But now the United States has basically taken over Ukraine and it's fighting a proxy war in Ukraine that we never voted for. We are funding their government, we are paying for their small businesses, we are paying their farmers, we are handing military equipment and weapons over to Ukraine, and paying for their war. According to the Congressional Research Service, in 2022, the United States provided $113,000,000,000 in total assistance to Ukraine. Every single year the United States spends 1,000,000,000 of dollars on foreign aid, much more than any other country. Ukraine has now taken the top spot. The $50,000,000,000 state and foreign operations bill includes an unspecified funding amount for Ukraine. Section 7046(b2) would make funds available for Ukraine to support the ability of the government of Ukraine to Defend their sovereignty and withstand the impacts of Russia's invasion, combat corruption, and promote transparency and democracy. This is nothing more than a blank check for Ukraine that Joe Biden's State Department will get to write. And even more dangerously, they get to waive oversight claiming national security. All this will do is fuel another never ending war and pushed the United States even closer to the brink of nuclear holocaust. After Korea, Vietnam, Iraq, Afghanistan wars, Haven't we had enough of taxpayer funded state and foreign operations? They tell us we have to fight them over there, So we don't have to fight them over here. But paying for wars in foreign countries will eventually have consequences on our country. And we will bring the war to America, and we will end up fighting them here when countries have had enough of the United States. After a year and a half of being engaged in this conflict, the American people no longer support the additional assistance to Ukraine. My amendment will help stop this brutal war and help push for peace in Ukraine, which should be our ultimate goal. It needs to be recognized that we represent the American people. And the polling shows very clearly the American people do not support continuing to fund A war in a foreign country when our own country is being has been having a war waged on us by the Mexican cartels. 55% of Americans say the U. S. Congress should not authorize additional funding to Ukraine. 51% say the U. S. Has already done enough to help Ukraine. Americans demand Their hard earned tax dollars be used to secure our own southern border and stop the Mexican cartels war on America It's killing 300 Americans every single day. That's human trafficking, sex trafficking. You want to talk about women and children? We should care about the women and children They're being trafficked at our own southern border. Not pay to defend another foreign country, and worry about another country who, by the way, is not the 51st state. Thousands and thousands every single day, smuggling deadly Fentanyl across our border, many other drugs, and killing 300 Americans every single day than they ever support a single penny of their hard earned dollars to go fight a war in Ukraine. Our veterans are fed up, and there's 22,000,000 of them in this country. They want our our border defended. The Secretary of State plays a central role in the initiation and coordination of these drawdowns, and they put Ukraine first. Since August 2021, the secretary has exercised authority delegated by the president to direct 44 drawdowns of defense articles and services from the United States Department of Defense to Ukraine, which by the way is not the 51st state. As our southern border is being invaded every day. Joe Biden and Antony Blinken are shipping all of our weapons and equipment to Ukraine. Nearly a week ago, President Biden announced that the Department of Defense is sending an additional security assistance package valued up to 325,000,000 more American hard earned tax dollars, which would include AIM 9 m missiles for air defense, additional ammunition for high mobility artillery, rocket systems, Avenger air defense systems, 50 caliber machine guns to counter unmanned aerial systems, 155 millimeter artillery rounds, 105 millimeter artillery rounds, 2 blanche optically tracked wire guided missiles, Javelin and AT dash 4 anti armor systems, over 3,000,000 rounds of small arms ammunition, 59 light tactical vehicles, demolitions, munitions for obstacle clearing, and spare parts maintenance and other field equipment. By the way, that also goes with our money paying farmers in Ukraine while our farmers are going broke, paying small businesses in Ukraine while our small businesses are going out of business under Biden's ridiculous inflation. This is America last across the board. This security assistance package will utilize assistance previously authorized under presidential drawdown authority for Ukraine. This is utterly disgraceful. This administration will continue to deplete our military readiness and strength in favor of fueling another forever war in Ukraine that the American people no longer support. While our own country is weakened and destabilize by the invasion the daily invasion of our border at the southern border and the northern border. And while we go even further in debt, fighting Russia in Ukraine, not even defending our own border. China is getting stronger. They are beating us economically, they are growing their military, growing their equipment, and they're not wasting it in some other countries, defending their border. They're saving it up to fight us. I am sick and tired of hearing we have to fight Ukraine in order to stop China from invading Taiwan. Speaker 1: Well, sure. And just Just on the very specific point of we were the 1st to identify the 3 people that contracted the coronavirus in China. And then I think it was 1 week after that or a few days after that, the ODNI report came out and it did not reveal this information. And we had multiple sources, The Wall Street Journal. We have no idea if The Wall Street Journal sources were the same. But, I think we're clearly seeing a lot of abuses of power occurring in multiple executive agencies. So we've seen it with the FBI. One of the things that we noted yesterday was that we saw perverse incentives in the FBI to go after so called domestic violent extremism, Pulling an agent off of things like child exploitation onto really hyping a set of cases that particularly appeared to be aimed at spreading disinformation around the idea that there is a significant increase of domestic extremism when we don't think that the evidence shows that. And now we see this report, that came out that suggests that there's an FBI whistleblower who says that 6 of the 7 analysts had said it was a laboratory origin and that they had reversed their position in some exchange for some sort of a salary bonus or some sort of a financial incentive. So, and we've been, you know, so we keep documenting it. We just keep finding agencies and agencies, DHS involved in trying to create a disinformation governance board, I keep, you know, the censorship industrial complex, we just keep finding new parts of it. So in the research for this Testimony, we discovered this deep trust alliance that had, you know, what appears to be ties to the security and intelligence agencies of the United States government Appears to be trying to set itself up, although it's now kind of ghosted after 2021, but appeared to try to set itself up to decide what is Reality and what are fakes for people. And I think it should have a chilling effect, and that that's not how we do free speech in America. We don't have government agencies. We don't have, cutouts or front groups that appear to have support from those agencies Telling the American people what's true, what's false, or telling social media companies behind the scenes what they should be censoring. And just to Speaker 0: that last point, we now know, Thanks to the case Missouri versus Biden that that's exactly what this administration from the White House to the FBI to the State Department to the CDC, to CISA, have all been meeting with the social media companies for years now, giving them direct commands about what to censor and take down naming specific accounts and specific speech they want suppressed threatening the social media platforms if they don't do it. And remarkably, and I'm quoting the court here, the 5th Circuit Court of Appeals, and there's Huge evidentiary record. Everybody go don't take my word for it. Go read the record. It's all on the record from the district court. What the 5th Circuit said is remarkably, the social media platforms all complied. All of them. They all agreed to be tools of the United States government and to censor what they were ordered to censor, to suppress the speech they were ordered To suppress. You're a journalist. Tell us about the threat to the First Amendment. And by the way, just for the record, I think it's important to establish. The Federal Court of Appeals said directly In no uncertain terms, this was a clear violation of the United States constitution. The first amendment does not allow the federal government to use private companies to censor what they wouldn't be able to do it themselves. And that's exactly what this administration has done. Tell us as a journalist the threat to Free speech to freedom of the press from this kind of collusion between a very powerful government trying to hijack every media company you can get its hands on. Sure. I mean, Speaker 1: if you just start on the issue of the COVID vaccine, for example, public interest advocates spent a very long time Trying to get the pharmacy requiring the pharmaceutical companies to list the side effects of their drugs in their advertisements. Here we saw a situation where People were sharing information about the side effects of the vaccine on Facebook and other social media platforms And the White House demanding that it be taken down, Facebook complying acknowledging that it was often true information. We also saw that Facebook's own internal research showed that actually it increases vaccine hesitancy when you censor, those stories that people are if they wanna be comfortable with a new drug, they need to be able to talk it out a bit. So Facebook told the White House that actually would backfire. The White House insisted Facebook caved in because according to the Facebook executive, Nick Clegg, he said, well, we've got this other Business that we need to do with the White House, which is the data flows, meaning we need to we need the White House to help us negotiate with the Europeans to bring our data back to the United States. So I think the 5th Circuit Court did a great job in identifying the clearly coercive measures, but I don't think it went far enough to because the First Amendment, it prevents the government from abridging or infringing on free speech, offering an incentive to social media platforms such as helping them with their dispute with Europe In exchange for censoring often true content, though, of course, the First Amendment also protects false content, I think it's a very chilling effect. I think it's very disturbing. Anybody that cares about holding powerful entities to account Should be disturbed by what we saw take place on Facebook, on Twitter. And I think that I think we just have to remind ourselves and what disturbs me when I hear sort of the conversation on AI coming into it sort of with a beginner mind, I hear a lot of talk about how to protect the public from harm. We have to protect the public from harm. What people are saying is that we need to censor speech, Censor certain voices, censor disfavored voices because of this idea that it will cause real world harm. This is a well documented phenomenon that Psychologists have measured where over decades, people have just grossly expanded their definition of things that cause harm. And I think that we need to kind of, this should be a moment for a reset that free speech is almost absolute in the United States with a Few exceptions around immediate incitement to violence, around fraud, around child exploitation, but we allow very Open conversation in the United States is what makes this so special. What does the pandemic period tell us about power? And in the event that you became president, how would you address what's happened in the last couple of years? Speaker 1: Well, I I, you know, I I wrote a book about how the pandemic was misused And that it was not, you know, the the the public health response was not a, was not about Public health, it was about it was a militarized and monetized response. It was a pretense for climbing down totalitarian controls. And the weird thing about the pandemic, was this constant, involvement by the the CIA, by the and actually, the intelligence agencies and by the military When Operation Warp Speed made its presentation to FDA, to the committee, they call it VRBPAC committee at FDA. VRBPAC asked for the organizational charts, which were classified up to that time. And when, warp They turned over the organizational charts. The they they shocked everybody because the top organization that had managed Warp Speed was not HHS, which is a public health agency. It wasn't CDC or NIH or FDA. It was the NSA, a spy agency. That was the top, god. That was the top, agency, the lead agency on operation Warp Speed and the pandemic Was the NSA, and the 2nd agency was the Pentagon. And when you start looking at, you know, as it turns out that, You know, the vaccines were developed not by Moderna and Pfizer. They were developed by NIH. They're they're owned. None of that happened. We had an incredible opportunity for managing pandemic in a way that was, you know, Intelligent and sensitive and, and, you know, devastating to the disease. But we didn't do any of those things. It was all about How you use the pandemic to clamp down censorship? How do you use it to, you know, do force lockdowns, which Either way, the lockdowns, every pandemic preparedness document that had been adopted by the major public health Whether it was CDC, WHO, European Outdoor Agency, National Health Services in Britain, All of them said you don't do lockdowns. And so all things they were doing were that they were drilling were about clamping down totalitarian controls. And if you look at that event, two zero one, which is still on YouTube, you can still look it up and go to the 4th seminar that day that were, It's broken into 4 parts. And remember, the people who are here, who are they? Abel Haines, the CIA, now, and, DNI Director of national intelligence, who was the CIA deputy director, former, Bill Gates, you know, a lot of Tony Fauci's people, the, that pharmaceutical industries, the big media, Bloomberg, etcetera, all the social media companies. And then somebody odd, who's George Gayo, who's the director of the Chinese CDC. So this is in October Of 2019. Nobody knows about coronavirus there, and yet they're drilling a coronavirus a world global coronavirus epidemic. Nobody's gonna ever hear the word coronavirus. The Chinese first acknowledged it on January 1st or 3 months later. We now know coronavirus was already circulating in Wuhan, and the Chinese knew about it at least by September 19th, so that's a month before that pandemic simulation. George Gao is the Chinese head of the CDC and the the Chinese expert on coronavirus. So clearly, he must have known Coronavirus was circulating on September 19th, a month before that simulation. The Chinese military kicked down the door of Wuhan lab, Went in and took all of the genomic sequences off in the public facing websites and, and started destroying the, you know, all the links between the lab and the virus, and put a military general away in charge of the lab. Oh, they clearly knew that it'd come from the lab and that that it was already circulating. And it circulated out, you know, we we know down the subway line, the subway line that leads to the airport from the lab to the airport. So they knew it up in October, And they had this simulation in New York, and people there, some of those people must have known it was already circulating. And what are they talking about? The 4th simulation that day, and you can go up on YouTube right now and look this up. They talk about how do we, how do we stop people from saying that this came from a lab leak? And the people who are leading that discussion are the CIA director, Ava Haines, deputy director and George Gail from, Chinese CDC and Avril Haines says, no, essentially she's saying George Gail is saying, we got a census of the social media. We gotta stop them from saying it's a lab leak. Anybody who says that needs to be deplatformed. This is, this is, you know, This is 6 months before all this started happening. And then, April Haines says, not only do we have to censor, but we need to Flood the zone with authoritative voices who say who dismissed the idea that this was a lab leak. Well, they were you know, there's even they're incredible soothsayers Or they, you know, or there's something weird going on with this that they were doing it. And that is in the first one. They were doing this again and again. They did it 6 months earlier, the same thing, Another coronavirus epidemic. And they, and I detail all of these in my book, and every one of them the CIA wrote the script for. Now when, when Biden gets in there or when, you know, at the beginning of the pandemic, Mike Pompeo, who's the secretary of state, Is it says, oh, you know, this looks like may have come from Wuhan. We should check this out. Oh, he has 4 different branches of the State Department to do an investigation, a massive investigation about whether it's come from Wuhan. If you read Catherine Even's article on Vanity Fair, she does an amazing job at this, and she shows that intelligence officers came into one of those meetings later on this spring and said, we're shutting This whole thing down because the US government, which means Fauci, but also the CIA, was funding all of that research of that lab? So Fauci was funding, Fauci funded about $26,000,000. The CIA was the biggest funder through USA ID about 64,000,000. And then the Pentagon was the 2nd biggest. So the whole, it wasn't just Fauci, it was the whole US intelligence military apparatus that was basically handing over Cutting edge military technology, bioweapons technology, these Chinese scientists who were messing with It's really a strange thing. And then so then they you know, the intelligence officer shutting down the investigation, which which catch Catherine Heben documents. And then but then Republicans in congress, when Biden comes in, say, hey. You gotta investigate this. Gotta figure out because there's mounting evidence that it can't from the will unlab. So he says, okay. I'm gonna do it. He says, I'm gonna get all 22, US intelligence agencies to get together and and figure this out. And he said, and come back in the end 90 days. Who does he put in charge of it? April Hayes. So she's, you know, then she becomes comes with a thing that says, well, nobody knows, we'll never know. You know, she comes with this report 90 in August of 2021. Nobody knows. We're never gonna be able to find out. The intelligence agencies say that We can't figure it out. And, so it doesn't, you know, it doesn't have good optics at the same person. And, you know, and she continues to be the primary, advisor to president Biden on these, on, you know, on, on coronavirus. I'm just finishing now this book on, the Wuhan lab. And I, you know, I had to kinda put together this history, which was fascinating because, You know, why was the CIA so involved with gain of function and so obsessed with it? And I went back and and kinda trace this history, which is The CIA was created in 1947. And the 1st task that it was given was Operation Paperclip, Which had already been ongoing. The Joint Chiefs were already bringing it over, but that was bringing over all the Nazi weapon scientists, many of them Who were destined for the gallows in Nuremberg and they, and the CIA created these rap lines to smuggle them out from under the nose of Nuremberg prosecutors and bring them over to Fort Detrick and to other, these, you know, weapons labs. A lot of them are nuke scientists, but a lot of them were Bioweapon side of this has. Hitler and, at, or, during had a, a huge bioweapons program I mean, they'd done a lot of work on it. They had a lot of cutting edge stuff. At the same time, the biggest bioweapons program was in Japan, And it was, managed by a scientist called Shiro Ishii, who is just this diabolical Mendeley like scientist Who was doing human experiments that were, you know, as bad as anything that the Nazis did, but he then was, brought into under the US wing and protected from the Russians who wanted to hang him. And they brought all those scientists over that, You know, not it was it was called Japanese paperclip. So on that program, they brought all the Japanese scientists. And those Scientists who initiated the US bioweapons program at its birth, not only imprinted it with a lot of their, you know, cell cultures, etcetera, but also with a lot of their, I would say, ethical elasticity or ethical lacunae. So there, and that continues to, you know, to sort of infect the entire bioweapons program. Now, We put huge amounts of money into bioweapons. In 1969, we had nuclear equivalents. They were bragging that they could kill everybody, basically, everybody in the world for 29¢ a a person, 29¢ a death. This is what they were, you know, this is what they were going for. That's success. They do the opposite of science. They were, you know, scientists are about the opposite of medicine. Medicine tries to save people's lives all of these, you know, microbes, etcetera. And they were trying to enhance the microbes and make them antibiotic resistance, to make them spread faster, to make them deadlier, etcetera. 1969 nits and goes in there and shuts down the whole program and everybody's shocked. And those guys were very angry. And now here's what happens. And they live, they're living in the basements, the Pentagon, and they're trying to bring this back. The CIA is secretly doing bioweapons. They, they, they leave Fort Detrick It's all their cultures illegally, and they store them in these warehouses in New York. And they and they're trying constantly through the neocons Who become their allies to, revive the bioweapons program. Then 9/11 happens. And 911, the neocons ring off of the shelf the Patriot Act, which basically is the beginning of the surveillance state in our country. Nobody reads it. The only Congressman to read it was my campaign manager, Dennis Kucinich. And he was in Congress at that time, and he told me Not 1 copy was available to any congressmen. The 350 act that suddenly appeared the day after 9/11 And that dismantles basically the United States Constitution. Interestingly, that act, which nobody read, Had a provision in it that revokes effectively the Geneva Convention and the Nixon's bioweapons charter. Oh, all of the you know, so it basically relaunched the bioweapons, arms race. There were 2 guys who were blocking it, Patrick Leahy and Tom Dashel. A week later, they're stopping it. They're not gonna let it pass. A week later, they get envelopes filled with anthrax in their offices? Congress is shut down. They're shut up. And while Congress is shut down, the Patriot Act gets passed. And the Patriot Act relaunched the arms race of military begins. And by the way, that anthrax, which was also used as the Excuse for going into Iraq and invading Iraq because Saddam Hussein did it, you know, we were told. It turns out After a 2 year investigation, the FBI came back and said that anthrax was aims anthrax, highly sophisticated. There's only 1 place in the world that could've come from Fort Detrick, which is the CIA Pentagon lab. So at that point, the Pentagon began, began pumping a lot of money into bioweapons, about 2,000,000,000 a year, but they don't wanna do it because they don't know what the Patriot Act is actually, you know, legal, because the Patriot Act, what it says is we're not revoking the Geneva Convention. We're not invoking the bioethics charter, We're making a law that any federal official that violates those 2 bills cannot be prosecuted. So the bill so the treaties are still in place, but, You know, they give an exemption to all federal officials. The Pentagon's not sure that that's legal. And by the way, if you violate those provisions in Geneva, it's The death penalty, you get hanged. They were worried about doing it. So they, instead of putting it in house at the Pentagon, they put it all in NIH in Tony Fauci's shop. It gave him a 68% raise, which is why he became the highest paid federal official in history. He was making more, $450,000 a year. The president only makes 400,000, but it's because of that military, salary, the 68% rate is in military. So he had to do bioweapons development. That's why he was doing data infarction. And then in 2014, 3 of the bugs escaped from labs in the United States, And everybody finds out about it. Congress has hearings, 300 scientists write letters to Obama saying sign a letter to Obama saying you gotta shut down Tony Fauci. He's gonna create an epidemic. Obama shuts down all of Fauci's projects. Orders them closed, has a moratorium, and Fauci doesn't shut them down. He continues doing them, and then he starts shipping everything over to Wuhan where you can do it offshore, out of sight of, you know, these federal overseers and all the nosy scientists like Richard Ebright the others from the Cambridge working group who were horrified by what he was doing. And that's kind of why the short story of why, You know, we're doing all this stuff in Wuhan, other than doing it at University of North Carolina at Galveston, which is where they were doing it before.
