given to most of the 46,000,000 who took the shot. That vaccine was called X 53 a. Was X 53 a ever field tested? Speaker 4: I I can't say I would have to, It wasn't? And they can come out tomorrow and tell me there's gonna be an epidemic, and they can drop off like flies next I will not take another shot that my government tells me to take.
