Speaker 0: Alright, guys. We've got some breaking news here tonight. WFANA out of Dallas has been covering our story coming out of Terrell, Texas. That's the crash that happened on Saturday. Five lives have been lost after a migrant driver fell asleep while driving and crashed into stalled traffic. The same type of crash that we had happened in Austin, Texas, The same type of crash that we've had happened in Thomasville, Alabama. The same type of crash that we've had happened in Chattanooga. We have an epidemic right now of these migrant drivers coming in here being unvetted, unqualified, untrained, and running over our families out here on the highway. I just want to give credit to WFA and A. They did a great job on this story as the reporter has dispatched out to the address of this location for this company that was operating this driver. They've also dug into the other drivers who were working for the company and they now have information that not only did we have a migrant driver, we've a company here that's being run from overseas and we have now confirmation from a driver that was employed by this agency that they were editing the log books. The same thing that we've been talking about at American Truckers United. When FMCSA showed up at Matt's, we told them on stage that foreign entities and foreign actors were editing log books here in The United States. The FMCSA still to this day has not done anything. They haven't done anything about these foreign actors editing log books. And now we've got five people dead in Texas. Enough's enough. I say it was enough when Scott Miller died. I say it was enough when Mark Bryant died. I say it was enough when all the people in Austin, Texas died. People have got to stand up and say something. They've got to say something to the DPS saying we don't want these drivers being imported in here and issued these non domiciled CDLs. We want American citizens who are trained to American standards, who are paid an American wage, and who are working on our American highways. Because who cares more about what happens to our American citizens than our own Americans? Know, if they're going to break immigration laws, they're going to break hours of service laws. This guy was knowingly driving over his hours of service, backdating their bill of ladies, changing their logbooks. I don't even know why we're having to have this conversation, but we have to keep just time and time again just talking about these crashes and nobody is being held accountable. Heads need to roll. Heads need to roll. There needs to be people fired in Washington DC tomorrow. There need to be people fired over this situation right here. It is unacceptable these people are dead under these circumstances. Absolutely. It was unacceptable that those people in Austin were dead. It's unacceptable the people in Chattanooga are dead. You're going to believe what this reporter has uncovered. Here we go. Speaker 1: And is fighting for her life right now after losing her mother, father, brother and grandfather in that crash. Speaker 2: Yeah, WFA just obtained a newly released police affidavit that reveals new details about what happened. Speaker 1: Four hearses left the Dallas County Medical Examiner's office carrying the McKellar family to a funeral home in Fort Worth. Jabbar McKellar, his wife, Krishan, their son, Kason, and Jabbar's father, Billy, all killed in the crash. The only survivor in the vehicle, Evan McKellar, lost a foot in the crash and remains in critical condition. A GoFundMe account is now open to help the family with expenses. Speaker 2: Investigators say it started when a semi plowed into the McKellar's pickup truck going 75 miles an hour. There was no sign the driver ever hit the brakes. Another woman named Nicole Gregory was killed when the semi jackknife and crushed her car. Speaker 1: Police now say the truck driver admitted he fell asleep at the wheel Speaker 2: Tonight's senior investigative reporter Tanya Eiser looks at the trucking company he worked for and listens to a former driver's disturbing allegations. Speaker 3: My heart just kinda dropped like, man, that a week ago, like a week, two weeks ago, that could have been me. Speaker 4: You're hearing from a trucker who drove for Hope Trans, the same company whose truck was involved in a crash Saturday that killed five people in Terrell. Court records say the driver in that deadly wreck told police he fell asleep behind the wheel. The truck driver we spoke to, who asked us to conceal his identity, says he's not surprised given what he experienced. Speaker 3: There was just so many red flags. Speaker 4: The truck driver provided us a copy of his employment agreement and showed us messages with company dispatchers, including records from a run he took last month from Atlanta to Phoenix. Speaker 3: They pressured me into this load. Speaker 4: By law, truckers can't drive more than eleven hours a day, then they must take a ten hour break. The 1,900 mile trip normally takes twenty seven hours of driving. He says he did it in thirty four hours. Speaker 3: I next day shipped it from Atlanta all the way to Phoenix all for three hours of sleep. Speaker 4: Here's the contract for that load, known as the bill of lading. It shows the departure date was backdated as well from June 9 to June 8. Speaker 3: I could have quit. I could have said no. I was one paycheck loss away from my my wife and kids losing our house. Speaker 4: The trucker also provided us this message instructing drivers to hide any original paperwork. Speaker 5: This is coercion. They're coercioning this guy to do something that everybody from the company safety folks to the entire industry knows what they're doing is illegal. Speaker 4: Del Prax owns Freight Validate, a company that tracks fraud and identity theft and trucking. Federal records show that Hope trans drivers were repeatedly cited for driving beyond the eleven hour driving limit. Speaker 3: They just acted like they didn't know how to dispatch within the law. Speaker 4: We also learned Hope Trans had listed a Tacoma address in federal records, but that address, a co working space. When our sister station showed up Tuesday, the staff said the company only got mail there. They didn't actually work there. Here's why that's important. When a trucking company registers with the Federal Motor Carrier Safety Administration, or FMCSA, it's required to list a principal place of business. That means a real physical address, not just a mailbox or a P. O. Box. It's supposed to be where driver and safety records are kept, and where federal inspectors can show up unannounced to check those records. Speaker 5: If I was an investigator and I went to look at those records, you know, within twenty four hours of the accident, where would I find them? Speaker 4: But two days after the deadly crash, federal records show the company's address suddenly changed. Gum was the Washington state address replaced by an apartment in Orlando. Speaker 5: Why do they have that address in Washington at a virtual office in the first place? Speaker 4: Back in May, WFA uncovered trucking companies violating those rules, including 20 companies registered to this virtual mailbox on W Commerce Street in Dallas. So they wouldn't actually be physically here? Speaker 3: No. They would not be working here physically. No. Speaker 4: We also found nearly 700 companies tied to this single address in Signal Hill, California. And get this, roughly 500 of them list the same email, WTFFMCSAaol dot com. Speaker 5: We're finding that a huge percentage of the bad guys list a virtual office address because they don't want to be tracked, don't want to be found. Speaker 4: We reached out to the CEO of Hope Trans, Ashat Mogamedova, multiple times by phone and email. She did not respond. If you were describing this company to somebody that might be thinking about going to go work for them, what would you tell them? Speaker 3: I would tell them stay far away. Companies like this, it's a very big problem. There's probably thousands and thousands of trucks just like these people on the road that have not gotten any sleep, and it's it's hard to put a stop to it. Speaker 4: We reached out to federal regulators, they said they're working on it. Speaker 0: Four hearses left the Dallas County Medical Examiner's office carrying the McKellar family to a funeral home in Fort Worth. Jabbar McKellar, his wife, Krishan, their son, Kason, and Jabbar's father, Billy, all killed in the crash. Speaker 3: The trucker also provided us this message instructing drivers to hide any original paperwork. Speaker 4: This is coercion. They're coercioning this guy to do something that everybody from the company safety folks to the entire industry knows what they're doing is illegal. Speaker 3: Del Prax owns Freight Validate, a company that tracks fraud and identity theft and trucking. Federal records show that Hope Trans drivers were repeatedly cited for driving beyond the eleven hour driving limit. Speaker 2: They just acted like they didn't know how to dispatch within the law. Speaker 3: We also learned Hope Trans had listed a Tacoma address in federal records, but that address, a co working space. When our sister station showed up Tuesday, the staff said the company only got mail there. They didn't actually work there. Here's why that's important. When a trucking company registers with the Federal Motor Carrier Safety Administration, or FMCSA, it's required to list a principal place of business. That means a real physical address, not just a mailbox or a PO box. It's supposed to be where driver and safety records are kept, and where federal inspectors can show up unannounced to check those records. Speaker 4: If I was an investigator and I went to look at those records, you know, within twenty four hours of the accident, where would I find them? Speaker 3: But two days after the deadly crash, federal records show the company's address suddenly changed. Gum was the Washington state address replaced by an apartment in Orlando. Speaker 4: Why did they have that that address in Washington at a virtual office in the first place? Speaker 0: Shortcuts. These were intentional acts of corruption where individuals paid bribes in exchange for skipping critical safety evaluations. The investigation also allowed us to arrest five additional individuals who are acting as brokers running local business that claim to assist with immigration paperwork, but instead arranged illegal transactions and funneled aliens from as far away as Miami to obtain licenses fraudulently. Let me be clear that putting untested, unqualified drivers, especially those with commercial licenses on our roads, is an unacceptable risk to every family in this state. These licenses were essentially sold, not earned. That means we have individuals on the road possibly operating tractor trailers who never demonstrated the basic skills to do so safely. It's not a paperwork issue. It's a direct threat to highway safety and a betrayal of the public public trust. The scope of this investigation, yesterday, we seized over a 120,000 in illicit proceeds tied to this operation. Evidence suggests that hundreds, if not more than a thousand fraudulent driver's license were issued as part of this scheme. It's been ongoing for over two years, and as con this investigation is continuing to be ongoing and will expand statewide as we work to identify those who receive licenses illegally and hold all parties accountable. Each license issued could result in felony criminal charges for the license holder, and our investigation will be expanded by our state partners to hold these individuals accountable. A search warrant was executed yesterday at a business in Callaway called Cubamax, which is involved in processing immigration documents. Again, I wanna commend the outstanding teamwork and partnership of our investigators. And it's a multi agency effort with close coordination between law enforcement, the tax collector's office, and other state and local partners. This is the kind of teamwork it takes to root out corruption and protect our citizens. I'd also like to commend our tax collector, Chuck Purdue. As soon as he was made aware of this investigation, he became invest an investigator himself. He worked with us closely to make sure that these individuals were held accountable. Certainly a difficult situation when individuals in your office choose to do the wrong thing, but the important part is that we hold them accountable when we do that. So, Chuck, thank you for for your efforts. So we wanna talk about the individuals that we arrested. The tax collector employees are Bansalei Velazu, age 37 of Panama City, charged with nine counts of DMV, employee issuing a fraudulent ID, which is a felony, and nine nine nine counts of official misconduct. Demetrius Smith the second, aged 30 of Panama City, on eight counts on of the DMV issuing a fraudulent ID and eight counts of official misconduct. And additional charges are anticipated as each fraud fraudulent driver's license can result in additional charges. The intermediaries that we arrested, who were the individuals that the aliens would would contact, and they would be referred to the our two, tax collector employees were a Nirbus Rosales, aged 37. She was arrested on 24 counts of principal to d m a DMV fraud and 24 counts as a principal to official misconduct. Leonardo Leonardo Gutierrez, aged 32 of Panama City, seven counts of principal to DL fraud and seven counts of official misconduct. Hung Du, aged 58 of Panama City on 36 counts of principal to fraud and 36 counts of official misconduct. Isbredia Perra, age 44, Panama City, seven counts of principal to DL fraud and seven counts of principal to official misconduct. Zola Gonzalez Pena, age 38, 12 counts. Also arrested but not identified as operating as a intermediary was Myrna Fernandez of Panama City on a charge of unlawful possession of a driver's license. It's believed that Fernandez obtained her driver's license fraudulently yesterday, paying to receive a passing grade on her exam and the skills exam. But to those who think that they can compromise public safety for profit, know this, we will find you. We will bring you to justice. And to the people of Bay County, I want you to know we are committing to preserving the integrity of our institutions and the safety of our roads. Thank you, and I now like to turn it over to our attorney general. Speaker 1: Thank you, sheriff. It's good to be in Bay County. This county is certainly blessed to have great law enforcement and leaders. I commend the sheriff and tax collector Chuck Purdue on working so well with, state law enforcement, homeland security, and and all of our law enforcement partners to ensure that we could we could bust these guys. I think today is yet another example of how the Biden border policy puts American families at risk. Here you've got hundreds of of aliens that are cheating, that are breaking the law, that are buying driver's licenses, without taking the test, getting on the roads, putting everybody in danger. So, you know, if there's any silver lining to come out of this terrible, you know, discovery, it's that law enforcement worked very well together, continued to follow the breadcrumbs, and ultimately uncovered, you know, pretty widespread and advanced operation. So we know what happened here. If it happened here, there's a good chance it could be happening in a county somewhere else. So I ask our DMV offices or tax collectors around the state, pay attention, do a deep dive, look out for, you know, any signs of somebody taking cash on the side to help criminal aliens get driver's licenses. Maybe that can happen in California, but not here in Florida. We are a rule of law state, and we will do everything we can to work with the Trump administration and our federal partners to enforce the law. We've been working up and down the state, ensuring that we're keeping people safe. We were in Brevard County earlier this morning where we highlighted a new program, to protect the ICE agents and the federal authorities that are coming into our state to enforce the law. In California, you've got leftist groups out there, that wanna reveal personal information. They wanna dox agents. If you don't understand this word, if it's new to you, doxing is when you reveal personal identifying information with the purpose of intimidating, threatening, distracting from official duties. We want these guys here. They're protecting our families. And while they protect our families, we're gonna protect theirs. So we've set up this new program where ICE and federal authorities can work with our troopers. And if there's any evidence of personal information getting out, we wanna know. We'll ensure that we're doing routine checkups and get a detail to protect the agents and their families. As we go into the weekend, I know there's been, you know, some rumblings about protests and demonstrations. We've all seen the horror in California with the destruction, the violence, the flames, the anti American behavior. That doesn't happen here. In Florida, rioting is illegal. If you throw something, if you obstruct roadways, if you wanna cause damage or harm to law enforcement, businesses, or our citizens, we will find you and we will put you away for a long time. So to put everybody on notice, if you wanna participate in, you know, peaceful free speech, nobody respects that more than we do. If you wanna cause damage and destruction and engage in these violent demonstrations, we will shut it down fast. So, again, a big thank you, to the law enforcement here. In tonight's WFA investigation, senior investigative reporter Tanya Izoran covers how hidden carriers are slipping through the cracks. Speaker 1: West Commerce is home to many businesses. There's a body shop, a crab joint, And this building right here, 20 trucking companies call it home. Speaker 2: That's crazy. Speaker 1: A WFA investigation found all those companies are registered to 539 West Commerce, a virtual mailbox spot called physicaladdress.com. Speaker 2: We are a mail pendulum service, and that's all that we do is to send our mail. Speaker 1: For as little as $8 a month, anybody can set up shop here. No truck required. It's also illegal, and here's why. When a trucking company registers with the Federal Motor Carrier Safety Administration, or FMCSA, it must list its principal place of business. It's where the company is supposed to keep driver and safety records and where federal regulators can show up to inspect those records. Speaker 1: CRAX reported this exact address to federal regulators two years ago. Speaker 3: Because if we all know about it and we reported it, why is something not being done? Speaker 1: FMCSA said in a statement, the agency has confirmed that the address is a legitimate business address for a motor carrier consultant who represents many small motor carriers based in California. But according to FMCSA's website, a motor carrier may not designate the office of a consultant if the motor carrier is not engaged in operations at that location. Speaker 3: It's impossible to have that be an actual place of business. Speaker 2: My argument is we know there's something wrong. Speaker 1: The agency did not specifically address the use of the email wtffmcsa@a0l.com. Back in 02/2023, Prax saw a pattern, about 200 carriers a month registering with PO boxes or virtual mailboxes. Speaker 3: We would notify FMCSA that says, hey, this guy should not be issued as authority. Speaker 1: He says the agency listened, and now they flag those applications with warning letters. Just because a trucking company uses a virtual address like here on West Commerce Street doesn't mean they're up to no good. Speaker 4: Some of these owner operators live in their truck. So a lot of times, they will look for, hey. You know, I don't really have a physical address. Speaker 1: Not everybody who does that is Speaker 2: a bad guy. Most of the bad guys, that's what they're gonna do. Speaker 4: Agreed. I think that's an accurate statement. That's what the bad guys are gonna do 99% of the time. Speaker 1: It's also a public safety matter. Fraudulent carriers have 80% higher crash rates. Speaker 3: When you're driving down the road with your kids in your car and there's some guy next to you that maybe got his authority illegally, are you really safe next to that guy? Speaker 1: FMCSA registration director Ken Riddle addressed the issue on a podcast last fall. Speaker 0: How do we prevent bad actors from getting into the system?
