Speaker 0: General Breedlove and Ambassador Burns, Ambassador Vershbowel just mentioned the, need to provide lethal defensive weapons to Ukraine. Do you agree with that, ambassador Burns? If Russia continues, It's aggression in Eastern Ukraine or stimulates another significant escalation of fighting. I do. I think that what's important though All of us, I think, emphasize the significance of Alliance unity and to make sure that we're working these issues with our key NATO partners as well, because I think as well as with the EU, because we want to just keep our eye on the importance of Staining sanctions as well, the economic sanctions that exist until there's full implementation. Wouldn't you agree that from a morale This is alone, much less capability, that it would be helpful to give lethal defensive weapons to Ukrainians? I think it would, again, especially in the face of an escalation of Russian inspired fighting in Eastern Ukraine. Again, the only thing I would emphasize is the importance of very close consultation with our allies so that this doesn't become a contentious source of debate And an opportunity for Putin to drive wedges between us and our NATO and EU allies. That's all. Good point. General Breedlove. Sir, I believe that every nation has a right to defend itself and my recommendation on this hasn't changed since when I was in my previous capacity and I do support that.

The USA must send a strong message to Putin & any other aggressor that we will not tolerate attacks on our democracy #RussiaSanctions

Video Transcript AI Summary
In the past 3 years, Russia, under Vladimir Putin, has invaded Ukraine, annexed Crimea, intervened in Syria, and attacked American democracy through cyber and information campaigns. This legislation aims to impose mandatory sanctions on the Russian Defence and intelligence sectors, including the FSB and GRU, responsible for the election attack. It also codifies existing sanctions and tightens them, targeting the Russian energy sector. The United States must send a strong message to Putin and any other aggressor that attacks on democracy will not be tolerated. This bill represents bipartisan unity and the need for a united American response.

Speaker 0: I thank the democratic leader for his courtesy as always. In just the last 3 years under Vladimir Putin, Russia has invaded Ukraine, annexed Crimea, threatened NATO allies, and intervened militarily in Syria, leaving a tail a trail of death, destruction, and broken promises in his wake. And, of course, last year, Russia attacked the foundations of American democracy with a cyber and information campaign to interfere in America's 2016 election. I am proud I am proud of the 2 individuals who just spoke, senator from Maryland and the senator from Tennessee. Both of them have worked in a bipartisan fashioned and gotten legislation to this floor, although it's long overdue, it is here and I believe we will see an overwhelming vote. And I thank them for their bipartisanship. The last 8 months, what price has Russia paid for attacking American democracy? Very little. This legislation legislation would begin to change it. The legislation would impose mandatory sanctions or transactions with the Russian Defence or intelligence sectors, including the FSB and the GRU, the Russian military intelligence agency that was primarily responsible for Russia's attack on our election. I believe my colleagues know what's in this. It would codify exec existing sanctions on Russia by placing into law 6 executive orders signed by President Obama in response to both Russian interference in the 2016 elections and its illegal actions in Ukraine, and it would take new steps to tighten those sanctions. The legislation would target the Russian energy sector, which is controlled by Vladimir Putin's cronies with sanctions on investment in Russian petroleum and natural gas development as well as Russian energy pipelines. Putin, my friends, the United States of America needs to send a strong message to Vladimir Putin and any other aggressor that we will not tolerate attacks on our democracy. That's what this bill is all about. Must take our own side in this fight, not as Republicans, not as Democrats, but as Americans. It's time to respond to Russia's attack on American democracy with strength, with resolve, with common purpose, and with action, I'm I'm proud to have played a small role, but I'm most proud of the bipartisanship that you are see manifested today, on both sides the aisle. We need a little more of it. Mister president, I
