In tonight's WFA investigation, senior investigative reporter Tanya Izoran covers how hidden carriers are slipping through the cracks. Speaker 1: West Commerce is home to many businesses. There's a body shop, a crab joint, And this building right here, 20 trucking companies call it home. Speaker 2: That's crazy. Speaker 1: A WFA investigation found all those companies are registered to 539 West Commerce, a virtual mailbox spot called physicaladdress.com. Speaker 2: We are a mail pendulum service, and that's all that we do is to send our mail. Speaker 1: For as little as $8 a month, anybody can set up shop here. No truck required. It's also illegal, and here's why. When a trucking company registers with the Federal Motor Carrier Safety Administration, or FMCSA, it must list its principal place of business. It's where the company is supposed to keep driver and safety records and where federal regulators can show up to inspect those records. That must be a real physical address, not just a mailbox or a PO box. So they wouldn't actually be physically here? Speaker 2: No. They would not be working here physically. No. Speaker 1: So if, like, the federal government wanted to come check records for that company or any of those companies, they wouldn't come here? Speaker 3: No. It's a red flag. Speaker 1: Del Prax owns FreightValidate, a company that tracks fraud and identity theft in trucking. He says this is how hidden carriers thrive, using virtual addresses or PO boxes to dodge scrutiny and operate in the shadows. Speaker 3: That the bad guys are less apt to register properly. Speaker 1: Take a look at this quiet building in Signal Hill, California. Doesn't look like the headquarters of hundreds of trucking companies. Right? But federal records show nearly 700 freight companies tied to this single address. Roughly 500 of those companies list the same email. WTF fmcsa@a0l.com. Speaker 3: How ridiculous and absurd is this? Speaker 1: CRAX reported this exact address to federal regulators two years ago. Speaker 3: Because if we all know about it and we reported it, why is something not being done? Speaker 1: FMCSA said in a statement, the agency has confirmed that the address is a legitimate business address for a motor carrier consultant who represents many small motor carriers based in California. But according to FMCSA's website, a motor carrier may not designate the office of a consultant if the motor carrier is not engaged in operations at that location. Speaker 3: It's impossible to have that be an actual place of business. Speaker 2: My argument is we know there's something wrong. Speaker 1: The agency did not specifically address the use of the email wtffmcsa@a0l.com. Back in 02/2023, Prax saw a pattern, about 200 carriers a month registering with PO boxes or virtual mailboxes. Speaker 3: We would notify FMCSA that says, hey, this guy should not be issued as authority. Speaker 1: He says the agency listened, and now they flag those applications with warning letters. Just because a trucking company uses a virtual address like here on West Commerce Street doesn't mean they're up to no good. Speaker 4: Some of these owner operators live in their truck. So a lot of times, they will look for, hey. You know, I don't really have a physical address. Speaker 1: Not everybody who does that is Speaker 2: a bad guy. Most of the bad guys, that's what they're gonna do. Speaker 4: Agreed. I think that's an accurate statement. That's what the bad guys are gonna do 99% of the time. Speaker 1: It's also a public safety matter. Fraudulent carriers have 80% higher crash rates. Speaker 3: When you're driving down the road with your kids in your car and there's some guy next to you that maybe got his authority illegally, are you really safe next to that guy? Let me be clear that putting untested, unqualified drivers, especially those with commercial licenses on our roads, is an unacceptable risk to every family in this state. These licenses were essentially sold, not earned. That means we have individuals on the road possibly operating tractor trailers who never demonstrated the basic skills to do so safely. It's not a paperwork issue. It's a direct threat to highway safety and a betrayal of the public public trust. The scope of this investigation, yesterday, we seized over a 120,000 in illicit proceeds tied to this operation. Evidence suggests that hundreds, if not more than a thousand fraudulent driver's license were issued as part of this scheme. It's been ongoing for over two years, and as con this investigation is continuing to be ongoing and will expand statewide as we work to identify those who receive licenses illegally and hold all parties accountable. Each license issued could result in felony criminal charges for the license holder, and our investigation will be expanded by our state partners to hold these individuals accountable. A search warrant was executed yesterday at a business in Callaway called Cubamax, which is involved in processing immigration documents. Again, I wanna commend the outstanding teamwork and partnership of our investigators. And it's a multi agency effort with close coordination between law enforcement, the tax collector's office, and other state and local partners. This is the kind of teamwork it takes to root out corruption and protect our citizens. I'd also like to commend our tax collector, Chuck Purdue. As soon as he was made aware of this investigation, he became invest an investigator himself. He worked with us closely to make sure that these individuals were held accountable. Certainly a difficult situation when individuals in your office choose to do the wrong thing, but the important part is that we hold them accountable when we do that. So, Chuck, thank you for for your efforts. So we wanna talk about the individuals that we arrested. The tax collector employees are Bansalei Velazu, age 37 of Panama City, charged with nine counts of DMV, employee issuing a fraudulent ID, which is a felony, and nine nine nine counts of official misconduct. Demetrius Smith the second, aged 30 of Panama City, on eight counts on of the DMV issuing a fraudulent ID and eight counts of official misconduct. And additional charges are anticipated as each fraud fraudulent driver's license can result in additional charges. If you don't understand this word, if it's new to you, doxing is when you reveal personal identifying information with the purpose of intimidating, threatening, distracting from official duties. We want these guys here. They're protecting our families. And while they protect our families, we're gonna protect theirs. So we've set up this new program where ICE and federal authorities can work with our troopers. And if there's any evidence of personal information getting out, we wanna know. We'll ensure that we're doing routine checkups and get a detail to protect the agents and their families. As we go into the weekend, I know there's been, you know, some rumblings about protests and demonstrations. Austin. Speaker 1: Barry, eight people have been arrested after a joint investigation by the Bay County Sheriff's Office and Homeland Security Investigations. They say illegal immigrants were paying to obtain those driver's licenses illegally. Speaker 2: About a month ago, we began investigating information that individuals within the Bay County Tax Collector's Offices were issuing fraudulent driver's licenses to aliens. Speaker 1: Two employees were allegedly issuing the licenses to people without the required testing. Some of those, they say, are illegal immigrants. Speaker 2: Analysis of financial records confirmed that the employees were receiving large sums of currency from numerous sources.
