Speaker 0: Well, I wanted to bring to everybody's attention, something that doesn't get much attention. And you've heard the term follow the money. So I looked up where did follow the money. I thought it was from a Tom Cruise movie, but it wasn't. It was from Watergate. And follow the money is what they did in Watergate. And and we saw what happened. So my young staffer who's very bright, and I see him over there, Adam Pack, followed the money. And the money is from the so called inflation reduction act. So in the name of green and environmental justice, there's over $40,000,000,000 that are gonna be granted out through the EPA. So with this great research that was done, what was discovered that in December, the EPA granted $50,000,000 to an organization called Climate Justice Alliance. So we went to the website of plus of Climate Justice Alliance. This is what we found on the website that our taxpayer dollars are going to organizations such as this. This, at the bottom, is a picture of the bulldozer that went through the fence when Hamas attacked Israel in on October 7th. They have a rendering on their website. It says decolonized Palestine, and it has a picture of that same bulldozer going through that fence. If you dig deeper, they wanna defund the police, defund the military, either them or their affiliates want to want to have very radical, drastic, initiatives that I think are anti American. And they're certainly anti Israel and anti Semitic. So the Biden administration doesn't seem to care. $50,000,000 in December. Who knows how much more in the future and other like groups because there are other associated groups with this group. There's no inspector general for EPA to follow the money because they don't care. Because all they care about is the mission, the climate mission, no matter what the radical ideas that are associated with the groups. So then you could ask yourself, is this group really going to be funding climate you know, cleaning up the water and cleaning up the soil and cleaning up the air? Or are they gonna be funding things like the protests they had in heart just several weeks ago where several of them were arrested? So follow the money. We're gonna be doing that in the environment and public works committee. That's where the derivation of this was. And I I find it rather startling to me that the EPA is not doing and the administration are not doing any better research as to where our American taxpayer dollars are going.

Speaker 0: Think this should be in an outrage, really, to every tax paying citizen. We're talking about the inflation reduction act, which is almost 2 years old as of, this August. And it also, I noticed in the president's schedule that he was getting briefed on the inflation reduction act. So I'm sure he got this briefing while he was, being briefed on the inflation reduction act, which we have renamed invest in radical activities act because that's what this is about. So we've really been digging into who is getting these massive amounts of grants through the EPA. There's $3,000,000,000 in the in the inflation reduction act, the IRA, that will go for climate different climate kind of buckets. And in our investigation, we found that a lot of this money that's going out really has little to do with the environment and a lot to do with funding groups that are basically engaged in what I characterize as anti American, activities. They're anti American, anti Semitic, anti Israel, anti police, and anti border security. So the first one I'm gonna go to is, and and before I do that, I'm also going to say that vice president, Harris, who is now the nominee for the Democrat presidential race, is quoted here. I put equity at the center of our nation's largest investment in climate in history to reach the organizations that know their community best. That's what she said when they rolled out and actually named these organizations. And interestingly today, there was a news article today saying that the green groups have now formed a coalition today, and guess who they're endorsing for president? Vice president Harris. So let's go over to the following one. I I say follow the money, because I think that's where you find out. The first one is, climate justice. It's up on the top right hand bar there. A $100,000,000. They have glorified Hamas, in a lot of their social media, on their websites, and other things. And they think Israel has no right to exist. They're getting a $100,000,000. This is a direct grant to them. The next one is the NDN, Collective. Collective. Do you you know them? Yes. They're a partner. Yes. They, on their social media, call the United States a so called country and also call for the defunding of the police and our United States military. Imagine that in these times right now. Next, we have, 2 New York and New Jersey coalitions that are getting $50,000,000. They're actually going to be participating in granting $50,000,000. Their quotes are the border and concept of citizenship is racist, and wants no collaboration with federal immigration officials, and the ICE agenda is racist as well. Then we have the social and environmental, entrepreneurs, $50,000,000. Again, abolish police, abolish prisons. The the latest one, these were all those previous ones I'm talking about were all announced in December by the vice president, and named on, the EPA's, materials as they as they rolled them out through the press. The Ella Baker Center For, Human Rights, the most recent funding was announced last week as getting between $1,300,000,000, And they are actively advocating to defund police, decriminalize shoplifting, and abolish our prisons. So I think that, that this uncovers quite a bit of the 3,000,000,000. We're up to 200,000,000, actually a little bit more than that, if if you count everything all in. And this is just, the lack of accountability. The administrator of the EPA has been questioned about this. He says the money hasn't gone out. That's their fur that was their first name. Well, they haven't gotten the money yet. Now they're saying, well, we don't we don't, check out the partner organizations. So this NDN would be a partner organization as opposed to an actual grantee. So why aren't you vetting these people? I mean, this is taxpayers dollars. And what do they have to do with, telling people how to, live and cope better and clean up their environment? So I think that we need to know that these are, appalling to me and to many of us who, work hard to make sure that we're not just paying our taxes, but we're also making sure that we're making good investments from from the federal government. So what are we doing about it? Well, we're shining a light on it and urging the EPA to not disperse this money. And and, coincidentally, they haven't dispersed all of this money yet, so we'll see what happens. We're I pushed in the appropriations committee for more money for the EPA inspector general, somebody to follow the money within the EPA because they know best, an inspector general would be able to do that. And then I think the most important thing is when we take control of congress after January, we will be able to defund a lot of this, but we also be able to follow it and do much more oversight. So I'm gonna turn it over to my friend from, Nebraska and see his perspective on this. Speaker 1: Well, thank you, senator Capito, for highlighting this and showing some transparency and some sunlight on what's going on here with regard to these grants through the inflation reduction act. But as you all more aptly named it, the Investment and Radical Activist Act Speaker 0: Right. Speaker 1: Because that's exactly what we're doing here. When you're giving money to organizations like the Climate Justice Alliance and they are funding the wash on march, march on Washington. And they are waving the free Palestinian flags and so forth. We're paying them to lobby our government. I gotta tell you, everyday Nebraskans don't think that's a good idea. Like, that our tax dollars should go to radical organizations to lobby our own government. That's just crazy. And you're talking about the NDN collective and the things they wanna do, like abolishing the military, abolishing the police, abolishing customs and border protection, abolishing immigration and customs enforcement. Again, everyday Americans think those organizations are important organizations, and we wanna keep them to keep us safe. They are way out of step with what everyday Americans wanna see. This is really, really radical stuff that they're they're promoting. And then we have organizations like the, social and environmental entrepreneurs who are spreading climate alarmism and, again, funding left wing groups. This is not what our tax dollars are supposed to go for. And to your point about the EPA, because all this money is going through the EPA, I was just talking to a company yesterday who said, hey. We need more help with getting permits done. We can't get permits fast enough, frankly, for some of these environmental projects even. And it's because the money is going to fund these radical organizations and not nobody's paying attention to how many people have got work in their different regions to be able to help get these permits processed. So on the one hand, the EPA's got legitimate business they're not getting done. On the other hand, they're funding these radical and, environmentalists and other sorts of organizations. And, again, it just gets back to everyday Americans, that's not how they want their money spent. They want their money spent here in Washington, DC wisely. And when you see the frustration that people have Washington, DC, this is a prime example of why they have that frustration. So I wanna, again, thank, senator Capito for highlighting this, for shining some sunshine on this so that we can get some changes made. We are now sitting at $35,000,000,000,000 in debt. We have got to get our spending under control, and spending on this kind of radical activism is not the way we should be spending our tax dollars. Alright. I'll turn it over to you. Just got I mean, as far as you said, you know, up and saying that you're all kind of, you know, go back to sort of, I mean, as as far as in the in the universe of IRA components, do you view this as as what I'm trying to rightly start? Is that they you think Trump should prioritize? Well Well, I mean, because he's he's talking about almost entirely just Speaker 0: Okay. We we know well, number 1, there's there's been a recent rush to get this money out. And that's because they know that there's a likelihood. We like to think a high likelihood that the administration will change come November. And so they're rushing to get the money out, and you see who they're sending it to. So we have that how in in this pot of money, in the $3,000,000,000 for EPA, it would probably be predicated on how much is left. We would certainly try to claw that back. But but at at the minimum, we would have more opportunity for sunlight here and more opportunity for oversight. In terms of other parts of the IRA, I think some of the tax provisions I mean, it was just such a bloated, you know, Pete's talked about our our debt. We talked about the inflation. Everybody who knows anything attributes, our inflationary rise over the last 2 years to this IRA and the bloated spending, and then cap that with the expansion of, of our debt. So I think, I think this is something that would be a top priority for all of us. And I don't know if you wanna say anything about what we could and would do. Speaker 1: Yeah. I mean, when you look at partisan bills that are passed that include reckless spending, it's one of the things that's driving inflation. We've got to control that in if we're going to get inflation under control. There's other things that we have to do, like being able to use our own energy resources to help bring prices down, but we've got to get the spending under control. And so if we have a new administration and new opportunity, we gotta be able to start raising some of this money in, especially when it's being wasted on radical political activities, which is not what the American taxpayers signed up for. Speaker 0: Mhmm. Yeah. Speaker 1: Do you Speaker 2: have any do you have any recourse more immediately to, try to figure out what these groups are doing with this money? Like, are you sending letters to EPA or or the groups? Speaker 0: Well, EPA is well aware of our, extreme concern on this. I mean, here's a small victory. Climate's just Climate Justice Alliance redid their website and took all that down. I mean, what is that? Oh, is that okay now? I mean, so I I feel like we're our voices are being heard, at least in a small way. No response from the administration at all. No response from the administrator, on this. And, and so right now, we're just I think our best path is to just shine a light on it and talk about it. And this isn't gonna be the end of this. I think this is just the beginning. Yes? Speaker 2: So in the past, in response to your investigation of these groups and uncovering what exactly they stand for, the EPA has said, you know, political message or political beliefs are not in our criteria. They don't play a role in Speaker 0: how we choose and how Speaker 2: we score, these, grants. And they've also said, that the specific money of the grants that are pending or go out, can't be used for messaging activities. It can only be used for the specific purpose that's outlined. Mhmm. Speaker 0: My response, but do you wanna Speaker 2: Go ahead. Speaker 0: You wanna go first? Well, I mean, common sense tells you. If you have a $100,000,000 coming into your, nonprofit organization and you have certain political beliefs that you've been espousing all through your, existence, not just in your social media, but for for years. To say that you would never use that money in, in, in, to to be guided towards, anti police or anti what happens? It frees up the anti police money so you have more anti police money. I mean, that just makes sense to me. If somebody's gonna get a $100,000,000, you're gonna have much more to do your political events or your political espousing, through that. And there's no coincidence that just today, they've announced they're gonna, endorse the person who announced them. And the EPA administrators, I like him. But his response to this has been very, very deficit. He told the house members when questioned about this, because they got the information from us. He told the house members, well, they haven't gotten it yet. Well, why are you putting a press release out that these are the people that are gonna get it? These are the organizations that are gonna get it if you don't intend to actually give them the money? I mean, that to me is either at the least sloppy or at the most deceptive and, oh, you got kinda got caught, being unaware or try to slip something through. So I don't know. Speaker 1: Yeah. I would just build upon that. Money is fungible. Right? You can move money around. And so if you've got money that covers administrative expenses, you're paying part of the rent, that part of the rent means that you don't have to go up and raise the money to do your political activities. Right? So the money's fungible. The only thing I'd point out is that there's been such a lack of diligence from the EPA that allows the money to go to these groups. Why would we have any confidence that they're doing any sort of audit to make sure the grant money is being spent in the way that it's supposed to be spent? I don't have any confidence the EPA is checking up on these groups after even just seeing the groups they've gone to. So zero confidence the EPA actually knows how this money is being spent. Speaker 2: Do you believe that when they say that political affiliation or messaging has nothing to do with their criteria, not involved? Speaker 1: I would say the I would question that back and say, why are we paying for any political activity? It should be a criteria. You should say, you cannot have this if you are going to, you know, lobby the federal government with the money that we're giving. Right? And then, again, unless you're actually auditing to find that out, we can't have any confidence in that. Speaker 0: I mean, I'll go back to what I said earlier. If you have no, if you have no political messaging and you're not supposed to be a political group, why are you endorsing somebody for president if you're not interested in the political, environment yet? Speaker 2: Is this something that you've asked the EPA inspector general EPA inspector general or GAO to look into? Speaker 0: We haven't asked yet. I don't believe. I got my staff back here. But I will tell you this. In the in the IRA, the, authors of the bill did not include while they're getting $3,000,000,000 did not include 1 single dollar for extra oversight of those dollars. So the EPA has an inspector general. And what we get back from the inspector general is or from the EPA is, well, we need more resources in, within our, agency to be able to move forward on this. So we did get $5,000,000, through, senator Murkowski's bill, of the I think it's 30 that they get, for their IG. 5,000,000 is directed towards this. So that's a minor victory. I had an amendment that would have said we need to move this up to 20,000,000, because to try to follow the money of $3,000,000,000, that's a pretty hefty load. And that's what happens when you pour so much money in so fast, it gets wasted. And we see it all the time. Why don't we learn the lesson of this? And now it's not only getting wasted, it's getting poured into radical activists. So thanks.

Speaker 0: Let's talk about the function of the CIA. I I think a lot of us have an impression that all the CIA does is, gather intelligence. Intelligence is information, of course. Now one would think that if you obtained information, that was based upon fact. And if that is so, what did you do with it? Speaker 1: Well, one of the four principal functions of the CIA is to gather intelligence and and ideally forward it to the the president, the users of information, the policy makers, as they say. There are other functions, however, some of them more legitimate than others. One is to run secret wars, the covert action that's written and talked about so much, like what's happening in Nicaragua today from Honduras. Another thing is to disseminate propaganda to influence people's minds. And this is a major function of the CIA. And, unfortunately, of course, it overlaps into the gathering of information. You you have contact with a journalist. You will give him true stories. You'll get information from him. You'll also give him false stories. Speaker 0: Did you buy his his confidence with true stories? Speaker 1: You buy his confidence and set him up. We've seen this happen in recently with Jack Anderson, for example, who has his intelligence sources. And he has also admitted that he's been set up by them. You know, every fifth story just simply being false. You also work on their human vulnerabilities to recruit them in a classic sense to make them your agent, so that you can control what they do. So you don't have to set them up sort of, you know, by by putting one over on them. So you can say, here, plant this one next Tuesday. Speaker 0: Can you do this with responsible reporters? Speaker 1: Yes. The church committee brought it out in 1975, and then Woodward and Bernstein put an article in Rolling Stone a couple of years later, 400 journalists cooperating with the CIA, including some of the biggest names in the business to consciously introduce the stories into the press. Speaker 0: Well, give me a concrete example of how you use the press this way. How, false story is planted and how you got it published. But after that point, the journalists, Reuters and AFP, the management was not witting of it. Now our contact man in Europe was, and we pumped just just dozens of stories about Cuban atrocities, Cuban rapists. In one case, we had the Cuban rapists caught, and tried by the Ovimbundu maidens who had been their victims. And then we ran photographs that made almost every newspaper in the country of the Cubans being executed by the Ovimbundu women who supposedly had been their victims. Speaker 0: But these were fake photos? Speaker 1: Oh, absolutely. We didn't know of one single atrocity committed by the Cubans. It was pure, raw, false propaganda to to create, an illusion of communists, you know, eating babies for breakfast, and that's sort of totally false propaganda. Speaker 0: John, was this, sort of thing practiced in, Vietnam? Speaker 1: Oh, endlessly a massive propaganda effort in Vietnam in the fifties and in the sixties, 60s including the thousand books that were published several hundred in English, that were also propaganda books sponsored by the CIA. Give some money to a writer, write this book for us. Write anything you want. But on these matters, make sure, you know, you have this line. Speaker 0: Writers in this country, books sold and distributed in this country? Speaker 1: Sure. Yeah. The the church committee, when they found this out, demanded that, they be given the titles so that the university libraries could at least go and stamp inside Central Intelligence Agency's version of history. And the CIA refused because it's been commissioned to protect its sources and methods. And the sources would be the authors who wrote these false propaganda books, some of whom are now, distinguished scholars and and journalists. Speaker 0: Well, doesn't the CIA flatly deny? They've admitted that there is some propaganda efforts, but their position is that those are all outside The United States, not in The United States. Isn't that true? Speaker 1: Absolutely. While we were, running Angolan operation and pumping these stories into the world and US press, exactly that time Bill Colby, the CIA director, was testifying to Congress, assuring them that we were extremely careful to make sure that none of our propaganda spilled back into testimony, we were planting stories in the Washington Post. It's a green slush fund. $20,000,000,000 parked in outside bank towards the end of the Biden administration given to just eight NGOs. You just named a bunch of them. These NGOs were created for the first time, many of them just to get this money, and they're pass throughs. And so the EPA entered into this account control agreement with these entities. Treasury enters into a financial agent agreement with the bank, and they design it to tie the EPA's hands behind their back, to tie the federal government's hands behind its back. So when the money goes through the NGOs to subgrantees, many of them also pass throughs. We don't know where it's going. We don't have the proper amount of of oversight. And as you pointed out, it's going to people who are in the Obama and Biden administrations. It's going to donors. It's not going directly. As you pointed out, thankfully, you did, it's not going directly to remediate that environmental issue to deliver clean air, land, and water. It's billions, tens of billions of dollars going through their friends. Speaker 0: Well, they're gonna say they didn't steal it. They're just gonna say they got paid salaries, and then they donated it to some other subcontractor who got paid salaries, and it eventually went to some kid to pick up litter. Right? Because, like, at the end of this, what's it like, 5% of this money actually goes towards the environment? How much actually goes towards the environment after it's been just stripped out for salaries? Speaker 1: Right. And stripped out for salaries of middleman after middleman going through these multiple added layers. I'll give you an example. On the other end of this, there was one CEO who was serving on the White House Environmental Justice Council for the Biden administration. While she was serving on this council, she was CEO of an organization that applied for and received $20,000,000. So some people were able to, with the right connections, be on the the receiving end of billions of dollars. Others on the other end of this getting tens of millions of dollars and the federal government not having oversight. And, you know, I just mentioned the account control agreements that were entered into EPA and these prime recipients. They were amending the account control agreements right up to the inauguration. Oh, They were amended account control agreements we found January 13. Speaker 0: So they were scrambling before you guys got in there and and some tires. Speaker 1: They amended it. So so Yeah. They amended these account control agreements to reduce EPA oversight and to make it easier for them to pass through the money without getting caught. So you caught them. By the way, I have to say for the record, I'm no fan of the Cuban government. I I I'm and I'm not even weighing in on whether it's the right or wrong thing to do, you know, in terms of regime change there or, you know, liberating people there from autocratic excess by that government. I'm simply showing the American people where your tax dollars are going and how these things are structured in order to systematically fool you and to fool congress and to fool the White House. So for example so this is this is and and and I'll I'll show a couple other things in a second here, but it so this is Zunzanillo. If yeah. So if you just scroll for a second, we'll start with this. Right? So it was an online social media just scroll up one second. We'll start at the top here. It was an online social social networking microblogging service created by USAID and marketed to Cuban users. This was a a Twitter knockoff. See, the background of this is this is 02/2009, '2 thousand '14, that period. The state department in USAID were gangbusters gung ho on the promise of Arab Spring style social media revolutions to topple other governments. You know, that the Arab Spring was a Facebook revolution and a Twitter revolution. USA pumped $1,200,000,000 in, you know, and we we sponsored these activist groups and these civil society organizations to learn how to use Facebook, learn how to use Twitter, lose learn how to use hashtags, learn how to coordinate street protests so that everyone knows where to go, what street to show up on, you know, what kind of slogans to, you know, to to use in order to create the pro democracy, you know, predicate for it. But the problem was at the time Cuba did not allow US social media in. So they said, so they're not allowing Twitter in. How can we get a Twitter there but without calling it Twitter, without making it look like it's coming from The US? So what they did is they took the exact same thing as Twitter. Same user interface, same like and retweet button. Is is the Cuban slang word for for hummingbird. So just it means it's it's bird. It was the the Twitter bird, the whole thing. But the whole trick about it was you have to make it look like it's coming from the Cubans if you're going to do this operation. So what you'll see is it began running so this is 2010. This is right, you know, during the Arab Spring. And what you'll see is they took funds, millions of dollars of funds that were concealed as humanitarian funds designated for Pakistan. Now I don't know if, Joe or or the audience, if you looked at a map lately, but Pakistan is not exactly a next door neighbor of Cuba. Right? So and this is the this is the Wikipedia whitewashing, and we can get into the deeper layers of this. But contractors funded by USAID, I should note the main contractor was Creative Associates International, who's a frequent one. It's CAI CAI, not CIA. I promise. So they they concealed in the budget from senate, from congress, from the White House National Security Council. They said that that these were humanitarian funds for Pakistan, and then they ran that to their contractor, CAI, to, quote, set up a Byzantine system of front companies using Cayman Islands bank accounts and recruiting unsuspecting business executives who would not be told of the company's ties to the US government according to the AP. Private companies like Creative Associates International, designed the network. The idea arose after, they were given 500,000 stolen Cuban cell phones that are available on the black market. And then what you'll see if you scroll down is, okay. The network dubbed the the Cuban Twitter reached about 60,000 Cuban subscribers. Speaker 0: It was a member of congress who has pledged to use these exact tactics and spread them among her colleagues. The very same tactics were, like I said, she's calling on her supporters to be, quote, strike ready and promising that violent protests are coming. That's a direct quote from her. She was speaking to the nation. But to understand who exactly is is funding this, who's behind it, this is a partner of the Harvard Ash Center's nonviolent action lab. Like I said, it's very stochastically terroristic in its namesake in the sense that they really want you to know that they're nonviolent. I'd ask you why are they working overtime to demonstrate that they're so nonviolent. But this is a group who is sort of hosting these training sessions in conjunction with Democrat members of Congress. And the person who leads this entity is someone by the name of Erica Chenoweth. Now she uses theythem pronouns, so do with that what she will, but this is someone who has deep, deep ties to USAID, the State Department, and the United States Institute of Peace. Her resume shows that she has lectured repeatedly at USAID in 2015, '20 '16, and as recently as 2022. She's also authored several reports sort of from this nonviolent resistance revolution, color revolution framework for USAID as the lead investigator and a recipient of several 5 figure grants. Some of these topics, these papers include youth and LGBTQ participation in nonviolent action, struggles from below, human rights struggles by domestic actors, and civil resistance and corporate behavior, mapping trends and assessing impact. But why this character is, I think, so particularly interesting and important is because her entire career is essentially about analyzing the most effective tools, not for protest, but for toppling dictatorial or autocratic regimes. And she wrote this whole long book where they analyze case by case hundreds of revolutions, and they come to the conclusion that nonviolent resistance is the most effective tactic or playbook, not because they disavow terrorism or violent action, but simply because they think it's just empirically a better tactic. Right? What you're talking about is essentially the raw materials from an academic and literature perspective for creating bombs, or maybe in this case, it's more, you know, firebombing. But I just wanna read for the audience just to get a sense some of the books or journal papers that this individual has written, quote, how to topple a dictator, the role of violence in nonviolent resistance, resilient republics, why terrorism does not destroy democracy, the study of terrorism, achievements and analytical challenges ahead. To Bribe or to Bomb? Do Corruption and Terrorism Go Together? And also she wrote the, seminal Oxford Handbook on Terrorism, including participating in panel discussions on events titled, quote, Is Terrorism Ever Legitimate? But I think this one piece of work really articulates the threat of this center, which is, quote, why civil resistance works, the strategic logic of nonviolent conflict. Where I said, the reason why they're disavowing, at least right now, terrorism and violent action is not because they find anything morally, ethically, or principally wrong with it, just because they think it's not an effective tool. And to sort of broaden out this USAID critique, which I think the Mike Benzas of the world have accurately identified, where they essentially identify a regime that they don't like, that's populist. They then say, oh, well, you're autocratic. You're dictatorial. So therefore, we can use outside the system changes. Go after your pillars of support. Well, if you can believe it or not, the ASH Center, which we've actually reported on War Room years ago through a different lens, which we can get into on the Chinese Communist Party funded angle of it. But this group, though, despite the fact that they deleted their web page showing who they're funded by, their top donors are USAID and the State Department. And one last point on Erica Chenoweth, she also has lectured repeatedly at the United States Institute of Peace.
