This report covers over 80 counties in Georgia who were kind enough to respond with Open Records Requests to supply us with the very unique opportunity to compare two full machine counts of ballots. This allowed us to accurately find almost every missing and double-scanned ballot image. The report only covers ballot images, the official cast vote records, and a few databases that were released during open records requests. The report does not cover voting rolls or the RLA count. Only counties that were able to give me both the original count and recount have complete analysis. I hope that others may open up their data. The report attempts to be as unbiased and fair as possible. You won't see any wild theories, but hopefully just raw usable information. Included is the reasoning and conclusions for identifying test ballots inserted into the recount for various states. As well as some extremely concerning overwriting of ballot votes in at least 3 counties. Of course, I can make mistakes and want to apologize if I have analyzed some data incorrectly. Please let me know if something seems off and I'll attempt to correct it. So if you have severe insomnia like I do, this 205 page report will definitely be a welcome addition to your life. It's a big report, so just jump past all the stuff about how the analysis was done and hopefully find something interesting about your own county. How did I realize this? Part of my process is to convert the scrambled BMD ballot numbers in blue, into the unscrambled version in red. This reveals the original ballot order. Each tabulator has a 'current ballot number' and each ballot scan increments the number by one. Now notice the ballots in yellow. The previous increment of 22327 now jumps to 558569. That's not possible with the way that a tabulator works. That's a signal that a second tabulator was used that had the same designation of '2530'. The second tabulator's ballot ID number starts with 558569. I hope this helps you with your analysis.

My first step is to convert the voter's candidates to a 'signature' string that makes a semi-unique signature. Next, I compare how many occurrences of this signature appears and record it into the second column. Thankfully a lot of these are showing an occurrence of 2, meaning that this ballot signature is quite unique and only shows up twice in all ballots cast. Then I compare this occurrence number to the recount. if the number of occurrences match both the count and recount, then I filter out that ballot. Any remaining ballots are considered to be an 'aberration' and needs to be visually inspected. Now with this aberration list, I just found a string of 14 ballots that are sequential. Since the voting signature was fairly unique, I searched for the duplicates and they appeared immediately before them in a reverse order. But strangely separated by other ballots. Real double-scanned ballots should always be in reverse order since the tabulator's don't retain page order like normal scanners. So what happened here? Maybe someone was scanning ballots, grabbed a hand full of ballots, picked out the write in ballots, and rescanned them again? All but two of them are write ins. (Look for :Wri:)

I just found 70 new duplicate ballots in Fulton County this morning. What's very interesting is that these doubled ballots were scanned on November 11th, eight days after the election. Tabulator 767, precinct B765-EP04A, seems to be a full duplicate of a previous batch of BMD ballots. Thankfully since many of the voting patterns had low occurrence rates, I was able to faithfully reconstruct the duplicated ballot source. Also interesting is that it wasn't a full batch of ballots, but random bits and pieces from another batch. I put the ballots not copied in red on the right of the excel spreadsheet. I've been getting this question a bit this week, so a bit of education on a BMD ballot (Ballot Marking Device). On the QR code, each race is 1-2 bytes of data.
