And one of the things I've looked at in the process of looking at where all this money is going is the underground base and city infrastructure and transportation system that's been built.

Speaker 0: Yes. So we have built an extraordinary number of underground bases and supposedly transportation systems. Some of these documented as part of the national security infrastructure. I think there are many more.

But from 2021 to 2023, I took one of the smartest subscribers in the Sallier Report Network, and he and I spent two years collecting all the data and all the allegations on underground basis. And then we systematically went through and tried to estimate our guess. This is totally a guess of how many underground bases both underground in The United States, but also underground under the ocean around The United States. And our estimate was 170 with the transportation network connecting them.

And I remember him telling me about a power box, like a transformer box on Constitution Avenue that he told me, because he worked on it personally, was actually the exit, the egress from the White House. And it's based on a lot of the research of a guy named Richard Souter, who is very hard to interview. So Richard kind of went through all the material.
And and, you know, clearly, it's I don't know if you ever saw Washington Post did a a project. It was in 02/2012 called Top Secret America. And one of the reporters it was a team of two reporters. One of them put together a database of all the different top secret installations that had been built in the country, since the Patriot Act. And what you saw was just this explosion of money in building so many both underground and above ground facilities.

Speaker 0: The Maricopa County database for the recorder's office and for the superior court were designed in 2014. They were set up for outside infiltration so that falsified documents could be uploaded or legitimate documents removed. Since 2015, 100 upon 100 of falsified court documents have been loaded into the database. These documents include falsified default judgments, criminal restitution orders, child support orders, all of these used in swatting activities against individuals posing a threat to the racketeering activities. Since 2004, elections within Pima County and Maricopa County have been manipulated through the infiltration of the county databases resulting from bribes paid to executives at election service providers including, but not limited to, principles that run back election services.
In addition to impacting local elections, bribes and infiltration were used to affect the outcome of the races during the November 3rd, 2020 election, including the outcome of the race for Maricopa County recorder and the outcome of the November 8, 2022 election, race for governor, secretary of state, and attorney general. Public officials who have received bribes include multistate office holders, state house and state senate, local office holders, county supervisors, judges in the Maricopa Supreme Court, judges of some city courts, including 2 presiding judges, judges' assistants, prosecutors within certain cities within Maricopa County, prosecutors for Maricopa County, peripheral legal specialists, including attorneys, approved mental health care providers, as in court appointed advisers and related specialists. Speaker 0: The things that led me initially, to have concern about everything was much, much earlier in 2020. And I can't remember exactly when I began. I started looking at our voter rolls, and, you know, I did, you know, some fairly simplistic, research on the population of Fulton County, Georgia. And what I found out, and of course started pressing that with the elections department, you know, through subsequent monthly meetings, etcetera, was that the numbers that I was able to ascertain, we had more voters on the active voter rolls than we did of the population of the entirety of Fulton County and then extrapolating for those of voting age. So that became a major concern of mine and frankly, you know, lasted throughout and continued even after, the 2020 election.
So that was a big issue. And of course, inside that 2020 timeframe, really there was nothing done to, wasn't time and I understand all of that, but you know, there was nothing done to answer my questions on that. And, that I thought, well, look, you know, it's only fair to the voters of Fulton County that, you know, we're having clean voter rolls here so that nobody's vote, you know, is disparaged because, you know, somebody may have come in and voted that frankly, you know, legally should not be able to. So I think that's very, very important for them to be full encounter anywhere in the country. But from that, in the 2020 election itself, I had and other board members, had requested that we, obtain the chain of custody documentation from the department.
And none of that was ever delivered. It was not delivered, at re at the time of request leading up to the election and was certainly not given. We weren't giving in was given nothing, you know, even leading up to this new situation.
Speaker 1: Right there, mister Wingate, and ask explain for the committee what you mean by chain of custody documents.
Speaker 0: Okay. In the the election staff, you know, and they've we had many components in many areas where the where absentee by mail ballots were being, delivered to and then, picked up and then centralized to, you know, the processing, center. And then of course, you know, there's documentation so that whoever is handing those envelopes in that case off to, then it's there to sign off that they've delivered to this person and, you know, the, the, the transportation or transport of those documents, you know, which was going on, which goes on daily, as, you know, in case you're not familiar, in in the election cycle. And then once they are delivered to the location that they're destined to, there is another signature required on a document that shows that, you know, where it was picked up, driven to, delivered to, and then signed off on as received. And this is going on for multiple locations daily.
And, you know, in terms of the memory cards that are being delivered so that they can be kept, you know, in security, there's the same level chain of command docu chain of custody documentation that is delivered for all of the memory cards coming in from early voting locations and, of course, on election day, from each of the each of the precincts.

Speaker 0: that's fundamentally what that what that encompasses. Alright.
Speaker 1: That's great. Thank you very much. I interrupted you to get that. So, pick back up where you were talking about, asking for and not receiving chain and custody documents.
Speaker 0: Okay. Well, that, you know, since we we asked and did not receive any of it, you know, that to me is just one reason. Well, how can I trust, you know, as a board member to certify this election when I cannot receive even a sampling, anything at all with regards to chain of custody documents? So that was just another one of the things in my mind leading up to certification that was, something that, you know, certainly was not fulfilled. There was also at that for that election, the advent of this whole, drop box, circumstance was, was, you know, was, unveiled.
And then we had, I think Fulton County, we had like 36 or so drop boxes located around the county. And these drop boxes at that particular point were set outside of, of an early voting location, which means that, you know, they're in the, you know, they're in the elements, they're, you know, they're 24 hours a day, but there were surveillance cameras as required that, supposedly, you know, we're operating 20 fourseven so that, they could be monitored and anybody tried to do any damage or anything nefarious to any of those locations that that could be looked at and, you know, hopefully somebody, sent out there to to to secure the situation. But we'd asked for, not every surveillance tape, but ask for to see surveillance tapes, on a basically, you know, whatever. Just give us some samplings of that so we can take a look at it because, we knew, I knew that this was going to be an important issue because of all the hullabaloo that any of us that were alive in those days, you know, was witnessing as being an issue. And, from that request, again, to, just, you know, the way in which it turned out, there was never one surveillance tape, an inch of footage that was ever delivered to the board.
And if it was delivered to anybody, it certainly was not any board member that I was aware of or made me aware of. So that was a, you know, what was another issue. The other issue we had down here was, was this whole questioning of, ballots underneath the table and then being pulled out on election night, excuse me, at State Farm arena. Well, you know, we did see on television, by the way, we did see that surveillance tape and, of course, I, as a board member and knowing, most all of those people who were in that room that night, it, I didn't make any judgment as to what was going on. Wasn't I had I had no basis to do that, But I did see it, and of course I asked the questions of our director and, this was, I believe, the day following election day.
And, you know, his response was, well, he just hasn't had time to look into this, but he will and get back to us. Well, there was nothing ever gotten back to, at least to me as a board member, that had any explanation of that election night at State Farm Arena. And, we got to certification and there was still no response to that. Did not know, still being investigated. Exactly.
Well, I think the director, in my opinion, and still believe that to this day could have stated, look, I've talked to everybody and this is what transpired. I firmly believe that should have been done by the then director, but it was not. And the last thing was, well, not the last thing, but the the the big what I call the 4 or 5 things that that prevented me from certifying was the, we had such a huge, huge number of absentee by mail ballots. And those ballots. We, we as the, as the department and the board, and then the, board of commissioners who has to approve, you know, certain expenditures, because it was, you know, becoming very, very clear that there was gonna be a larger amount of absentee by mail balances this election year than by far than in previous years.
So they, found a term in a system that, is called BlueCrest. And the Bluecrest platform primarily was an absentee by mail or a paper ballot, processing application. And that would, you know, scan in the outer oath envelopes. It would open them. It would then pull them out.
It would flatten them as they call it, and then put them in bundles for, excuse me, for later processing and scanning. Part of that or one of the applications or elements of that BlueCrest platform was a, an electronic signature verification component. And, of course, we all, as that was reported, we all thought that that was going to be up and running and how, excuse me, how exactly that the department of people there for managing the 8 absentee by mail ballot processing would have a very fine function in the electronic signature verification component. Well, as I recall, I believe that time frame was in October at at the board meeting for October. I had asked the question, where are we with regards to the functionality of the electronic signature verification component.
And I was told that, the technicians from Bluecrest were in our building that day and that they were working to functionalize the, the electronic signature

But, after the fact, we've we've we were not told in between that October date and then, of course, about a month later, the election itself. You know, at least I was not told that they didn't that they did not get it to work. So, you know, somewhere along the line, and I can't, I am sorry, I can't remember exactly when it was, but I had asked the question, well, okay, well, you know, what did we do for signature verification? And the comment I got back was, which frankly at that time floored me, was, well, you know, we didn't do any.
And I remember kinda I forget where I was. You know, I was on a phone call. I forget exactly. I apologize. It's been so long.
But, you know, I do remember that comment that, you know, we didn't do any. Now, of course, I took that saying, alright. Well, by law, you you've got to do signature verification. You've got you've got to at least have somebody looking at this. And one side of that is, that the whomever you have that is looking at is supposed to be, you know, verifying signature, that if there is no signature on the oath envelope, then how are you carrying it or what are you doing with them?
And they I I remember going down, you know, on from that and said, well, you know, there weren't many, so we just send them back out and if they reply on time, then they'll get their vote counted. Now I thought that was a little weak, but, anyway, that's what that's as I recall, that's what I was told. Alright, sir. Those those are primarily, ladies and gentlemen, that was primarily the in my mind and in my reasoning why I was not comfortable, you know, in in certifying.
Speaker 1: Alright, sir. And what was the vote on certification? What was the vote total on certification when the board voted?
Speaker 0: Well, there were, there were 2, in the board, there's 2 Republicans, 2 Democrats, and then supposedly, which doesn't always work that way, an independent or a nonpartisan chair. The vote was 2, 3, to certify and 2 against.
Speaker 1: And that was for both certification votes?
Speaker 0: That's yes. Yes. Yeah.
Speaker 1: Alright. And do you have an understanding of how much, the Blue Cross system cost the county?
Speaker 0: Yeah. I don't and again, I can't be precise, but it seems to me like the entire platform was a little over $1,000,000, $1,000,000. And I'm sorry.

Speaker 0: To my knowledge, no. It did it obviously did not work, leading up to and going through any of the 2020 elections. And I it was not I don't believe, that if I don't believe it was working either, you know, for the, runoffs that we had coming out of 2020 elections.

Eastern Time on November 4th which shows 136,155 votes for Joe Biden and only 29,115 for Donald Trump. The extents of these 4 votes spikes in question are more than the margin of victory in all 3 states which means the spikes were not only abnormal in regards to percentage for Joe Biden but also in magnitude of the vote count. Out of roughly 9,000 updates, this election was decided by only 4 extreme updates each with a probability of less than 1 tenth of 1%. Meaning that had these 4 unlikely updates not happened, we would have a different president in the White House. More detractors argue that these spikes were merely human error and not indication of fraud and the errors have been corrected.
If the errors have been corrected, where is their evidence? Worse. Why were the results never changed? Others have said that the spikes indicate heavily democratic precincts. If that were the case, then California would show many spikes of that magnitude but it doesn't.
Only 1 vote update in California is anomalous in percentage of Biden votes but not enough magnitude to shift morphed an outcome. The strangest anomaly visible in the data is a consistently identical ratio of Biden to Trump votes across time which is more impossible. Here is Florida. These updates occurred over a week following the election. Notice all the ratios of Biden to Trump votes are a percent identical over several days.
