Speaker 0: Putin's war of aggression against Ukraine has closed the door once and for all on any hope that his regime might be passively deterred and perhaps through diplomatic means come to play a responsible role in the international system. That idea is now over forever. Having traveled to Kyiv in January with a bipartisan delegation to meet with president Zelenskyy, and more recently, having traveled this past weekend to Poland and the Ukraine border, I can attest that the crimes being perpetrated in Ukraine are creating huge humanitarian and military challenges for our NATO allies and that we have not to the extent that we've not seen print since perhaps the height of the cold war.

Speaker 0: One year ago, Russian war criminal, Vladimir Putin, tested Western resolve by invading Ukraine. He said at the time he planned to topple Western hegemony. For years, Putin has invested in his military and intelligence capabilities to accomplish this goal. He wants nothing more than to see The United States weakened and unable to project strength across the world. Brave Ukrainians have helped ensure that this will not happen anytime soon. With US military assistance amounting only to a small fraction of our defense budget, Ukraine has destroyed nearly half of Russia's conventional military. What many national security leaders feared that Putin could break NATO with a march through the heart of Europe did not happen. For a whole year, Ukraine has shown us that supporting their fight is in our interest, that our assistance is money well spent. We have conducted rigorous oversight while also delivering effective weapons to our Ukrainian friends. We've sent a message of strength to Chairman Xi and the Chinese Communist Party as they consider holding our interest hostage abroad. And we have readied long dormant production lines to make sure our military has the best equipment and munitions available, most of it made in America. Ukraine's courageous heroes have done us and the entire free world a noble service by defending their homeland. It is time we honor our promise and help arm them to win.
