BREAKING: Leaked government memo confirms whistleblowers were targeted by Border Agency after exposing federal DNA Collection law was not followed for immigration violations Homeland Security whistleblowers claim American deaths “were preventable.” Subscribe on X @C__Herridge https://t.co/x9e6RjGJKH

Video Transcript AI Summary
Three government whistleblowers with 7 decades of law enforcement experience allege that Homeland Security is intentionally failing to fully enforce the DNA Fingerprint Act, a 2005 law requiring DNA collection from non-U.S. persons detained for immigration violations. They claim this non-compliance, spanning multiple administrations, makes Americans less safe and has led to preventable deaths. Recent data suggests nearly 70% of border encounters did not include DNA collection, potentially leaving almost a million violent criminals unidentified between 2010 and 2019. The whistleblowers allege this failure may have contributed to the death of Rachel Morin, as the suspect had multiple prior encounters with border agents where DNA could have been collected. They also claim they faced retaliation for speaking out, including demotions, removal of firearms and credentials, and a hostile work environment. One supervisor allegedly stated the agency's goal was to bankrupt them, make them quit, die, or kill themselves. The whistleblowers believe the intentional dereliction of implementing the DNA law is criminal.

Speaker 0: Americans are dead, and these deaths were preventable. Speaker 1: So this internal government memo confirms that you were retaliated against because you spoke out against officials at Homeland Security who you believed were violating the law. Speaker 2: Yes. Yeah. 100%. The agency's goal is to bankrupt you, make you quit, die, kill yourselves, or basically Speaker 1: This law is on the books. Speaker 3: Yes. Yes. Speaker 1: Is Homeland Security enforcing the DNA collection law? Speaker 0: Not fully. Speaker 1: As a result, are Americans less safe? Speaker 0: Yes. Yes. Speaker 1: No question in your mind. Speaker 2: They don't have it all. No. Speaker 1: Our team sat down with 3 government whistleblowers with 7 decades of law enforcement experience. They work at Customs and Border Protection or CBP, a division of Homeland Security. This internal government memo confirms that you were retaliated against because you spoke out against officials at Homeland Security who you believed were violating the law. Speaker 0: Yes. Yes. 100%. The Speaker 1: agency's intentional decade long failure to implement a law designed to protect public safety. That's its conclusion. Customs and border protection is in violation of the federal law, and it's done knowingly. Speaker 3: Yes. Speaker 1: This internal homeland security directive marked law enforcement sensitive lays out the law. The border agency is required to collect DNA samples from non United States persons in detention for immigration violations. Known as the DNA fingerprint act, it passed in 2,005 with bipartisan support. So there's no ambiguity. The language is clear. Speaker 3: It lays it out as a road map. Speaker 1: Have you ever seen a directive like this be ignored? Speaker 0: Never. No. Speaker 1: Okay. A lot of people are gonna be confused. Homeland Security's job is to uphold the law and to keep Americans safe. But what you're alleging is that Homeland Security is not complying with the law. Speaker 3: That's correct. Speaker 1: Since 2021, under the Biden Harris administration, Homeland Security's own data reports more than 10,000,000 border encounters. Speaker 2: The internal mood is it's a dumpster fire. Speaker 3: It is a questioning of our mission versus what is actually being executed in the field. Speaker 1: Jones showed us what's supposed to happen in the field when DNA is collected from individuals detained and processed on immigration violations. Speaker 3: So, Catherine, this is the kit that's provided by the FBI to the Customs and Border Protection officers and agents. Place it inside your cheek. Speaker 1: Okay. Speaker 3: Rub inside your cheek 3 times. Speaker 1: Three times. Yeah. Speaker 3: You're collecting saliva, and skin cells are epithelial cells. Speaker 1: Okay. Speaker 3: I would then take it back from you, close it, place it inside the white envelope, which then gets sent to the FBI laboratory for processing. Speaker 1: So 30 seconds to collect, about $4 a pack. Speaker 3: Correct. Speaker 1: How long to process by the FBI? Speaker 3: Approximately 72 hours. Speaker 1: So it helps to identify suspects? Speaker 3: Absolutely. It gives an investigative lead to a law enforcement agency. Speaker 1: Has the system solved cold cases? Speaker 2: Yes. It's presumptively solved over 1,000 cases just from DNA collection. Speaker 3: Not only does it cut down on crime, it also cuts down on the time that it takes law enforcement to find this individual. Speaker 1: You've had Republican administrations. You've had Democratic administrations. Have either of them implemented the law? Speaker 2: No. The willful noncompliance, I believe, is inexplicable. Speaker 0: For many years, the Department of Homeland Security and Customs and Border Protection have failed to follow the law. Speaker 1: Recent data released by Republican senator Chuck Grassley suggests nearly 70% of border encounters did not include DNA collection as required by law. And as many as 950,000 violent criminals were unidentified. 950,000 violent criminals went unidentified. That's nearly a 1000000 people. Speaker 3: That estimate was from 2010 through 2019. That was 5,000,000 illegal entries at the time. Speaker 1: What you're saying to me is that 950,000 violent criminals is a is an old number. It's on the low end. Speaker 0: Yes, ma'am. The continued prolonged willful failure to comply with the DNA fingerprint act has resulted in the harm that Americans are dead, and these deaths were preventable. Speaker 1: That's a very significant statement. Speaker 0: I believe that to be statistically verifiable. Speaker 1: The August 2023 sexual assault and murder of a 37 year old mother of 5 in Bel Air, Maryland haunts the whistleblowers. Are you alleging that Homeland Security's failure to comply with the DNA collection law may have been a contributing factor in Rachel Morin's death? Speaker 0: It may have been a contributing factor. Yes. Speaker 1: No question in your mind? Speaker 2: None. Speaker 1: That's a very serious charge to make. Speaker 0: It is. Speaker 1: Now charged with Rachel Morin's murder is 23 year old Victor Antonio Martinez Hernandez from El Salvador. An alleged gang member, authorities claim he murdered another woman before fleeing to the US in February 2020 3. Based on our reporting, the suspect didn't just have one encounter with border agents. He had multiple encounters. So there were multiple opportunities to take his DNA. Speaker 3: We understand we had 3 bites at the apple with the subject and never took it. Speaker 1: It's gonna be hard for the family to hear that there was an opportunity to identify the suspect and stop him if federal law had been followed? Speaker 0: Absolutely. Had the subject had DNA taken the first time they were encountered, there would have been an instant possibility that any future criminal activity would have been stopped immediately, and there was definite potential for the individual to be apprehended. Speaker 1: 6 months before Rachel Moren's murder, the suspect was linked to a brutal home invasion in Los Angeles. Speaker 2: I think if due diligence was exercised, we comply with the law, DNA was collected, we would have known who we were looking for on behalf of the little girl and the the young lady out in Los Angeles and hopefully vindictive him long before he got to Maryland. Speaker 1: Did Homeland Security fail Rachel Morn? Speaker 3: In the context of not collecting the DNA that is mandated by law, they they did not do it, and there there's no other answer. Speaker 1: Even independent government investigators admitted in this May 2023 letter that border agencies do not systematically record data on the reasons for the noncollections. What's the consequence for the American public? Speaker 0: We know for a fact that not every individual who crosses the border illegally into the United States goes on to commit violent acts. But given the number, even a very small percentage results in a definite increase in crime within the United States. Speaker 1: Does Homeland Security owe the victims an apology? Does Customs and Border Protection owe the victims an apology? Speaker 0: At a minimum, many people in this country are owed an explanation. Speaker 2: Ultimately, the secretary of Department of Homeland Security is responsible. We know that he's been notified of the noncompliance. They've done so with impunity. Speaker 1: Has anyone at Homeland Security been disciplined? Speaker 3: Not that we're aware of. No. Speaker 1: Demoted? No. Speaker 3: No. And to the contrary, promoted. Speaker 1: Promoted? Anyone fired for failing to comply with the DNA law? Speaker 2: No. No. The only ones disciplined are sitting right here. Speaker 1: This exclusive internal memo concluded the border agency retaliated against them, including denial of promotion, hostile work environment, reputational harm, among other issues. How hard did you have to work within the government bureaucracy to get this memo? Speaker 3: The office of special counsel refused to give it to us. We received it through discovery with our legal counsel. Speaker 1: So you had you had to spend your own money to get confirmation that you were being punished by the government. Speaker 0: That's correct. For me personally, it's a mystery as to why the Office of Special Counsel did not see fit to share that document with us. Speaker 2: I've had my law enforcement, credentials. I have a firearm taken away from me. I've had my law enforcement retirement taken away from me. And we will tell you this in a law enforcement environment, publicly removing someone's firearm is the ultimate insult and degradation. Speaker 0: I was basically iced, left to sit at my desk every day, do nothing but the most menial tasks. My future career options, because I was working in such a limited sphere, all that future potential vanished in a day. Speaker 3: I was demoted 3 levels. Like mister Taylor, my firearm was taken. My credentials were taken. And it was the final blow to a professional career. And what we did was we came forward. Not in 75 years or so of combined service have one of us even had a written or verbal disciplinary action. Speaker 2: 1 of the supervisors said, very matter of fact, the agency's goal is to bankrupt you, make you quit, die, kill yourselves, or basically, preferably all of the above. Speaker 1: What you describe sounds like a criminal conspiracy. Speaker 2: We think a lot of this is criminal, not so much even when it comes to us, but the absolute intentional dereliction of implementing the DNA law. Speaker 3: We don't need to bring in more crime. We have enough of our own. The tool we have, the DNA fingerprint act, we are willfully not complying, and we ask ourselves, how is this happening? I think we know how it's happening.

I was informed of my termination verbally after my demotion, but I never received written confirmation. They claimed my actions were for personal political gain, yet there’s a clear pattern of political hostility my team faced during deployment, particularly related to Trump campaign signage. FEMA emphasizes avoidance and de-escalation, but this issue is widespread, not just in Florida but also in the Carolinas. Senior leadership may deny awareness, but field crews can provide evidence of what's happening. It's crucial to demand FEMA's incident reports to support our experiences in the field.

Speaker 0: I was notified after I demoted. The next morning, they told me verbally I was fired, but they never provided me anything in writing stating that I was fired. They all alleged that these actions were made on my own recognizance and that it was for my own political advances. However, if you look at the record, there is what we call a community trend. And, unfortunately, it just so happened that the political hostility that was encountered, by my team and I was on 2 different teams during this deployment. They just so happened to have the Trump campaign signage. FEMA always preaches avoidance first and then de escalation. So this is not isolated. This is a colossal event of avoidance, not just in the state of Florida, but you will find avoidance in the Carolinas. Senior leadership will lie to you and tell you that they do not know. But if you ask the DSA crew leads and specialists what they are experiencing in the field, they will tell you. Demand for FEMA to give you those incident reports. They will substantiate what is happening to us in the field.

President Trump has put several USAID officials on leave for not following his orders to block foreign aid. The Active Administrator intervened after discovering they were trying to bypass these directives. This situation highlights the corruption within USAID, which I believe should be dismantled.

These workers were conspiring to circumvent Trump’s orders halting foreign aid and DEI spending, so the Active Administrator stepped in and put a stop to it. USAID is a WILDLY corrupt organization, and should’ve been scrapped anyway. This just reinforces that point.

Big news. DHS takes all money away from border NGOs … More news tomorrow on DHS.

@nicksortor - Nick Sortor

🚨 #BREAKING: DHS Secretary Kristi Noem has announced she and Trump have stopped ALL GRANT FUNDING for the NGOs who are assisting in the invasion of the United States Organizations like Catholic Charities and Red Cross received over $340 MILLION in 2024 from DHS assist illegals crossing the border. “We’re not spending another dime to help the destruction of this country.”

Video Transcript AI Summary
We are announcing the cessation of federal grant funding to NGOs that facilitate illegal immigration. Hundreds of millions of taxpayer dollars have been misused to support this issue, and we are committed to reevaluating these funds to ensure they strengthen our country and enhance safety. Many NGOs operate in Mexico, encouraging illegal immigrants to cross the border. Initially, NGOs were seen as charitable organizations, but they have evolved into entities that sometimes undermine national security by performing actions the government cannot legally undertake. While some NGOs do valuable work, their role in facilitating illegal immigration is concerning.

Speaker 0: Yes. Well, thank you, Will, for inviting me to be with you. Today, we are announcing that we have stopped all grant funding that's being abused by NGOs to facilitate illegal immigration into this country. So it's amazing to me the 100 of 1,000,000 of dollars that have been spent by the federal government that has been sent to NGOs to facilitate this invasion of our country. So, I've taken action to stop that those funds to reevaluate them and to make sure, that we're actually using the taxpayer dollars in a way that strengthens this country that keeps us safe. So I think people are curious when we look at grants that are given out by federal agencies and how they're utilized and that evaluation needs to be done. We're not spending another dime, to help the destruction of this country. We're gonna make sure that we follow through on what president Trump has promised and that's to make sure that we're securing our border, departing those who are here illegally, and, committing criminal actions and that our taxpayer dollars aren't spending aren't spent to help it. Speaker 1: And madam secretary, I don't think people fully understand the role that NGOs play many NGOs play in facilitating illegal immigration. I just wanna share these numbers with everybody up on this on the screen. We spend over $380,000,000 did in 2024 for sheltering and service programs for for illegal immigrate illegal immigrants. But the the the vast network of NGOs that help facilitate it through Panama, through Mexico, and make it a landing spot here in the United States is a massive contributor here to illegal immigration. So what you're telling us today is that now stops? At least the federal funding of that stops? Mhmm. Speaker 0: Yes. So the Department of Homeland Security, we have stopped spending those dollars to fund those NGOs. And, well, what's been, so revealing is that many of these NGOs actually have infrastructure and operations set up in Mexico. On the on that side of the border that are telling those illegal immigrants to come to them and they will get them across the border. So they're not just operating in the United States. They're operating outside of the United States to help make it easier for those who want to break our laws. Right. Speaker 1: And Speaker 0: and while I was one of those Americans that years ago, when somebody said NGO to me, I thought, oh, that's amazing. That's a nonprofit that's out there telling somebody about Jesus or spreading faith and salvation or doing good work and charitable work, helping people that are less fortunate. And then I realized over the years it's been perverted into this shadow government. An NGO is sometimes an operation that does things that the government cannot do, can't legally do. So they create an entity to use government dollars, taxpayer dollars, to do something that the federal government isn't allowed to do. To Right. To do a shadow government operation that really has been used recently to undermine our country's national security. Speaker 1: Yeah. And they often have and they are religious organizations, and they have very nice names. Speaker 0: Mhmm. Speaker 1: And they do great work in a lot of situations, but this is another thing they are doing Mhmm. Is facilitating illegal immigration.

Roosevelt Avenue is a ghost town. I was there yesterday to report. There is parking available now in New York City because a lot of these illegals were using our parking spots. They were driving probably without licenses. Another military aids man, exiting the facility, hotel. So, yes, there's hope for our for us for our city of New York. There's hope for the state of New York. There's hope for America now because Roosevelt Avenue in Queens, New York, I was there yesterday. I was shocked. I was born and raised there my whole life, and I it was a ghost town at 05:00 in the afternoon, and there was parking available. Unbelievable. Unbelievable. Got another family unit here from Venezuela exiting the facility. They're not in school for some reason. They're supposed to be in school. Maybe they're going shipped out to another hotel or maybe they're going to Guantanamo Bay. Yes. Guantanamo Bay is open for business now. You don't need to be an Islamic Jihad to be in Guantanamo Bay Cuba. So a lot of these bad of the bad the bad of the bad illegals are going to Guantanamo Bay on a vacation because we can't trust them to go back to their country. Because once they go back to their country, they come right back like a revolving door. And so we're gonna hold them in Guantanamo Bay, and maybe maybe we'll do some waterboarding with them. Maybe we'll do some waterboarding to get some information on these illegals. The gang from Venezuela. In Ecuador, Ecuador, the other gang there's gangs in every country. In in Colombia, it's the FARC. In Ecuador, there's another gang. I don't remember the name of it, but it's they all all these countries have there's another child there. Was that child being sex trafficked? Is she being smuggled? Is that her father? Or is that a coyote that's taken the child never to be seen again to be sold in a sex slavery or indentured servitude, or to sell their body organs like their liver and their kidneys and their heart and their eyes or, organs to organ tissues. Alright. Sernandoe Rossi here, correspondent reporter, LFA TV, bringing you the illegal alien news of fake legacy media will not bring you. It's the black it's the black community and the Spanish community, the the Latino community and the blacks that celebrate this, but they're the first ones to lose their jobs to illegal aliens. That's that's the irony that they don't understand. They think their jobs are safe here. They think their apartments where they rent, they they gonna get they're gonna be kicked out of their apartments in Brooklyn and The Bronx, and the illegals are gonna take their apartments. We got one guy here cleaning up the trash of the illegals and the toilet bowls. We just received a statement from DHS: four employees are being fired for the unauthorized $59 million FEMA payment for NYC migrant hotels. This was long overdue; billions of taxpayer dollars have been misspent on housing, food, and healthcare for illegal immigrants in New York City. This incentivizes sanctuary cities and states to continue this practice, circumventing federal law. New York's leadership is inept and corrupt; Mayor Adams and Governor Hochul have enabled this, despite the strain on resources and the migrant crisis. We must stop the influx at the border and stop incentivizing this behavior. Furthermore, New York's top court is considering allowing non-citizen voting, which would add 800,000 voters. This is unacceptable and should not be a discussion. New York Republicans fought this previously but are concerned about the court's potential bias.

Speaker 0: Fox News Alert moments ago, we received this together. We received a statement from the DHS regarding the $59,000,000 sent from FEMA to New York City migrants last week. Quote, four employees being fired today for circumventing leadership and unilaterally making the egregious payment for hotels for migrants in New York City. We have not we have not announced it yet, so you have, so we have it first. There's gonna be firing, so names are gonna be out, and let's bring in New York congressman Mike Lawler. Congressman, your thought about that move? Speaker 1: Well, it's long overdue, frankly. These funds have been misappropriated, going back to the Biden administration. And New York City, a sanctuary city, has been wasting billions of dollars of taxpayer money, billions with a b, to provide free housing, clothing, food, education, and health care to illegal immigrants, including criminal aliens that are here illegally. And so, you know, I I applaud, frankly, DHS, for taking action, to stop these payments, under president Trump's leadership because we have incentivized cities like New York and states like New York, a sanctuary state, to allow this to continue, and it has to stop. Speaker 0: Look. It cost New York and this little salvage of us billions of dollars, because the the water was wide open for four years. And the mayor that spoke up got exiled in the Democratic Party. Ironically, he's about to be, I I guess, in a way, pardoned or or, protected by this president who sees a lot of the targeting of mayor, Eric Adams, as the same thing that happened to him. Speaker 1: No question. Eric Adams spoke out against what the Biden administration was doing. He said that the migrant crisis was, quote, unquote, destroying New York City. Kathy Hochul, authorized billions of dollars of state taxpayer money, to pay for all these expenditures. Meanwhile, she's fleecing hardworking New Yorkers twenty five hundred dollars just for the privilege of driving to work. It it really just speaks volumes to how inept, incompetent, and corrupt, New York has become under feckless leadership. Speaker 0: Right. Speaker 1: We have to stop this massive influx at the border, which is what president Trump is doing, but we have to stop incentivizing states and cities like New York by spending billions, and in this case, from FEMA, fifty nine million dollars, to support their efforts to circumvent federal law. That's really what this boils down to. States like New York are circumventing federal law Right. Allowing illegal immigrants, to get benefits and access to taxpayer money. Speaker 0: Alright. So let's talk about something else that's just bizarre that that's happening in New York. New York's top court said to consider noncitizen voting in New York City elections today. Get this. Noncitizen, you don't belong here. You're not registered. Blowing off court appearance. Doesn't matter. That would add 800,000 noncitizen voters. Why is this even a discussion? Speaker 1: It shouldn't be. New York Republicans fought back against this effort, several years ago. We were victorious in the lower court and the appellate division, and now it goes to the court of appeals. Unfortunately, I'm a little, bit concerned because the New York court of appeals has been corrupted by Kathy Hochul and New York Democrats. This is why they tried to

The Biden administration’s policies are contributing to the problem, and stopping the influx at the border is crucial. Additionally, New York’s top court is considering allowing non-citizen voting, which would add 800,000 voters. This is unacceptable and should not be allowed.

Unfortunately, I'm a little, bit concerned because the New York court of appeals has been corrupted by Kathy Hochul and New York Democrats. This is why they tried to

FEMA workers fired after huge payment for NYC migrants revealed. https://t.co/75I4kgyIQG

FEMA employees have been terminated for allegedly sending $59,000,000 to house illegal migrants in luxury hotels, sparking public outrage. Critics are pointing out the contrast of this situation with the treatment of citizens affected by natural disasters who did not receive adequate assistance. The funds, allegedly sent through a program separate from the disaster relief fund, have done little to quell public anger. Some feel the money could have been used to address homelessness and create housing for American citizens instead. Some are calling for FEMA to be shut down completely.

Speaker 0: $59,000,000 allegedly went to luxury hotels for migrants. This has sparked outrage online with many recalling how people affected by natural disasters were not given the help they deserved. Speaker 1: And then they hid the fact until just today that your money was going from FEMA, pay to house illegals in a fucking hotel while you got to sit with your family in a tent after losing everything and almost freezing to death and starving to death because Biden was a piece of shit. Speaker 0: New York City Hall said they never paid for the luxury hotels, and the money was sent through a different program that is separate from the disaster relief fund, which still hasn't won any sympathy from angry Americans. Speaker 1: We could have been using that money to help the homeless and create housing for them. FEMA just needs to close. Like, the whole organization just needs to be shut down.

I've identified leakers within the organization, and we're actively uncovering more. Let me be clear: these individuals will be terminated, and they will face serious repercussions. Leaking information to the press, especially when it jeopardizes operations, puts law enforcement lives at grave risk, potentially leaving families without their loved ones. We're employing every available tactic, including polygraphs, email analysis, and communication monitoring, to identify these individuals. It's astonishing how these bureaucrats, driven by their agendas to undermine our mission of ensuring American safety, will betray one another to protect themselves. Rest assured, I am fully committed to finding and removing these leakers to ensure the safety of our law enforcement officers and agents, and to enable us to continue our vital work.

And remember, when they leak information to the press in order to blow an op, they are putting law enforcement lives in jeopardy. They are risking their lives and putting their families in the position where they have to live without those individuals any further. So you bet. We have, used every tactic that we have. If you remember, we talked, just last week about how I'm using polygraphs to to go after and to really interview these folks because we are a national security agency. I have that tool I can use. Also looking at their emails, looking at their communications, and it's amazing how these bureaucrats who have an agenda to to stop the work that we're doing to bring safety to America, how they will sell each other down the river if it's just to protect themselves.
