Speaker 0: This is not an attack by Putin on Ukraine in the way that we are told every day. This started in 1990, February 9, 1990. James Baker the 3rd, our secretary of state, said to Mikhail Gorbachev, NATO will not move 1 inch eastward if you agree to German unification, basically ending World War 2. And, Gorbachev said that's very important. Yes. NATO doesn't move, and we agreed to German unification. The US then cheated on this already starting in 1994 when Clinton signed off on a, basically, a plan to expand NATO all the way to Ukraine. This is when the so called neocons took power, and, Clinton was the first agent of this. And the expansion of NATO started in 1999 with Poland, Hungary, and Czech Republic. At that point, Russia didn't much care. There was no border other than with the Konigsberg, but other than that, there was no direct threat. Then, the US, led the bombing of Serbia in 1999. That was bad, by the way, because that was a use of NATO to bomb a European capital, Belgrade, 78 straight days to break the country apart. The Russians didn't like that very much. But Putin became president. They swallowed it. They complained. But, even Putin started out pro European, pro American, actually asked maybe we should join NATO, when there was still the idea of some kind of mutually respectful relationship. Then 911 came, then came, Afghanistan, and the Russians said, yeah. We'll support you. We understand to root out terror. But then came 2 other decisive actions. In 2002, the United States unilaterally walked out of the anti ballistic missile treaty. This was probably the most decisive event, never discussed in this context. But what it did was trigger the US putting in missile systems in Eastern Europe that Russia views as a dire direct threat. In 2,004, 5, we engaged in a soft regime change operation in Ukraine. But in 2009, Yanukovych won the election, and he became president in 2010 on the basis of neutrality for Ukraine. That calmed things down because the US was pushing NATO, but the people of Ukraine on the opinion polls didn't even wanna be a NATO. They knew that the country is divided between ethnic Ukrainian, ethnic Russian. What do we want with this? We wanna stay away from your problems. So in February 22nd 2014, the United States participated actively in the overthrow of Yanukovych. A typical US regime change operation. Have no doubt about it. And the Russians did us a favor. They intercepted a really ugly call between Victoria Nuland, my colleague at Columbia University now, between her and, the US ambassador to Ukraine, Geoffrey Pyot, who's a senior state department official till today. And they talked about regime change. They said, who's gonna be the next government? All of this is to say, the US then said, okay. Now NATO's really gonna enlarge. And Putin kept saying, stop. You promised no NATO enlargement. It's been by the way, I forgot to mention in 2004, Estonia, Latvia, Lithuania, Bulgaria, Romania, Slovakia, Slovenia, 7 more countries in the not 1 inch eastward. And then okay. It's a long story, but the US kept rejecting the basic idea, don't expand NATO to Russia's border in a context where we're putting in goddamn missile systems after breaking a treaty. 2019, we walked out of the intermediate nuclear force treaty. On December 15, 2021, Putin put on the table a draft Russia US security agreement. You can find it online. The basis of it is no NATO enlargement. I called the White House that next week after that, begging them, take the negotiations. Putin's offered something. Avoid this war. Oh, Jeff, there's not gonna be a war. Announced that NATO's not gonna enlarge. Oh, don't worry. NATO's not gonna enlarge. I said, oh, you're gonna have a war over something that's not gonna happen? Why don't you announce? Sometime during the period between 1-3 April 2022, Ukrainian security forces entered the northern Kiev suburb of Bucha. Russian forces who had occupied the town had evacuated on March 30, part of a general realignment of forces announced by the Russian Ministry of Defense on March 25. Bucha had been on the frontlines and was the scene of heavy fighting between the Russians and Ukrainians; hundreds of civilians caught up in this fighting were killed and wounded. Russian troops were civil to the Ukrainian civilians who remained in Bucha, handing out humanitarian supplies to those in need and bartering dry goods with local vendors for fresh eggs and dairy products. When the Russians withdrew, pro-Russian civilians were encouraged to depart with them. This underscored the Russian understanding of the potential for Ukrainian reprisals against any civilian deemed to have been “cooperating/collaborating” with their forces during the period in which Russian troops occupied Bucha. Many Ukrainians who had interacted with the Russian troops did not leave, assuming that their normal interactions with Russian soldiers, including limited commerce and the acceptance of humanitarian supplies in order to survive, did not constitute treason against the Ukrainian state. Shortly after Russian troops departed Bucha, Ukrainian security forces made their way into the town. Announcements were made on social media and public broadcasting warning the citizens of Bucha about “cleansing” operations targeting collaborators. In light of these announcements, many of the Ukrainians who had remained in Bucha became concerned about their fate, and began to flee toward Russian lines. They wore the white arm band, indicating that they were not a threat to the Russian troops. Many also brought with them Russian-provided rations to sustain them on their journey. But it was too late. Ukrainian security forces, in particular the “Safari” unit staffed by veterans of the neo-Nazi Azov Regiment, caught up with scores of these refugees while they made their way north and, in the vernacular of the Ukrainians, “cleansed” them, gunning them down on the spot, or binding their hands behind their backs before executing them in the alleyways and streets of Bucha. The evidence of this crime was overwhelming. But the “collective West,” led by a coterie of erstwhile journalists whose function had transformed from reporters of fact-based truth to stenographers of fictional propaganda, was engaged in a larger information operation, designed to shift public opinion away from the need to seek a negotiated settlement to the Russian-Ukrainian conflict, toward the sustainment of a long-term war of attrition designed to weaken Russia in the long term. To accomplish this task, the “collective West” needed to construct an unambiguous “good versus evil” narrative which portrayed the Ukrainians as the brave defenders of democratic values such as freedom and liberty, and the Russians as rapacious thugs marauding across the Ukrainian landscape, brutalizing an innocent civilian population. This kind of unambiguous differentiation of roles was necessary in order to gain popular support for what was to come—a multi-billion-dollar infusion of financial and military aid designed to transform the Russian-Ukraine conflict into a de facto existential struggle between “good” (NATO) and “evil” (Russia). In both of her messages, still not a single word on the alleged atrocities. A few days later, in an interview, she suddenly starts talking about the bodies. On April 2nd, the Ukrainian National Police published an almost 8 minute video of them conducting a swipe across Bucha. Yet again, this publicly available video mentions not even a single word on the bodies piling up the street. So, mister Kainsawa is telling us there's been bodies lying on the town's main street for a month. Yet neither the city's mayor, nor the national police, nor mister herself immediately report on them.
