Speaker 0: Literally using it to manipulate public opinion, to put stories out that are biased or phony in order to drive public opinion a certain way. Probably more domestic generation of disinformation content is occurring than foreign. Frank, I think in in 2016, it wasn't that clear that the Russian efforts in terms of the actual persuasiveness of the content was all that sophisticated. I think what the Russians may well have learned is they don't have to make the content up. We have people in the US who will do it.

Speaker 0: The dirty dozen or whatever they're calling it. Some of those have been, deplatformed. But the problem is, particularly for vaccine disinformation, it is metastasized. And it is now, you mentioned it earlier about the top down and the bottom up, the grassroots piece, it is now so pervasive that it exists just naturally within the ecosystem on Facebook and elsewhere. And that's where we need the platform to be more transparent in how their algorithms work, how engagement works, so that outside security experts and researchers can dig in and hold them accountable, that us as consumers of these platforms can hold them accountable and demand better.
What would we do if the Russians were doing this? The oath that we pledge coming into office as a federal official is that you uphold and defend the constitution from threats foreign and domestic. We upheld our oath. Carried it out.
Speaker 1: So is Donald Trump a domestic threat?
Speaker 0: There is disinformation that he is spreading. The Hunter Biden laptop that was remarkably similar to a hack and leak operation from 2016 it was just in a different model and again whether it was I don't know, I don't care. The big shifts that I saw from 2016 to 2020 was the reaction across media and how they did not uncritically and breathlessly report these things.
Speaker 1: Misinformation. The the surgeon general put his finger on Information in terms of blocking people getting to vaccines. You fought a lot of misinformation with respect to elections. Do you see similarities between those 2?
Speaker 0: Absolutely. We need for instance also, you know, self policing across groups like lawyers, so state bar associations Can take action against those that sponsor the 60 plus frivolous lawsuits or whatever percentage of those that were frivolous. You can Look at COVID you can see state medical boards similarly took action against a number of doctors that were grifting on various solutions to COVID. So we've got to have a much broader focus that's not just the platforms, it's not just, it's not just the government but there's also the rest of society that can wait. There are election officials that have said we have to cancel our Dominion contracts In order to restore confidence in the local citizenry, the local voters?
Based on nothing. So the damage is done and so to your point about you know rethinking First Amendment jurisprudence, I don't know what that looks like but the system's broken At some point in part because even in November December I guarantee you that courts would not have intervened because it was still A political matter and they wouldn't want to get in the middle of that until December 14th in the certification deadline. So I think there's something here that's not matching up and And you know, and I hope they win. I hope they get their 1,000,000,000 and 1,000,000,000 of dollars. I hope they people, put people out of business or bankrupt them.
What, what we are seeing here though is an ecosystem of information purveyors. Some of this is politically motivated, some of it is the anti vaxx community, some of it is, you know, profiteering. And I tend to believe that there's a lot of That going on here. Doctor.

And there was a Washington Post piece the other day about, the FTC, a former FTC commissioner, Terrell McSweeney, that asked the FTC to investigate some of this, some of the profiteering off of, the pandemic. And I think that is an incredibly important development in how we're gonna move beyond not just, the pandemic related disinformation, but also some of the, election related disinformation.

And the challenge is going to be partially that, you know, ISIS did not have a domestic constituency in the United States Congress. But there is over half of the Republicans in Congress voted to returned the election, and there will be a continual political pressure on the companies to not take it seriously. So I think first, you have to focus on violent extremists, and those companies have to be brave in that way. And second, we have to turn down the capability of these conservative influencers to reach these huge audiences, there are people on YouTube, for example, that have a larger audience than daytime CNN.
And they are extremely radical and pushing extremely, radical views. And so it's up to the Facebooks and YouTubes in particular to think about whether or not they wanna be cable networks for disinformation. And then we're gonna have to figure out the OANN and Newsmax problem. You know, that these companies have freedom of speech, but I'm not sure we need Verizon, AT and T, Comcast and such to be bringing them into tens of millions of homes. This is, you know, allowing people to seek out information if they really want to, but not pushing it into their faces, I think, is where we're gonna have to go

Speaker 0: Let's look at how, this claim went viral. These are plots that we were using almost for every incident that we, that we picked up from this collaborative group, our team, every time we picked up an incident, we would plot it in this way so we could see how it went viral. And what these do, this is a cumulative graph, that shows the cumulative spread of a particular kind of claim. And what it has is on the y axis is how many times it's been shared and on the x axis is time. And what we do is we plot each tweet on this, as a shape, depending on what kind of, like what tweet type as is, if it's a retweet or a quote tweet or whatever, and we size each tweet by the size of the audience of that account.
And what this allows us to do is some not always, sometimes things take off with the random account somehow. But often you'll see these high, follower accounts change the, the change the trajectory of a tweet, helping it go viral. So it allows us to see who is really influential in the spread of, in the spread of a of a claim. And so, and then so his original post was repeatedly retweeted, remixed, and reframed as it spread through other, influential social media accounts and right and, right wing media outlets. That we have, like, an account of Tim Cast, I think, really sort of changes the trajectory.
And he's a American citizen journalist, and a political commentator, who actually gained influence through his coverage of occupy Wall Street, but he's now aligned with right wing populism in the United States. Another influential account in this incident belonged to the Gateway Pundit, a hyperpartisan media outlet that repeatedly spread false or misleading claims of voter fraud. In fact, They I think they have something like 40 different incidents. Their domain is cited in our data of 40 different claims of of voter fraud of different kinds. And, eventually this false claim was amplified by the Twitter account of President Trump's son as well, which is a common kind of piece of the trajectory, often it would eventually reach some of his closest allies and, and, and family members and, and be promoted from there.
So online participants repeatedly activated to produce and spread information that sowed out in the election, highlighting irregularities, and exact exaggerating this the impact of small issues like stolen mail and spreading false like, absolute falsehood.

There are a lot of states that are dealing with antiquated machines, right, which are vulnerable to being hacked. I sit on the senate intelligence committee and senate homeland security committee.
And we receive all kinds of information about the vulnerabilities to our national Security. We are vulnerable in terms of foreign interference with our elections. It's my understanding that some of the election system Vendors have required states to sign agreements, that prevent or inhibit independent, security testing. There's a saying that I'm sure Many of you have heard, which is the you know the difference between being hacked and not being hacked? Is knowing you've been hacked.
Speaker 0: And they are still looking for ways to steal information about Voter registration, for example. There are some text experts in Silicon Valley Valley with whom I have met who say that, You know, maybe what they'll do this next time is to really disrupt the actual election. Shut down the servers that you send results to. Interfere with the operation of voting machines because still too many of them are linked to the Internet. So there we are still very vulnerable.
Speaker 9: I mean, I can tell you in Virginia, when I was governor, I had to replace all the machines. Because I remember when I first voted when I went to Richmond, moved down as governor, I remember I kept voting in the senate race, kept voting for the Democrat. Republican name kept coming up. Three times that happened.

Speaker 9: So I you know, we had the touch screens. I was voting for Mark Warner, our senator, and Ed Gosphy's name was light up. Happened to me 3 times. I mean, what's going on? So then I had an investigation done, and listen to this. I brought in some technology experts. They were able to hack into our machines from off-site In about 5 or 6 minutes, and within 4 minutes, they were able to change a vote. IDD certified all the machines.
Now in Virginia, we have paper ballots.
Speaker 4: 43% of American voters use voting machines that researchers have found have Serious security flaws, including backdoors. These companies are accountable to no one. They won't answer basic questions about their cybersecurity practices, and the biggest companies Won't answer any questions at all. 5 states have no paper trail, And that means there is no way to prove the numbers the voting machines put out are legitimate. So much for cybersecurity 101.
The vast majority of 10,000 election jurisdictions Nationwide, use election management systems that run on old software That is soon gonna be out of date and ripe for exploitation by hackers according To an exhaustive analysis by the Associated Press, Pennsylvania, Wisconsin, Michigan, Florida, Iowa, Indiana, Arizona, and North Carolina, among others, Are all at risk. Even the state of Georgia, which just passed legislation to buy new voting machines, is on track to buy equipment that suffers from this significant cybersecurity weakness. Let's say the election is decided by a small percentage And people in America don't think that the election was fair. The effect that would have On our 200 year experiment in self governance, our democratic system Would take a real hit. Our elections weren't secure last week And they sure as heck aren't secure this week.
And anybody who says otherwise It's either selling the voting machines or simply has a malicious intent towards our elections. At one point in the intelligence committee, both sides seemed to agree that no votes were changed In the 2016 election, and I said, the experts I talk to say that Until you have a forensic analysis of a vote, until you go in there and scrub the whole system, You can't really say that. So they're giving these voting machines specifically the hack into how successful were they?
Speaker 1: Well, the the ongoing record Was, they hacked within 90 minutes of, being, being in the same space as the voting machines. Now these are not hackers that are actually touching the machines. They're doing this from across the room, on, on Internet like connections. But what it demonstrated, Pedro, is that the machines that we count on to make the basic connection between the American voter And the election results are vulnerable if they're in any way connected to the Internet.

Then what we found is that the supply chain for these these machines is largely un plotted. I mean, We found parts from China.
We found, digital electronic parts from all over the world. By way of hacking, there's the potential that the actual vote tally could be compromised. So votes could be changed from this to that. Let me explain to you the layout of the accounting center. It is in the middle of a huge parking lot, which sits back on Seaport Drive next to loading docks. Even with an injunction which was a joke, we were granted 5 minutes every 2 hours, and the setup was sitting in a chair 20 feet from any physical ballot.
I truly wish I had enough time today to to recreate what I witnessed and felt during those moments. But we did not gather here today just for me and my experience, but rather a collection of experience experiences from Americans like myself. What I hope to achieve is for the public to understand is what we is that we have stuck our necks out, have been intimidated, threatened, bullied, has spent countless hours away from our families, friends, and jobs. Speaker 0: It's now apparently a criminal offensive felony in this country to suggest the 2020 presidential campaign was not on the level. That crime appears to form the basis of one of Donald Trump's pending indictments. He's an election denier. But, actually, it's worth denying the legitimacy of that election because it was not fair. Critical information was withheld from voters through censorship and yes, by the government.
That is a fact. It's also a fact that Mark Zuckerberg spent $400,000,000 to control voting in various places around the country and affect the outcome. That's not legitimate. It was also conducted in many places through electronic voting machines, and no country should ever use electronic voting machines because fundamentally they cannot be trusted. Why would you trust it?
But then there's the question of outright cheating voter fraud. Was there voter fraud well we know there was some but was it widespread that is a hard allegation to prove though of course many people believe there was widespread fraud Well, now it turns out we know for a fact that there was and in fact it can be proven with a poll. Just ask people. Did you personally commit voter fraud? Well, that has just been done and the answer is a huge percentage of people asked in the poll admitted, yes, I committed voter fraud.
It's remarkable. Justin Haskins is a senior fellow at the Heartland Institute. He joins us now with details. Justin, thanks so much for coming on. If if you could just start by giving us the results, the shocking results of this poll, and we'll go from there.
Speaker 1: Sure. So, it was pretty straightforward. We asked people, a series of questions. The first of which is or one of the first questions was, did you vote in, the 2020 election? And did you vote with an absentee ballot?
And if they answered yes to both of those questions, then we ask a bunch of questions related to voter fraud. We didn't tell them that they were that we were asking, did you commit voter fraud? We just asked them about various behaviors. So for example, we asked, people, did you vote in a state where you're no longer a legal resident? That's a pretty straightforward question.
If you're not a permanent resident of a state, you can't vote there. 17% of people, nearly 1 in 5, said yes. They did do that. We asked people, did you fill out a ballot for someone else on their behalf? That's also illegal.
You're not allowed to fill out someone else's ballot. 21% of people said yes to that question. We asked if people forged the signature of a friend or family member on their behalf with or without their permission? We actually put that in the poll question, and 17% of people said yes to that. So all told, it's at least, and I say at least, 1 in 5 mail in ballots involved some kind of fraudulent activity.
But we didn't just stop, there. We also asked everyone whether they voted via mail in ballot or not, so in person voting as well. Do you know anyone who personally in your personal life, a friend, a family member, acquaintance, someone from work? Has anyone ever admitted to you that they did one of these kinds of forms of voter fraud? And 10% and 11%, we asked 2 different questions on that, said yes.
People admitted to me that they committed voter fraud.

These are absentee ballots, mail in mail in ballots. They cannot be in sequence. 2232 cannot have 2233 next to it because if they're mailed in, they come in all different numbers. And when when I started noticing that these numbers are almost next to each other, like, one or the other was in the middle, but then they were almost next to each other, my my antennas went up.
That's exactly when I thought something is not right here. Then I asked a supervisor. There was not even a date on those, envelopes. It said November 0 dash 2020. There was no second number there.
Then I said, what is the date on this one? Then they got really mad at me. They said, you're not letting us do our job. You're disturbing us. And at that point because we really don't wanna be kicked out, you know, so we were just kinda not challenging anything because we wanna still stay in the room because we barely had anybody.
Not only that, the sequence ballot numbers were all from the same area, like the guarded street in the downtown Detroit. Guardant street sequential ballots, signatures were all alike. They had no date stamp. It's at like, it was empty after 0. There was no 3rd or second or first or nothing.
And, they were none of them were coming up in the system. They were all being entered manually. They even knew that none of these details would even be in the poll book or in the system.

Speaker 0: Earlier today and last night, the key takeaways from the hearing today, looking at my notes, there were more than 255,000 early votes shown in the county's final vote that did not have a corresponding early voting entry. Meaning, they didn't have that record, but that yet there was 255 1,000 ballots. That is a lot of ballots. There were also over 23,000 who voted by mail after moving after the the cut off. So they no longer lived in the state or in the county.
There were 200 I'm sorry. There were 23,000 voters, who had cast double votes. There were 9,000 more mail in ballots were received and recorded than the official number of mail in ballots. Ballots. There's a large discrepancy, more than 255,000 in discrepancy, and you talked about the 50,000 that was leaked in the report last night saying that, there could potentially be these fraudulent ballots.
We also know that the machines were connected to the Internet, contrary to what county was saying before the audit thing that they weren't connected to the Internet. They weren't connected to the Internet. We've learned conclusively that they were, and not only were they connected to the Internet, but there was also remote access available to the EMS system, the election management system that was used. So there's a lot of discrepancies. There's a a lot of explaining to do.
And I wanna point out the fact that the audit did not say that Joe Biden won. That is a leftist spin that's putting on it. They are the part that confirms the hand recount is the same thing as counting potentially fraudulent ballots. It's the same thing we saw in Georgia right after the election. We saw a lot of people concerned saying why are they doing a recount of the same fraudulent ballots to get the same, the same fraudulent results.
Well, it it was part of the investigation, and they did did that. So that's the explanation of where that count comes from. And they say the counts do match. They are close. However, there is a lot of indications of fraud.

There were 5,000,000 ballots cast. We only received 3 $300,000. This this rule is to do memory card recreation or retention. It it the issue is to change the memory card retention rule.
And before we talk about oops. We lost that. Before we, there we go. Before we, get into the memory cards, I think it's important to understand, as you all know, I'm sure everybody in the room knows that memory cards are created for in person, ICP scanners from balance, marking device selection summaries. I don't call them ballots either.
They don't have they're not a full ballot, but that's what the in person voting uses. The scanners have memory cards in them. They're the compact flash cards that are in your, cameras and typically other same thing that Dominion uses. Those memory cards are loaded to the election management server. On the memory cards are in person ballot images, cash flow records and audit logs.
That's what's contained on a memory card. And these election records are created automatically out of out of hand there. Absentee ballots are out of scope for this particular rule. So, what's the problem and what's the solution? This is going to be very simple, like ballot images, CASCO records and audit logs on the card, election record retention law.
And, I know election record retention law. And, I know that claim came up on another case yesterday, and I I think I agree with it was remember, because I always said that she did not agree, and I think she was she is right. I think that was overstated yesterday, but I'm gonna show you the clear plain text of the law today. And so their proposed solution is simply to modify the rule to comply with the clear plain text of federal and state election record retention law.

On X and Truth Social, he posted the statement below that is absolutely on target. Joe Biden stole the twenty twenty election. All that evidence has come out. But where we have it cut and dry is the fact that they've only found a few signatures that were real Joe Biden's signatures.
Everything else was auto pinned, and most of the time he was out of DC or out of the country when these were signed. Now, as you know, he came out months ago that speaker Johnson over a year ago went to meet with Biden, took him months to get into the meeting. Biden had to kick his staff out, and he said, sir, you have banned all liquid gas sale, liquid natural gas, billions a day to the world. Biden said that's not true. Brought in his staff.
He found the executive order, said, oh my god. Who did this? He reversed it the next day. Okay? Joe Biden is totally illegitimate.
And under the law, none of the stuff he signed, the executive orders, the pardons, other directives are legal. We know he stole in 2020, but regardless of that.
