When the case was transferred to Washington for the Clinton email investigation, they needed a separate warrant to search for different things. There seems to be a delay in obtaining the warrant, which caused panic when New York questioned it. It is speculated that they were trying to hold onto the laptop until after the election. The belief is that Comey may not have been aware of this delay. The video also mentions Hillary's belief in the saying "it takes a village," which is seen as relevant in this context. But when New York called down and said, what are you doing with this?
