Only 10% of the planned fuel arrived. "OCHA" organization data shows that israeli soldiers at checkpoints question the purpose of fuel shipments. They also allow some in but restrict fuel entry to hospitals. Occupation restrictions prevented 45 relief missions from reaching northern Gaza. Also, settlers at Karam Abu Salem crossing have been shutting it down for weeks, blocking aid.
