I have come here from Geneva, from the headquarters of the United Nations Human Rights Council, to report to you on how that and other key UN bodies, as well as high UN officials, are engaged in the systematic demonization of Israel, even in the aftermath of last month’s massacre by Hamas. Mr. Chairman, the United Nations was founded in wake of the Nazi atrocities. This year marks the 75th anniversary of the UN’s Universal Declaration of Human Rights, which was created in response to “barbarous acts which have outraged the conscience of mankind.” One month ago, on October 7th, Hamas sent thousands of terrorists to infiltrate into Israel. They broke into more than a dozen residential communities, and massacred entire families, committing horrific and sadistic acts. They slaughtered 260 young people at a music festival. In total, Hamas on that day murdered more than 1,400 people. “There are moments in this life,” said President Joe Biden, “when pure, unadulterated evil is unleashed on this world. The people of Israel lived through one such moment this weekend. This was an act of sheer evil.” British Prime Minister Rishi Sunak said that “the attacks in Israel…shocked the world. Over 1,400 people murdered, one by one. The elderly men, women, children, babies in arms—murdered, mutilated, burned alive. We should call it by its name: it was a pogrom.” Mr. Chairman, one would expect the United Nations to likewise speak clearly and denounce barbarous acts which have outraged the conscience of mankind. Yet this is not what has been happening. Instead, over the past month, despite some condemnations of Hamas, the overwhelming majority of statements by UN bodies and officials have been pointing the finger at Israel, expressly or by implication. The most excited and emotive declarations by the UN’s highest officials, describing suffering in Gaza, are directed at Israel. Never does the UN blame Hamas launching the war, and for embedding themselves inside hospitals, homes, mosques and schools. There are almost no such posts about the massacre of October 7th, about millions of Israelis subjected now to rocket attacks, about hundreds of thousands of Israelis displaced, about the more than 200 hostages — they are not being championed in the UN’s dramatic social media. The target is always Israel. Often this is done by misrepresenting basic facts, such as by falsely accusing Israel of bombing a hospital where the culprit was the Islamic Jihad; falsely characterizing Israel’s legitimate self-defence, actions aimed at targeting terrorists, as “collective punishment”; creating false moral equivalence between such self-defence and the terrorism; misusing numbers of Gaza dead: not telling us the source of the data is Hamas, not telling us how many are terrorists, including those killed in Israel; and pretending that proportionality is about comparing death tolls when it is about using proportional means to achieve a military objective. The UN Charter guarantees “the equal rights of nations large and small.” Yet nowhere is this principle more violated at the world body than when it comes to its treatment of Israel. At the General Assembly last year, there was one resolution on Iran, one on Syria, and one on North Korea — and 15 on Israel. Zero resolutions were adopted on China, Venezuela, Zimbabwe, and 180 other countries. At the UNGA, any resolution targeting Israel is passed by an automatic majority, which includes the world’s worst dictatorships. This was on display two weeks ago, when the GA adopted an Arab-drafted resolution calling for a ceasefire, after it outrageously rejected a Canadian amendment that would have condemned Hamas for its massacre and demanded the immediate release of over 200 Israeli hostages, including children, babies, and elderly grandmothers. So the text adopted by the UNGA failed to even mention the word Hamas, and failed to recognize Israel’s right and duty to defend its citizens against terrorism. At the World Health Organization, every year its annual assembly deviates from global public health for a special debate singling out Israel. There is no such focus on Syria, where hospitals are repeatedly bombed by Syrian and Russian forces; nor on North Korea, one of the worst health systems in the world. On the contrary, the WHO recently elected North Korea to its Executive Board. Since the Hamas massacre, the vast majority of statements by the WHO and its director, Dr. Tedros, have targeted Israel. Hamas is seldom mentioned. Dr. Tedros has posted numerous statements falsely implying that Israel targets hospitals. He fails to say that Israel’s military abides by the law of armed conflict, and expends enormous efforts to avoid harming civilians, while Hamas’ strategy is to embed itself inside hospitals, homes, mosques and schools, to use Gaza civilians as human shields. On October 17th, Dr. Tedros rushed to “strongly condemn the attack on Al Ahli Arab Hospital in north Gaza….Early reports indicate hundreds of deaths and injuries.” He called for Israel’s evacuation order of the area to be reversed, and ended with the hashtag, “#NotATarget.” In truth, Israel never “targeted” or attacked that hospital, and there were no hundreds killed. The US, France, Britain and Canada all confirmed Israel’s analysis showing that the explosion was caused by a failed rocket launch by Palestinian Islamic Jihad. Dr. Tedros never corrected his false accusation, and never deleted his tweet. Likewise, two days ago, Dr. Tedros posted a call for a ceasefire, in a joint statement with heads of other UN agencies such as OCHA, WFP, OHCHR and UN Women, without any mention of the word Hamas. Israel’s right to self-defence, to stop Hamas from carrying out their stated intentions to repeat the massacre of October 7, was nowhere mentioned. At the UN’s Human Rights Council, most of the world’s serial abusers get a free pass. Many sit on the Council, including Qatar, Kazakhstan and Pakistan. Last month, they re-elected the regimes of China and Cuba. None has ever been censured. Last week, when the UN Human Rights Council opened its 2023 Social Forum, the Chair was the Islamic Republic of Iran. While dictators are honored, a democracy is scapegoated. The only country in the world with a standing agenda item at the Council is not China, which denies basic human rights to 1.5 billion people, nor is it Iran which beats, blinds and poisons women and girls for protesting, and which sponsors Hamas. Instead, it is Israel. From the Council’s creation in 2006 to today, it has adopted more resolutions on Israel, 104, than on any other country in the world. More than on Iran, Syria, and North Korea put together. In May 2021, after Hamas and Islamic Jihad fired 4,000 rockets at Israeli civilian centers, the Council created a Commission of Inquiry targeting Israel. It is the first with no end date; it is mandated to report in perpetuity. Its unprecedented scope includes a mandate to examine “root causes” of the conflict, including alleged “systematic discrimination” based on race. As Chair of the Inquiry, the Council appointed Navi Pillay, who has signed petitions lobbying governments to “Sanction Apartheid Israel.”  UN Watch documented her bias in a in a legal request to Ms. Pillay that she recuse herself. She has ignored it. Another commissioner is Miloon Kothari. Last year, he gave an interview where he ranted about “the Jewish lobby” and questioned Israel's right to be a member of the UN. He was condemned by numerous countries and UN officials for antisemitism, yet he remains in his post. Not surprisingly, in their most recent press release on October 16th, the commissioners create a false moral equivalence between Israel and Hamas, refusing to treat Hamas as a terrorist organization, and refusing to affirm Israel’s right to self-defense. In a recent Al Jazeera interview, Navi Pillay effectively explained Hamas’ terrorism as inevitable, making false comparisons to Nelson Mandela. Other officials need to be examined. Last year, the Council named Francesca Albanese as its “Special Rapporteur on Palestine.” The mandate is to investigate only “Israel’s violations.” UN experts are obliged to be objective. Before she was appointed, we informed the Council that Albanese had repeatedly equated Palestinian suffering with the Nazi Holocaust, and accused Israel of war crimes, apartheid, and genocide. In a 2014 Facebook post, she wrote that America is “subjugated by the Jewish lobby.” Still, the Council appointed her. Ever since, Albanese has used her UN post to actually legitimize terrorism. Last November, she addressed a Hamas conference where she said, “you have a right to resist.” Yes, a UN human rights expert encouraged Hamas. Six days ago, she led six other so-called UN experts to accuse Israel of attempting “genocide.” This insane charge was also made a few days prior by Craig Mokhiber, the outgoing head of the UN human rights office in New York, in a manifesto that he published as an open letter to the UN, where he implied that he was quitting as an act of conscience. This supposed moral protest was covered immediately by The Guardian and Al Jazeera. What they did not report was that Craig Mokhiber actually had to leave his job now, and that he was under investigation since March, after we exposed his litany of social media posts describing Israel in terms of infinite evil. Finally, we need to address UNRWA, which in 2022 alone, received $344 million in U.S. funding. Under the slogan “Peace Starts Here,” UNRWA tells donor states that they educate Palestinians about human rights and peace, that they promote stability. Yet today we have released a new report: “Hate Starts Here — How UNRWA Teachers Indoctrinate Palestinian Children and Incite Antisemitism.” It can be found at http://unwatch.org. Our last report documented how UNRWA staff regularly call to murder Jews, and create teaching materials that glorify terrorism, encourage martyrdom, demonize Israelis and incite antisemitism. We identified 133 UNRWA educators and staff who were found to promote hate and violence on social media. Our new report examines how UNRWA staff reacted to the Hamas massacre. But in reality, Palestinian militants can be seen preparing for it in plain sight in training videos like these for years. These videos which were widely posted to social media, look nearly identical to the attacks on the 7th that killed more than 1200 Israelis. Since December of 2020, a loose coalition of Palestinian militant groups led by Hamas called the joint room, posted videos to telegram of their annual training exercises. The journal reviewed hundreds of posts and had military experts analyze them. They show participants blowing up border fences, raiding military bases, taking hostages, and traveling in convoys of white pickup trucks. These annual training sessions took place every December at outdoor locations throughout Gaza. One location is less than 2 miles away from the era's border crossing. 1 of the Israeli bases militants attacked on October 7th. Arab, Israeli, and Western media even covered the training events. By 2023, joint room militants appear to be more sophisticated in their tactics, and their annual event was moved up to mid September, a change from previous years. Still Israeli officials seem to have ignored or missed these warnings that mirror the tactics Hamas would use just a few weeks later. Perhaps the most sophisticated aspect of the October 7th attacks, was Hamas's ability to breach the Israeli border fence. It's a tactic they had been honing for years and flaunting on social media. In 2020 training footage posted to Telegram, we see members of the joint room coalition using remote devices to blow up buildings. In the following years, they practice the same skill. Now with gates and concrete barriers like those seen on October 7th. Once militants broke through the border on October 7th, they invaded a number of bases belonging to Israeli Defense Forces or the IDF. Joint room training footage shows Hamas and other Palestinian militants went to great lengths to perfect this tactic. They created mock IDF bases that featured watchtowers, domes, and gates. Exactly like those seen in the structures, militants attacked in early October. In footage from the 7th, we can see a militant thrown explosive into an IDF base along the border. We see them practice a similar maneuver in dozens of training videos since 2020. On October 7th, militants divided into teams, taking cover like this as they seized bases. It's another tactic they drilled over several years. Analysts who watch this footage say that from 2020 to 2023, training participants gradually look more coordinated, evolving into SWAT like teams that move and shoot like military infantry, much like we saw on October 7th. As the attack unfolded on 7th, militants took more than 200 Israeli civilians and IDF soldiers hostage. Here at the 2020 joint room event, participants simulate seizing an Israeli soldier from a tank. The same tactic is repeated in 2021 exercises. And by 2022, it evolves into a group hostage taking scenario. A recurring image through the events of October 7th, is the highly organized convoys of white pickup trucks that Hamas and other militants used to carry out the attacks. Acts. Since the early hours of the morning, the hospital has been flooded with dozens of dead bodies and hundreds of injured. Speaker 0: Some point, and as often happens with most of the bureaucratic structures that we humans create, this organization stopped upholding the principles outlined in its founding declaration and began to mutate, an organization that had been conceived essentially as a shield to protect the realm of men transformed into a multi tentacled Leviathan that seeks to decide not only what each nation state should do, but also how all the citizens of the world should live. This is how we went from an organization that pursued peace to an organization that imposes an ideological agenda on its members regarding a myriad of issues that pertain to human life in society. The model of the United Nations that had been successful, whose origins we can trace back to the ideas of President Wilson, who spoke of a society of peace without victory and was based on the cooperation of nation states, has been abandoned. It has been replaced by a model of supranational governance by international bureaucrats who intend to impose a certain way of life on the citizens of the world. What is being discussed this week here in New York at the Summit for the Future is nothing other than the deepening of that tragic course that this institution has adopted from a model that, in the words of the United Nations secretary himself, demands the definition of a new social contract on a global scale, doubling down on the commitments of the 2030 agenda. I want to be clear about the position of the Argentine agenda. The 2,030 agenda, although well intentioned in its goals, is nothing more than a supranational socialist government program that aims to solve the problems of modernity with solutions that undermine the sovereignty of nation states and violate the right to life, liberty, and property of individuals. It is an agenda that aims to solve poverty, inequality, and discrimination with legislation that only deepens these issues, because the history of the world shows that the only way to guarantee prosperity is by limiting the power of the monarch, ensuring equality before the law, and defending the right to life, liberty, and property of individuals. It has been precisely the adoption of this agenda which responds to privileged interests, and the abandonment of the principles outlined in the Universal Declaration of Human Rights of the United Nations that has distorted the role of this institution and set it on the wrong path. Thus, we have seen how an organization that was born to defend human rights has been one of the main drivers of the systematic violation of freedom, such as the global quarantines during the year 2020, which should be considered a crime against humanity. In this very house that claims to defend human rights, they have allowed the entry of bloody dictatorships like those of Cuba and Venezuela without the slightest reproach. In this very house that claims to defend the rights of women, it allows countries that punish their women for showing skin to enter the committee for the elimination of discrimination against women. In this very house, there has been a systematic voting against the state of Israel, which is the only country in the Middle East that defends liberal democracy while simultaneously demonstrating a total inability to respond to the scourge of terrorism. In the economic sphere, collectivist policies have been promoted that undermine economic growth, violate property rights, and hinder the natural economic process, preventing the most disadvantaged countries in the world from freely enjoying their own resources to move forward. Regulations and prohibitions driven precisely by the countries that developed by doing the same things they now condemn. A toxic relationship has also been promoted between global governance policies and international credit organizations, demanding that the most marginalized countries commit resources they do not have to programs they do not need, turning them into perpetual debtors to promote the agenda of global elites. The oversight of the World Economic Forum has also not helped where ridiculous policies with Malthusian blinders are promoted, such as zero emission policies, which primarily harm poor countries, and policies related to sexual and reproductive rights when the birth rate in Western countries is collapsing, signaling a bleak future for all. The organization has also not satisfactorily fulfilled its mission to defend the territorial sovereignty of its members, as we Argentinians know firsthand in relation to the Malvinas Islands, and we have even reached a situation where the Security Council, which is the most important body of this house, has become distorted because the veto of its permanent members has begun to be used in defense of the particular interests of some. This is where we stand today with an organization powerless to provide solutions to the real global conflicts such as the aberration and abhorrent Russian invasion of Ukraine, which has already cost the lives of more than 300,000 people, leaving over one million injured in the process. An organization that, instead of addressing these conflicts, invests time and effort in imposing on poor countries how and what they should produce, who they should associate with, what they should eat, and what they should believe, how it intends to dictate the present fact of the future. This long list of errors and contradictions has not been without consequence, as it has led to a loss of credibility for the United Nations among the citizens of the free world and has distorted its functions. That is why I want to issue a warning. We are facing an end of a cycle. Collectivism and the moral posturing of the UOC agenda have collided with reality and no longer have credible solutions to offer for the real problems of the world. In fact, they never did. If the 2030 agenda has failed, as its own promoters acknowledge, the response should be to ask ourselves it was not a poorly conceived program from the start, accept that reality, and change course. One cannot insist on persisting in error, doubling down on an agenda that has always failed. The same happens with ideas that come from the left. They design a model according to what they believe humans should do. And when individuals freely act otherwise, they have no better solution than to restrict, repress, and curtail their freedom. We in Argentina have already seen with our own eyes what lies at the end of this path of envy and passions, poverty, ignorance, anarchy, and a fatal absence of freedom. We still have time to steer away from that course. I want to be clear about something to avoid any misunderstandings. Argentina is currently undergoing a profound process of change. It has decided to embrace the ideas of freedom. Those ideas that state that all citizens are born free and equal before the law, that we have inalienable rights granted by the creator, among which are the rights to life, liberty, and property. Those principles that govern the process of change we are undertaking in Argentina are also the principles that will guide our international conduct from now on. We believe in the defense of the life of all. We believe in the defense of the property of all. We believe in freedom of expression for all. We believe in freedom of worship for all. We believe in freedom of trade for all, and we believe in limited governments for all, and as what happens in one country quickly impacts others, we believe that all peoples must live free from tyranny and oppression, whether it takes the form of political oppression, economic slavery, or religious fanaticism. That fundamental idea must not remain mere words. It must be supported by actions diplomatically, economically, and materially through the joint strength of all the countries that defend freedom. This doctrine of the new Argentina is nothing more and nothing less than the true essence of the United Nations. That is the cooperation of the United Nations in defense of freedom. If the United Nations decides to return to the principles that gave it life and readapt the role for which it was conceived, count on the unwavering support of Argentina in the fight for freedom. Know also that Argentina will not support any policy that involves the restriction of individual freedoms, trade, or the violation of the natural rights of individuals, regardless of who promotes it or how much consensus that institution has. For this reason, we want to officially express our dissent regarding the Pact of the Future signed on Sunday and invite all the nations of the free world to join us not only in dissenting this pact, but also in creating a new agenda for this noble institution, the agenda of freedom. From this day forward, know that the Republic Of Argentina will abandon the historical position of neutrality that has characterized us and will be at the forefront of the fight in defense of freedom. For as Thomas Paine said, those who wish to reap the blessings of freedom must, as men, endure the fatigue of defending it.
