Speaker 1: There are indeed foreign adversaries who have used AI to repress populations. And To step back here a little bit, all of this is happening in the context of this kind of, geopolitical competition where, China, for instance, has announced that it wants be the world's leader in AI by 2030. Just to go back to your opening remarks, though, I think you're right to sort of express The concern about over regulating, and that's why in my opening remarks, the thing I'm quite, sort of fond of is a kind of adverse event reporting system where for cybersecurity harms, harms of medical devices. There are ways to drive down the information gap of what is known in the private sector and between government So that we can have forms of regulation that aren't overbearing and that are actually tailored to the kinds of harms that have manifested. Speaker 0: Let me ask you, don't punch your button yet, Doctor. Hao. Does China use this to advance its agenda abroad? And if so, how? Speaker 1: Yes. As we've seen in other instances, with, you know, hardware like The ones from, involving the company Huawei. There are real concerns, about our foreign adversaries using technology as a way to influence, countries. That's why I think international collaboration around these issues is going to be central. It is, really good to see that in the EO, we are seeing, You know, an entire section dedicated to really fostering, multilateral collaboration amongst like minded countries So that we can have a form of tech diplomacy so that the values that are encoded in these kinds of systems are, ones that are really, representing the kind of American values that exist here. For instance, you have, Related to some of the earlier discussion of the NIST AI RMF, the executive order, requires a development playbook of how to actually adapt, the RMF framework to work, with other, countries, and there are also proposals like the Multilateral AI Research Institute To try to bring like minded countries together.

You do that as a private citizen, and it's a criminal offense. You would go to prison for doing that, and politicians and their central banks do it all the time. Let me explain to you that these countries are broke, and they're broke because of their own stupid leadership and politicians. And it's immoral immoral to ask ordinary taxpayers of any country to pick up the tab for failed politicians and failed banks. They are defaulted. They're broke. I downloaded it onto my phone just so that I could be a part of that statistic of how many people are downloading it because that's hilarious. And then what winds up happening, you wind up with American citizens and Chinese citizens just on the same app chatting with each other, like, teaching each other Mandarin. They're, like, doing cultural exchange. It's hilarious. Woo hoo. Would be watching grocery hauls. Chinese grocery hauls are insane because they can actually afford food. All the TikTok refugees. Are you kidding? America's literally burning. And I'm so sorry, guys, that you have to be here. Change the freaking layout to the same layout like TikTok. We hate it. It used to not be like that. Now it's just all fucked like your legislation system. Don't worry. We're not like the Americans. We'll not tell you to go back to your country. The Internet is a free space. So feel free to roam around. And the end result is a whole bunch of people realizing that most of our opinions about people in other countries is based entirely on propaganda. And the legacy concept of of access being controlled by the government is gone. And it's taking years for the Internet to evolve into the, you know, sort of vehicle of freedom that it's eventually becoming, you know, with a strong dose of potential vehicle of tyranny thrown in there. But as it does evolve and as we all evolve with it in our understanding of, like, what we can do together and what kind of choice we have and what control we have when we just leverage this tool in our hands, It's pretty cool to watch people find their own solutions to government and to watch us just sort of take control of everything one system at a time. So, yeah, everyone's got, like, some really hot take on it, and it's like either it's the devil or it's like the greatest thing ever and you have to show solidarity. It's like, yeah, whatever.
