I don't think it's technically apartheid, but perceived as such. It's like when people say there is institutional racism in USA. While there does exist racism amongst certain people, there is not a legally sanctioned racist system. Though there are policies which can be said to not help the cause. I view Israel as the ultimate gentrification of the Palestinian land. The two parties can coexist in some places but often despise each other. It's not that Israel isn't trying to make things right but there's also little will from the Palestinians to adapt or integrate so there is always tension and inequality brewing. It's similar to what we see in places like Oakcliff, Dallas, Texas or northeast DC, VS Georgetown. The Palestinians are not managing their resources nor do they have the same will to improve in the same way Israelis do so resentment brews. Mostly they can ignore each other but of course the worst cases get amplified in the media and stir up the extremists on either side.
