Speaker 0: 35 years ago, Tiananmen Square became a slaughterhouse stacked with bodies of peaceful protesters, students, workers, journalists, and citizens. Their most simple wishes of nothing but the free and democratic China were drowned in blood. One summer, I returned home and asked my mother about 1989. To my surprise, she began to recall vivid memories of her days as a university student, joining local protests, putting on posters, and seeing her best friend taking a free train to Beijing. Till then I realized how June 4th was a collective memory of her generation and how he has become the elephant in the room now in China. 2 years ago, a nationwide protest broke up in China, named after the blank papers we held in our hands. A silent scream symbolizing our anger against the censorship. After the protest, I was criminally detained and thrown into solitary confinement with hundreds of peaceful protesters sharing my fate. I was tortured and sexually harassed and developed audio hallucinations within the single cell. Why are they afraid of candles, flowers, and blank papers? Why are they afraid of people remembering their own history? Now the work with China regressing into a new culture revolution, weaponized with nationalism and patriarchal ideology, cracking down the remaining public space of civil society, arresting journalists and lawyers, and committing cultural genocide against Uyghurs, Tibetans, and Hong Kongers. Our families in China have hostages to force our loyalty to the party. As for Uyghurs, this will mean their families being sent to the so called reeducational camp. The dictator's hunger for power won't stop on its own. The time for action is now. We must act decisively against the atrocities. Stand with us. Stand for justice and stand for humanity.

Americans couldn't get to work. They couldn't take their kids to school, get folks to the hospital. It caused a bit of panic. Now imagine that on a massive scale. So the Chinese Communist Party has shown a willingness to influence elections. I'm heartened by the experience and competence of the federal government in protecting the integrity of our election system. But, I mean, just to understand, if the CCP were to want to change TikTok feeds to bias one candidate or another in the upcoming presidential election, would they be able to do so? My understanding is that under Chinese law, that would be something that they would be permitted to do. And we already know they influence Chinese children to study science and math. Could they be able to suggest to American kids that they use more drugs? Again, I my understanding is that the Chinese government and the Chinese Communist Party, if it wants to exercise Does that authority can easily exercise that authority?

We now have direct evidence of Chinese government officials assessing a product that hosts secret TikTok information, something TikTok CEO swore he had no evidence of when he testified before congress earlier this share. Under ByteDance's ownership, the CCP can use TikTok to spy on Americans at will and influence the content they consume. Last year, ByteDance's own Internal investigators conceded that employees had tracked multiple American journalists covering TikTok, accessing their IP addresses and user data in the process. The new public data analysis So TikTok posts also suggest that ByteDance permits rampant anti Semitic bias on the platform while suppressing and censoring contact sensitive to the CCP. Praise for the infamous terrorist Osama Bin Laden recently trended on TikTok. While pro Israel hashtags are underrepresented by at least a 2 to 1 margin versus other similar platforms. According to a recent state department where ByteDance even kept a list of users who are likely blocked from TikTok for reasons such as supporting Uyghur Muslims who are currently subjected to a genocide in China. A regime that is committing such that he should not be able to silence US critics of his policies, let alone be able to surveil US users, prey on American children, and exploit sensitive US data to the detriment of our national security. FBI director Chris Wray told the senate that TikTok screams security concerns, but then barely elaborated. The American people and Representatives need to hear the same screams that he's hearing. The FBI must provide congress with its finding on ByteDance and TikTok as soon as possible. The clock is ticking.

“What do you think would happen to you if you went back to China?” - @RepMoulton “The interrogation techniques of the police are still very barbaric. Many suspects are chained to radiators for days on end and are beaten in places where scars would form.” - Mr. Jinrui Zhang https://t.co/pWav7RYhIa

Video Transcript AI Summary
If Mr. Zhang returns to China, he believes he would be arrested due to his involvement in pro-democracy activities abroad. The police interrogation methods are brutal, with suspects being chained and beaten in ways that won't leave visible scars. The judicial system is biased and enforces a different kind of justice for those accused of political crimes. The punishment for inciting subversion of the Chinese regime starts at 10 years imprisonment and can even lead to the death penalty.

Speaker 0: Mr. Zhang, what do you think would happen to you if you went back to China? I think first of all, when I first enter the country, they will scan my passport on some kind of database and then they will see that I have participated in pro democracy activities outside of China and then, very soon after, I think there will be charges as suppressed and I will be arrested. And at least where I'm from, the interrogation techniques of the police are still very, I would say, barbaric and pre modern. There's many kinds of forced confession that's going on. And, many suspects, merely suspects are chained to radiators for days on end and are beaten in places where scars won't form. And after they go through this whole custodial process, it will be held in front of a biased judiciary system where they enforce a different kind of fairness, a different kind of justice, a different kind of law for people who are accused of political crimes. And then for incitement of the subversion of the Chinese regime. The crime, I believe, starts with the sentencing of 10 years and then the maximum is the death sentence and that gets carried out a lot.

“For the first time in history, [we have] a bipartisan report saying we need to move on from the PNTR paradigm and adopt a new economic relationship. Reset the relationship with China so we can actually defend ourselves from the CCP’s economic aggression.”—Chairman @RepGallagher https://t.co/uelNHa9A7s

Video Transcript AI Summary
The evidence against China's adherence to WTO commitments is too significant to ignore. A bipartisan report suggests moving away from the PNTR paradigm and establishing a new economic relationship to counter the CCP's economic aggression. The consequences of inaction include deindustrialization, increased reliance on a hostile regime, and mounting debt. It is time to address this issue rather than simply acknowledging it.

Speaker 0: And I think the evidence has just become too big to ignore. I don't think anyone could say with a straight face that China is abiding by the commitments, they made, when they acceded to the WTO. We had great testimony from former US trade representative ambassador Lighthizer that was very persuasive. And so What you have here, I think, for the first time in history is a bipartisan report saying we need to move on from the PNTR paradigm and adopt a new economic relationship. Reset the relationship with China that we can actually defend ourselves from the CCP's economic aggression because the results have been devastating. We've seen deindustrialization in the Midwest. Again, a growing dependency on a hostile regime and debt, debt, and more debt. So we can either admire this problem and do nothing or take action. It's time to take action. And a baloney

They emphasize the threat the CCP poses to academic freedom on campuses, noting that many university administrators are reluctant to address this issue publicly. The speaker highlights the widespread fear of speaking out against the CCP, citing examples of Hollywood producers, tech executives, and bank executives who have self-censored or remained anonymous due to concerns about retaliation. The speaker commends the witnesses for their courage in speaking out against the CCP, contrasting it with the cowardice of those who choose to remain silent.

Speaker 0: At Columbia University in February, representative Torres and I heard horrifying stories of how CCP collaborators harassed over a dozen students. We're in the middle of a debate in this country about free speech at universities occasioned by rampant and shocking anti semitism, but I wanna make sure we draw attention to the CCP's threat to academic freedom on our campus quads. In my experience, university administrators do not want to talk about this publicly, but in that respect, they're not unusual. In every aspect of our work on this committee, we've heard this refrain. CCP malign behavior is a huge problem, but I'm afraid to speak out about it. We've heard that from Hollywood producers who admitted censoring themselves to appease Beijing. We've heard it from tech executives who told us they were loathed to talk about The CCP's ongoing genocide of the Uighur people publicly. We've heard from bank executives who insisted on a condition of anonymity in New York because they feared PRC retaliation. These are some of the most powerful people in the world and each and every one of them feared the CCP's wrath and would not speak out. Their cowardice throws in stark relief the courage of our witnesses

Welcome to United Front 101 📚 A crash course in the covert influence and intelligence operations of the Chinese Communist Party. Chairman @RepGallagher dives deep to explain our bipartisan memo released to Congress last week outlining Beijing’s “magic weapon.”👇 https://t.co/UVRSbUUViD

Video Transcript AI Summary
United Frontwork is the Chinese Communist Party's global influence campaign and political warfare strategy. It aims to silence criticism of the regime, promote propaganda abroad, and manipulate foreign institutions through covert and illegal operations. The Central United Front Work Department coordinates these efforts both inside and outside of China. It plays a role in policies such as the ongoing genocide in Xinjiang, religious persecution in Tibet, and repression in Hong Kong. United Front networks are deeply embedded in Western society, targeting industries, universities, media, and government. Programs like the 1,000 talents program recruit overseas scientists for economic espionage. Confucius Institutes and Chinese student and scholars associations surveil dissident activity. The CCP also deploys trolls and captures elite American leaders to further its agenda. The threat of United Frontwork is not just overseas, but also at home in the US. Measures to increase foreign agent registration are being introduced in Congress to counter this influence.

Speaker 0: Xi Jinping calls it the Chinese Communist Party's magic weapon. Mao called it one of the 2 weapons the heroic warrior wields to shatter the enemy's positions. Were they talking about nuclear technology, advanced submarines? No. They were talking about United Frontwork, the CCP's global influence campaign and political warfare Frontwork connects the illegal Chinese police station discovered in Manhattan, thugs assaulting overseas Chinese students at American universities, the ongoing genocide in Xinjiang and the 1,000,000,000 of dollars of IP vanishing from US laboratories. Welcome to United Frontwork 101, a crash course in the covert influence and intelligence operations of the Chinese Communist Party. United Front work is the party's strategy to fight unrestricted political wars through 3 main tactics, silencing criticism of the regime globally, promoting propaganda abroad, and manipulating foreign institutions through clandestine and outright illegal operations. Perhaps the best summation of the United Front strategy I've heard is simply 3 words, making idiots useful, sh meaning co opting any individual organization to advance the goals of the party. United Front work has played a central but poorly understood role throughout the CCP's history. Even prior share to the communist takeover in 1949. United Front work was critical for the party's survival by co opting domestic and international forces sympathetic to the CCP's cause. Us. Xi Jinping has now once again elevated the stature of United Front Work. The Central United Front Work Department, which reports directly the CCP Central Committee is the lead organization to coordinate and carry out UF work both inside and outside of China. Inside China. The department has played a central role in formulating, implementing, and defending policies to This includes the ongoing genocide of the Uyghurs in Xinjiang, the religious persecution in Tibet, and the repression of Hong Kong under CCP rule. Shod the department's overseas subordinate networks and civic organizations are deeply embedded within Western society in order to destabilize the foundations of our civic life, including, but not limited to American industry, universities, media, and all levels of government. One example of a United Front Network in the US is the 1,000 talents program. And talent as a CCP recruitment scheme for overseas scientists that's been linked to economic espionage. And the United for Work Department runs the official association for its participants. Our own FBI says that this program openly encourages theft of US trade secrets. The Chinese government has even sent thousands of military scientists abroad, including by using this program to gather scientific military know how and obtain sensitive details regarding emerging technologies at elite universities like Harvard. Confucius Institutes shoots were also originally established on American college campuses as part of the UF work system, and it helps support China's military industrial complex. Many Chinese student and scholars association surveil and report on any Chinese student's dissident activity. Pro CCP entities have acquired previously independent Chinese language media abroad. Several overseas Chinese media outlets are owned or controlled by the US work department through Chinese news services, including Chaobao, which operates in the US. Beijing has deployed a 50 cent army of trolls to flood Internet discussion with CCP propaganda on American social media. The CCP strategy of elite capture choose well connected American leaders like those gathered at the gala dinner thrown in Xi Jinping's honor in San Francisco. The dinner demonstrates how effectively the CCP has executed its strategy of elite capture in our own country, from corporate executives to bankers to university presidents to politicians and their families. Civic organizations in the United States connected to UF work also seek to influence and control all individuals abroad who criticize Beijing, including overseas Chinese nationals alongside Uighur, Tibetan, Hong Kong, and Taiwanese Americans. Ship. For example, this past April, the CCP mobilized groups with united front ties such as Alliance for China's Peaceful Unification to join protests against Taiwanese president Tsai Ing wen in New York in California. Additionally, dozens of civic scripts tied to UF work across the United States and Europe help operate secret CCP police stations such as the America Chang Lee Association, which housed an undercover police station in the heart of New York City. These stations are used by the CCP to harass Chinese Americans and enforce their laws abroad, thus violating our sovereignty. Us Americans need to understand that the CCP's united front work is not just a distant over there threat, it's a right here at home threat. That's why here in Congress, on the select committee on the CCP, we have introduced federal law that would increase foreign agent registration requirements. But this is just the beginning. If we do not curtail malign CCP influence on American soil, future generations will look Shpak and asked why we allowed and even invited a magic weapon to be used against

Right? That's correct.

The issue at hand is who controls the algorithm of TikTok, which is owned by Chinese company ByteDance. Chinese companies, particularly technological champions, are influenced by the Chinese Communist Party (CCP). The concern is whether we should allow the dominant media platform in America to be controlled by the CCP. TikTok is not only a platform for dance videos but also a source of news for young Americans. If the Chinese Communist Party can control the information people receive, they will have significant power. This is the concern we must address.

TikTok is, of course, owned by ByteDance, a Chinese company that is beholden like most Chinese companies, but especially their technological champions to the CCP. We've had ByteDance executives apologize in the past for failing to follow appropriate political direction. So the issue we must confront and, admittedly, it's a complex, difficult issue. But the issue we must confront is whether we want to allow the dominant media platform in America to be one controlled by the Chinese Communist Party. Because TikTok is not just a source of dance videos increasingly for young Americans, millennials, Gen Z, below, it's how they get the news. And that's really the concern. If they can control what information you get, then they can have almost unlimited power. That's the concern we have. Do you

Chinese drones with direct links to the Chinese Communist Party are being used against the interests of the United States. These drones collect data and video, posing a significant national security risk. Even federal, state, and local agencies are purchasing drones from DJI, a company tied to the Chinese Communist Party. Adversaries like Russia and Hamas are also using these drones against US interests. To address this issue, the American Security Drone Act has been co-sponsored, which prohibits the purchase of drones from entities connected to US adversaries, particularly China. It is crucial to eliminate these vulnerabilities by refraining from buying drones from CCP-affiliated companies. The Chinese Communist Party's access to sensitive information must be curtailed to protect national security.

Speaker 0: You might find this shocking, but today as we speak, there are multiple uses of Chinese drones against the interest of the United States. These drones collect data and video and they're linked directly to the Chinese Communist Party. And much of that is being funded by the American tax expire because federal agencies even in some instances, state agencies and local agencies are buying drones manufactured by a company named DJI that has direct links to the Chinese Communist Party. We see the vulnerability that creates for this nation for the data in video that can go directly to the CCP. We also see too that our adversaries like Russia and Hamas are using these drones against United States interest, against our friends and allies. We cannot continue to do this. That's why I have co sponsored the American Security Drone Act that says we are not going to buy drones from any entity that has ties to US adversaries, specifically China. This is a matter of significant national can security. These drones can be used against us. And in the world where every aspect of what we generate in data, in video, and others can become a vulnerability. I wanna make sure that we take out as many of these vulnerabilities as we can. Making sure we don't buy drones from a CCP connected company is incredibly important. This has to happen and it has to happen now. The information that the Chinese have is mind boggling and we will not be able will manage our vulnerabilities if we don't take this opportunity away from the Chinese Communist Party.

Speaker 0: The new Department of Defense report on China's military readiness will send a chill down your spine. The Chinese Communist Party now has more than 500 nuclear warheads, a 25% increase since 2022. Over the past year, Beijing has built 300 new ICBM silos with the Pentagon projecting the CCP's arsenal may reach 1,000 warheads by 2030 and 1500 by 2035. Now Senior DOD officials are suggesting that the CCP is on track to exceed even those previous projections. In other words, Despite the Biden administration's much bonded diplomatic accommodations to Beijing, the CCP's military buildup is not slowing. It is celebrating. The conventional picture is just as frightening. Beijing's navy now has 370 ships and submarines, up from 340 last year, more than the US Navy. With the CCP announcing plans to increase its defense budget by 7.1% in 2023, we shouldn't expect this trend to reverse anytime soon. They're already on the move. The CCP believes that Taiwan, outside its control, causes national weakness, and Xi Jinping has ordered his military to be prepared to act by 2027. The CCP aircraft violated Taiwanese airspace 1,737 times in 2023. That's an increase of 79% from 2022. Beijing has exported drones and other military equipment to Russia to advance Putin's war in Ukraine. The Biden administration's own DOD report is yet another warning sign. It should be a wake up call for the executive branch to take action before it's too late.
