The next few pages are a fascinating tale of his life. Byrne is the poster-child for “you were born for such a time as this”. His unique life & life experiences put him in the position of a great education, mentors that people would pay big money to get lessons from & life experiences that gave him a unique set of skills. I encourage you to read up on his life going from a humble beginnings to a very rich man based solely on hard work & good business decisions. His journey to Overstock included going to China & Thailand to study. His family took a gamble with an unknown investor at that time, Warren Buffet, & it paid off big time. An inspiring aspect of Byrne is his battle with his health. He has had over 100 surgeries. I believe this last one he just had this year was #114 or 115! It is unique in itself that he has battled cancer multiple times & won, but as you will soon see, he was fighting for our country through it all. We know that the next day, a shredding operation in the next neighboring county called Cobb County Was somebody brought them a bunch of ballots to shred, which you shouldn't be doing, and they shredded them, But the law enforcement got involved. We had everything under and law enforcement got involved, And it all ended up dumped out on the floor of a police station, and they have found £3,000 of Shredded ballots, but here's the great part. The machine, you do something like that and by the way, they're shredding. They didn't just do the strip shredding. They didn't do the confetti. They did the special military shredding, which creates little tiny spitballs. So they really wanted to get rid of it, but some things Ducked to the side of the van, some complete ballots, and a receipt from a Chinese company that shipped The ballots to the United States. So they were counterfeiting ballots in China again to be used in Georgia and I believe other other States as well. Go Utah. And this case is quite interesting. The theory, it's made it to the Supreme Court under very unusual circumstances that you really need to understand. This is a sleeper. There's stuff going on behind the scenes. Okay. The theory of this case is It doesn't get into asking the courts to decide whether the election was of 2020 was defective or it points out that it was procedurally defective and how the electoral votes were counted in the following way. When those Challenges were made. There was a legal obligation created by the 18/71 Electoral Reform Act or 18/77 something rather. But there was a legal obligation to investigate for 10 days between it and something Ted Cruz did and what he had followed. And the objection, there was a legal obligation. By all these people in congress to investigate that we might be under foreign attack and blah, blah, blah. They failed to do so. Doing so was itself Whether or not the underlying case without even having to opine on that, the Supreme Court would not need to opine that that fundamental underlying case was correct to say you had an obligation and you failed in your constitutional duty to investigate which is the demand of the law. So on that basis, Well, different versions the brothers filed different versions of this in at least 2 different federal districts and that's not a tactic unknown to the America project. On Tuesday, you're gonna be hearing about the same kind of thing from us but maybe involving a different issue, but there's a they filed in different places and through some combination of well, they filed that argument and it's been in this circuit, the 10th circuit and I what was that? The 4th, I forget. But the thing is, Now, they've been public about this. I've heard this back channel. The supreme court reached out to them in the middle of October and said, how quickly can you get this filed out with us or how can you can you quickly get something done and filed with us? And they said, well, we're stuck in the 10th circuit. The Supreme Court said, well, under rule 11, you can skip and go right to the Supreme Court if it's a national emergency. Why don't you rewrite this as a national emergency? And the guys the Supreme Court clerk called down and told them that presumably someone who was whispering in his ear. So they re and the guy asked can I have weeks and they said, no? Get it done in a week. So they got it done in a week and filed it back in. The Supreme Court took it, like, October 20th, 23rd, 23rd. They asked for the government to respond. The government had until Wednesday, November 23rd, 25th. Just the Wednesday before Thanksgiving, just 5 days ago, 4 days ago. And 5 days ago. And the government, somewhere along the way, they had appointed and everyone named in the case of the 388 members of congress who voted to accept the electoral votes without investigating which was their constitutional duty. Notwithstanding any argument about what the underlying assertion was, the fact that there was objections and those objections were ignored is in fact, Per this argument, a violation of their constitutional oath. So it's against 388 members of Congress, as well as Biden and Harris. The The Supreme Court said calls up October 20th and says, get us that case and the people of their own pro se, but they've got some Usd usual people in the background helping them. They all write they they got it in a week later on this new ground. Oh, And then, understand it's a national security emergency. The 10th circuit found out what they were doing. The 10th circuit, which have been sitting on it for months found out when they were doing it, they quickly issued something, a decision against them. So which meant it just kinda changed what they, how they oh, just got a message about this. It just means they changed the NASA's. They didn't have to use that national security. They recast it without the national security, got it in and now it gets especially weird. The Government had appointed a US attorney to represent all 388 people. That person backed out or that person dropped it from the DOJ. That the DOJ dropped it. At which point the solicitor general stepped up and said, I will be defending this. And he did not object on Wednesday. When Wednesday came, they did not file for an extension. They did not file for this or for that. They just didn't file an answer, which means supreme court can now meet on this and anytime they want, they don't even have to have a public hearing. They don't even have to have a public hearing. They could because the other side is unopposed and on the facts and law, they can actually just look at everything and Now why is this so important? There is some scuttlebutt that the last desperate act of the coup is planned Has been planned right now, it's for this lame duck session of congress. All kinds of funny things happen during lame duck sessions of congress. For example, the Federal Reserve. The Federal Reserve, as my friend Juan Savin Points out was affected in the lame duck session of congress is when they passed it in 2013. I'm living in the postal service, play these Mickey Mouse games. So we fought for 2 years. They finally finally had to turn the piece of paper over. And when they turned it over, which was October 2020, the payments they made, they had they left everything in for all of October except for the 2 or 3 days we cared about. Those dates, the information they wiped out, they whited out. Their own lawyer said you can't do this. Their own DOJ lawyer reprimanded them and sent a letter that got into our heads. Was like, you have to start following the law, telling his own client, the judge has said you got to turn it over, turn it over. They turned it over, it was whited out. We went back and they said that's right. They've answered now in writing. We are never going to tell you that information that was in those 3 lines we whited out. We're not gonna tell it. Even if we get an order from a federal judge, we are not closed out. So that's the government going rogue. That is the government going rogue. They are now giving a finger to a sitting federal judge. But guess what? The federal judge that was over this case and managing it correctly, albeit slowly in my view, but correctly, that judge got promoted, and a new judge got moved in to take the case, and that's a Obama appointee. So I guess they just think they can do this all over the country everywhere, this tap dancing until all of their totalitarian people have been moved into place and then everything becomes moot. But it doesn't work like that.

And we know this because of what WikiLeaks published right before Julian Assange was completely silenced and then later, arrested and dragged out of the Ecuadorian embassy in London, Vault 7, which revealed things like the umbridge program among other things that US intelligence and other intelligence agencies that are affiliated with this WEF partnership against cybercrime have the ability to place the fingerprints of any nation state actor they wish, including Russia, China, Iran, and really North Korea, any other group, as well, not just nation states, put their fingerprints in a hack they actually commit themselves. And this is very significant because this offers, you know, these intelligent agencies unprecedented ability to have, to conduct false flag operations in the cyber realm. And this group, specifically, has a lot of solutions aside from, you know, things with the banking system that They cannot really justify implementing unless there is some sort of large cyber attack. So what is the WEF partnership against cybercrime want? They're very open that they want a regulated Internet, and they're essentially seeking a policy that was, efforts were made to implement during the Obama administration in the US. They called it a driver since for the Internet. So, essentially, what this, public private partnership that the WEF is pushing for is for every person's access to the Internet to be tied to a digital ID, or a government issued ID, but presumably a digital ID just because of where government issued ID programs are all, going essentially around the world. And the goal of that, of course, if your ID is linked to your Internet access, intelligence agencies know exactly what media you are consuming, in terms of, you know, what you read and also what you post online. And that has been the goal for a very, very long time. People aren't necessarily going to consent to that unless, they are made to believe that anonymity and privacy online are dangerous. So, how exactly can you convince people that that needs to happen? Well, you have some sort of event where anonymous hackers, do something online that causes major disruption globally, and then the consent can be manufactured through fear and panic as as is often done, that anonymity and privacy needs to be eliminated, that we need to know exactly who is doing what online to prevent a calamity of that scale from ever happening again. And this is the exact solution that these guys have been cooking for a very long time. And the intelligence agencies involved are Israeli intelligence, British intelligence, and then the US Secret Service, FBI and Department of Justice. And you have several of the biggest banks in the country, like Bank of America, involved directly with this group, as well as major US tech companies like Microsoft and Amazon, partnered with all of this. And, this is exactly what they're seeking, and they have all the tools to allow something like this, to happen. And when you have the fact that some of these actors want a re a war where the US, for example, goes to war with Iran, among other things, and they have the ability to attribute, you know, cyber attacks of any scale to any entity at all. And, This is a big problem because when these alleged hacks take place, whether it's blamed on Russia, Iran, or China, the headline will blame these countries. But if you actually read The article itself, they don't actually have the evidence to make that case. They say, we believe it's this country, or that it's a group affiliated with this country. And their reasoning ranges from, you know, they'll say things like we have medium probability that it's, you know, they're tied to Iran. And, you know, all these, you know, phrases that show that they don't actually have evidence. And then there's an effort to manufacture consent, potentially for military action based on based on all of this stuff. So it's definitely very alarming, and people should be paying attention to it when you consider that you have the biggest banks involved, the biggest intelligence agencies, and some of the biggest tech companies in the world. And another thing that this WEF group group is is seeking, is for banks, banking regulators, and intelligence agencies to essentially fuse their operations under the guise of cybersecurity. And the more you think about that, the more insane it is. I mean, it's just an insane policy.

Which implied that it was going that there was to be in the near future what he described as something having Significantly worse consequences, for for people worldwide than COVID, that was going to be, you know, A cyber pandemic meaning a series of cyberattacks. So I think that's a sense essentially what's being, foreshadowed here. And I think, you know, we're, If we follow some other WEF warnings like we talked about, last time, it's quite possible that we'll be seeing, an escalation of, you know, what we've seen Just this past week. But what matters also and what doesn't get enough coverage, in my opinion, is, you know, how the attribution of who's allegedly responsible for these attacks. So if you look at, you know, the recent news that Alleged that some, Chinese military linked group called Volt Typhoon was, embedded in US national Infrastructure. The only sources for that cited in those reports as to why that group is deemed to be Chinese and The only group, groups allegedly finding them in these national, systems of critical importance nationally Our groups like, MAF 2, as we talked about last time, helped create the CTI league, and also the CISA agency. See, they're long time head, though I don't think he's head anymore, but he was head at the time that agency was created. Chris Security at Microsoft and Microsoft also has a lot of connections to, cyber reason a group that's been doing a lot of these tabletop Simulations, that you referred to, earlier. And then the other group besides Microsoft is called Recorded Future, And they were created with seed funding, from Google Ventures and the CIA's In Q Tel. And they rarely, if ever, provide any Direct evidence as to why a group is, you know, Chinese or Iranian or North Korean or Russian. You know, a lot of these groups, including, You know, more notorious ones that blame stuff on Russian hackers, during, like, the 2016 elections, like, you know, CrowdStrike, for example, more often than not, they don't give any actual evidence. They say we suspect or this group behaves similarly to a group That is, you know, of these various nationalities, and, we need evidence, especially since WikiLeaks release of Vault 7 that, The CIA and affiliated intelligence agencies in in Five Eyes and beyond can blame any nation state they want by placing false Fingerprints of various nation state actors in attacks, cyberattacks they actually conduct themselves. And But the importance of that, you know, when you're talking about attribution, is that, you know, who's to blame for this catastrophic cyberattack? And it's very possible to have, you know, an extreme, psyop conducted on on the American population that could push us, into, you know, World War 3, which I think, you know, the risk of that is much clearer to people now than it was even, you know, a few months ago. Speaker 0: Yeah. Colonel Douglas McGregor on our show has openly pointed out he believes that They're they may end up canceling the 2024 election. That martial law will be put in place. That there will be some sort of move to push Biden into a martial law situation, the 2024 election would be canceled in some capacity, and it will be totally controlled. And, of course, you're reporting with these tabletop exercises seems as seems to suggest that this need for martial law would come as a result of a massive cyberattack. So can you talk about these tabletop exercises and what these agencies have been planning? And I mean, it's amazing to me that they're literally planning it. They've got the paperwork. They've been running the operations. This is not a conspiracy theory. They're laying the groundwork for this. Speaker 1: Yes. So the exact scenario which, Colonel McGregor discussed on your show has been simulated for years, by, the FBI, DHS, and, various police departments, not just in the US, but also I believe they had 1 in the United Kingdom as well. I mean, the company responsible for this is based in Boston. They're called Cyber Reason. They're a cybersecurity company, with very overt ties to Israeli intelligence. And, essentially, what they conducted in this simulation was an attack on the election, but it wasn't an attack on election infrastructure. It was an attack on critical infrastructure, and also things like, hacking traffic lights to cause accidents and kill people in car accidents, Hacking self driving cars to run over people waiting in line to vote, you know, and and hacking, power grid and all sorts of things like that. So why are they conducting, you know, simulations supposedly about election security, but there was nothing about voting machines or, you know, election infrastructure at all. It was about, just murdering innocent people and destroying critical infrastructure or, you know, jamming it, essentially. And then, you know, Not that long after, the head of DHS, Alexander Majorcas, said that this exact type of hacks, which he referred to as Killware, is going to be the next big cyber attack, which, of course, is deeply unsettling. And even more unsettling is that Cyber Reason, the head of Cyber Reason, Lior Dibb, says that his work at Cyber Reason is a direct continuation of his, service to, Israel's signal intelligence agency, unit 82100. And while there, Leor Div specialized in offensive cyberattacks Targeting other nations, not unlike Ohad Zdenberg of the CTI League. And it's important to find that the head of the the WEF partnership against Cybercrime that's leading this push for regulated Internet due to an, per you know, a coming cyberattack on critical infrastructure and the financial system is an Israeli intelligence operative named Tal Goldstein that, essentially created the model by which, The companies that Ohad Zdenberg and also Leor Div Cyber Reason, follow essentially, you know, basically, the policy Goldstein created back in 2012, while Netanyahu was prime minister back then and, of course, still is now, is that Israeli cybersecurity operation or, you know, cyber operations that were previously conducted by Mossad or other Israeli intelligence agencies that used to be done in house are now going to be done through private companies. And that same year, for example, 2012 is when cyber reason was created by Lior Div, who says that his cyber reason is a direct continuation of his work at Unit 82100, which was offensive attacks on other nations. So just really crazy when you again consider what we talked about last time, That Israeli intelligence has a deliberate policy of getting the US to preemptively, or at least attack Iran, 1st, when they want to, bring in a regional war into the fore. So Speaker 0: probably incredibly troubling. We think about when we know that they can place digital footprints, digital fingerprints on anything. And they can claim that, oh, it's Iran. Yep. You know, the reason all of your banks are down, You can't get access to your monies because, you know, Iran just launched this massive cyberattack, and we're telling you we're telling you that that's the case because Israeli intelligence is telling us, How can we believe them at all? And then what are we to do? Launch some massive military strike against Iran? They're driving us away or towards digital and away from cash. You already see what the European Central Bank is doing to limit your ability to use cash. You will be considered a terrorist on the gray market if you use more than I think it's, what, €1,000 for a transaction, that comes right out of the mouth of Christine Lagarde. That's policy now. So I think you're you're starting to see the the scarcity of cash and then, of course, the concerns about getting access to your digital banks, very, very troubling if they can if they can manipulate all of that with the flip of a switch. Speaker 1: Yeah. I mean, it's definitely Very disturbing. And the only way to get people to agree to give away all of those freedoms is to have them scared and panicked about something. And, again, like we talked about last time, I think, the extreme involvement of banks and a lot of these simulations, whether it's Cyber Polygon Or, you know, other things that are similar that went on through this WEF partnership against cybercrime or or the Carnegie endowments, equivalent program. You know? It's very, they know that things are going to get bad in the financial system, and they don't wanna be to blame this time, at least publicly, but they were in 2008. So what better way, to not only absolve yourself of blame and be able to blame some faceless hacker, but also Push for the predetermined solution that you want to impose on people, than having this this cyberattack Where we have to have a completely regulated Internet and have to be able to tie people's digital IDs to everything they do online and then, you know, of course, To their money as well, because it's not just a push for ending online anonymity. It's a completely related push to ending financial anonymity as well. And we're seeing this also with major efforts of the DOJ, a member of the WEF Partnership Against Cybercrime, to go after all of these Crypto exchanges to surveil people's transactions there more than ever before. I mean, if you look at what happened with the recent settlement with with Binance. Now the US government can surveil transactions, to an extreme degree compared to how it was before. And I think that's likely to to keep progressing as some of these new policies promoted, that are being sought by the US treasury, for example, get approved. There's not just a I mean, there's a a coming push to push all of our money into the digital realm, and it's happening alongside an unprecedented push to surveil that Digital money. So people need to be very aware that there's a lot of Orwellian solutions that are gonna be pushed in the wake of this, apparently coming cyber attack Aside from the war angle, and it's a it's it's a very deeply unsettling situation. But to go Back to these simulations for a second. I've I mentioned the things that they, talked about doing, but I I did forget to say that what they what they concluded, was that there was going to be the election canceled and and martial law declared, like, you know, Essentially, what they were doing in that seminar, they asked me finding the precise things that needed to happen in order to trigger that response. Speaker 0: So what are the precise why Speaker 1: is the from the FBI studying that with this company tied to Israeli intelligence, which, by the way, Is heavily partnered with Lockheed Martin and has access to a lot of US military systems directly Unbelievable. Speaker 0: So so let's be precise then. What specifically, as a part of the cyber reason tabletop exercises, did the FBI and the intelligence community put together that said these certain items need to happen in order for martial law to take place, President Biden to become, Do you know dictator, basically, cancel an election? What precise things would have to happen in these tabletop exercises through this cyberattack? Speaker 1: Well, these simulations happened in, during the Trump administration, back around the time of the 2020 election. And, essentially, it was a team composed of employees from cyber reason, almost all of which were veterans of this particular intelligence service. And the people that were trying to defend against these cyberattacks in the simulation were DHS and the FBI. So, essentially, you had cyber reason employees gauging the reaction in order to obtain this particular outcome. But, again, you have, Alexander Mayorkas After the simulation takes place saying that same exact type of attack, these killware attacks are going to be the next big thing. And, you know, so Speaker 0: I tried to transition. But what would trigger, you know, what what what would trigger something that would rise to the level of law. I mean, you know, it happened at the tail end of the Trump administration, so now it's under the Biden administration. And then we're heading into the 2024 election. Is it, You know, electric electric grid collapses, you know, banking system collapses or is blocked, and that's that was what would trigger it. What would trigger it? Speaker 1: So in these particular simulations, it didn't even go that far. It was much small. It was things like, again, the hacking of, Self of traffic lights and a lot of emphasis on social media and misinformation. Jen. Speaker 0: So it's that small. It's just traffic lights and misinformation. Speaker 1: Causing panic and fear and people being run over by self driving cars, Which, by the way, Vice did an investigation where they interviewed people from unit 82100 several years ago about how simple it is To hack not just self driving cars, but anyone's car. Speaker 0: Well, I was a part of a big investigation. We went out to Pittsburgh, and I sat with, The hackers who managed to hack into these cars and I drove one of these vehicles. And I was driving it total had total control myself. And then they remotely took control of the car and ran me right into a ditch for this to show us that they could take take total control of the car. And we had it all on camera, and we filmed the whole thing, and I couldn't believe it. I couldn't control the wheel. I couldn't do anything. They ran me right off the road. And I almost I mean, it was for it was for a segment. We were filming it in order to understand how this technology worked. They almost ran me right into a tree, by the way, and they later apologized for it. But I was we're we were speeding. We're going pretty fast And it ran me right off into almost into a tree in a ditch. So, yeah, they can they can do this if they want. And this was 8 years ago. Imagine how sophisticated the technology is now. Speaker 1: Mhmm. Yeah. Yeah. Again, it's definitely disturbing Stuff I wish more people, would be paying attention to this, particularly the attribution side and how extensively this has been gamed out by our national security agencies. Think tanks take the national security, and a lot of these contractors either tied to US or Israeli intelligence. And in talking about all this stuff, I'm certainly not trying at all, to pick on Israel. But what I do wanna emphasize is that a lot of conservatives specifically have a blind spot here. Israel, just like the US, has a deep state, and it has for a very, very long time. And if you go back to events like Iran Contra and every sort of CIA scandal, essentially, from then on, is is the Israeli and American deep states collaborate very, very frequently On all sorts of things. And I think that's likely what we're seeing, here as well in terms of this buildup. And it's, again, in the unsettling. And I do wanna make clear too that both the American deep state and the Israeli deep state have no problems killing their own people To get what they want and advance their ultimate goal of more power and control and money for themselves. Speaker 0: Yeah. I think you're absolutely right about that. We've seen that. Well, they will kill presidents of the United States. We we know that they've done that as well, JFK. I'll get you out of here on this, Whitney, which is this week, we saw this massive cyberattack, if you wanna call it that. Where do you think the fingerprints Their lie with this cyber attack this week is you're is you're studying how this thing was unfolding this week and listening to the media's response to it. We were told China. Speaker 1: Are you referring to the one that was blamed on China or the Yeah. The one on Rumble that you also mentioned? Okay. Speaker 0: So as far as I read about the Yeah. I think it was connected because it was the same day. Rumble was attacked. Netflix was down. Banks were being hit, dude, allegedly. But, yeah, we were hearing immediately, it's China. Speaker 1: Yeah. So, you know, again, there was I only really read, the articles, I believe, that were put up by the Washington Post that got a lot of circulation on those attacks. I didn't, unfortunately, didn't have time to dig too deeply into all of the reporting on it. But in those particular articles, it didn't talk about so much what the alleged attacks were were, more that it was a lot of probing Or that they were embedded in national infrastructure seen there, this particular group, which, again, they referred to as Volt Typhoon. And the article itself was mostly people from think tanks or former, you know, national security Talking about Chinese hackers, and there was really very little substance as far as to what the actual attacks or probing, were And, how they know that Volt typhoon is affiliated with China and, essentially, nothing on why they believe it's affiliated with China. And, again, what was said about what they were actually doing came from this group, Recorded Future, which was created with CIA money. And then, this other, you know, and then Microsoft, which again is deeply embedded with the CTI League cyber reason, all other sorts some stuff. And, you know, obviously, through its affiliation with people like Bill Gates is definitely a big part of the, push for, you know, Globalism more broadly and, you know, all there's all other sorts of things. And it's important to keep in mind that Microsoft is a major contractor, for the US national security state And also for, the Israeli national security state. And now Ukraine. And want to have their software put on all voting machines. It's called ElectionGuard. I wrote about That software back for, Ferment Press News a few years ago. And, it's directly affiliated with NewsGuard, the censorship engine that's been under fire and, I think, recently sued by, some big names as of late. So Yeah. Speaker 0: It's the largest distributed denial of service attack ever against a civilian agency. Speaker 1: Centers for Medicare and Medicaid Services, the National Institutes of Health, which researches vaccines and pandemics, Food and Drug Administration. Right? I mean, this is the backbone of the US health care, system. Speaker 0: The entire time this is happening, we're trying to communicate and prepare for full on telework. We know coronavirus is about to hit the United States. When we started to have the discussion that we may have to shut it down, I felt that it was a nation state effort against our network. Speaker 2: Any attack against the health care system is a big deal. The fact that we may not know what they were really looking for and how they were looking to extract that data is critical. Speaker 3: This was a huge cyber attack in the panicked early days of the COVID 19 pandemic, targeting a $1,800,000,000,000 government agency. The truth of it has never been reported. Speaker 1: This is the Department of Health and Human Services, and on March 16, 2020, they were going to full remote work. This was going to be the beginning of work from home for the entire federal US government. Speaker 3: HHS is a huge government agency, and it has a budget about the same size as the entire Russian economy. Back in March 2020, it had assumed a particular significance because this had just happened. Speaker 4: We expect to see the number of cases, the number of deaths, and the number of affected countries climbed. COVID 19 can be characterized as a pandemic. Speaker 0: My name is Jose Arrieta. I was the chief information officer, chief data officer of the Department of Health and Human Services during the coronavirus pandemic. So 15 March 2020 was an interesting day. I had a friend stop by, around noon, and he actually brought over a really good bottle of scotch and he said, you gotta sip this. And my phone rang. The first words that we heard is, Jose, we have a serious issue. Speaker 3: The fact that everybody was about to start working from home was significant. Speaker 1: When the federal government went to work from home, network operators had to adjust all their firewall and security settings to allow 100 of thousands of new unknown connections into their network, so they had to scale down their security all at the same time. Speaker 3: And that's when the attacks dropped, when the network is at its most exposed. Speaker 0: They had slowly been increasing scanning activity at HHS. So if you go from 300,000,000 to 400,000,000, that's not a massive change. But once we went over a 1000000000, that was kind of a threshold. We took notice to that. Speaker 1: Which appeared to be an attempt to overwhelm the network and cause it to stop working at this critical juncture where the federal government was moving to work from home. That's what it initially looked like. Speaker 0: It became alarming when we eclipsed over 6,000,000,000 scans. And if you think of health and human services as a house, what scanning activity is is someone looking in the doors and windows of the house. So imagine if you had a house with 200 doors and windows and 15,000 times a second, somebody was trying to enter those doors and windows. It would make it very hard for someone inside the house to leave, and that's what was happening to the HHS It was making it very hard for us to communicate via email, making it very hard for us to collect data, throughout the United States. We had tested the system, we had made investments to prepare for this moment, and all of a sudden, all of the additional capabilities that we put in place so that they could easily work from home, all that additional bandwidth is now being consumed. We were extremely confused as to what was actually happening. Speaker 3: Arrieta and his team initially thought it was what is known as a distributed denial of service or DDoS attack. Speaker 2: A denial service attack means that I, as a computer or a sensor or even your home baby monitor, is able to go and just push information out in order to disrupt the operations inside another environment. A distributed denial attack is escalating it from 1 sensor or one computer to multiple. 100, thousands, hundreds of thousands of computers. Speaker 0: So now we start to get really concerned, and and the question is, how do we deal with it? Right? We know coronavirus is about to hit the United States and our ability to have command and control capabilities, communicate with federal, state, local community partners is imperative to our ability to respond, distribute therapeutics, predict hotspot across the United States so that we can do testing, so that we can bring a vaccine online. And we need a network to actually do that. Speaker 3: So the team set about trying to counter the attack, rerouting traffic and increasing network capacity. Speaker 0: We started to actually move the internet traffic across the HHS network and something very abnormal happened. The actor, the adversary actually started following us as we moved the internet traffic. Speaker 3: No matter what they did, the attacker adapted, but it never took the network down entirely. It always stopped just short of the full capacity. That's what made Arrieta rethink. What if this wasn't just a DDoS attack? What if it was something else entirely? Speaker 1: They were trying to figure out what is your limit? What is your pressure point beyond which you will break? Speaker 0: Let's be honest. For their ability to scale to that amount of bandwidth usage in that period of time, if they wanted to take us down, I I strongly believe that they could have, but they Speaker 1: And that got them questioning. Then if this isn't an attempt to take down the network, what is it about? And what they landed on was, this was a scanning operation. This was an attempt, a successful attempt to map the entirety of the health and human how do we get into the network? What is on the network? What are our potential points of entry? And that's the value of a map. Speaker 0: I remember speaking to the leadership of HHS, and the instruction was very clear. The HHS network will not go down. Speaker 5: So in the previous 24 hours, we saw a great deal of enhanced activity with relation to the HHS, HHS computer systems and website. Fortunately, we have extremely strong barriers. We had no penetration into our networks. The source of this enhanced activity remains under investigation. Speaker 0: And we came to a point where there was nothing else we could do to keep it up. That basically said, look, I think we're gonna have to take the network offline. We're gonna have to literally take the system completely offline. Let's do it in the evening when most people won't notice, and it has to come back. It like it has to come back within 10 minutes. You know imagine all of this compute power from a 1000000 computers around the world are taking all this data and they're pushing it at this target, which is the HHS network, And then the network is taken offline. And now all of those computers are receiving error messages back saying, hey. We couldn't find the location that you sent us to. And it overwhelms those computers just like we were being overwhelmed. I I call it a weapon, but it breaks the weapon essentially. The network was down for 10 to 15 minutes and then we brought it back online. And all of that traffic, all that pressure that we were experiencing was gone. It didn't exist. And we were able to function at a normal level. I believe that the only 2 countries in the world that could probably launch something at that scale with that level of planning and coordination are Russia or China. Speaker 1: Now the reason an adversary would want a map of a network like HHS's is to target future attacks. There are 3 main things that you could do with a map of the HHS network. The first is you would learn where its computers are and what those computers are doing and what they're connected to. The second thing you could then do is identify vulnerabilities and install backdoors which would allow the hackers to come in and out undetected as they please. And the 3rd most important thing is once you've enabled those capabilities, they could potentially have learned what's in the network. Most crucially at that point, what does the US know about the coronavirus and what does the US know about a potential vaccine? At that time, that would have been the most important intelligence that any intelligence agency in the Speaker 5: world was looking for. Speaker 0: This was like a nuclear weapon in the sense that a distributed denial of service attack that at the scale that we appeared to be experiencing would have ended our ability to function and operate. But I don't think that was the purpose. I think it was a head fake so that an another action could be taken. Speaker 2: The question is, what results were those bad actors trying to achieve? When you look inside, a patient care system, you see all of these lights blinking and noises going and information flowing. Once you break those connections, you start endangering patient health care. And the idea that I like my health care records to be kept private. Ransomware and intrusion of data extraction compromises patient integrity. Speaker 0: I think it's important that we have this discussion because I think the population of the United States needs to understand that we are actively engaged with adversaries that want to fundamentally change our way of life. And we need to continually support and invest in, securing our healthcare system. Speaker 3: We still don't quite know what exactly the attack achieved, but the fact that they revealed they had this capability was in and of itself massively significant.

Speaker 0: Pandemic has shaken our economies and societies to the core and shown us how vulnerable we are to biological threats. In the digital world, similar risks are being overlooked right now. A cyber attack with COVID like characteristics would spread faster and further than any biological virus. Its reproductive rate would be around 10 times greater than what we've experienced with the coronavirus. To give you an idea, one of the fastest worms in history, the 2003 Slammer Sapphire worm, doubled in size approximately every 8.5 seconds, infecting over 75,000 devices in 10 minutes and almost 11,000,000 devices in 24 hours. Fortunately, at least until now, cyberattacks have not impacted our health the way pandemics have, but the economic damages, and therefore, the impact they have had on our daily lives have been equal and sometimes even greater. You see, the only way to stop the exponential propagation of a COVID like cyber threat is to fully disconnect the millions of vulnerable devices from one another and from the Internet. All of this in a matter of days. A single day without the Internet would cost our economies more than 50,000,000,000 US dollars, and that's before considering the economic and societal damages should these devices be linked to essential services such as transport or health care. As the digital realm increasingly merges with our physical world, the ripple effects of cyberattacks on our safety just keep on expanding at a faster pace than what we're preparing for. COVID 19 was known as an anticipated risk, so is the digital equivalent. Let's be better prepared for that one. The time is now.
