Israel's policy of starving Gaza has been ongoing for 33 years. The permit regime and subsequent lockdowns have led to food insecurity and high unemployment rates. The Israeli military's tightening of the siege in 2007 worsened the situation. Israel aimed to make the people suffer without starving them, but the population's caloric needs were calculated to ensure no starvation occurred. By 2022, Gaza's population was on the brink of collapse, with high levels of food insecurity and financial struggles. The unfolding famine is being covered in the newsletter "Palestinian in Your Inbox."

A brief history of Israel’s 33-year long policy of starving Gaza. A 🧵

@_ZachFoster - Zachary Foster

It’s been 5 weeks since @hrw said Israel was starving Palestinians “as a weapon of war.” 5 weeks since the @UN said >1 in 4 people in Gaza are starving; 5 weeks since the @WHO said the risk of famine is “increasing each day;” hrs since the @UN said “everyone in Gaza is hungry”

@_ZachFoster - Zachary Foster

The famine unfolding before our eyes did not begin 3 months ago. It began 33yrs ago, when, in Jan 1991, Israel required all Palestinians in Gaza to obtain permits to enter Israel. Overnight, Israel threatened the livelihoods of 40% of Gaza, then employed in Israel. Source:

Israel's permit regime begot its lockdown regime, which is when the food insecurity in Gaza first reached emergency levels. Israel imposed lockdowns for 64 days in '94, 84 days in '95 & 90 days in '96. During periods of total lockdowns, unemployment reached 70% in the Gaza Strip. The @WFP launched an emergency food operation in 1996 in Gaza, targeting 10,000 families struggling to eat. Israel wanted to make the people of Gaza suffer, but not starve. At the time, Israel didn’t think the world would allow it to actually starve Palestinians to death in Gaza. (Turns out they were wrong about that). And so, to ensure no starvation took place, the Israeli Health Ministry began to calculate the caloric needs of the population of Gaza & allow that much food in. Dov Weisglass, an adviser to former Prime Minister Ehud Olmert, summed up Israel’s policy this way: “The idea is to put the Palestinians on a diet, but not to make them die of hunger.” Source: https://www.haaretz.com/2012-10-17/ty-article/.premium/israels-gaza-quota-2-279-calories-a-day/0000017f-e0f2-d7b2-a77f-e3f755550000

By 2022, Gaza’s population was on the brink of collapse. A 2022 UN report found that: > 76% of households were worried about not having enough food to eat > 54% of Gazas had to borrow money for food > 52% had to reduce expenses on health to put enough food on the table > 46% had to reduce or cease payment on utilities like electricity to put enough food on the table. > households spent 56% of their money on food source: https://www.ochaopt.org/msna/2022/Key-Sectoral-Findings_Factsheet-Booklet_MSNA-2022_Gaza.pdf

All children under 5 in Gaza are suffering from malnutrition, putting them at risk of permanent physical and cognitive damage. This is due to political choices aimed at pushing Palestinians out of Gaza. The ongoing siege worsens the situation, with half of Gaza's population already food insecure and 80% dependent on aid. Israel's destruction of agricultural land and fishing boats further exacerbates the food crisis. Famine leads to increased hunger-related deaths, but measuring this during a war is challenging. Israel claims military necessity for starving people, but the focus should be on the human rights concern and the risk of genocide unfolding against Palestinians.

Speaker 0: All children under the age of 5 in Gaza, so that's 335 children, are not getting enough nutrition. That means they're All at the risk of permanent physical and cognitive impairment, what doctors call stunting. Their future is at stake. Starvation, wherever it happens, is Always the result of political choices, and this is the same case here. Their declared aim has been to push out Palestinians out of Gaza. They've said as much in in black and white terms. They've used dehumanizing language. They've called the Palestinian people animals, and they've targeted civilians simply because There's Palestinian. The current siege is one cause, but this is also an ongoing problem. There was a 16 year blockade before this. So even before the war, half of people in Gaza were food insecure and 80% depended on aid. The destruction of the food system itself, Meaning, Israel has destroyed approximately 22% of agricultural land. It's destroyed 70% of fishing boats and has denied fishers access to the sea. What famine means is, a significant increase of rate of people dying From hunger and malnutrition. And the challenge is how do you measure that in the midst of a war? Israel will make that it is out of military necessity that it is starving people and that's a legal argument it's allowed to make. Now, time will tell whether that is Factually true or not, but I think what's actually more important to frame it back as a human rights concern, there's a risk of genocide and we've seen genocide actually unfolding and there's no exception to genocide. There's no exception to targeting and killing Palestinians simply because Palestinian.

Over 100 Palestinians were killed and 750 wounded by Israeli forces while collecting food aid in Gaza. The attack occurred as the besieged enclave faces an unprecedented hunger crisis. The Gaza Ministry of Health called it a "massacre" and part of Israel's ongoing "genocidal war." Hospitals are struggling to accommodate the large number of patients due to fuel and medicine shortages. Aid agencies have been unable to deliver supplies to northern Gaza, putting over 500,000 people at risk of famine. Israel denies delaying deliveries and claims to have taken measures to avert suffering.

@DrMadsGilbert - Dr. Mads Gilbert

Massacred by Israeli fire in Gaza while collecting food aid - 100 killed and about 750 wounded So, The ISraeli fascist army is not satisfied with starving six babies and one 17-years old to death? Now they also shoot to mass kill starving Palestinian civilians hoping for rare trucks with food? How low can they sink? Dr. Mads Massacred by Israeli fire in Gaza while collecting food aid More than 100 killed and about 750 wounded after Israeli forces fired at Palestinians trying to get flour for their families as famine stalks the Strip. More than 100 Palestinians have been killed and some 700 others wounded after Israeli troops opened fire on hundreds waiting for food aid southwest of Gaza City, health officials say, as the besieged enclave faces an unprecedented hunger crisis. The Gaza Ministry of Health said on Thursday said at least 104 people were killed and more than 750 wounded, with the Palestinian Ministry of Foreign Affairs condemning what it said was a cold-blooded “massacre”. The ministry said the attack was part of Israel’s ongoing “genocidal war”. It called on the international community to “urgently intervene” to forge a ceasefire as “the only way to protect civilians”. People had congregated at al-Rashid Street, where aid trucks carrying flour were believed to be on the way. Al Jazeera verified footage showing the bodies of dozens of killed and wounded Palestinians being carried onto trucks as no ambulances could reach the area. “We went to get flour. The Israeli army shot at us. There are many martyrs on the ground and until this moment we are withdrawing them. There is no first aid,” said one witness. Reporting from the scene, Al Jazeera’s Ismail al-Ghoul said that after opening fire, Israeli tanks advanced and ran over many of the dead and injured bodies. “It is a massacre, on top of the starvation threatening citizens in Gaza,” he said. The dead and wounded had been taken to four medical centres: al-Shifa, Kamal Adwan, Ahli and the Jordanian hospitals. Ambulances could not reach the area as the roads had been “totally destroyed”, said al-Ghoul. “The numbers will rise. Hospitals are no longer able to accommodate the huge number of patients because they lack fuel, let alone medicine. Hospitals have also run out of blood.” Reporting from occupied East Jerusalem, Al Jazeera’s Bernard Smith said the Israeli military “initially tried to pin the blame on the crowd” saying that dozens were hurt as a consequence of being crushed and trampled when aid trucks arrived. “And then, after some pushing the Israelis went on to say that their troops felt threatened, that hundreds of troops approached their troops in a way they posed a threat to them so they responded by opening fire,” Smith added. The United States described the killings as a “serious incident”, adding that it was looking into the reports. ‘Beyond words’ One Palestinian man told Quds News Network the military attack was a “crime”. “I have been waiting since yesterday. At about 4:30 this morning, trucks started to come through. Once we approached the aid trucks, the Israeli tanks and warplanes started firing at us, as if it was a trap. “To the Arab states I say, if you want to have us killed, why are you sending relief aid? If this continues, we do not want any aid delivered at all. Every convoy coming means another massacre.” Jadallah al-Shafei, the head of the nurses’ department at al-Shifa Hospital, said that “the situation is beyond any words”, adding that “the hospital was flooded with dozens of dead bodies and hundreds of injured”. “The majority of the victims suffered gunshots and shrapnel in the head and upper parts of their bodies. They were hit by direct artillery shelling, drone missiles and gun firing,” he told Al Jazeera. Systematic attacks The mass shooting was the latest instance of systematic attacks on hungry people waiting for scraps of food. Over the past few days, Palestinians gathered in large groups waiting for aid trucks on Salah al-Din Street near Gaza City have been shot at by Israeli forces, said Al Jazeera’s Hani Mahmoud, reporting from Rafah in the enclave’s south. Recently, a truck that was supposed to deliver aid to people in Gaza tragically turned into the truck carrying those injured and killed, he added. With aid agencies unable to deliver supplies to northern Gaza since January 23, many are taking a long trek towards the south by foot. Famine On Wednesday, Carl Skau, deputy executive director of the World Food Programme (WFP), told the United Nations Security Council more than 500,000, or one in four people, were at risk of famine, with one in every six children below the age of two considered acutely malnourished. “The risk of famine is being fuelled by the inability to bring critical food supplies into Gaza in sufficient quantities, and the almost impossible operating conditions faced by our staff on the ground,” he said. He described dangerous conditions for WFP trucks trying to get food to the north earlier this month. “There were delays at checkpoints; they faced gunfire and other violence; food was looted along the way; and at their destination, they were overwhelmed by desperately hungry people,” said Skau. Aid agencies claim that Israel has been delaying deliveries. Israel denies that charge. It submitted a report to the International Court of Justice (ICJ) on the measures taken to avert suffering in the besieged enclave. Rights groups say Israel acted in breach of the ICJ order issued in January. Philippe Lazzarini, the head of UNRWA, the UN agency for Palestinian refugees, said on Sunday on social media that calls to allow food distribution in Gaza amid the ongoing hostilities between Israel and Hamas have been denied or “have fallen on deaf ears”. Warning against “looming famine”, the UN official said the situation was becoming a “man-made disaster”. Israel launched a deadly offensive on the Gaza Strip following a Hamas-led attack on October 7. More than 30,000 people are reported to have been killed to date, mostly women and children. Speaker 0: Mr. President, dismounting Onua will have lasting repercussions. In the short term, it will deepen the humanitarian crisis in Gaza and accelerate the onset of AMIN. In the longer term, it will jeopardize the transition from ceasefire to day after by depriving a traumatized population of essential services. It will make nearly impossible the formidable task of bringing half a 1000000 deeply distressed girls and boys back to learning. Failing to deliver on education will condemn an entire generation to despair, fueling anger, resentment and endless cycles of violence. A political solution cannot succeed in such a scenario. At the heart of this region, the United Nations Agency For Palestinian Refugees, UNWA, is a stabilizing force. In Gaza, the agency is the backbone of the humanitarian operation, coordinating and providing lifesaving assistance. Beyond Gaza, it has championed human development for Palestinian refugees for decades across the region. Today, an insidious campaign to end UNWA's operation is underway, with serious implication for international peace and security. In Gaza, the government of Israel seeks to end UNWA's activities. The agency's request to deliver aid to the north are repeatedly denied. Our staff are barred from coordination meetings between Israel and humanitarian actors. Walls UNROIT premises and staff have been targeted since the beginning of the war. 178 UNROIT personnel have been killed. Mr. President, we demand an independent investigation and accountability for the blatant disregard for the protected statue of humanitarian workers, operation and facilities under international law. According to Unrwa chief Philippe Lazzarini, the Gaza Strip is facing "catastrophic levels of hunger" due to human action. The territory, marked by decades of violence, has witnessed unprecedented failures of humanity. Children are dying from malnutrition and dehydration while essential supplies remain undelivered. Israeli forces have tightened their siege, blocking the delivery of life-saving food and medical items, and increasing attacks on aid workers. This policy has worsened the starvation crisis, particularly in the northern Gaza Strip, where four children recently died from malnutrition. The breakdown of civil order has led to looting and smuggling, hindering the delivery of much-needed humanitarian aid.

There are “catastrophic levels of hunger” across the Gaza Strip resulting from “human action,” Unrwa chief Philippe Lazzarini said on Monday. “In the last nine months, we have witnessed unprecedented failures of humanity in a territory marked by decades of violence,” Lazzarini told the UN agency’s advisory commission. “Children are dying of malnutrition and dehydration, while food and clean water wait in trucks.” Israeli forces have in recent weeks tightened their eight-month siege of the Gaza Strip, blocking the delivery of life-saving food and medical items. They have also increased attacks on aid and service workers. The Israeli policy has worsened the starvation crisis, especially in the northern Gaza Strip, where four children died of malnutrition over the past week. “The breakdown of civil order has resulted in rampant looting and smuggling that impede the delivery of desperately needed humanitarian aid,” Lazzarini said.
