She studied philosophy at San Diego University from 1971 to 1973, but she was already a full-fledged political activist by then. SB 254 sounds like utility reform with its wildfire mitigation plans and cost effectiveness blah blah blah blah blah. But if you take a deep dive what the bill really does is reduce the financial exposure of Southern California Edison for the Eaton fire. Even the LA Times calls it in quotes effectively a bailout for SoCal Edison. It allows Southern California Edison to draw on the existing $21 billion State Wildfire Fund, half of which is funded by you, the ratepayer, and to move the burden of liability from Southern California Edison's private balance sheet to the state fund.
