I am literally beyond disgusted that this aid is being sold in the 1st place. Why is it being sold? Today, an insidious campaign to end UNWA's operation is underway, with serious implication for international peace and security. In Gaza, the government of Israel seeks to end UNWA's activities. The agency's request to deliver aid to the north are repeatedly denied. Our staff are barred from coordination meetings between Israel and humanitarian actors. Walls UNROIT premises and staff have been targeted since the beginning of the war. 178 UNROIT personnel have been killed. Mr. President, we demand an independent investigation and accountability for the blatant disregard for the protected statue of humanitarian workers, operation and facilities under international law. To do otherwise would set a dangerous precedent and compromise humanitarian world around the world.

The United Nations Relief and Works Agency, known as UNRWA, is Gaza's largest aid organization. It provides shelter, health, and education services. It also provides services to Palestinian refugees in the West Bank, including East Jerusalem, Lebanon, Syria, and Jordan. UNRWA was formed in 1949 after more than 700,000 Palestinians were expelled or fled from their homes in what Palestinians called a Nakba, the events that led to the creation of Israel. UNRWA, more than ever, is indispensable. Unruh, more than ever, is indispensable. Unruh, more than ever, is irreplaceable. Earlier this year, Israeli authorities alleged that many unwashed staff were involved in the October 7, 2023 attacks in southern Israel. But the UN investigated, and they found that only a tiny fraction of the Israeli allegations had any merit. At least 231 of its staff have been killed in Gaza since last October, but the agency continues to operate despite the risks. Its services are essential at a time when Palestinians are facing starvation with nowhere safe to go. Human Rights Watch has found that Israel has been using starvation as a weapon of war in Gaza and imposing collective punishment on its population. Both are war crimes. 90% of Gaza's population, that's 1,900,000 people, have been displaced in the past year. They lacked food, water, shelter, health care, education, and safety. Governments that are truly concerned about the people starving in Gaza should demand that Israel withdraw its bills against UNRWA and support the agency best placed to help Palestinians.
