Ibrahim Ali claims to be the manager of the Quality Learing Center and says that there is no fraud going on whatsoever there. He very well may just have a doppelganger who happens to look just like him that lives in the very same city he lives in or he could be one of the Somali community leaders who working with local electeds to keep some of these fraud schemes going. But that would just be crazy, right? I could be totally wrong to assume this, but he's got a very unique face and hairline. Put out a certain message about a certain group. I mean, he looks so similar to this guy going I mean, hypothetically speaking, it would make sense that someone running a fraudulent business would have a vested interest in who is in control politically in the city where they are running said fraudulent business. Speaker 0: Hello. We'd like to ask where the money's going. What do you guys think about the fraud that's taking place here in Minnesota? Speaker 1: Sorry. I don't think anybody is enabling fraud to happen. Speaker 2: Hold governor Walls accountable for this. Speaker 3: What was this money spent on? 1,260,000.00. What was that money spent on? There aren't any kids. Speaker 0: Answer the question. Are there children? There's no children inside this building. Potentially, the largest fraud scandal in US history is taking place Minnesota as literally billions of dollars have been funneled through Somaliland fraudulent businesses. So much fraud, it could actually almost replace the entire GDP of Somalia. These fraudsters have worked hand in hand with the Minnesota government as they enabled billions of dollars to be given to fraudulent businesses underneath welfare purposes. Some of this money eventually landed in the hands of terrorist groups in Somalia like the Al Shabaab and others in themselves all at The US taxpayers expense. And in this video, we will break down all of the fraud from start to finish from going to the fraudulent businesses and confronting the people who are making millions of dollars from the government. And we will also be confronting the incompetent government leaders who let this fraud happen. And to make this happen, I met up with a man who's been doing his own investigation for years now as he has seen the fraud firsthand. His name is David. Let's get into this and be prepared to be shocked. How deep is this fraud here inside of Minnesota? Speaker 3: It is far worse than anybody can imagine. You heard it's 7 to 10,000,000,000 and maybe more, and now the numbers have been revised and put out there publicly that they think it's more like 8,000,000,000. How I got involved is that where my office is here in Minneapolis, I'm sort of in the heart of all of this fraud. And I would see these childcare centers. I said, well, there aren't any kids there. It's the middle of the day. And all I see are a couple of guys standing out front smoking. And then I'd go by another daycare, and I'd see the same thing. I said, well, where do these kids play? And so I started to go online and look, and I said, this place is licensed for 80 children. They had zero children. Every time I went by there, they never had a single child there. Then I started to see all these transportation companies going around, and it was always a Somali driver. And I said, well, that's great. They're out there transportation contributing, but they never had a passenger, never ever once. And I said, well, what is all this transportation? What are they doing? So then I found out that in Minnesota, they have something called non emergency medical transportation. So this is going to the dentist's office, therapy, whatever it might be. And I said, well, how many of these companies are there? And the research came back that there are a 20 of them and more than 800 of them are Somali owned. Nobody from the state of Minnesota ever cross checks to see if any rides were ever actually provided. All they did was write the check. Speaker 0: So right here, have all this paperwork. And how are you getting all this information about the fraud? Speaker 3: A lot of it is is through my own research. And then I have some context at the capital going back many, many years. And so the data that I'm getting is 100% accurate coming directly from research done by people at the state capital. Speaker 0: All this paperwork right here, what are we looking at? Speaker 3: The areas of fraud that I have numbers for are mostly related to childcare. This is massive fraud that is beyond anyone's imagination, the scope. And so, for example, there's a childcare not far from here in Minneapolis that has two day two childcares listed at the same address, and together, they're licensed supposedly for a 120 children. I have never seen a single child there ever, and I've been by that place at least a 100 times. Speaker 0: These Somalians, these groups are setting up these daycares, these childcare centers, getting money from the government, but there are no kids? Speaker 3: No kids. Never had any of them. They're all fraught with violations and even though they have these violations, they're still in operation and they're still getting money. And it's millions of dollars for every one of them every year. Speaker 0: And who's getting the money? And where are they getting the money from? Speaker 3: So we have a thing called CCAP. It's a blend of federal and state money. The bottom line is it's taxpayer money. So it's state money and it's federal money. And the problem is the people at the state of Minnesota are the ones writing the checks. This is kind of the maddening thing is you have day care, so you have adult day care, and then you have child care, and then you have health care. And a lot of these same names keep coming up on all of these different types of businesses. And then, of course, we have the transportation. A lot of those same names appear, lot of the same addresses. There's one building that has 14 Somali health care companies at the same address. There's another building in Saint Paul that has 22 Somali health care businesses at the same address. Speaker 0: And the government knows about this? Speaker 3: The government knows they're writing the checks. Yeah. The democrats over there writing just writing the checks. What has happened is that the Somali community is a very closed community. They will not speak to anyone outside the community and talk about what's going on within the community. They vote as a block. And so when you're a politician, you're saying, look. I've got 100,000 people in Minnesota that if I do something for the community, they're gonna vote for me. And that's what it's all about is getting the votes. And then the people here in Minnesota hear this term Minnesota nice. I'm so sick of that term. The people here are so afraid of being called a racist or an Islamophobe, and they're just they're afraid of their own shadow, and I don't understand. This is our our future generations are gonna have to pay for all this fraud, and they just wanna bury their heads in the sand and go on and just not worry about it. Tim Wall is saying there's organized crime in Minnesota. What did he do about it? Nothing. You got organized crime? What are you what are you doing? This is the Minnesota law which mandates that anyone who knows a fraud and is a state employee must report that fraud. It's Minnesota statute 3.971 subdivision nine. Not only that, but Walls is also guilty of misconduct of a public employee. When I look at the world as whole and I look at fraud, the Twin Cities is ground zero. The fraud is worse here than anywhere else ever in history, anywhere. Speaker 0: We're gonna go confront these people. We're gonna go to these daycare centers. We're gonna see what what's actually Speaker 3: Okay. So we have to be careful because these people are very violent. They're exceptionally violent. Speaker 0: Now with all of David's evidence, we headed out to Speaker 4: the streets of Minneapolis to see how much fraud we Speaker 0: could uncover in one afternoon. Where are we going now? Speaker 3: We're going to a place called Mako Childcare, which actually has another childcare registered at the same address called Mini Childcare Center. Speaker 0: So we should see lots of children if there's a this childcare center, especially there's two. Speaker 3: The two of them combined are licensed for a Speaker 0: 120. And how much money have these child care centers received? Speaker 3: None of those vans have moved in six months. None of them. In 2020, one of them received 1,300,000.0. In 2021, they got 987,000. In 2022, they got 714,000. That's the last I have for that one. And then the other one, 1,604,000.000 in fiscal year 2025. Fiscal year 2024, they got about 800,000. And in '20 fiscal year 2023, they got $904,059. This place right here. Yes. Speaker 0: We're outside of it. Speaker 3: Well, this is actually two daycares are registered here. One of them is Mako, which you see on this sign. The other one is Mini Child Care Center. And between the two of these childcare centers, they're pulling in about $3,000,000 a year, and there are no children. Every facility as you go to, the windows will be blocked out, so you can't see in. There's nobody here. You won't see a single child at any of these facilities. Try to get in, ring the doorbell, nobody showed up. They're open seven days a week at 7AM to 10PM. It says here on their sign, yet there's absolutely nobody here. And this building here right here has generated millions of dollars and it seems like business isn't even open right now, and it's a weekday. And if this was a day care center, it wouldn't just be in some industrialized building. There would be maybe like a playground or something outside or Speaker 3: There's no play area for the kids. So where are the kids? Where is anybody? Anybody? How can there be nobody here? And it's like this every single day. I've never seen a single child here. In fiscal year twenty twenty four, they received $3,000,000. So in two years, they got $6,670,000 claiming they have 90 children every day of the week, five days a week. But we thought maybe we could check him in the autism center. Mhmm. Because now the daycare centers are open. Yeah. And how many kids do you guys have at this autism center? Interestingly, this this daycare center was shut down when it was called Creative Minds Daycare, and it had received $2,450,000 this fiscal year twenty twenty five. They had to shut down because there were so many violations, and they went and they just reopened under a new license, and they renamed the center Super Kids Daycare Center LLC. Speaker 0: So they got shut down then started on the other one. Literally the next day. Creative minds daycare, $2,450,000 got sent to this daycare center. We have empty parking lot. We do have a bus here. This is different. We'll see if we see anybody. Speaker 4: I knocked on the door, absolutely nobody was inside and once again, no children could be heard anywhere. Speaker 0: So David, once again, another child daycare center. We have a bus out here. No one's inside. License for over 50 kids. No children anywhere, but yet millions of dollars Speaker 3: every single year. So the sign says creative minds day care. They got in so much trouble. They had so many violations that they had to shut down, and they reopened the next day under Super Kids Daycare Center. You see 3801 Portland, 3801 Portland, which is where we are. Speaker 0: So that's fraud right there alone. Speaker 3: Millions and millions of dollars. And, again, the kids are missing. Where are the kids? Speaker 0: You'd think if they had the same address that whoever's inside or working at the capital here inside of Minnesota would just say, oh, maybe that's a red flag. Speaker 3: They just they just write the check. Human services, they gotta clean out the whole bunch. They're the ones who enabled this fraud. How can you not look and say, wait a minute. These these two are registered at the same address. Speaker 0: On top of all of the childcare centers, that's just only a small piece of the fraud. What other fraud are they committing here in Minnesota? Speaker 3: So another major piece of the fraud is the home health care industry. Where we're going now is a building that has 14 Somali owned home health care companies in the same building. Speaker 0: 14 of the same health care companies in one building. Speaker 3: 14 home health care companies with different names in the same building. Speaker 0: How bad has Tim Walz managed the budget here inside of Minnesota? Speaker 3: So the last biennium, we had an $18,000,000,000 surplus. This biennium, we have a $6,000,000,000 deficit. That's a $24,000,000,000 swing in one biennium. How in the world can you burn through $24,000,000,000 in two years? This is how right here. This is a huge part of it. Speaker 0: And so would you say a lot of that is fraud that's taking place here in Minnesota? Speaker 3: Absolutely. I would say better than 90% of it is absolute outright fraud. Speaker 4: And a large percentage of this fraud is from these health care companies that are charging the state millions of dollars while they actually aren't providing anything. In fact, the FBI just did a raid a few days ago on a building similar to the one we are about to enter. It just does not make sense. If you were trying to operate a business, you'd want to have less competition, but here they have all their competition right next door. We're wondering because we hear there's lots of fraud taking place here in Minnesota and we're wondering why is there so many of the same companies inside of this same building? They're having forms signed in advance for services that were then never rendered as far as a year or two years in advance. They'll have someone sign these forms at one sitting, and then they just file those with the state of Minnesota. And nobody from the state of Minnesota bothers to check that those services were ever provided. Speaker 0: So they're essentially just using people saying that they have these services provided months or even years ago, then filing the paperwork and then receiving money from the government. Speaker 3: Right. And the Somali community is a very closed community, so everybody's in on it and they don't wanna talk as you can see. INSIDE CECOT (full video): I entered into El Salvadors mega prison know as The Terrorism Confinement Center (CECOT), it is home to some of the most dangerous gangs and gangsters in the world. El Salvador was once controlled by these gangs and known as the most dangerous country in the world, it is now the safest country in the western hemisphere thanks to @nayibbukele and his administration for their extreme crackdown on these gangs. Inside CECOT it is capable of holding over 40,000 inmates and is literally impossible to escape, with walls over 9 meters and an additional 3 meters of electrical fencing and 27 watch towers El Salvador is making sure these prisoners never see the outside world again. In this video I will walk you through CECOT and show you the processes and extreme security measures El Salvador is taking to ensure it stays the safest country in the western hemisphere. Speaker 0: Now when an inmate walks into this store, he never leaves. Here are some the most dangerous people in the world. You can see that they have their tattoos. MS thirteen is tattooed on their foreheads. All these guys were once prideful and running the streets of El Salvador. Now they are locked behind bars for the rest of their lives. And he is taking them through a workout where they're doing lunges and they're gonna touch their toes for ten seconds. The guards here would have everything they need to take down the prisoners. They have just asked the prisoners to take off their shirts so they can show us some of their tattoos. As you can see right here, you can see all the tattoos from the eighteens on their chests, thirteens. Today, I'm here in El Salvador outside of Secot El Centro De Confimento De Terismo. It translates to the center terrorism confinement here in El Salvador. It is the biggest and most up to date prison in all of The Americas. It is capable of holding over 40,000 inmates, and it is home to some of the most dangerous people in all of the world. This prison was specifically designed to incarcerate any gang member that has any affiliations with gangs, as MS thirteen, Barrio teen, and they are responsible for crimes such as murders, extortions, kidnappings, narco trafficking, drug dealing, any crime that you can possibly think of these people inside have committed. And it is important for you watching this video to understand just how dangerous this country used to be. This country used to be controlled by gangs such as MS thirteen and Barrio eighteen as they would make secret pacts with presidents and political leaders here inside the country. However, in 02/2019, Nayibi Kelly was elected as president, and since then, the homicide rates have dropped to record lows. And now, it is safer to be here inside El Salvador than it is to be inside The United States or Canada. It is literally the safest country in the entire Western Hemisphere. And come with me today as we enter into Secot, and I will show you what life is like for the prisoners here, what they are doing to make sure that these people will never leave. And I'm gonna show you the technology that they are using inside of this jail to make sure that this country is as safe as can be. Inside this jail, you get absolutely no service. These prisoners have absolutely no contact with the outside world. They have no way of getting a hold of anybody. And the reason why they cut off the self-service here inside this building is because gang members used to be able to run their gangs from inside these jails. However, with these new rules that they have implemented such as cutting off the service, these gang members have absolutely no contact with the outside world. I then went through the first of many security checkpoints. And now they're even gonna do another check with us to make sure that we are not bringing anything inside of this gel. They're gonna pat me all the way down, and they are even gonna check my socks to make sure I don't have anything inside my shoes or my socks. And here inside of Secaq, everything is so simple. They're not leaving any room for any clutter or for anything to be used as potentially a harmful object or something to be misplaced. And now, the warden of Secaq will describe the type of criminal that are inside the prison. And now all the criminals inside of this prison are here for life. They're gonna be living inside of Saqqa until they die. Before we entered into the main cell of the prisoners, we had to go through one more security checkpoint. The scanner will literally scan the entire body to make sure there's nothing in on the neck, inside the stomach, or even the place where nobody would ever wanna go, the bottle. It'll literally check anywhere inside of the body to make sure that they're not bringing any sort of plastic bag that can be filled with powder, any weapons, anything like that, that family members or friends might have tried to bring gang members in the past. Now, it is impossible for anything to even enter. Alright. Now, we've entered into where these gang members are gonna be. We're gonna go face to face with some of the most dangerous people in the world. And as I've been in the process of making this video, a lot of the El Salvadorians and the guards here have told me that when you look into the eyes of these criminals and these gang members, you literally feel the presence of nothing. You feel death. You feel the presence of the devil. Now when an inmate walks into the store, he never leaves. So here are all the inmates. As you can see, they are all tattooed up. They have their gang signs up there. Holy cow. You can see tattoos. And how many people are inside of one cell? Here are some of the most dangerous people in the world. You can see that they have their tattoos. MS thirteen is tattooed on their foreheads, and they're here for life, and they can never leave. And inside of these prison cells, literally everything happens inside. They're here, is their bath and their shower, and if they wanna go poop or pee, they have to do it in front of everybody. These prisoners have absolutely no control and no freedom here inside of Saicotte. And each person inside of this jail is responsible for at least a death of one person. So each person you see right here has killed various people. There's literally no freedom inside of these prison cells, and the only type freedom they get is they can come over here to this area right here where they looks like they have a preacher and they have some workouts that they have to go through. Here they have let out some of the prisoners as they're gonna be learning about the gospel. They have a preacher right here who's teaching out of the bible. This is the kind of workouts they can do. They have an instructor guy right here and he is taking them through a workout where they're doing lunges and they're gonna touch their toes for ten seconds. It's pretty crazy to see all these inmates as they have their tattoos of their MS 13 or Barrio De Silcho tattoo on their heads, all sorts of tattoos. It used to be a thing of pride to be a gangster here inside El Salvador. However, their pride has been destroyed and they're being humbled here inside this prison as they're never going to be able to leave this jail. It honestly is extremely shocking to look these guys in the eyes and see and you can feel the darkness that is inside of them as they have committed so many crimes that the light of Christ or whatever you may believe is gone out of their eyes as they are stripped away from their freedoms, stripped away from any privilege. And it is important to remember that these people will never ever leave this building right here and the lights also never shut off. And when these inmates wanna go to sleep, they sleep here on these bunk beds that are completely still and the way these prisoners sleep, they are given one sheet. They don't even receive a pillow and they don't know if it's night or day because the lights never turn off. These guys were let out of the cell, and if you look at their heads, their heads are literally plastered to the cement wall, and they're not moving. All these gangsters are afraid of their life and their freedoms have been stripped from them as they live here inside these cells. And these are the rooms of solitary confinement. If a prisoner were to act up, he'd be sent into one of these rooms here. Here, they have their bathroom, they get some water, and the only sort of light they have is this little peephole right up here, and they get absolutely nothing to use to sleep or to rest. Just pure calm. Now in case of a riot or whatever break out, they have all the equipment to take back to the prison. Right here, have a guard. He has a shield. He has all He has protection from head to toe, and now we're gonna go into where all the guns are at and I'll also show you guys that as well. The guards here would have everything they need to take down the prisoners. Has any inmate ever got violent with one of the guards here inside Saicqat? These are the handcuffs the guards use to move the prisoners around, to put them around their legs and around their arms, and they have to walk just like this once they get them on because the shackles do not go that far. Inside the jail, what kind of food are the prisoners given? And so they're not given any sort of meat or any chicken. Here inside there are eight different buildings that are designated to the prisoners. The size of the buildings are the size of a football field. Absolutely ginormous. And if you were to try to escape Setkot, it literally would be impossible. Not only are there two walls you'd have to hop over, and one of those walls is 27 feet high with an additional nine feet of electrical fencing that is at 15 volts. And there are 27 watchtowers inside the prison itself. And the grounds here on Secot are pebbles, so if anyone were to try to escape or try to walk, you can easily hear because it makes a lot of noise. And after walking around outside, we went back inside the prison to a room where an inmate awaits trial giving each inmate the right to defend himself for the crimes he's accused of. Right here is one of the prisoners and he is on a Zoom call right now because he is trying to prove that he's innocent. He's talking to the judge through Zoom call. If he wants to talk, has to raise his hand in order to talk to anybody. And now they have asked the prisoners to take off their shirts so they can show some of their tattoos. As you can see right here, you can see all the tattoos from the 18 on their chest to the thirteens. And after asking one group of gangsters if they still felt proud to be gangsters, I wanted to ask another group as well. And this group of gangsters response was a little bit different than the last. No. All these guys were once prideful and running the streets of El Salvador. Now they are locked behind bars for the rest of their lives. It's pretty amazing if you think about it, what Naive Ukele has been able to do with this country. The streets are as safe as they've ever been because all these guys are out. I wanna emphasize that behind each one of these people that are inside this jail is a lie that was taken away. Each person here had to at least kill one person inside this jail. There are thousands of lives that were taken away by these individuals. These are murderers, kidnappers, gang members, horrible people, and now they're locked behind bars for the rest of their life. I imagine they have been humbled at extreme matters. And as I was saying, these people are all criminals. However, when you do look them in the eyes, and I did try talking to some of them, they did give me some smiles. And you kinda realize that at the end of the day, everyone is human, but these people are criminals. They deserve to be in jail. I'm sure at one point in their lives, each one of these persons was a good person, but if you make the wrong decisions in life, you could find yourself in a jail just like this. Speaker 2: Today, I am in Panama, and today, we're gonna be asking the Panamanians how they feel about potentially losing the Panama Canal to The United States. Donald Trump has talked about taking back the Panama Canal, even mentioning it in his inaugural speech. Speaker 3: China is operating the Panama Canal, and we didn't give it to China. We gave it to Panama, and we're taking it back. Speaker 2: And it's extremely important for you watching this video to understand the history of the Panama Canal with The United States in order to understand why Donald Trump thinks The United States should take it back and why he believes that The United States deserves to take it back. In the early nineteen hundreds, traders wanted a more direct shipping route from the Atlantic and Pacific Ocean. And in nineteen o three, the US president at the time, Teddy Roosevelt, agreed to build the Panama Canal and help Panama seek independence from Colombia. And in return, Panama gave The United States the Panama Canal Zone. At the time, The US spent over $350,000,000, which is equivalent to $15,000,000,000 nowadays, and it is estimated that over thirty five thousand Americans died in the building of the canal. Nearly eighty years later, United States President Jimmy Carter signed a treaty giving the Panama Canal Zone back to Panama for literally nothing. Speaker 3: They gave it away. And now we're hiding here inside of the neighborhood right now, trying to stay away from any of the tear gas that's even done going on right now. On the on yeah. I know I personally know engineers that work on the canal. And since the 02/2025, the tariffs for the ships has been, like, multiplied by eight, and it's very high. And they are, like, charging, like, eight times the the amount of money that they should charge for the bikes, for the ships. Speaker 2: Just for The United States? Speaker 1: Just for The US. Yeah. And for other countries, it's, like, five times, three times. But for The US, it's, like, eight times. And they are I I think Trump has a point. Wow. I would not say that that is a lie, because we know that here in Panama, we have the Chinese, like, Portuguese on port, and as of the the construction of the of the two bridges, And also the the tunnel beneath, the canal that is gonna be the metro, that is is running through the the Chinese. If for some reason you have evidence, maybe Donald Trump has, of course, we will respect, we will understand that we are breaking the law. No. No. Speaker 5: Now for the results of the meeting between Marco Rubio and the Panamanian president, the Panamanian president said that he will not renew the contract with China regarding the belt and road initiative. However, this is extremely important to note down. He did not make it clear that they will not be able to finish the project that China is currently working on like the bridges and underground metro. This is what he said. Speaker 1: The Belt and Road initiative. Speaker 5: I personally remain speculative even though this looks like a win for The United States. The renewal contract from China is in about two years and a lot can happen in two years and I can't imagine China is happy with this decision which could cause even more tension in the region.
