The IRS uses an automated system to garnish wages. It is called the Treasury Offset Program (TOP). The TOP allows the IRS to collect debts from taxpayers by directly offsetting their federal payments, such as tax refunds and Social Security benefits. The TOP can also be used to garnish wages, but only after the IRS has sent the taxpayer a notice and given them the opportunity to challenge the levy. So even you seeing the video of the building being closed your taxes/wages can still be taken with or without your consent. We are not officially under the new system yet. No new exchange rates. Speaker 0: Sherry Peel Jackson. She is an ex IRS agent, CPA, fraud examiner. She was working for the IRS. She was on a fast track to success there. She was doing very well, had received numerous awards for all of the work She did. And she realized that there is no law and that the biggest fraud was the IRS. Speaker 1: The USA Today, it was July 7, 2000. And it says, dear, we the people. Most citizens are not required to file an income tax return. The 16th amendment So the constitution is a fraud and if you file, you waive your 5th Amendment right. I said, okay, that's another stuff she was saying. Now, this is a lot of reading. But I kept reading because I was very interested. You know, being a CPA and into fraud and all that. I wanna see what was going on. So here in the 3rd column, It says no one has been able to collect the $50,000 reward offered by Bill Conklin to anyone that can identify the section of the Internal Revenue Code that makes a Typical worker liable for the income tax. Serious about winning is $50,000. Okay. So I was at my desk. Basically, I just showed everything off my desk And got the codes out, the regulations out, the tax card, I got on the internet, look at the Cornell University site, all these different things and I started researching. And 2 weeks later, I said to myself, Oh my goodness. We have a problem here. It doesn't look like I'm gonna win this money. And I was sitting there at my desk thinking, this is this thing is a fraud. 2 weeks, it took me to sit there and and realize that. I didn't just look at the positive, I looked at the negative, I looked at the IRS site. All these things are going on. This thing is a fraud. Being being a CPA and a former IRS agent, I sat there at the desk, you know, I was by myself and all these thoughts started going going through my head. The first thought was, Now, finally, open up the codes and regulations. Because here at the IRS, they trained us with these little guys. We didn't use the codes and regulations. We would get one of these and you would have to read it, understand it, and pass this little test. And all these little guys that I got, I read them and I I made a's on all my tests. And I thought and I guess the rest of the agents in training thought that the information that was in here was the same that was in those stick codes and regulations. But it's not necessarily the same. The things that are in these training manuals are not necessarily the same thing as in codes and regulations. I learned that in my studying. In the time that I was doing the research, I also learned about the pocket commission. And I'm gonna let this go around the room, but y'all gotta give it back. This is The outside that I purchased was the pocket commission that I had. And before I left, I had to sense the line and make a copy. This is the little badge I used to flip out of people and say, give me your books and records. Give me your bank statements. Give me all your credit cards, you know. And, you know, people okay. Here. You know, even the counties. I go to the county, do it. I go just about anywhere and flip this little thing out and get whatever I want. You know? There's a lot of power nuts out there doing that, guys. Y'all know it. Half of you already know about it. There's an enforcement pocket commission, and there's a non enforcement pocket commission. And I started looking back at this thing. It has SER, Southeast Region. First of all, I'll read it. It has My picture up here, and it says, Sherry Jackson, whose signature and picture appear above is duly commissioned as internal revenue agent And has authority to perform all duties conferred upon such officers under all laws and regulations administered by the Internal Revenue Service, including the authority to investigate And require and receive information as to all matters relating to such laws and regulations. And it has SER and some other numbers and an a. And based on this Internal Revenue Manual, a means administrative. So I'm an administrative clerk Out there on the front lines. And I'm an administrative clerk with a non enforcement pocket commission. Okay. So I'm starting to get angry here. So when I think about all the, I had to take bribes and get little tape recorders taped to my body and The little microphones on me and going to take bribes from people. But, you know, thinking about stuff like that, you know what? They kept me out here. I'm thinking I really have authority. And this is administrative. Administrative non enforcement pocket commission. That was one of the other things I thought about. And then, I thought about and I found out, this is this is one of the another issue, a levy versus a notice of levy. This is something that I didn't deal with a lot, Because I was an agent and I just assessed the tax. I didn't I wasn't a tax collector. I just assessed it. So this is a notice of levy. And someone said, hey, This is a notice of levy. This is what the banks get or your your job or whatever. They said, look at the back of it. So, I'm looking at the back of this notice of levy and it says, Section 6331, levy and distraint. And then, it says, B and C. And I'm thinking, it starts off with B? What happened to a? So I looked up a, and here's a. And it says, levy may be made upon the accrued salary or wages of any officer, Sir, employ or elected official of the United States, the District of Columbia, or any agency or instrumentality of United States or the District of Columbia by serving a notice of living. I'm thinking, but that's not most people. That's not the person that works at AT and T or Bell South or Coca Cola. That's not most people. Are people noticing that the a isn't on here? Aren't they aren't they curious about it? Why are they doing this? All this is going through my head during this period of time, then I'm realizing that there's there's a red in the can. That's what Call it. But this is the the straw that broke the camel's back. The Federal Reserve is not Federal. How many of you did not know before today that the Federal Reserve isn't Federal? If you didn't don't be shy. If you didn't know before today that the Federal Reserve isn't federal, raise your hand. Most people don't know that. 9 out of 10 people that I asked off the street Don't understand that the Federal Reserve is a non auditable private banking cartel. So this is what my decision was. And I went on and started educating people. One of the things that people ask me once I've made this decision and started talking about it, how we're gonna run the country without the income tax? I don't know how much Dan got into it. But the Grace Commission report that Ronald Reagan put out in 1994 84, sorry, Says that none of the money collected in income tax goes towards running the country. But the bottom line is it's not going towards running the country. So you patriotic people out there, you've been fooled. Beardsley Rummel, he was Federal Reserve Chairman back in 1946. Did a speech before the American Bar Association. The title of his speech was taxes for revenue are obsolete. Within the body of this report, he says that the taxes, the income taxes for distribution of WIL. What is redistribution of wealth? What is that? That's taking from me that I've worked hard for and given it from somebody else to somebody else. Shouldn't I have the right to redistribute my wealth if I want to? Another question that they ask me is, how come I haven't Heard this on TV. Is it? On the radio. Right. Or in the newspaper. Well sweetie, the simple answer to that is, The same people who own the television stations and the newspapers and the radio stations are the same people who are involved with the Federal Reserve. And here is a little statement that says that it only requires 5% ownership to significantly influence the media. Rockefeller is one of the original shareholders of the Federal Reserve. As early as 1963, the House Banking subcommittee reported that Rockefeller, through Chase Manhattan Bank, controlled 5.9% of the stock in CBS And the bank, and gained interlocking directorates with ABC. I went all the way through high school, all the way through college, all the way through Testing for the CPA and all this IRS training and didn't hear about any of this. You think they want this information out here? For you Guys to eat up and chew up and find out what's really going on. I don't think so. Now, another one. Why why don't we just tell our elected officials about this? Okay. And to make a really long story short, the We The People Foundation, the same people that put out this ad, Put together a hearing. And these 40 researchers, we're gonna ask the IRS and the DOJ these questions. And we're gonna have this big meeting in Washington called the Truth and Taxation Hearings. Okay? So we got together with 537 questions. So we sent them the 537 questions so they could research and have the answers. And what did they do? They reneged on coming. They signed off on it, but they reneged on coming. So you all didn't get to hear the truth. We went on and had the hearings anyway, put it on CD, Marched around Washington, giving it to all 5 35 congressmen and senators. Please look at this information. We got stupid responses back like, thank you for visiting our offices in Washington. The next time you come from Washington, come to Washington, please visit us again. They don't care. Your presidents don't care. Another one that they ask me, or they'll say something like, well, this just sounds like it's some kind of conspiracy theory. Y'all hear that a lot? Okay. Speaker 0: I really expected that, of course, there's a law that you can point to in the law book, the code, that requires you to file a tax return. Of course, there is. I mean, I don't know what it is right then as we as he was speaking to me, but sure. So naively, I agreed to go off and research it and get back to it. Three and a half months later, I was at that point where I couldn't find the statute that clearly made a person liable. People have asked me, well, how what would make a guy wanna collect taxes for the federal government? And, I reasoned that the government Had bills to pay, that it needed revenue. After all, it's the law of the land. Everybody knows you gotta pay your taxes, And that's what we're told. Right? I had no idea what I was getting into. I just was being, a good husband and meeting their request from my presence that night. And, this man who did the talking that night, he was not the man on the audio tape. He was somebody else who had come over. There was a business angle associated with this somewhere, and that was the draw for the ladies to to pull me there and have Let me evaluate the whole thing. Sort out the fact from the fiction and the why IRS is involved with this business opportunity. And I was very leery, but I just went. And so I'm sitting on the front row, about where this gentleman is and the man was Not up on a podium like this. He was down right at my feet. And he proceeded to spend several minutes telling this audience why The IRS doesn't have authority to do this and to do that. Where's the law? There's no law that requires Americans to file paying tax. Blah blah blah blah. Oh, Federal Reserve blah blah blah. He's ranting and raving and going on and on. And I'm sitting there. I get start slumping down in my chair, you know, I'm getting tense. You're not, Yeah. Steam come out my ears, twitching in my temples and around this that part of my face. You know, I was not very happy with What he was saying, I thought that I didn't know, but I just thought this guy looks like a sincere guy. He sounds very sincere. He Police and what he's saying? He's not gonna get up here and tell a room full of people all these things and not have some convictions. So I didn't think he was stupid or a dummy or just a liar. Well I thought this guy like a lot of these tax protesters has taken things out of context. You know, he's he's taking little snippets of the law, and he's just taking court cases or whatever. He strung them all together, and he's He's made it say what he wants it to say because he doesn't like paying taxes. That's what was going through my mind as I was listening to him. Well, he asked those who had to leave early because of babysitter commitments and and whatever to he said that, you know, they could leave. And he said if you can others can stay around, you wanna ask questions, get a refreshment and hang around. Let's let's talk. So when everybody went to get cookies. I talked with him 1 on 1 for a few minutes. And my questions, as you might not be surprised, were a little bit Intense and and pointed and direct in my responses to his answers. And then my wife and sister-in-law are standing right behind me Listening to this conversation, they see it going like this. You know? Nowhere. That she says, you know, she's thinking, you guys are not communicating. Nobody's relating. So she gently pokes me in the rib cage and whispers in my ear. And she says, Tell them who you work for and what what you do for a living because he's not you know, you're not relating to him. He doesn't know where you're coming from. But I thought, you know what? My little wife is right. This conversation is going nowhere. And I'm either just gonna might as well walk away from him and wash my hands of it or try to relate to them. So I told them and he kinda went his response was like this. He just barely blinked. He, he, recovered very well from that sudden, disclosure on my part of who I worked for and what I did. After all the things he had said that night. And then something very interesting was about to happen. And I We'll always commend him for the way that he responded. Instead of arguing with me, instead of, Pounding his chest and telling me where I was wrong or being contentious at all, he said, you know, he says, have you ever on your own, Just personal. You know, not as part of the government agent, but just on your own. Have you ever researched for yourself, you know, the law And and other things, resources to to to find out if the things I said tonight are wrong, and then you just shut up. He's a sales guy. He knows that old sales thing that, you know, the 1st guy that talks when you're in the closure part of the sales thing loses. And I I'm not a sales guy, but I knew I know enough about it that I knew where he was going with there with that, and I felt very uncomfortable on it. So I admitted, well, no. I have And he said well, he said, I've been talking to you here for a few minutes and obviously working for the IRS, You clearly have access to the law. You've gotta have access to it. It is is that true? I mean, don't you isn't there a law library somewhere in the Sacramento office and Don't you have a law on your desk somewhere? I said, yeah. I do. They said, well, I've been talking to you for a few minutes here. You seem reasonably intelligent, to me. He said, I'm guessing that you probably could Do some reading and studies and and and figure out the answers to some of these questions. Is that correct, Nisha? And I'm thinking, yeah. Yeah. I think I could. And then he said, And then was his clincher. He said, so I got a question for you. He said, if you if if you're reasonably intelligent and you have access to the law and you just You've never personally verified these things for yourself and yet you're telling me I'm wrong It says, do you have an open mind? Do you have the desire to take some time, whatever time you need, And research it out and get back with me. Show me where I'm wrong. Then you shut up. Now the pressure's really on. My wife insists we're all back there. A few more people gather around. And I'm and I'm thinking, This sounds like work. I'm just a government employee. The guy is right. He's being sincere. He's not badgering me. He's not being contentious. He's asking me Reasoned questions. Valid questions. Plus, I was so cocky. I was so confident. I said, you got it. And I'm thinking this is gonna be a slam dunk. I've been enforcing this law for nearly 10 years And this turkey, you know, wants an answer? No problem. There is hereby imposed on the taxable income of Every married individual as defined in section 7703 who makes a single return jointly with his spouse under section 6013 and Blah blah blah blah blah blah. And it keeps going. I said, what's this guy's problem? There it is. Now I said, wait a minute. Let me read this again. There is hereby imposed on the taxable income of those guys who make us a return. I said, wait a minute. That's not exactly the statute that identifies, you know, clearly who's liable. Just It says it says those who file returns become liable. But, okay, well, maybe that's not all all the, All the answer. So, you know, who wants to read a book like this? It's, You know, it's confusing. There's places where it's vague. There's definitions that don't necessarily mean the same thing as what The terms that we use in everyday language, there, there's all kinds of things about it that besides the, the sheer volume of it, how big it is, That make most people not want to, pick it up and read it, understandably. So I I started, I kept going and I got to the section there under subtitle f, procedure administration, you know, 6000 section 6,001 That talks about, every person liable for any tax imposed by this title or for the collection thereof shall keep such records. And then it goes on and says some other things and it says, The only records which an employer shall be required to keep under this section, I'm thinking, what does that have to do with an employer? In connection with charge tips shall be charge receipts, records necessary to comply, blah, blah, blah. So that really didn't, tell me the exact answer even though it was flirting with it. They keep flirting with it. It's talking about, you know, liable And imposed and everything, but it really didn't quite say it. Section 6011, general requirement of a return statement or list. When required by regulations prescribed by the secretary, any person made liable for any tax imposed by this title Shall make a return or statement and it goes on to talk about regulations. So I said, well, that boy, Sure sounds like it, but, you know, the more I read it carefully and and properly as you should, I'm not an attorney, but I And let me just digress for a second. Back when that gentleman challenged me to do this research, I decided that if I was going to waste my time doing it, invest my time doing this On my own instead of playing golf every night, which is what I like to do, I might as well do my best effort to put aside my preconceived notions, All my beliefs and all the training the IRS gave me about income tax, tax protester, illegal tax protesters, the whole 9 yards. I thought, Okay. I don't know if I can do it, but I'm gonna try. I'm gonna try to be open minded and objective. So I'm trying to look at this not through A real narrow, lens, but I'm trying to look at it in terms of this guy, what he said, and why he wanted me to take some time to show him wrong. So you Flip over the page 6012 of the code. Persons required to make returns of income. You know? So you read that. General, Every individual having for the taxable year gross income which equals or exceeds the exemption amount except that a return should not be required of an individual, and it goes on, blah, blah, blah, law law law. And I just thought, oh, this is it. But there were some more things that I needed to do. And I'm not gonna Go on and on here and bore you with all those details, but and some of you have probably made the same study for yourselves to come to your own conclusions. But by the time you get through the definitions of certain terms and go back to these places in the code, you you start having some problems. It starts breaking down and that's what happened to me. In fact, you heard of this thing called cognitive dissonance? Well, several weeks into this, things were not meeting. And it seemed like every time I Picked up a rock and looked under it for some good information. It was wormy and and nasty and and cold and muddy. And I thought, you know, I I just gotta keep turning over rocks and I'll find the answer. And instead, I just kept getting the wrong answers for what I expected to have happened. Well, I started having some internal kinda like a bellyache. You know? I started feeling really bad. I thought, why is this not so clear That's crystal clear. And more studies and now visits to the law library. Eventually visits with People in the so called tax movement who were, you know, vocal and outspoken about their position that People who are mostly not required to, to file income tax returns and I found them to be very accessible. I was kinda surprised about that. I was still working for IRS. I whipped out my commission. I said, look. I'm not pulling your Like, I really worked with these guys, but I wanna know. I'm not here they didn't send me. I'm here on my own volition. I'd like to know. I'd sit down. They'd spend 2 hours of their own time. I take notes. They give me some of their materials, and they'd speak at seminars or whatnot. After 2 hours, they, you know, have to leave or something. They'd say, well, good luck. And I'd walk out like this, you know, with all kinds of homework. Return. And I kept thinking, well, okay. I'm gonna get to the bottom of this. Instead of getting finding the law, I couldn't find the law. I found lots of Sections of the law that looked like it was the one that I needed, but I never could find the correct one that made it clear. And at some point in time, like the end of March 1997, because I started this in the beginning of, 8 of 97, I was unable to, in good conscious, go out and file notices of levy, send out notices of levy to people's employers, Their bank accounts, call tow truck drivers and have them seize people's automobiles right out of their driveway or worse yet While they're at work and they come out and their car's gone, they don't even know what happened. Just an empty parking space there. I did those things, like I said earlier, with a good conscience based on what I knew and believed Before I came across this information, when all of a sudden I realized that I didn't have the proper authority to do this, I had some serious problems internally going on with me. You know, my mind was shaking. I I couldn't believe that the government would Create such a fantastic hoax and make it look so tight and so required. And then for all these 80 years, they put people in jail and they, take their property. Clearly, they have the authority to do this. All these attorneys in our land, all these CPs, and all these These people wouldn't let this happen if it wasn't clear authorized and proper. And so here I was, all of a sudden, with the inability to rectify by this. And the only answer I had for myself was to resign. I did not make a big fanfare. I did not even tell my employer The reasons why I resigned. I was very shocked till later, years later, when I was doing my research to come across this little Part this little snippet in this lesson on 60 20 b. Listen to this. The IRM now the IRM is the Internal Revenue Manual. That's not the law. It's not the regulations. It's just guidelines, procedural guidelines for employees in in in how to do their job. The IRM restricts the broad delegation shown in the and it points to this copy of the of the delegation order that they gave us. Why we didn't question that all of this in that training classroom At that time, I don't know. And it makes no mention of the statute. No mention of any delegation orders. No mention of any requirement. There's a a huge body of knowledge to explain just How they are able to pull this off and get away with it. And, folks, the bottom line is, if people knew what I know, What I'm telling people about with regard to this substitute return business, this misapplication of Code section 6020 b. If they knew what I know, how the government pulls this off, they would stop filing their returns because they would realize what a fraud it is, how the government, how IRS is limited in their ability. It never occurred to us that he might actually be innocent while at the same time not filing. In the federal government, it is not a felony not to file taxes. Finally, they said, Okay, if we're going to get this guy, we're going to have to put it in the state. They called up the IRS agent, Agent Kraner. Speaker 1: Kraner? Yeah. Robert Kraner. I said, If it is true that he's not required to file a federal return, then that nullifies the Illinois law. Two people kept saying, But he's going to get by with it. And the judge got up and left. I sat there and I thought, This truly is a victory for the people. And I have never felt more patriotic. And I knew that we had done the right thing. I looked at that man, Mr. Harrell, and I thought the system might not work all the time. But this time, for that man, it did. Speaker 6: In November 2004, the government arrested former IRS criminal investigator Joe Bannister. They charged him with fraud for telling the American people the truth about the income tax laws. Of course, high taxes are extremely high here in the United States. I I give you that. You're right in that, but that's not the real problem. The real problem is not the high taxes themselves, but the fact that they are not even really funding the government. Not even those high taxes, higher than a lot of places in the world, not even those taxes are really funding the government. So who's financing the government? Speaker 0: So more coming out from Doge. Apparently, this time it's the US Treasury Department who has more waste and abuse of taxpayer funds than so far anything else that they've looked at. 23%. And it appears that there are people receiving entitlements to the tune of 50,000,000,000 with a b dollars a year that have no known Social Security number or ID on file. 50,000,000,000. That's a billion dollars a week in fraud and abuse. But not only is a billion dollars a week going to unknown sources with no social security numbers and no valid ID. In addition to that, apparently, the treasury department doesn't keep itemized records of their payouts. So there's no way to follow-up and check as to where the money is going. So as of right now, the treasury department and Elon Musk Doge has agreed that going forward, the treasury department will now itemize all of the payments that they make, like where the money is going, to what entities, to whom. It is shocking to me, and it should be shocking to every taxpayer that our own treasury department has no accountability and keeps no formal records of where they're paying and what they're paying. We could not get away with that at home with our own budgets. And could you imagine if the IRS came into our houses and said, well, I I wanna see itemized list of all these things that you pay and we didn't have it, they would say, well, we're just gonna assume that you did x y z, and we're just gonna slap what we think you owe. But there's no accountability on their end. This is absolute insanity.

Speaker 0: Doge was in the building. We started we took down our pride flags. We took down I took out any books I felt would be incriminating. No one was talking. We heard they started taking transcripts automatically of all of our Google Meets. We they unplugged the news in the little kitchen galleys. It didn't feel good. Speaker 1: Alright. Well, you've heard the sob stories, and they are quite entertaining at times. But the media, they continue to spread this story that Doge is some dark mysterious organization, you know, embedding itself in departments like some jackbooted thugs, just intimidating staff, threatening those who don't comply. Okay. We're asking, what is the truth? Well, tonight, we sit down exclusively with one of the men responsible for turning Elon Musk's Doge plans into reality. Joining me now is Sam Korkos, who's a special adviser within the US treasury department. He's also CEO and cofounder of Levels, which is a really cool health and wellness software company. Also joining me, he's getting second billing tonight, treasury secretary Scott Vessant. We'll get back to you, mister secretary, in a moment. But, Sam, let's start with you. Like, no one knows much about all of you guys who are working together, and I know you you you work at treasury now. Tell us what brought you here into Washington and what your top priority is. Speaker 2: Yeah. I've been brought in to look at the IRS's modernization program in particular as well as the operations and maintenance budget. I, I really care a lot about this country, and this is a huge program that's currently thirty years behind schedule, and it's already $15,000,000,000 over budget. Speaker 1: Wait. Wait. Wait a second. Wait a second. Explain to our viewers what the program is in layman's terms. Speaker 2: Yeah. So the goal is to take the IRS has some pretty legacy infrastructure. It's actually very similar to what banks have been using. It's old mainframes running COBOL and assembly. And the challenge has been how do we migrate that to a modern system. Virtually every bank has already done this, but we're still using a lot of those same systems. And typically, industry, this takes a few years, maybe a few hundred million dollars, and we're we're now thirty five years into this program. We've actually been if you ask them now, it's five years away, and it's been five years away since 1990. Supposed to be delivered in 1996, and it's still five years away. Speaker 1: In your area of expertise that informs your ability to do this review is what? Speaker 2: I'm a software developer by background, and I'm a CEO of a software technology company. Speaker 1: So when you came into department, the first thing you do is just get into the guts of the system and see how it operates? Speaker 2: Yeah. Really talk to the software developers. Talk to the people on the ground and what they're seeing. I think one encouraging thing is we actually have quite a lot of software talent on the ground, the people writing code. We actually have quite a lot of good people. It is almost always the case when I ask them what the correct answer is, how do we solve these problems? They're almost always right, which is good. They just haven't been in a position to be empowered to make those decisions. So I'm actually pretty optimistic that we can solve this. Speaker 1: Secretary Besson, why has this taken so long? I mean, Sam seems, you know, obviously very, very successful, extremely intelligent. But I assume we have other Sams in The United States. We could have had a Sam fifteen years ago come in and fix this. What is going on? Speaker 3: Well, Laura, you've you've been in DC a long time. I've been here eight weeks, but one of the things one of the biggest surprises for me is just seeing how these entrenched interest they just keep constricting themselves around the power, around the money, around the systems, and nobody cares. I mean, the you know, I I said to Sam today, I said, the the IRS system was the supposed to be delivered in 1996. And he said, no. But it was started in 1990. So that's how far behind they are, and nobody cares. And the the other thing we're seeing too is, as Sam said, some of the employees, many of the employees are fantastic. It's this consultant group who has just they're like a bow constrictor. They're like a python. They've got themselves Speaker 1: No pun intended. Speaker 3: Yeah. Python language. Speaker 1: All your coders have it. Speaker 3: It was intended. So Yeah. Okay. Smarty pants. Thanks. But they've constricted themselves around our government, and, you know, the the the costs are unbelievable that are being passed on to the American taxpayer. Speaker 1: Okay. So, Sam, again, you come in from this this tech company. You've been in directing engineering teams. You've been doing your own coding and software engineering for so many years. But you come in here, and you see this is one of the most important departments in in the world, not just in our government, in the world. And you see how this has been organized and and run for so many years, what as a as a human being, forget as a what is your reaction to that? Speaker 2: It's a Speaker 1: Were you stunned as I am just hearing about this? Speaker 2: Yeah. It's it's hard to really grasp the scale of this because we process at the IRS about the same amount of data as a mid sized bank. And a typical mid sized bank will have somewhere between one and two hundred people in IT, and they'll have an operations and maintenance budget in, like, the $20,000,000 a year range. We have 8,000 people in IT, and our operations and maintenance budget is 3 and a half billion dollars a year. I don't really know why yet, but I will tell you that 80% of that budget goes to contractors and licenses. Speaker 1: So the contractors and putting them out putting these projects out to bid, mister secretary, how big a problem has that been? Speaker 3: Well, clearly, it's a problem, and that's why when you you and I were talking the other night, that's why I wanted to bring Sam in because I just gotten a briefing from him, and my jaw hit the ground when he was talking about the cost, the the timeline. As you know, we've talked about it before. I have three priorities with the IRS, collections, privacy, priorities with the IRS, collections, privacy, customer service, and none of those are being well served. Look look at the scale of this. Speaker 1: And, Sam, for Americans watching this tonight who've heard all these stories about the people brought in to dismantle the government and rip it apart and destroy people's lives, you didn't have to do this. You have a lot priorities in the business world. But, again, like Musk and like people even younger than you who came in, they got the world on a string. So what do you say to those people who are hearing all these frightening stories about what you and the Doge Bros, as they're called, are doing? Speaker 2: Yeah. This is definitely not on my bingo card for this year. I was very much planning to continue to focus on my company. We have 15 old boy. It's been really fun, but we're I I got a lot of friends of mine in administration telling me how serious the situation is, and so I'm taking some time to really focus on this. I think it is it is a huge part of our government is collecting taxes. We we cannot perform the basic functions of tax collection without paying a toll to all these contractors. We really have to figure out how to get out of this hole. We're in a really deep hole right now. Speaker 1: IRS employees according to CNN claim that you you were basically ignorant about how the agency works. Like I said, you were supposed to know everything before you got there, but that's what they're saying. Your response to that. Speaker 2: Yeah. I mean, there's a lot of stuff that I don't know that I'm learning now. I think I know a lot about software systems. That's why I was brought in. So that's the main focus is how do we how do we turn this around? We have we have a 3 and a half billion dollar operations and maintenance budget. We have a $3,700,000,000 modernization effort within IT. That's a lot of budget, and we are way beyond any reasonable cost for what you would expect at a private company for this. Speaker 1: What has been the biggest surprise? You, again, secretary Bessence, you know, been in the business world as well, but he heard it from me. But when you first saw this, what was the biggest surprise that you found at that Department of Treasury? Speaker 2: I would say it's the disconnect between leadership and the people actually doing the work is a big one. I would say that there are it doesn't take a lot, just somebody who cares to solve these problems. You find contracts that are $10.20, $3,050,000,000 dollars, and you just ask, like, why are we doing this? And everyone was just like, I don't know. And then you cancel it, and then nothing happens. It's just inertia has just taken over. Speaker 1: What? What? I mean Okay. Okay. I'm so frustrated to hearing this, but I'm so glad you're getting your hands dirty by getting it getting in there. Mister secretary, Sam comes from the outside world. He he's very keen. I'm reading his bio and what he's done on time management. That's how he's been so successful, managing fifteen minute increments of his time, analyzing it. So he's data driven. This should be a data driven agency. You're a money guy. You've made billions of dollars in the business world because you're data driven. So why is this controversial to make the IRS data driven? Speaker 3: Well, because it's like I I called Elon. I said, Elon, you're you're under fire because you've moved people's cheese. And he said, well, it's the American people's cheese, and Yeah. The it doesn't belong to these people. And, again, that's why I wanted the American people to meet Sam. We're gonna bring some more Doge people forward to actually hear their stories, see what's being done because the consult the the entrenched interests, the consultants, the Democrats, mainstream media, they just wanna blow this project out of the water. And it's important because I keep saying this is the office of government efficiency, not elimination, not extinction. Sam and his crew are making it more efficient to work for the American people. So what's wrong with it working better, cheaper, faster, and with more privacy? Speaker 1: The president essentially said he wants efficiency across the federal government. He brought in Elon to do that. You're a big part of this. Is it possible, given what you've seen, as far as the resistance both in the courts and in, in among mostly Democrats? Speaker 2: I honestly, I haven't really had much of an issue. The career staff has been super cooperative. I think we've so far stopped work and cut about 1 and a half billion from the modernization budget, mostly projects that were going to continue to put us down this death spiral of complexity in our code base. I think most people that I've interacted with are really excited that somebody actually cares now. They've been in a situation where their hands are tied and they can't solve the things that they know need to be solved. My experience has honestly been very positive working with them. Speaker 1: I mean, this is back to the messaging point. And and again, going back to his his history in business, communication is key from staff to to leadership, leadership to staff. And also here, the consumers, the American people, the taxpayer, those are the ultimate consumers here. It's very important that you had this idea to bring Sam in, but people need to understand what this is. Speaker 3: Yeah. But look, it it it's that it's all hands on deck because we got this massive, the government debt. We're gonna pay that down, but we're also gonna make government work better. You know, again, if you were to ask Sam about the customer support, it's unbelievable. The the system, the customer support, they have exact the same number of people working on Christmas Eve as they do on April 14 at the IRS. Why? Speaker 1: So efficiency across the board must be implemented. It's unfair to the taxpayer who foots the bill for all of us. Unfair. Well, I I don't A rip off. Speaker 3: Yeah. And look. I we want people to like the government. We want the government Speaker 1: to gonna like the IRS. Sorry. Well, Speaker 3: we we want people to feel satisfied Yeah. That they are getting the service they deserve, that they're paying their fair share and not more, not less, and that it's done quickly, smartly, and privately. Speaker 0: For instance, the financial situation of The United States. When I talk to my conservative friends right here, they always tell me that the problem is high taxes, but they're wrong. Of course, high taxes are extremely high here in The United States. I I give you that. You're right in that. But that's not the real problem. The real problem is not the high taxes themselves, but the fact that they are not even really funding the government. But even those high taxes, higher than a lot of places in the world, not even those taxes are really funding the government. So who's financing the government? Government is financed by treasury bonds, paper. And who buys the treasury bonds? Mostly the Fed. And how does the Fed buy them? By printing money. But what backing does the Fed have for that money being printed? The treasury bonds themselves. So, basically, you finance the government by printing money out of thin air. Someone could ask someone could ask, well, so if the government can print the limited amounts of money out of thin air, why did they collect taxes? I mean, a theory would make sense. Right? If they can print unlimited amounts of money, why would they need taxes for? The answer is simple, but it's very shocking.
